Bolivia's Election Stunner

BOLIVIA'S ELECTION STUNNER

On Sunday, by a whopping and historic margin, Evo Morales was elected President of Bolivia. It looks like he will win with a 51% majority, the first modern Bolivian president to ever do so, or even come close.

Headline writers in the foreign press have had a field day trying to pin a label on Morales’ surprise victory. The New York Times announced the victory of a “coca farmer”. The Chicago Sun-Times abbreviated Morales as a “leftist”. CNN picked up a campaign rally declaration in which Morales called himself, the US government’s “nightmare”. But what does the election of Morales to the presidency here really mean?

A Clear Rejection of Economic Policies Imposed from Washington

First and foremost it means that the Bolivian people, across class lines and regions, are demanding a reversal of twenty years of market-crazed economic policies pressed on the country from abroad, and by the World Bank and International Monetary Fund in particular. Growing coca leaves was not the issue in these elections. Recovering national control over gas and oil, privatized away at bargain prices in the 1990s, that was the issue.

Nearly six years after the people of Cochabamba took to the streets to take back their water from the Bechtel Corporation of San Francisco (a privatization done under pressure from the World Bank), the nationwide voices of protest for economic change found their voice on the ballot through Evo Morales. Last night he told cheering supporters, “We will change the economic models that have blocked development for the people.” That change begins with Morales’ plans to take back control of the nation’s vast gas and oil reserves and renegotiate all the nation’s contracts with foreign oil companies.

Economic foolishness? Joseph Stiglitz, the economic Nobel laureate and former chief economist at the World Bank didn’t think so when he spoke with the New York Times Magazine last month, "They could do it,” he said, noting that other oil companies would gladly negotiate new deals on better terms.

The Rise of Bolivia’s Indigenous Majority

Second, Morales’ victory represents the rising of the country’s Indian majority into power. Last night, speaking to the nation’s Quechua and Aymara people he said, with clear pride, “For the first time we are the president.”

I saw that indigenous identification with Morales up close in October when I spent five days in a small Quechua Indian village three hours off into the mountains. On a sunny afternoon I sat with the village leader, Lucio, a man I have known for almost a decade. I asked him if the coming elections were big on people’s minds. “No, we are really more worried about whether it will rain soon.” I asked him if people were excited about Evo Morales and the prospect of electing an Indian as president. “Well, he is really just a politician.” Then I asked him whether the people of the village would vote. “Oh yes, we will vote. All 400 of us will walk together 45 minutes to the place where we vote and we will all vote for Evo.”

And so on Sunday, Bolivians by the millions marched distances short and far to give Morales the biggest mandate of any president here in half a century.

The Risks Ahead

There are risks to be sure. The people who I have worked with here as activists for many years are suddenly Senators and Congress members. They are good people but, like Morales, they are likely to underestimate how hard it is to actually govern. The dance with foreign donors, including the US, will be difficult but essential, with Bolivia dependent on foreign aid for a huge portion of its annual budget. The economic plans that Morales and his backers have in mind, important as they are, will also prove difficult. Putting twenty years of economic toothpaste back in the tube is no easy task.

In addition, any political victory, especially a big one, is a recipe for disaster in itself. It makes people think that their public support will endure. It invites recklessness. One need only look to Arnold Schwarzenegger’s recent ego-driven rise and fall in California to see the process on display. And in Bolivia, public discontent doesn’t just mean people turn against you at the polls (as they so clearly did last month in my home state). In Bolivia it means they block the streets. It means they chant for your downfall and sometimes win it.

Morales takes office with far fewer options than he may think and with public expectations that will be virtually impossible to meet. Already some social movement leaders have given him just three months to take strong action on retaking the nation’s gas and oil and in convening the long-awaited constituent assembly to rewrite the constitution.

Again, an Example for All of Us

But for now, Morales and his backers, and the Bolivian people along with them, have won a victory that is both sweet and historic. When I first moved back to Bolivia in 1998 the country was governed by Hugo Banzer, a former dictator. World Bank and IMF economics was the rule of the day. In a month Bolivia will be governed by a man who earned his political stripes confronting Banzer and others in the streets and the market fundamentalism forced on Bolivian from abroad will begin to be dismantled piece by piece.

