Jim, is everything to the left of Mao 'conservative' to you? That's an awfully broad brush. For your information, US economic policies overseas were never conservative, they were always flamingly liberal. Are you calling Bill Clinton and his IMF empowerment program conservative? Name me a conservative who ever loved tax hikes as Bill Clinton did? Name me a conservative who ever loved currency devaluation as Bill Clinton did (cf Asia 1997-8)? Name me a conservative who ever loved soaring interest rates as Bill Clinton did? That evil triumvirate was the IMF program in a nutshell. Conservatives have always detested the IMF but Bill Clinton didn't - he loved 'em, and if you've ever met anyone who worked at the IMF, you'd be sure to know he's a leftist, I've never met any other kind, there are no Republicans allowed there to be hired, it's strictly caviar leftism. Clinton loved the IMF and gave it a spare $18 bil here, a spare $50 bil there, anytime they asked. A real conservative economics would have been to cut massive taxes and lay off the thousands and thousands of bureaucrats and all their many many regulations that have made it as hard as hell for any private sector to form in Bolivia outside certain enclaves. That's conservative economics. A real conservative economics would insist on dollarization or some kind of use of hard currency. Yen or euro would be fine, so long as the currency is hard. That and only that would check government spending as it has in Ecuador and Panama, ensuring that nobody's savings account could ever be confiscated by profligate government spending again. That's conservative economics, not Clintonian runny melted currency he loved so much.
I see, and IMF and World Bank-coerced privatization of water, gas and oil, often into the hands of US corporations -- that would be a conservative or a liberal economic program? Your labels have me confused.
This is a good example why the type of labels that our anonymous friend wants to force us into using are a waste of time.
Call it conservative or liberal, the IMF and World Bank, headed up by that caviar liberal Paul WOlfowitz, have demanded privatization of natural resources, the destruction of workers rights and slashing public services. Certainly clinton had no problem with this abroad, and to a great extent supported it at home (with NAFTA and Welfare Reform).
Certainly Democrats deserve plenty of blame for the disaters of the Washington Consensus, but to pretend that the Republicans represent some sort of alternative to this is a joke. The people of Bolivia were smart enough to see through the charade when they voted for a candidate who will answer to them and not Washington.
I know who Paul Wolfowitz is and yes, you are right, he IS a caviar liberal. He was also quite close to Clinton as an unofficial advisor in 1998 back when Clinton was ordering Indonesia to destroy itself through the IMF's High Taxes/High Interest Rates/Devalued Currency as a means to get rid of Suharto. The IMF chief at the time, Camdessus, (a open French socialist) admitted as much afterward.
Wolfowitz was behind that particular liberal regime change, just as he was behind the Marcos one, too, in 1986. It's what he does. He is no conservative on economics, that is for sure, or probably on politics either.
Speaking of labels!
Well these posts certainly went an unexpected direction. Instead of debating the articles major points, the focus is on labels. Jim, I read your article and, because it didn't quite match up to what I remember since 2002, I went back and checked Bolivian newspaper archives for 2003. I'll admit, I went back to prove that it was all Evo's fault and none of Goni's. Looking at Black Sunday with around 25 killed, Goni should have known better. Still, my review did confirm that Evo, Jaime Solares, and especially Felipe Quispe fully believe in “the end justifies the means”. Goni proposed a tax, not on the poor alone as you imply, but across the board. PROPOSED! I don’t agree with the tax as adequate tax laws exist, but the fight should have been in the congress, not on the streets. Goni PROPOSED exporting gas to the US and Mexico via Chile. Again, Quispe, Morales, and Solares. While the conflict ended up taking on demand after demand making resolution impossible, it started off as an emotional call against doing anything that might moderately benefit hated Chile, regardless of how much benefit Bolivia might realize. Evo knows this: If you take it to the streets, you don’t need a majority, just a loud violent minority (carrying dynamite helps). If you take it to the streets, it WILL escalate. If you throw enough dynamite, if you blockade La Paz, intentionally preventing food, fuel and supplies from reaching the nearly 200,000 inhabitants, you will provoke the government. Not all the blame rests on Goni. Since 2003, there has been blockade and work stoppage one after another. Thanks to Evo, the country has been hemorrhaging money and foreign investment since then. The country also knew that if ANYONE but Evo won the presidency, this would continue. Many people voted to reject Washington economic policy, as you say. Many just wanted to stop the bleeding.
Now the reality. Evo is to be president. Even though the constitutional succession was thoroughly undermined, the election itself was democratic. Evo has attempted some rather unique economic measures of his own, asking everyone Bolivia owes money to please forgive the debts, then asking everyone else to please send money. It’s working though, so good on him. Washington won’t interfere as long as there is an effort to stem the drug flow out of Bolivia. So while I disagree in large part with your bias in reporting the events leading up to today, I agree with your final statement. Unlike the “Democracy Center”, Washington does support democracy.
No, Norman, it's not on labels, it's on what Jim labeled 'conservative economics' without supporting his argument. You'd do well to stop insulting everyone on the board who's trying to discuss WHAT THE ARTICLE SAID in the name changing the topic to your own differently oriented thoughts on the matter. No need to attack others who are discussing different aspects of the article, there's plenty of room for every aspect to be discussed. It's called 'tolerance,' Norm.

