Hear The Democracy Center on Public Radio in the US Tuesday Night

For readers interested, I will be a participant this evening on a public radio program in the US called “Open Source”. The topic for tonight (the producers’ selection, not mine) is “Latin America’s New Socialism” and will look at what the election of Evo Morales means in terms of the larger trends in Latin America. Also on the program will be Jeffrey Sachs, a former advisor to the IMF and World Bank and the credited architect of Bolivia’s shock-economic treatment in the 1980s, and Miguel Centellas, an academic in the US who writes about Bolivia.

I'll listen to the recording eventually, but what do you think of Sachs? I've heard he's changed his positions a lot. e.g., his op-ed pieces about the coup in Haiti were the only things in the media at the time. speaking of which (this is off topic), what the hell happened in Haiti? was this another US sponsored coup (as Sachs thinks)?

I liked the program Jim. It didn´t seem to be biased. Really, looks like Sachs has changed.

I enjoyed the program, but it seems like whatever happens in Bolivia is contingent on oil extraction and exportation. There is no mention of the fact that 50 or 100 years down the road there may be no more oil. I think that there needs to be a discussion around alternatives to oil that can aid in Latin American development; alternatives that can sustain us long-term.

Haiti was a U.S. and Co engineered Coup. The U.S. has had it out for Aristede forever. They guys they replaced him with are pretty aweful. If you are interested in reading some of the recent history check out Paul Farmer, who is a physician who has been splitting his time between running a clinic in Haiti and teaching at Harvard for a while. Read "Who Removed Aristide?", by Paul Farmer; London Review Of Books; April 13, 2004. Its really concise and it will make your blood boil.


Anyway, apparently Jeff Sachs doesnt think he has changed... He thinks he has always been like his is now, which may be true. He has apparently never accepted any mistakes for his "shock therapy" schemes (This is according to an article I read on him in the Left Business Observer).

Also, from what I've read of his book, it seems facile and lacks an incisive worldview. He seems like he has really good intentions, but he espouses this kind of revamped modernization theory; he dismisses in one paragraph the existance of any sort of dependency relationships (that rich countries are rich in part because poor countries are poor and vise versa) between the advanced capitalist countries and developing countries; and he has a pretty rosey view of "development" in China and India.

Nevertheless, he has good intentions and is critical of the US, so I can't be too hard on him.

Just my thoughts.

I liked the program on NPR, although I thought too much time was spent debunking the misconceptions of the host and whether Evo is really a socialist or not. Jim, I thought you did a very good job being concrete and getting to the heart of the matter. The host seemed also to be a bit confused about why coca is more of a burning issue for certain regions rather than the whole country.

I enjoyed listening to the program, Sachs view, specially the one on the need for a sovereign seaport is important and is one that needs to be exposed more often, its not a cure all for Bolivian ills but certainly its has been a hindrance to its development, since it lost access to the sea, also the bit about Tuto being forcefull on dealing with demostrators was an eye opener, pity he got cut off.

Jim, great to see that NPR is interested in covering more of the Bolivian story and its role on the world stage. It is a sign of good work by you and the many volunteers at the Center in Cocha.

In 2006, I am hoping you feature a few more Bolivian voices and perspectives on your Blog and on the website. I think Jeff Sachs is a wonderful and informed voice, but as he has said, most of the world consists of villages or campo, and at times I would love to hear more from rural Bolivia (who helped elect Evo) here and elsewhere.

Did you happen to ask Jeffrey if he could explain in detail Bolivia's current hydrocarbon contracts, and exactly why the deals are so bad? And who benefits from these bad deals?

Can you go into any further detail about what changes might be made by a Constituent Assembly?

I completely agree with Anonymous' comment about "50 to 100 years down the road." I don't think it will take that long. The longer Bolivia keeps its natural gas in the ground, the more it will be worth. Keeping it in the ground may be the best thing for Bolivia, and the rest of the world, in the long run.

I completely disagree with Anonymous' comments about the sovereign seaport. Sachs never said having a sovereign seaport was important. He did imply that avoiding the shortest route to the sea through Chile to export gas was economically silly.

I also found it curious that no one is anticipating an imminent invasion of Bolivia by the United States, now that Evo Morales has been elected.

If Bolivia is currently exporting 400 billion cubic feet of gas per year (I don't have recent data), and assuming they could sell it for $10 per thousand cubic (doesn't seem like much to me but the Ukrainians are paying less), and assuming that production costs are zero, then every Bolivian could theoretically be given a $440 check each year as his/her share of sales. While $440 may be enough to pay the water bill, will it make Bolivia the next Switzerland? (Caveat: please check my math.) My point is, is the hydrocarbon issue being overstated? And why aren't hydrocarbon numbers more commonly discussed? Or even known?

paul: i actually just helped translate a grant proposal for a research project at the university in cochabamba looking at, among other things, exactly this question of what the real impact of hydrocarbons is/could be on the national economy. in fact, it was mentioned in the proposal that part of this research would be done in conjunction with (or with the support of -- I can't actually recall what the relationship would be) the Democracy Center. I think it may be related to the DC's work on public budgets, too. So, people are looking into this, but I'm not sure how clear it is to folks thus far.