Bolivians have succeeded remarkably in declaring what kind of country they don’t want. Now the challenge is to build, in a practical and sustainable way, the country that they do want. I think there is a decent chance that they’ll pull it off. If they do they will set, once again, an example for all of us – that what’s possible in the world is often more than what we think.

Evo's win comes at an opportune geopolitical moment. Evo can count on direct Cuban and Venezuelan support, while Brazil, Chile, and Argentina probably won't interfere. Evo will be wise to let Cuban doctors and technicians into the country, as well as military advisors to train and re-structure the Bolivian Armed Forces. Hopefully, Venezuela will give him low/no interest loans so that he can buy the latest in Russian weaponry to replace 40+ year-old guns.

I think Evo's victory is fantastic, and Schulz' comments are dead-on. I just want to voice my disagreement with the above comment - pursuing military modernization or expansion is exactly the wrong thing for Evo to do now. The issues here are economic. Let him focus on nationalizing the nation's important resources and alleviating poverty. Certainly Castro and Chavez can help him in this regard and they should. A cooperative framework between these three countries addressing healthcare and economic needs in South America would be a positive thing. Arms build-ups would not.

Right now I'm just happy for the people of Bolivia.

Anonymous, I know a little bit about defence issues in Bolivia, and what you are proposing completely challanges a century of Bolivian military history and strategy. "Buying the latest Russian weaponry" sounds just as awfully good as Mugabe buying MiGs while half his country starves, certainly there will be interesting developments in that area though.

Now to what I intended to comment on originally:

Is this as close as Mr. Shultz will come to admit that the overwhelimng majority of MAS's candidates are totally unprepared (academically -formally and informally-, professionaly and otherwise) to assume government?

I mean, folks with a primary-education can make great (and devoted) activists (I know this personally from my brief stint in Tinku Juvenil and Indymedia) but would be terribly lost when dealing with actual policy making. Just lack of expertise and technical knowledge. Ideology just can't replace that.

Bolivian Thug Becomes President

As you probably already know from the dramatic coverage of the news media, another left-wing thug became the new president of a South American country. This same thug may also be the downfall of Bolivia, as well.

Evo Morales, a radical socialist and a coca farmer is another tough guy leader who's getting some favorable press in the United States thanks to our own left-wing news media. His verbal attacks on President George W. Bush make American news reporters almost giddy with delight. It brings to mind the axiom: "the enemy of my enemy is my friend."

Evo Morales was believed destined to win Bolivia's presidential election and he's displayed confidence in his victory throughout his campaign. As with most communist politicians, Morales spent much of his campaign lashing out at America, capitalism and President Bush. Except for his campaign promise to legalize coca growing, he offers few insights into his plans to help the impoverished voters.

Morales' win at the polls will increase the destabilization of the South American continent, according to national security experts. Being a coca grower makes him an ally of the drug cartels and traffickers in Bolivia and nearby countries. While the cocaine that comes from Bolivian coca is shipped to the United States and Western Europe, some Bolivians are fearful of what will develop when the President of Bolivia, himself a coca farmer, makes their country cocaine central.

So confident was Morales, that the night before the even polls opened for voters, he was already talking about his future and the future of Bolivia. At a campaign rally, the candidate told American reporters, "Yes, of course, there can be dialogue between Washington and myself. It will be complicated, because we have different world views, but the door is open."

Asked if he is considering traveling to the US for an official visit when elected president, he admits that he has not been invited.

"If the US wants diplomatic relations, they have to be on an equal basis. The relationship cannot be one of subservience," said Morales.

While the White House may have problems inviting a thug like Morales to meet the President, there are others in the US who are more than willing to have a President Morales visit and share his thoughts on a US President hated more by them than Saddam Hussein. According to Morales, Harvard University extended a heartfelt invitation to the Marxist. Is this a surprise? Harvard wants US military recruiters barred from their campus, but they warmly welcome socialist thugs.

Of his friend Venezuelan President Hugo Chavez, he makes it clear he admires the man. "You can't compare me to [Cuban revolutionary] Che or Chavez," he says, "... because I am not on their level. I am just beginning the struggle ... but I admire and aspire to learn from them."

