Evo Mania

I am sitting in an Internet cafe just beside Plaza San Francisco – in a capital city gripped by ¨Evo Mania¨. Evo being Evo Morales, who two hours ago was sworn in as Bolivia´s president.

It is ironic. Back in the days of ¨Oh my God, the sky will fall if Evo becomes president,¨ the fearful proclaimed that Bolivia would become isolated, a nation shunned. Tell that to a city so full of heads of state and luminaries that people like the literary giant Eduardo Galleano and former Mexico prsidential candidate Cuauhtémoc Cárdenas get barely noticed. I met a reporter for breakfast at the Raddison this morning and the staff proudly reported five heads of state in residence. More than 400 foreign media are here. Hotel rooms are virtually impossible to find. If Bolivia´s GNP were measured just by these two days it might compete with China, for all the economic activity generated by the inauguration.

Yesterday Morales passed through another inauguration, standing atop the 1000 year old ruins at Tiahuanaco. In a ceremony that hasn’t taken place since the consquest half a millenia ago, Bolivia´s first indiginous president was granted powers by the indian communities of the altiplano. Indiginous leaders from throughout the Americas and elsewhere were on hand to participate – from Guatemala to the USA. An indiginous leader from the US handed Morales an eagle feather, noting that the eagle would fly with the condor.

Reporters, many sunburned from yesterday´s harsh altiplano sun in Tiahuanaco, asked me all the usual questions. Won´t MAS screw up at governing? What government have they ever run?

(A parade of rainbow-colored, checkered wipala flags – symbol of the indiginous communities – has just gone bounding by on the street outside, to the tune of flutes.)

The U.S. government has planted some of these questions I learn, at a private off-the record chat the ambassador held at his house the other night with visiting US journalists.

In a congress chamber filled to the brim with the heads of Argentina, Chile, Peru, Brazil, Venezuela, Slovenia, and many other nations, Morales broke the media-generated suspense over what he would wear to such a formal occasion by showing up in a black tunic ringed with indiginous weaving. I had thought about sending Morales a George Bush 2000 inaugural tie that a Republican acquaintance of mine gave me a couple of years back (inexplicably thinking that I might actually use it) but I decided to keep it, knowing that it has come in handy as an emergency halloween costume.

I watched Morales take his oath on TV, in a take-away pizza place a half mile from the Congress. Behind me sat two women, weeping tears and saying over and over ¨que impresionante!¨ As he put on the green, red, and yellow sash of his country, Morales broke down in tears of his own. A split screen image, showing both Morales and the crowd gathered outside here in the plaza, revealed that he was not the only Bolivian marking with tears the moment of history all were living.

Morales began by asking the dignataries, the Congress, and the nation to mark a moment of silence for the martyrs—from Inca kings who died at the hands of the Spanish to Che Guevarra and the humble who have lost their lives in five years of social struggle here.

¨Five hundred years of indiginous resistance have not been in vain,¨ he said. He then luanched into a presidential address – on everything from the US war on drugs to corruption in the building of highways – that was so long that at one point he stopped to ask a Senator in the chamber to wake up from his nap (I am betting it was Omar Fernandez from Cochabamba, who ALWAYS falls asleep when we are in meetings together). The channel I was watching featured CNN-style captions summararizing key points and it was, well, just so Bolivian, when the caption changed to, ¨Morales tells Senator to wake up.¨ The whole ceremony had the air of a young democracy and inexperienced president trying to awkardly find their footing.

Even Morales, at one point acknowledged that his speech was lasting a very long time. ¨Brothers and sisters, I apologize for going on so long. Maybe I caught something from Castro or Chavez (the chamber breaks into laughter and the camera turns to Chavez who appeared to be rustled from a little nap of his own). I just want to express myself about the reality of Bolivia.¨

On my way to the rally here that awaits Morales´ arrival, the streets were nearly deserted . The one person who seemed oblivious to the whole thing was an older indian woman sitting in a narrow alley way, footsteps from princes and presidents, asking for small change.

The question that remains is, once the hoopla is over and the dignitaries are gone, will it make any difference in her life? To be sure, that is what Morales is promising and I believe that he and MAS are sincere in that. But governing and delivering the goods will be a good deal harder than they think.

But for today, La Paz and Bolivia is a spectacle of optimism and history being made. Back to the flutes and the wipalas!

