Last night I completed our extended analysis of Bolivia's upcoming national elections, looking at how we got here, at the two leading candidates, at what this election means, and at the possible scenarios ahead. Below is the lead. The full article can be found here.

On December 18th the people of Bolivia will go to the polls. It is an election that no one planned and that few asked for and in which the nation will elect its sixth president in as many years. To the casual observer abroad, Bolivia looks like a nation in a state of democratic meltdown. Some analysts have warned that Bolivia is on its way to becoming the Afghanistan of Latin America.
On the ground, however, what is going on now in Bolivia is the latest act in a long struggle for social justice by people who rank as the poorest in all of South America. At the center is the demand by Bolivia's indigenous majority for a fair share of political and economic power, in a country where they have had little of either. At the forefront as well is the widespread popular rejection of a draconian economic model largely imposed on the country by powers from abroad.

BOLIVIA’S NOT SO UNPLANNED REVOLUTION
Of all the articles the author of this blog wrote in the past year, this has to be one of the most biased, pathetic and deceitful of them all; really Jim, you over do it yourself on this one, bravo.
Let’s get things strait; the poor Bolivia’s indigenous majority struggling for social justice, as you more or less put it, doesn’t have a fair share of political power in this country not because of the economic model imposed by the World Bank or the International Monetary Found. Since the agrarian revolution in the 40’s, all of Bolivians had the right to chose, no matter ethnic background or gender, for whom to vote for President, freely. In the most recent elections, after the period of military dictatorships, there were always at least one political party with a Bolivian Indigenous Presidential as a candidate, but they never reached a decent percentage of the Bolivian’s preferences. I guess we Bolivians reject political views coming from abroad more than economic views coming from abroad.
In the last two decades, Bolivia did not privatize its natural resources like you pretend to make people believe, it capitalized its more than corrupted state owned companies. The capitalizations, like the agrarian revolution in the past, and the constitutional assembly in the near future are necessary steps to survive us a country thinking on the days to come.
The police did not led any mass protesters in the February 2003 revolt, they where as upset about the tax increase as the rest of the 20% of not so poor Bolivians affected by it, since the tax increase only touched those with a paying job, like the police. Neither the few policemen involved in the shootings nor the bystanders and troublemakers in the streets new or understood a bit about WB and IMF policies or pressure. Many of the people that lost their lives on those days were those teenager conscripts doing their obligatory military service that did not even know how to pick up a gun and that because they wear a military uniform are not mentioned as victims of the so called civil movements by the author of this site or by the Human Rights organization in Bolivia, what a pity.
The ousted, first of Sanchez de Lozada and later of his not so reluctant VP Carlos de Mesa, did not had anything to do with WB or IMF policies either, the reason was mostly that the Bolivian people were fed up of the widely open corruption shown during the intent of making up of the Goni’s government first and then the MAS trying to take advantage of the possibility to use a few leftist radicals like Olivera and De la Cruz to achieve their purpose of taking the power without blooding directly their hands, we all remember the lame excuse Evo Morales used to describe the assassinations performed by their followers; “the masses over passed their leaders, we don’t control them”, yea, sure.
About the candidates you mentioned, you forgot to add after Jorge Quiroga’s, also known popularly as just Tuto, “married to Texas blonde named Ginger”; that they have a consolidated and working family; you also forgot to mention that Evo abandoned his son and never married the women he had children with, a woman that had to go to the courts to get Evo to pay his kid’s pension. What went on to you to go after an innocent woman in that sense Jim, that was a low blow not even I though you where going to hit. It is really such a sin to be a blond American citizen to you, I guess you are not blond?.
About your prediction of 2006 bringing “the fiercest conflicts of them all”; there is as much a possibility of Tuto’s being the strong winner as Evo’s, a possibility you don’t accept or wish; I trust my country and I trust my countrymen us much as I have hope, and that gives me the certainty that our unplanned elections are not going to become your no so unplanned revolution.
WHY DOES THE "DEMOACRACY" CENTER REMAIN SILENT WHEN MAS IS THEATENING THE USE OF MILITARY FORCE TO TAKE POWER? BECAUSE WE ARE TALKING ABOUT JIM SCHULTZ'S FAVOURTITE PARTY! A MAS coup threat is justified. There has been no progress in Bolivia since it's foundation. A country that sits on so much potential wealth and prosperity yet more than half the people are not even poor but shit poor. Because it threatens their comfortable way of life.

Interesting…based on simple observation (not only in this post) I can see some interesting patterns.
Jim’s defendants, they tend to argue their points with too much passion and emotions towards their believes…they use few premises to justify their points, they rely more on their left side of their heart.
The other ones (I include myself here)…we are putting some balance to this source of reading to the bloggers. Some with more passion and emotions (Cynthia) than others…but I see some bring actual facts and points of view to the playing table (paisano).
Paisano de Elite brings facts and logic to his arguments…the ones that don’t like his analysis cannot do the same, cannot match him because they don’t know Bolivia to argue…so they start using irrational remarks.