Then Morales takes a swipe at President Bush. "That Chavez!" he chuckles, "... giving out cheap fuel in the Massachusetts! Watch, he will be more popular than Bush in the US soon!" he says, and raises the final glass of the evening. "Of that, I am sure." Perhaps he's right, since more and more Americans are willing to sellout for a bargain price on oil, all the while claiming US policy in the Middle East is "all about oil."

Morales has been a problem for Washington since he rose to prominence in the 1990s as the leader of the cocaleros, or coca farmers, in Bolivia's tropical region, leading their often violent resistance to US-backed coca eradication efforts. Then-President Bill Clinton appeared to back off when faced with growing violence. While the US government insists that much of the coca becomes cocaine, farmers say they supply a legal market. Coca leaves are sold in supermarkets and can be chewed, brewed for tea, and used in religious ceremonies. It helps the poor deal with hunger -- coca and cocaine are appetite suppressants -- and it gives them energy for long, arduous labor.

While Venezuela has cheap oil Americans want, Bolivia's big industry is the cultivation of coca. And cocaine is still illegal in the United States. In fact, the US spends millions in combating coca cultivation in South America. Also, unlike the feckless Bill Clinton, President Bush is not likely to back down from confrontation with a government a battalion of marines can overthrow.

Even many Bolivians fear that decriminalizing coca growing -- and Morales is a rich coca farmer -- will open the door to rampant organized crime and outside influences such as the Colombian drug cartels and international criminal enterprises. And when the crime mobs come in, so will corruption of government officials starting with the underpaid cop on the street all the way up to President Morales, who stands to make a fortune.

And to address the first post, I think perhaps working on getting potable water to the incredible numbers of people who don't yet have it might me a tad more important than new guns. Maybe that's just me.

I'm anxious to see how a Morales presidency unfolds. I've long thought that a nation of indiginous people should be governed by an indiginous leader. How it plays out will be interesting to see. But we should not expect Bolivia's long, long history of instability and poverty to be cured overnight (if ever).

Once again no commentary on how the people in the departments of Santa Cruz, Tarija, Beni, and Pando overwhelmingly rejected Evo and MAS. Also no commentary on Evo's plans to dissolve the congress and senate and replace them with his people. Sounds real democratic doesn't it? Also, in my opinion, the real dangerous guy is Evo's vice-president

Wow. That article posted above is hallarious. Using the word "thug" really gets you a lot of credibility when talking about a head of state... Especially one who hasnt yet had the chance to use the coersive apparatus of the state to exhibit truelly "thuggish" behavior.

Just in time for the holidays...really...has anyone else noted that just a few days for christmas, if you as a Bolivian really want to give yourself and your people a fantastic present -- A new opportunity at development, a turn of the page to the years of cleptocracy disguised as democracy (albeit a negotiated one, remember all the joke coalitions of the past...I relish seeing the MIR finally went to the mierrr...) I knew my X belonged just beside the MAS....

HAPPY X-MAS TO ALL and keep up the true solidarity and denunciation because come 2006, there will be major destabilization forces!!!!

ps: MIR...A US supported political party whose leader Oscar Eid was emprisoned and was denied a US visa for cocaine smuggling but in the past year or so has been frequently appearing at US Embassy parties as chronicled by the social section of El Diario.

What a great day it is knowing that AmeriKKKa can't do a damn thing about Evo being Presidente. I am sure he will be a good leader and that he will serve his people as he said he would. Sure there will be ups and downs and some might be "unprepared" but things can't come close to how horrible and corrupted the situation was before.

Now let us hope Evo sends all those DEA bitches back to AmeriKKKA.

No one should be surprised if Evo stops sending Bolivian officers to Fort Benning, Georgia. That is probably already in the works. However, Evo made direct appeals to the Bolivian officer corps that he would strengthen the armed forces if elected. These appeals were even televised during the campaign. It would be completely disingenous to think that Cubans and Venezuelans won't be involved in Bolivia's military processes in the next few years.

Ofcourse, this is what jim wants to believe. Bolivia is a NON-EDUCATED country to understand about WB or IMF policies...Jim's agenda is to discredit them on any opportunity without presenting clear examples.

Bolivian elections was a vote from the HEART and not from the BRAINS.