I was lunching with my Bolivian in-laws and the whole family, from kids to grannies, were glued to the television as the whole, long, long possession took place. Some of Evo's fiery outbursts were met with happy shock and timid chuckles. My experience with many Bolivians has been that they lack familiarity with blunt comments... but they loved hearing Evo say courageous things. We thought about going up to La Paz and Tihaunacu for the weekend, but the coverage is so amazing and comprehensive that I am awed from 200 km away in Cochabamba.
All my life I have lived under conservative rule. Reagan, Thatcher, Bush, Banzer, Howard.Horrible. All my life I have never understood how I our world could be governed in this way. Today, I am far more hopeful that the pendulem of politics may really actually be swinging back away from cowboy capitalism and neo-fascist rules. Ojala.

Just so no one accuses me of making the whole thing up about being in La Paz - an amendment to my comment above about Eduardo Galleano going largely unnoticed. He was just brought up to speak before the entire gathering in Plaza San Francisco.

But Dick Cheney was here walking about unnoticed. Well, he may have just been a German tourist wearing an Evo button. I cannot say for sure.

FOR ANY READERS IN SEATTLE: on wednesday, 1/25, at 12:15pm there will be a panel at Seattle University (Student Center 210) in which four of us, all Seattle residents who were in Bolivia for the elections last month, will discuss the elections, the new government, and some of the issues behind it all.

Press is encouraged to attend. Our hope is to offer a kind of backgrounder - little resource packets will be distributed.

I know that in the coming days, months, years there will be a lot of spin from the US government about the Evo administration, and there is likely to be a lot of poor coverage in the press, so we are doing our small part, in our corner of the US, to inform our community and encourage that people pay attention to and seek good information about Bolivia.

One of the panelists will be my wife, who is Bolivian, and another will be Carolyn Claridge, who helped research the Democracy Center's "Deadly Consequences" report on the IMF and "Black February."

regarding that video clip --- Jorge Ramos has no doubt shown us over the years that he's made some good delivery/investigation of news. However, seeing that this report comes from Univision or any report for that matter is like trusting Fox News for accuracy.

You know Jim, I actually don't have much to disagree with you on this one. ". Jim, why the devil would the ambassador of the U.S. do any such thing? What could the U.S. possibly hope to gain by doing such an unstatesman-like thing? Believe it or not, (and i expect you may not), the U.S. wants to pursue amicable relations with Bolivia. It has good reason to do so. Antagonizing the incoming president would be detrimental to that effort. The Ambassador has had over a month to consider this. The reporters have had a while to do some preparation as well. Do you think none of them noticed that MAS may not be prepared to run a national governement? The president has already had some minor breaches of protocol, at least in the eyes of the reporting world. The news clip above confirms that. (Cuba is a democracy!!??) Why wouldn't a seasoned reporter question his capacity to govern? Personally, I think the challenges are monumental. Well, here's hoping he's up to the task and that Bolivia (all of Bolivia) and democracy flourish under the new regime.

Morales' inauguration is remiscent of other nations who removed the heavy cloak of colonialism, but the oppression in Bolivia was much worse, lasting much longer. After "...500 years ...," says Morales. When Hugo Chavez spoke similarly in Venezuela, should we not listen more closely? ... . Accoutrements and regalia in the Bolivian inauguration haven't been officially used in 1000 years. Absolutely incredible! What we're witnessing are people removing an unbearable weight of oppression. Maybe we should listen more closely when indigenous people cry out elsewhere?

"Heavy cloak of colonialism"? It's called rhetoric, designed to fire up the masses. It was a nice show though.

Now how about those ministers! Evo is definitely no fool. He places radicals and protestors in charge of the very things they complained about. Abel Mamani - minister of Water. Andre Soliz Rada - energy minister, etc. Who cares if they're qualified to do the job! (Walker San Miguel Rodríguez, no military experience, - defense minister) If they succeed, what a boon. If they fail, they have no room to complain. Fire them. If they return to protest, "Shut up, you had your chance." Meanwhile Evo has another six months or so to consider who his real cabinet ministers will be. What makes those reporters think MAS will screw this up? They just have a unique, never-been-tried, style about them.

Strikes me as an excellent idea actually, to put a person with no military background in charge of the military.. almost every country in the world has done it at some point... why not bolivia.

And the US is more often, in the last 5 years, far from interested in good relations with certain latin american nations. They seem to choose to point fingers, warn, threaten, and talk down to leaders who don't share their vision for the hemisphere.

I won’t address the US relational stance in great detail; it isn’t worth the effort in this forum. Still, do you really believe that Mr. Greenlee would see any benefit in antagonizing the incoming president?