By the way, “elite”, only means selected minority; and is used in politics, sports, economics, academic, etc, etc. If you are only capable of associating that word with money or political power is only because of your narrow mind or your prejudice, either one is your problem to solve in life, not mine. You are right, Paisano. Bolivia's indigenous majority does not have a fair share of political power. And you are also correct, the primary reason for this is not the IMF. The criollo, culito blanco elite has hoarded political and economic power for two hundred years.
But we did such a piss poor job of constructing a nation that by the early 1900's we were indebting the entire nation, not just our white asses, to the Rockefellers of the world, had lost two major natural resource areas (copper-ocean, rubber-amazon) to neighboring nations, and still thought we were superior to the indios who worked in our (grandfathers) rural estates.
A big part of the problem has always been that we can only look outside for ideas, for new paradigms, for modernity. Thus, while it is traditional to demonize the United States, the upper classes have always looked upon Europe as a role model.
The current economic strait-jacket we willfully submit to on orders of the IMF and World Bank is simply the latest foreign idea which the white elites have adopted, along with the glorious Free Market and Corporate Globalization. Capitalization, austerity, and every other policy we have seen in the last 10 years have been direct IMF dictates, or at the best ingenious criollo spins on them.
It would be great if Bolivians controlled our 49% stake in the capitalized companies, but they are "managed" for us by other transnationals. Did it really make sense to exchange a corrupt local bureacracy for the likes of Enron, Shell, and Bechtel? Where is Alfonso Revollo, why has he not faced charges for irregularities in the capitalization process?
Perhaps emotion sometimes betrays only a profound exasperation at the one-sided blindness of one's compatriots. Please, do not hide behind western "rationality". Can't you see that is precisely what is changing here?

Thus, the rest of the world shuld, and eventaully will., follow. this has alaways sent shivers up my spine. It scares me to listen to this and see the imbedded condescending paternalism. Who are we to decide what is best for anohter country? and since when has the internationla realtions of the US ben so good that we can have the confidence to beleive we have the ability to restructure from the outside in. People all over my university go around saying things like "the truth is, free market economies are the ones that work." they then use this reasoining to justify our neo colonial attempts to restructure other countries' economies/ But here, finally, I see someone saying "no, the US/European model is not the way to go. Bolivia needs its own way," and I am releived. However, I have to admit that in some ways I am convinced that the free market economy is the pinnacle of economic organization, and that whie it may be a difficult road, countries should work to get there. What kind of possibilities are being discussed aroun you? Are you in Bolivia? If so, (and this is an open question to any one in the blog who can answer) what do the people want? In what light do they view international assistance to restucture or reorganize?

Like it or not, this is the most frequented blog on the country's politics (in the English language, that is). Jim posts and sets the context of the debate and all you trolls can do is react with vitriolic attacks. Pretty damn powerless, don't you think?

Yes, we all have our emotions, likes and dislikes, and brains to debate programs to find out what is best for Bolivia as a country in general and Bolivians as citizens in particular. Since we are deprived of a presidential debate by the leading contenders, to partially make up this deficiency I suggest to check:
www.cne.org.bo/ , then click “Programas de Gobierno” and download those programs of interest to you and find out which one has a better overall program to accomplish a “better Bolivia”.
Also, I think we should try to keep (physical and verbal) violence down (before and after the election) and make next Dec 18th. a “Democracy Festival”.

It's very interesting to see the tendencies on people, particularly when the elections get so close.
The true colours in everyone really show, and that's proven to be a disgrace, not to anyone here, but to the Bolivian institution, which should have effective safeguards against the awful damage people do in the name of political proselitizing, in any side of the spectrum.
I like reading this blog, yes, I do so every now and then, and it has some more substance very beneficial too, often overlooked or totally dismissed in the long-established Bolivian mass media.
Recurring to insults does not help to a cause when trying to reach those people that like to think and use logical and fair reasoning to make informed choices.
Using bullying tactics as those used by Cinthia or Fernando really show the true nature of the political parties they got involved with. It looks to me that they need to find favour within their political party (or parties??), and they are trying to show that by their postings. This is something people is fed up with and not going to tolerate any longer, and rightfully so.
I do not have anything against the western culture as such, nor their people. I respect them and appreciate their good contributions to peoples of the world.
But, what I want to highlight at this point is the freedoms every sould on earth should have: the ability to exercise their basic rights, the capability to make a full informed decision about their lives in respect, dignity, responsible progress, and many other values.
But how a person can make an informed choice about their lives, be it in the political arena or any other in their lives if they have the uncertainty of daily living; a government that is terribly blatant in trying to establish foreign policies incongruent with the Bolivian reality.
Living in poverty and having a system that pressures the poor to remain that way. That's an inexcusable injustice that should not be tolerated anymore, but should be conteracted not with gut-reactions, but with responsibility and ethical actions.
When I first heard the term globalization, I thought of a world without boundaries, where I could respect and be respected in a fair environment, not the economically imposition of international economically savvy interests that have not at any point given consideration to the respect and upholding of the basic human rights of peoples.
Many people do have a natural abject rejection to those pyramid-like schemes that require you to recruit new members to make a profit: At this point, the so-called imperfect system that is the best available fits that example. U.S. capitalism. The only difference is that it is doing so for sole world domination and in the case of Bolivia, it seems that they want to effectively cut any opportunity to let their peoples to exercise freedom of choice or any other, including the freedom to choice how best carry out their economical pursuits with the resources they could use.
By the way, imposing an economical embargo such as the one in Cuba is also blatantly against human rights. If the intentions of the U.S. led economical motivations were legitimal, they would not require lesser prepared countries to be denied the opportunity to make a decent living out of their own work. It's obvious there are other less-known interests there that drive the push of U.S. against against a country that is not exactly the most rich or most powerful of the world.
In the case of Bolivia, economical globalisation should only come after the fully informed decision and choice of the Bolivian peoples, and that is likely to happen when human rights are consistently upheld through out every stratum in the Bolivian society, from the elite to the least-known Jaime Mamani.
So from my point of view, the solution to the Bolivian crisis is not one that will come with one presidential election as the approaching one, but from the consolidation of the civil and governmental fabric via the acquisition of resources to enable a sustained human development in terms of civil rights, education to every level, fair economical policies, and of course, the erradication of the prejudice and "t'ara" that the U.S. champions in the field of racism and oppression and wants to instigate in the world.
