I meant to post my earlier comment to “Bolivia in the Crosscurrents” in this thread.
But I have some additional comments.
What is Olivera seeking?
As translated by Andres Canteras, Oscar Olivera said in the interview:
"So really what this involves is taking away the control of the resources that the corporate powers have there in Bolivia and this is what the people are struggling for." If the resources are not to be developed by “corporate powers”, who will develop them?
"In the political relm the changes that the people are asking for is to eliminate all the authoritative and repressive apparatus that is present in the current political structure." What exactly is the “authoritive and repressive apparatus” that is in the current political structure? The IMF and World Bank, which is owed a lot of money and continues to lend more?
"So for five hundred years the indigenous people have historically been excluded from participating in the democratic process in Bolivia." How are the indigenous people being excluded? Doesn’t their vote count in elections?
Moises Cucharas Rojas (sp?) repeated this same claim. “Exclusion of indigenous peoples that has occurred over 500 years.”
But have then been truly excluded or just outvoted?
Jim Schultz said there is "demand for a constituent assembly and really a complete reestablishment of the state under a different order coming from the altiplano".
What exactly is this “constituent assembly”? In Olivera’s “Cochabamba! Water War in Bolivia”, he writes, as translated by Jim Lewis:
The result of grassroots organizing has led to what are known as the Constituent Assemblies (CA). The CA is a forum of governance that is more democratic than many of the previous popular movement institutions throughout Bolivia. In some ways the CA is similar to what were called the Aguas Calientes in Chiapas by the Zapatistas, and are now known as the Carracoles. The similarity resides in the fact that they do not seek to take over the government, rather to "create space where people can decide their own future." The CA has come about in part, due to the lack of authentic representation or democracy in other political organizations, particularly political parties. We would do well in the US to heed these words "The Constituent Assembly is a form of recovering and exercising political sovereignty, that is, of gaining the capacity to make and to execute public policy. This capacity is currently mortgaged to the system of political parties."
In practicality, how is Olivera’s “constituent assembly” supposed to work?