Concerning the defense minister, it strikes me that you may not have a military background yourself. Understood. Look at it on another level… you want to place someone with knowledge and background in charge of something because they understand the capabilities and limitations of the organizations. Think of some examples: Imagine Schwinn or Trek hiring someone who didn't understand bicycles. (Steel is much cheaper than magnesium. Shouldn’t we build steel frames? Why do we need those expensive Italian gearshifts when we can get them cheaper from Taiwan?) Imagine Dell computers hiring a CEO who'd never seen the insides of a CPU. Imagine MAS placing me in charge of anything. What happens when you place someone with no military background in charge of the military is that they tend to overestimate military capabilities and use them with less discrimination. President Clinton routinely used the military for actions they were not trained or equipped for, often with grave consequences (Somalia 1993). Colin Powell, on the other hand, recommended extreme restraint and clearly defined attainable goals in the use of military force. The military is a last resort not to be used until you are ready to accept the consequences. People with a military background understand this best as they’ve seen the results of military actions. On the other hand, this is Bolivia, not the US. The consequences of ineptitude here may not be as grave.

It seems it was useful, at least for them.
I think he is not trustful, it is not a good idea to have him there. And that´s not related to his military background, because technical issues are treated by the viceministers.

in theory, i agree w/ the first half of norman's commentary. why would the US government plant that question? jim, i think they have a lot of better things to do, and no offense to any americans (me included), our media isn't exactly award-winning... it'd be just like them to come up with a question as idiotic and inane as that on their own.

didn't walker san miguel work the ministerio of capitalizacion? i believe he was brought on board by saravia or revollo to work on the dradting of some laws. i only remember this because as a lowly employee of said ministry, i remember thinking to myself how unusual his name sounded.

I am a bit perplexed. Since when has the US government, be it Republican, Democrat, or whatever, been the least bit interested in pursuing amicable relations with the leader of ANY country which does not kowtow to "our" policies?

Frankly, "Believe it or not", I do not. At all.

As to those who attack Morales's ability to rule, based on such things as found at

Unfortunately, when i went to the site, i got the message:

Can someone please tell me exactly what Morales said? I have to assume the guy's way to intelligent to make a statement like "Cuba is a Democracy". Could it be his statement was somewhat different than that, with perhaps a different meaning than inferred?

Personally, I find all the excitement in Bolivia around this topic, well, exciting! I'm very hopeful that it marks a new era in Latin American development and human rights.

I don't see the reason to be surprise for any kind of questions.

The world wants to know, because the world knows about history.

The ones that know history want to know if Bolivia's Morales: Mandela or Mugabe?

How Evo Morales deals with or contends with the rampant corruption in the ranks of the Bolivian political infrastructure is what I and my wife (una boliviana) are waiting to see.

Part of what I have come to understand, from my extended in-law-family in El Alto (suburb to La Paz) is that there is a large population of relatively unqualified personnel serving in positions as civil servants, in the Bolivian political structure. There are many who feel that the government is corrupt at many levels, doing whatever they can to retain their government positions and incomes, and clout, at the expense--directly or indirectly--of the poor people strugling to survive.

As noted by Mr. Shultz, "governing and deivering the goods" are "a good deal harder than" they look. As my wife says, "espera y ver" which means wait and see!

If MAS does a good job in decreasing corruption, it will be hard to measure it by the general population.

How do Bolivians know about corruption? It is an illegal activity very much hidden. So we only know about it when it comes on TV or the newspapers.

Is the media more motivated to find corruption in this gobernment? My guess is yes. What would MAS do? Eliminated the very same people they put in office? control the media? ...let's wait and see.

Something easier to measure: What would EVO do when blockades come about? ...let's wait and see.

I do hope EVO is South America's Mandela ..."Ver para creer"

And while I think Jim has done a great service by making this forum available, I also think that it's unfortunate that he has such a strong voice on Bolivian issues. I think Jim's take on Bolivia is much too dogmatic and idealistic...

JORGE RAMOS DID'T THINK THE "INDIO" COULD RESPONDED HIM IN THE WAY HE DID. WELL OF COURSE BECAUSE EVO IS LOOKING FOR THE DIGNITY OF HIS COUNTRY. So now, newly elected presidents cannot be faced with questions?? They represent a whole country and they should respond to whatever kind of question. Now, why do you think Evo did not debate? he is only good with monologos.

You may argue reporters have their hidden agendas, but somehow, represent their viewers agenda. If a reporter ask questions that people are not interested to know, the reporter would NOT be famous.

Ofcourse, you are too biased (and red) to "think" about these things sariel.