Yes, previous presidents in Bolivia fail to do a good job to provide work for bolivians as well as education...therefore, today they are collecting on their failures.

Bolivia needs EVO an MAS in the presidency...to learn what happens when you vote with the heart.

A vote for Tuto was not a vote with the brain...

Even poor bolivian people are more intelligent than you think. They voted with theirs brains against the political and economic establishment, and with their brains they voted for Evo´s projects.

Racism is spread in some social groups in Bolivia,we needed Evo to start discussing the issue, and maybe someday we will be able to change it.

Tuto and the bolivian elite never understood this country.

Having watched and listened to the Bolivian people before, during and after the election, I would agree that the vote was emotional. Look at the demographics... everything west of the Andies went to Evo and east went to Tuto. Bolivia is an extremely polarized and often racist society with the whites feeling the Indians are ignorant and the indians feeling the whites are only here to exploit them. (This is a bit over generalized with many exceptions, but true on a grand scale.) But what I've seen of the individuals involved has been different.
Tuto provided a plan for how he would govern. Mr. Morales let us know what he was opposed to. Tuto sought open debate. Mr Morales fled from it claiming his opponent was too much like Goni and that he had no plan to govern. (I would think that would be exactly when you WOULD want to debate.) When I've listened to Evo speak, he speaks lies and half-truths filled with venom toward the US. When asked a difficult question he responds with something completely unrelated. From the time I arrived in Bolivia 3 years ago, every time a Bolivian president has tried to do anything to improve or better the nation, Evo has been at the forefront of blockades and violent protests to stymie the effort. He is no MLK Jr.; violence against the government has always been an option (miners throwing dynamite in La Paz and Sucre to circumvent the constitutional succession this past June for example). It will be interesting to see how he governs. He needs to choose his cabinet carefully. He's been very good at undermining other governments. Now it's his turn to lead. We know what he's against, that he doesn't like the international petroleum companies (who invested billions in the nation), and we know that he's for growing coca. It just might take a bit more than that to govern a nation though. Good luck Mr. Morales. Choose well.

I don't think anyone who believes in true democracy should be too overjoyed at the election of Evo. As an activist, he frequently used the threat of violence to further his proposals. I can't imagine that this style of leadership will change now that he is president. He is a great admirer of 'El Che' and Castro who both used extreme violence to achieve their goals. I think we should be concerned about anyone who so greatly admires two men who were so viciously violent.

“Viciously violent”? Well, actually Bush, Clinton, Roosevelt or even Washington didn´t achieved their goals peacefully…there is a lot of prejudices in that phrase…but anyway, poverty leads logically to violence.

I think that those who are saying that “the west voted for Evo and the east for Tuto” are not reading the same results than me. Evo got a 32% in Santa Cruz, a 30% in Tarija, a 25% in Pando…and Tuto got very good scores in La Paz, Cochabamba, etc too, so Bolivia’s only polarization is poor people and rich people…not even whites and indigenous, because we are all mestizos.

Morales´ government plan was not a secret; he didn’t accept the debate because of his strategy: he’s obviously not that good speaker…

But the most important lesson of this election is that the Bolivian elite failed to lead this country, since the very beginning of the Republic. And now they got a president they don’t like, but it is only their fault.

I want to agree with the previous comment. Although there are significant differences in politics between the highland and lowlands, Bolivia is not simply polarized on departmental lines. Having lived in Santa Cruz for 6 years on an off since 1988, Evo's second place 32% is a great showing. Prior to Evo's landslide win, 32% was considered a mandate. It would be more true to say that Santa Cruz is polarized between its different neighborhoods and regions than to say that Bolivia is polarized along departmental lines. The elite have fomented a racist ideology for more than 500 years, but racial bigotry is rejected by a majority of Bolivians.

I have the feeling that everytime someone in this blog refers to the elite, he/she picture a white rich person.

Many rich people in Bolivia look like EVO. They just don't like to go out there and show how wealthy they are.

People here are tooo focus on making racial separations...when the real separation is as function of education.

And yes you racial fixation been, there are plenty of well educated indigenous looking bolivians!!

The rich, any color, will play along with any government as long as it allows them to keep being rich...and you lefties, this ain't a sin!
