Today’s New York Times Article on Bolivia
This morning the New York Times ran an article on Bolivia’s political crisis over gas, in which I was quoted. The article focuses on how polarized Bolivia has become over the gas issue, which is true. But then it goes on to paint the two sides of the debate in a way that seemed more cartoon than fact. As with so many of the news articles this past week, the backers of gas privatization are sold as solid economic scholars and opponents as the uneducated masses.
Here’s an example:
On one side, there are Bolivians like Carlos Alberto López, a former vice minister of energy who was educated at Harvard and the London School of Economics.
Across this capital, in a small office decorated with posters of the revolutionary icon Che Guevara, another protagonist expresses a sharply opposed viewpoint…Jaime Solares, 53, who started working at age 13, has a 10th grade education and heads the Bolivian Workers Central, the country's largest labor confederation.
The US national paper of record has reduced the gas issue to a debate between a star from Harvard vs. a high school drop out.
The first problem with this is the inference that the education that really matters here is the kind one gets at Harvard. Well, I went to Harvard (Masters in Public Administration, 1985) and I have learned just as much economics from regular “uneducated” Bolivians as I did from Robert Reich and Lester Thurow. Take Victor the plumber, for example, with whom I spent a day fixing the water pump at our house years ago. Victor explained to me, many years before the gas rebellion erupted, that Bolivia’s greatest economic mistake was selling its natural resources as raw products without the value added of turning them into something else (such as turning crude into gasoline or electricity). Economics 101 – and a lesson that the Bolivian government never seemed to figure out.
Second, it is just plain not true that all the “educated” experts are opposed to Bolivia taking back control of its oil and gas. One of the economists who has studied the issue most closely is Roberto Fernandez Terán. Below is the letter to the editor he sent to the New York Times today. It is too bad that this point of view didn't make it into the Times article.

Why are social movements calling for Bolivia to take back control of its gas and oil?
First, the contracts that gave Bolivia’s gas and oil to foreign energy companies in the 1990s are unconstitutional because they were never approved by the Bolivian Congress, as required by law. Second, those same corruption-driven privatization deals gave away, to foreign companies, proven gas and oil reserves worth more than $11 billion. Third, before privatization, nearly half of the revenues coming into the Bolivian treasury came from the publicly-owned gas and oil industry. Today the foreign oil companies that have replaced that public ownership are contributing less than ten percent and much of that is passed on to Bolivian consumers.
In Bolivia the cost of producing and transporting a barrel of oil is approximately $7. Yet Bolivians are being forced to pay world market prices for our own oil, currently $48 per barrel.
Like any other country, we in Bolivia do not want to sell our gas and oil in raw form at bargain prices. Countries reap the real economic benefits from their gas and oil when they industrialize domestically and sell it as processed products – gasoline, plastic, electricity, etc. Foreign oil companies want to keep Bolivia, South America’s poorest nation, from doing that.
Why would the people of any nation with severe unemployment and a lack of economic opportunity willingly accept such an arrangement? It should be no surprise that millions of Bolivians are not willing to accept the give away of the nation’s oil and gas.

