An Invitation to Foreign Press Visiting Bolivia
Dear Reporters:
We know that many of you are heading to Bolivia this month to cover the elections. We have been doing all we can to assist journalists with research, contacts, and other help.
Now, to help visitors from the foreign press deepen their understanding of Bolivia (for these elections and beyond) The Democracy Center and our Bolivian colleagues will be hosting a media briefing and we hope that you can come:
Bolivia Media Briefing
When: Saturday, December 17 (the day before the vote) 9:30 to Noon
Where: The Democracy Center offices in Cochabamba
What will be included:
1. Briefings by Bolivian and foreign experts on three current issues with important international implications: a) The Bolivian debate over gas, b) The trial of former President Gonzalo Sánchez de Lozada, and c) The Bechtel "water revolt" case before the World Bank.
2. Opportunities to interview a variety of Bolivian social movement leaders
3. Salteñas
For those who haven’t covered Bolivia before, that Saturday before the vote is a "dead" day, in terms of reporting. The campaigns all cease. There is no campaigning or candidates to follow around. There is also no alcohol for sale (legally) that day. We thought this would be a good time to provide visiting journalists with a briefing.

Well put. I would also like more objectivity in the briefing. What does the 2000 Water revolt have to do with the current election? Nothing, but it is the "democracy" center's flagship, so they will promote as hard as they can.
I hope Jim does not elude questions when they come to Evo Morales and MAS plans to control all of Bolivia's media if elected and to organize a coup if not.
In other words, let's just hope that journalists don't take everything at face value.

In response to the comment above that the Bechtel case is old news, I guess this points out why it is good to have The Democracy Center do a media briefing. At least they keep up on current events.
As the blogger wrote a week or so ago, the World Bank just took Bechtel's case against Bolivia and there has been a lot of recent activity in Bolivia to fight that case. Sounds pretty current to me.
I guess some people don't think you actually need to read the Blog to comment on it.
I'm not defending ARN (I've been following the Bechtel case myself, given that the water war was one of the shaping events in my life) - and yeah it's current, but it has little to do with THIS election.
Regarding a neutral or "rightist" (I remember a cabbie from Ghana teaching me a lesson about not putting people in a box, but I'll use term for conversation sake) organization out there is Fundacion Milenio still kicking around?
They would give some perspective, of course after Mr. Shultz saltenas...

The question of how relevant the water war issue is in THIS election is, I'm sure, a subjective one. But I'm surprised at why absent from that list is an issue that IS crucial in this election:
regional autonomies
I'd also like see a briefing on that issue not take the simplistic approach of assuming that this is an issue that only a few elitists/fascists pursue. This issue is perhaps more important than the others, especially in light of hte fact that this is the first ever popular election of prefects (which will have many positive/negative implications). Either way, the polarization of the country is as much a regional one than an ideological one, and it's an issues that receives far too little attention in the international press.
Also, I'm curious to know what social movement leaders would be available for interviews. Particularly, I'm curious to know if a broad spectrum of social movements will be sampled (including, say, Tarija's comite civico leaders) or not. A briefing that only addresses the issues touted by one set of social movement leaders, followed by interviews w/ social movement leaders from one ideological/regional place would do very little to give a broad assessment of Bolivian politics. There's been too much simplification of Bolivian politics in the international media, it'd be a shame to continue that.

I think some people here - ironically, the harsher critics - give the Democracy Center credit for more influence than it has. It is not the only source for information on all things Bolivian, and it has never claimed to be. So it seems to me it need neither limit the topics it addresses nor address all possible topics. And as far as spin is concerned, it is hard to imagine a source that doesn't spin. The reporters' job (and few do it well, but nobody can do it for them) is to recognize and interpret the spin, and report with honesty and - more importantly than "objectivity" - with transparency. And it seems worth noting that the most commonly accepted and used source in mainstream reporting is governments. Talk about spin!
As for what the D.C. IS doing, I think this press event is a great idea. A) they are making social movement leaders available to international press, B) they are very up front about what they will be addressing, their history on these issues is well-documented on this very website, C) any help the international press can get in making sense of things here (I'm in Cochabamba at the moment) is good, and D) it only makes sense for the DC to give information on the issues they've worked on consistently, and to take advantage of the presence of reporters in a country that is all too often ignored by the global community.

Just to reiterate Jim's point regarding spin. He & I don't always agree, politically, but I think overall he's got a lot of integrity & honesty. Those of his harsher critis, I think, do overestimate his influence (both abroad & in Bolivia). And a simple glance over this blog/website should make any biases clear (ditto w/ any other blog out there).
That said, I'm still curious about how Jim would handle the issue of regional autonomy. On the one hand, I can see that critics of the autonomy movements (who focus on Santa Cruz), see it as a facade to cover up neoliberal business elite interests. But what of autonomy movements in the altiplano? And what of regional autonomy as a matter of democratic principle? That is, the kind of dilemma of pluralist democracy: that groups have the right to assert their organizational autonomy from the central state. I'm really curious. And since the prefects are a novel thing, I think regional autonomies are THE issue this election (even when not specifically addressed).
The last question, is that I'm not sure whether ALL charges were dropped against Goni, or just those that stemmed from February. I was under the impression that charges were dropped against him for that case. Or did that also cover the October charges as well? That's not clear to me.
