The Bush Administration Blocks the Door on a Bolivian Leader
The news here has been dominated for the past two days by the story that the US government has revoked the travel visa of a major MAS political leader, Leonilda Zurita, just as she was headed to the US for a multi-state speaking tour. Zurita, a back-up member of the Bolivian Senate, flew from Cochabamba to Santa Cruz Sunday night to catch her Monday morning American Airlines flight to Miami. On Monday, airline officials blocked her boarding.
On Wednesday the first official reactions from the Bolivian government were mild, including a statement from Vice President Alvaro Garcia Linera that the government "wasn't worried that a Senator didn’t have a visa [to enter the US]." Officials at the US Embassy in La Paz refused to make an initial public comment.
That mild reaction ended yesterday when President Morales raised the issue in a formal and public event with members of the Bolivian diplomatic corps at the Presidential Palace. "It isn’t possible that people that who are working for a government are punished, like our sister Leonilda Zurita has been punished. Hopefully this is a mistake." Morales also called on the US government to stop confusing coca grower leaders with narcotraffickers.
Zurita, a well-known figure in Bolivia, has been a leader in the cocalero movement for fifteen years. In 2003 she was accused of "terrorism" by the government of ousted-President Gonzalo Sanchez de Lozada, served a brief time in jail in Cochabamba, and was released for lack of evidence. She has visited the US before, including talks at Harvard and other prominent US universities.
In my opinion, if this really was a deliberate and planned act by the Bush administration (as it appears to have been) then it is a wildly inept one.
Does the Bush administration believe that Zurita was going to smuggle in weapons of mass destruction under her broad Cholita skirt? Did it believe that in between packed university speaking visits, was she going to dump poison in public reservoirs? Did US officials think her visit would spark terrorist activity by secret Bolivian sleeper cells, perhaps with weapons hidden in saltenas?
By what possible leap of imagination is the back-up Senator from Cochabamba a security threat to the good people of California (one of the places she was scheduled to visit)? Nelson Mandela was a founder of the ANC, which never renounced armed struggle as an option in its multi-decade campaign to end South African apartheid. He has been to the US many times, apparently without incident.
I wrote in this space a week ago that moderates on both the Bolivian and the US side are trying to make it possible for the two countries to work out their relations cordially instead of in open conflict. I wrote that when coca leaders demanded rapid expansion of how much they could grow, that they were making the job of Bush administration moderates (there are a few, if just a few) even harder.
Now the Bush administration is taking a turn at making cordial relations hard. If the US and Bolivia are going to hit a rough patch in the road over coca, fine, that may be inevitable. But to create a rough patch out of nothing, by denying US entry to an elected Bolivian leader who is about as much of a security threat as my mother – that is either diplomatic ineptitude or a deliberate plan by someone in Washington to provoke a conflict.

Going straight to the obvious: From what I read, her visa was canceled in May 2004, long before MAS took office. This has nothing to do with MAS, Mr. Morales, or that Ms. Zurita may now call herself senator. She was accused at that time of involvement in the death of Bolivian police (and destruction of property). Of course her visa was cancelled. Visas are a privilege, not a right. They can be revoked at the discretion of the issuing country based on suspicion. If she's been cleared of any wrongdoing, she can reapply and I expect she'll have no trouble. If she was involved, well, "by any means necessary" sometimes has a small cost attached.
I am not surprised this has happened, but that doesn't make it right. (I don't know that I'd agree that visas are a privilege and not a right - I suppose it's true under the law, though). I have a friend who is being prosecuted as part of the same group of accused "terrorists" as VP Garcia Linera himself. My friend once had tickets to travel to a conference in Honduras, but he wasn't allowed to go because his itinerary included a 6- or 7-hour layover in Miami, which requires a "transit visa" (just to sit in a secured area of the airport between flights), and he was informed by the US Embassy that he was on a terrorist list.
He is convinced he will never be taken off that list. I'm inclined to think he's right.
We have both wondered what the Vice President's own status is now, should he attempt a trip to the U.S.
Now in their case, they were accused of crimes after being illegally arrested, transported, and tortured. They were kept in prison for 5 years with no trial, and to this day the Bolivian government has presented no evidence against them.
But of course, the U.S. isn't going to wait around for a conviction. The accusations were enough for US intelligence to put them on the list. And it's not really in any US official's interest to put his/her job on the line by working to get those names off the list and risk the person traveling to the US and committing a crime.
I can see both sides here. It sucks to be on the list, especially when one's presence there is based on unsubstantiated accusations by a corrupt government. When I'm familiar with a case and am confident the individual poses no threat, then it makes me mad.
On the other hand, I can easily imagine the firestorm if a real terrorist (even one from a democratically elected government) were taken off a list like that and then committed a crime. I wouldn't want to be in the shoes of the intelligence official who tries to explain, "Yes, but the terrorist's own corrupt government and disfunctional justice system never convicted him of a crime, so I had to take him off the list."
Of course, when the case involves an elected official, it is worth the U.S.'s time and energy to look into the details and evaluate the merits of the case against the person, as the diplomatic costs of not doing so may be significant. Even assuming Zurita were guilty of everything she was never convicted of, I don't think anyone suspects she going to the U.S. to shoot cops and start a guerrilla war. Even Goni himself is probably pretty sure of his safety should she be allowed in.

I am a student at University of Florida (in Gainesville), and Senator Zurita was supposed to come and deliver a keynote address at the Center for Latin American Studies Conference this past weekend. While all of the stories in the news are emphasizing that her visa was cancelled two years ago, at the conference, people were saying that she was unaware of the cancellation until she arrived at the airport and was about to board the plane. It seems pretty clear to me that the US government is trying to spin the situation, by saying that she already knew that her visa was cancelled.
The cancelling of her visa in such a dramatic fashion seems to me to be a tactic of intimidation -- tactics that seem to be too much the norm these days.
Come on. She wouldn't know her visa was cancelled unless she tried to use it. There does not have to be any Machiavellian plot behind this. I’m certain that when the MAS individuals were elected that nobody thought to recheck everyone’s visas. Her visa was canceled a long time ago for the reasons stated above. Repeatedly shouting “Death to the Yankees” probably didn’t help. BTW, why was the senator trying to travel on a tourist visa anyway? Doesn’t Bolivia give their senators diplomatic credentials?
I am not surprised either at reading of this. It brings back to my mind bits of a theme of the new (Bush) US government I came upon in a book. I forget the book but remember the theme developed because it is a good way to understand the Bush people.
The Bush regime, far from being conservative,is a revolutionary regime. They want to bring revolutionary change to the world as we are witnessing in Iraq, and I would guess will be seeing next in Iran. Part of their revolutionary program is in diplomacy. Traditional diplomacy has been about treating people from other governments with tact and discretion. Bush's diplomacy is called "confrontational diplomacy." It is about engendering confrontation in the belief that this will advance your position. One position they want to set up is, "we are in control and can do whatever we want to Bolivia or anyone from there." This is the point. So, even if this woman is as dangerous as Jim's mother, she won't be able to enjoy California.
I liked the Narco News article. In it Linera takes the smartest position; which is, so what. Ignore the colossus of the north. Continue with your program of development. There is enough resources and talent in South America that any help you need can be gotten from your continent.