Jim, you left out the fact that the New York Times went on to describe Mr. López as "a consultant for energy companies." While I don't dispute your point, it is fair to say that most members of the energy companies are educated, and most of the Bolivian people are not.
Roberto Fernandez Terán may be educated, but
1) If the gas contracts were likely to be declared illegal, why are Bolivia and the private firms taking the time to honor them? Weren't they signed 9 years ago? Isn't it a little late to be declaring them illegal?
2) What evidence does Fernandez Terán have that the privatization deals were "corruption-driven." Or was Fernandez Terán simply translating from the Spanish?
3) There were relatively few and declining proven gas and oil reserves until Lozada privated the gas and oil industry. But in exactly what way was the oil and gas "given away" to these private companies? Doesn't Bolivia stand to benefit from these deals as well? Didn't Bolivian (government?) pension funds maintain 50% ownership?
4) Fernandez Terán claims that oil and gas revenues make up less than ten percent of the Bolivian treasury revenue, whereas they made up 50% before. Where does he get this figure? Is he including the 65% of revenues that go directly to Bolivian departments, and not the central government? What is expected to happen to the level of revenues in the next two years?
5) Fernandez Terán notes that the cost of producing and transporting a barrel of oil in Bolivia is $7. Does that cost include the capital costs to required to produce the oil? How much does the government get for this oil? How much do the private companies get? What are the private companies expenses?
6) "Like any other country, we in Bolivia do not want to sell our gas and oil in raw form at bargain prices." Yet ironically, it is practically impossible to build a refinery or LNG plant or nuclear power plant for that matter in the US. The current "oil" shortage in the US may be due more to the lack of refineries than the lack of crude oil. The "raw form ripoff" argument has been stated repeated during recent debate, but are foreign companies all around the world really in a league to prevent Bolivia from industrializing? Seems hard to believe. And exactly how much is Bolivia losing by not industrializing? Saudi Arabia and Russia seem to be doing OK without industrialing their petrochemical resources. I'm not saying Bolivia shouldn't industrialize, I'm just questioning how much not industrializing is hurting Bolivia. Right now the only country that seems to be industrializing is China.
7) "It should be no surprise that millions of Bolivians are not willing to accept the give away of the nation’s oil and gas." Well, not only do they not want to give it away, they don't want to sell it, either. They certainly don't want to sell it to the U.S. Due to the fact that Argentina is keeping more natural gas for its own use, it was just announced today that Chilean copper mines are expected to face natural gas shortages next year, hurting mine production. But I highly doubt Bolivians will be eager to step in and sell their gas to the Chileans.
The current natural gas debate is completely lacking in hard numbers. There are plenty of marchers but there is very little information. One side says current prices and taxes are drastically too low, that the oil and gas is being "given away", and the other side says the new taxes are drastically too high and will prohibit development. If the Bolivian government isn't already getting the revenues they expected from existing agreements, why aren't they? If the Bolivian government is getting the revenues they expected, why aren't the Bolivian people seeing some of the benefits?
If it is because the Bolivian government is corrupt, then the Bolivian people will never benefit, no matter how high Bolivia sets the price of its gas or how high it sets its taxes. If this is the case, the Bolivian people need to fix the government, not the contracts.
Optimistically, if the Bolivian government actually will profit from its natural gas resources, I would suggest they buy a small portion of the produced gas and oil back from the private companies and sell it cheaply to Bolivian households. That should have the support of all the Bolivian people without bankrupting the government. After all, the Bolivian market for natural gas is supposed to be quite small.

the facts are that bolivia earned more revenue for its treasury from its gas fields prior to privatization and the influx of those big, deceiving foreign investment figures. accept it.
the facts are that the companies were so attracted to bolivia not just because it had gas -- lots of countries have gas to exploit -- but because bolivia was selling the gas rights to them at an incredibly cheap price.
now, concerning other points, there is legitimate dispute over the process of how goni pushed through the gas contracts (and evidence of corruption in some deals, such as the enron deal). nevertheless, whats even more important here is that the whole privatization process was forced upon bolivians using imf/w.bank blackmail and, as george bush would say, without democracy its difficult to have peaceful neighbors. in other words, the bolivian people never really were involved in nor wanted this giveaway of their best route out of poverty.
your points go on and on in repeating the santa cruz elitist garbage and its tiring to respond to someone as closed minded as you, but would like to say that you need to get a deeper exposure to views outside the harvard/lse gas industry consultant world. if you did so, for example, you would also discover that most bolivians are not against selling the gas to the us or any other country, as you state, but rather do not want to sell it abroad until they are ensured of receiving their just benefits from such transactions at home, till they are ensured of having their own domestic gas needs met at a reasonable price, and till they are ensured that the government is using this strategic resource in a wise way that is set up to benefit the bolivian public more so than the transnationals.
finally, juan, the harvard/ western development approach by the so-called washington experts has failed all over the developing world. bolivia is a shining example and the people are tired of poverty getting worse. bolivians will be poor with or without foreign gas companies. but at least with a better gas deal, with or without gas companies, they have a chance to make their life better.

First of all, Bolivians are not as uneducated as your arrogant self may think. First, many of us have graduate degrees--like myself. Second, even the peasants, who may not have completed elementary school, are well aware of the corruption involved in the oil drilling. Unfortunately, policymakers tend to dismiss the peasants views with the pretext of "they are uneducated." Had we heard their views earlier, my country would not be in such a mess today.