Jim’s article was 900 words long. His general theme was the Bolivian (indigenous) struggle against “imposed” economics from Washington. He gave his own summary of what, in practical terms, those policies were and how they adversely affected Bolivia. He focused on events in recent Bolivian history and on economic cause and effect. He used the word “conservative” once. I honestly regret that you found my introductory statement insulting. I’m not sure why it matters if the economics are labeled conservative, liberal, neo-liberal, or whatever, but it’s important to you, so my apologies. The policies were not conservative. My question and focus is this: were those policies to blame for the events that unfolded over the last few years? Is Washington to blame for Bolivia being poor? Has Washington been the sole source for Bolivia’s woes, OR has an unending series of strikes, blockades, and rioting, often headed by the President elect, had some impact as well?

How Bolivians should have behaved according to Norman:
April 2000: the people of Cochabamba should have gladly accepted Bechtel’s water price hikes. Taking to the streets, a no-no.
February 2003: The working poor of Bolivia should have gladly accepted the tax increase Goni sought to impose on them to keep the IMF happy. Protesting in La Paz, another no-no.
October 2003: The people of Bolivia should have gracefully accepted another bad Goni deal on gas export and then accepted his decision to respond to protests with bullets [not even his own VP could fathom that one].
Norman, is there any part of your guidance to Bolivians other than, “shut up and take it”? So sorry that their willingness to stand up for themselves so offends you. If you had been around in the 1770s would you have suggested that the people of the colonies just bow to the King?

I can't talk about Bechtel as I was not here at the time. Feb 2003 tax proposal - try the constitutional process FIRST!!! Oct 2003 proposed export of gas via Chile - Try the constitutional process FIRST!!! It's your constitution, give it a shot. Why even bother with a constitutional assembly? Why even bother with a congress, senate and elected representatives (including from the MAS) if every time the elected dirigente doesn't like something, he takes it to the streets instead of to the congress where the proposal would be debated anyway. If you don't like the results, you can always try mass rioting and dynamite sticks later. Protesting in La Paz isn’t a no-no. Protesting is a perfect way of applying pressure. Laying siege to the city, cutting off food and fuel, to include heating fuel, cutting off transportation throughout the country holding people hostage to the ideas of a few. This is your democratic answer; this is your best solution? You can't think of any better way to go about it? What will you do when Mr. Morales proposes an unpopular idea?
By any means necessary and that is what the Bolivians have done to initiate change. I commend them. Norman thinks he is back in the U.S. lol. Even in the States or Canada they don't give 2 shits about your constitutional rights. Tell the government you support Osama or Saddam and watch your ass get locked up in the blink of an eye. This is the "democracy" Bolivia now has. Is this what the Democracy Center supports as well? Is Bolivia to remain lawless? And, Villain, I recommend you visit the US some day. Name one person who has been locked up for saying they agree with Osama or Saddam. Concerning GB and other prisons, the US has made huge mistakes in not treating prisoners there or in other places in accordance with the Geneva convention, but that has nothing to do with the US constitution. Your point is interesting. We. bolivians, should solve our problems applying the law and all the constitutional means. The problem is that the rule of law is extremely weak here. The riots are only the tip of the iceberg, Norman. Look around you, the rule of law doesn´t apply at all. We are always negotiating every aspect of every law. Now, why? blame poverty, blame lack of education, blame corruption, blame racial discriminationor even blame history...but don´t try to analize Bolivia without considering all these issues. Well, at times it is difficult to know who is responding to what when so many writers use anonymous. I must admit that I am very new to a lot of the events previously mentioned but I like to look at both sides of the story and try to come up with my own opinions. One I do want to say is that Bolivia can be a wonderful country if it only could cure some of the problems it presently has. I do hope for the sake of all Bolivians that the government they have elected is able to accomplish this.
With that having been said, it appears to me that anonymous above seems to like putting words in Norman's comments which Norman did not say. I agree with Norman in that taking to the streets in the cases mentioned does more harm than good. In a democratic society, protests are our right to show our dissatisfaction with things. But we have to be reasonable as well and not let things get out of control. You keep blaming previous administrations for your country’s ills but you were the people who elected them to that office.
In response to the statements:
April 2000: After reading some of the articles on this event, it seemed people were unhappy with the water service they were getting and wanted changes done. The pressure was low and water was only available during certain times of the day. Well, one cannot expect to get better service and improvements accomplished without somehow funding these improvements. People were receiving water without even having a water meter? How could one tell that there wasn’t an increase in water usage? The way I see it, the company came in with hopes of improving service for the people of Cochabamba but the people of Cochabamba wanted it done for free.
February 2003: If as Norman mentioned, Goni only proposed those things, he really could not legally impose them. That is what your congress is elected to do. They write the legislation and should control the purse strings. In a democratic society, everyone must contribute to make the country prosper. Both rich and poor use the roads, parks and other like facilities. Why shouldn’t everybody contribute?
October 2003: Again, it is my understanding that Goti only proposed this idea. Anonymous, you state this was another bad Goni idea, but you don’t mention why you think it was bad.
I do not believe I read anywhere in Norman’s writing that Bolivians had to “shut up and take it.” What I do see is that Bolivians were protesting against the very government they elected. That is the difference between the present and the 1770s my friend anonymous. Back then they expected you to “shut up and take it” whereas now you have a say in your government by electing your officials.
Villain N’Black, I don’t really see by any means necessary as being the right answer. The best answer in my book is electing the best person to represent you in your government. You have the option of electing somebody else if the one you put in office does not do what you elected him to do. Again, I keep hearing how corrupt all these elected officials were and yet they were put in office by you. Do you think the people of Cuba have that luxury or better yet, that right to elect their representative in government? As for Guantanamo Bay, Cuba, how many people do you really think are imprisoned there for saying they support Osama or Saddam? I venture to say that there are no Americans imprisoned there. In most of the countries around the world, the prisoners held at Guantanamo Bay would have been killed instead of being imprisoned for what they did.

I am guessing you meant naivety but anyway, do you really think these corporations would come and invest money in this country if there was not going to be a profit? There has to be something in it for all parties. The country prospers because it gets the expertise and funding to accomplish things that the local populace doesn’t have the knowledge to do nor fund. It prospers because jobs are created for your people and a hopefully a higher standard of living is attained. These foreign companies need local workers and managers. But it can only work if everybody does their fair share.

This is in response to anonymous before my last post. How is your law weak? And in relationship to what is it weak? If it is weak, then your Congress is to blame, not the President. If it is not weak but is not enforced, then it is your judicial system that is at fault. Do riots really accomplish anything in respect to enforcing the law? On the contrary, they do just the opposite. The riots create mayhem, destruction and lawlessness. What I have noticed is there are laws in place but many are not enforced. Drivers disobey traffic signals, turn left from the right lane, throw litter and garbage on the streets to name just a few. To an extent you could try blaming poverty, lack of education, corruption, racial discrimination and history. One can keep blaming things like this all one wants to but until people take a stand and change these things, the status quo will prevail here in Bolivia. Why is there poverty when your land is so fertile and has so many natural resources? Why is there lack of education when you have many well educated people that can teach? Why is there corruption when you are the ones electing your government officials? Racial discrimination is double edged sword. The indigenous people are the majority here from what I hear and such have the power of the vote as we saw in the last election. History we must learn from so that we do not continue repeating the same mistakes. There are a lot of things that need to be improved and I say it all starts with having the right people represent you in your government.

Some of you fools live in absolute denial. You criticize other countries but you fail to critic the illegalities of what your own government is involved in. We should all be thankful for Villain's comments. Most of the anti-Americanism found in the world today hides this type of radical philosophy at its core through false outward diplomacy. Villain N’Black, I don’t know if you know this but the ACLU is an organization in the US that is established to ensure human rights as well as civil liberties. How many governments in countries around the world do you know of that allow such an organization to exist within their borders? Is there such an organization here in Bolivia? How about your country, where ever it might be? The American held in Iraq was there of his own free will and as such really is not completely protected by the laws of the US. Really, he is subject to the laws of that country much as I am subject to the laws of Bolivia while I am here.

Man this conversation has gotten really out of hand and is about way to much stuff. Anyway a few responses to certain issues.
To Nomad and Norman, in no particular order:
1) You both seem to express a whole lot of faith in "democracy" (meaning the election of representatives who until Evo were all from white elites) and the constitutional process. Both of these are problematic.
With regard to democracy, until the rupture in neoliberal governance from 2000-2005, elections in Bolivia were no more than a cycling of similar political elites. These elites have persistently acted in their own interests or for business interests. Lets call your democracy “neoliberal democracy.”
It seems to me that democracy means something else to many ordinary Bolivians, as well as activists like Oscar Olivera, the group of scholar-activists associated with the Andean Oral History Workshop (Taller de Historia Oral Andina, THOA. I’m not sure if this organization still exists), and others. These movements are articulating visions of Andean democracy that radically conflict with your neoliberal democracy. Democracy in their view involves direct participation in decision-making, it involves accountability, and it involves social and economic development on their own terms. Whereas your democracy draws from the traditions of Western elites, especially the neoliberal brand that has emerged since the late 1970s, their democracy draws from draws on the cultural resources/memory forged by the indigenous movements, both symbolically (coca, whipla) and organizationally (ayllu), as well as the traditions of syndicalism and neighborhood organizations, to create a positive, pluralistic, alternative to the type of democracy you advocate. In some the social movements that you two so clearly consider distasteful and barbaric, Bolivians may be forging real democracy. If you are interested, read “The Culture of Democracy and Bolivia’s Indigenous Movements” (It’s a bit long, there is a shorter similar paper on the same site) by Robert Albro. Its available online if you do a google search and have adobe acrobat reader.
With regards to both of your overweening emphasis on constitutionality, it seems to me that the Bolivians who were out in the streets to throw out Goni and Mesa were resorting to that because neoliberal “democracy” had been unable to provide them with a way to express their voice and influence policy.
A thought that just came to me: Perhaps the only reason that Evo Morales could get elected was because of the popular unrest which galvanized people over the last five years and forced a situation where an opportunity to electorally influence change emerged.
I don’t have time to demolish nomad’s little timeline of events which he posted above, but its pretty flagrant to reduce the 2000 Water War to basically - oh those lazy, free-loading poor people… they always want HANDOUTS!!!!. Hey nomad, why didn’t you add “Maybe they should just all GET A JOB!!!” to your classist, commentary.
And lastly: You guys are defending the U.S.’s policies of torture and extra-juridical imprisonment. This is about the BIGGEST irony I think possible. On the one hand you guys are condemning Bolivians for not respecting constitutionality and the rule of law, yet you are playing apologist for the Bush administration’s human rights record. Absurd!!
Anyway, this is why I cant post often; I’ve just spent a half hour writing this.
