Evo and Coca: The Rock and the Hard Place

For those trying to follow the pivotal issue of coca here in Bolivia this week, it has been like watching a three year old giving it all she has on a swing. There has been a lot of moving back and forth.

As I have written in this space several times in the past few weeks – coca is the first issue that will define the relationship between the new Morales government and the US government. I heard that loud and clear on my trip to Washington, from the halls of the US Congress to meetings with progressive advocacy groups. There a lot of issues up for US/Bolivia discussion, from trade to gas, but on coca the US Congress will take an actual vote, probably sometime this spring, on foreign aid that is tied to coca eradication in Bolivia. When that happens the dialogue ends and the rubber starts to hit the road.

That makes the events here this week all the more important.

Time for the DEA to pack?

The confusing back and forth of Bolivian policy toward coca leapt to the surface this week when a national congress of the six major coca grower unions convened here in Cochabamba. That Congress voted to continue having President Evo Morales as its union leader. It then approved a resolution calling for all organizations that receive direct funding from the US government to leave the Chapare, the coca-growing jungle region outside of Cochabamba.

The obvious question then was – what was the position of President Morales? Was it the official position of the Bolivian government that USAID, the DEA and their subcontractors all needed to pack up and take new residence in the city? That might be good news for the local Burger King but not for the US anti-drug war.

Initially, it appeared that this was exactly the position of the Morales administration. The presidential media spokesman was quoted by the media here Wednesday saying that the US agencies needed to leave. Then the President of the Senate (a member of Morales' MAS party) announced publicly that press coverage of the media spokesman's comments didn't accurately describe the government's position. According to the Senate head, the real position of the government was that it was time for the Bolivian and US governments to start a dialogue about how "institutions [from the US] that had completed their work ought to begin to leave."

Amidst the confusion, an emergency meeting was called last night, bringing together President Morales, Vice President Garcia Linera, US Ambassador David Greenlee, and a few others. It is unclear who called the meeting. What is clear is that following it the position of the Morales government changed one more time. Morales announced that the DEA and the others were welcome to stay as long as they respected the law. "Everyone has a right to be in our country, respecting our dignity and national sovereignty, respecting the people," Morales said.

The Rock and the Hard Place

Morales critics on the right will be quick to site this as evidence of government incompetence. Critics on the left will cite this as a dangerous sign of kissing up to Uncle Sam. On both, everyone is free to reach his or her own judgment. That however misses a larger and more important point. On the hot potato issue of coca the Morales government is stuck in a very difficult position between a rock and a hard place.

The rock, in this instance, is the cocaleros, Morales' chief political base, one of the most organized social movements in the country, and a group of people eager to expand production of their crops. The hard place is the US government, which for years took a hard line on coca eradication but more recently, with a bit of a wink and a nod, has accepted the limit of "one cato per family", about 1600 square meters.

Keeping both sides happy amidst heightened hopes on the one side (for more coca production) and heightened wariness on the other, is one of the biggest challenges Morales faces. This is especially true as a handful of moderates within the Bush administration have stuck their necks out recently in favor of talking with Morales instead of demonizing him. There are clearly other, more right-wing, figures in the Bush administration eager to chop of their diplomatic heads. The cocaleros could easily hand them the axe.

What to do About Coca Headed for the Drug Market?

Morales and Bolivia suffer from some basic facts. One is that it is plain myth that all of the coca grown here is headed solely for traditional uses such as chewing, the production of bagged coca tea, and others. One reliable study may soon report that more than half of the coca grown here is unaccounted for in legal usage, raising the question – what happens to the rest of it?

From afar it looks like the Morales strategy for dealing with that excess is three-fold. First, contain that excess production by jawboning the coca-growers to voluntarily stick with the 1600 square meters per-family limit [the cocaleros want to raise that to 1600 square meters per family member, a major jump]. Second, support interdiction of illegal coca or coca paste at the border. Third, develop alternative markets that can use up that excess in legal ways.

That last objective, an important one, raises a pretty simple question for me. Why doesn’t the US start allowing the import of commercially-produced Bolivian coca tea? Let's be clear. One, you would be hard pressed to find a gringo who has visited here who hasn't tried it and loved it (including some well placed Bush supporters, I'll add). Two, coca isn’t cocaine until you totally alter it chemically. Three, Coca Cola is already allowed to import the leaves for its production. Four, there is potentially a huge market for it among herbal tea drinkers in the US. Last, anyone who claims that cocaine-makers in the US will start tearing up those little Lipton-sized bags to get the half teaspoon of ground-up leaf out and turn it into white powder ought to try doing that for a box or two.

All that said, this remains the tough spot in which Morales is trying to make coca policy and there is little doubt that he is making that policy personally. An even if the US manages to maintain a softer line against coca than it has in the past, history still hangs heavy around its neck. "It's pretty hard to accept a conciliatory message when you've been shot," notes Kathy Ledebur of the Andean Information Network, explaining the deep Chapare animosity toward the US government and the Bolivian anti-drug forces it backs.

Negotiating a way forward with coca growers on one side of him and the Bush conservatives on the other is going to take huge political skill. The days ahead will see if Morales can pull that off.

Great editorial, as always. It is fascinating watching this new government go through the transition from narrow interest group lobby (cocaleros) to swimming in the sea of broad national responsibilities. It is sure easier to be in the opposition than it is to govern! Evo is probably wishing he never left the Chapare.

According to United Nations figures I've seen (relying on memory here so correct me if I'm wrong), Bolivian farmers are growing something like 27,000 hectares of coca leaf (probably 17,000 in the Yungas and 10,000 in the tropicos de Cbba., despite the allegations of the six federations that they are sticking to the 3,200 of the "cato" agreement), when only 12,000 is authorized under law (for traditional uses, teas, and so on). That leaves a heck of a lot of extra coca leaf for only one purpose: processing into tons (TONS!) of street-ready cocaine.

As the New York Times video showed, coca growers shrug this off as being someone else's problem. After all, they're not producing the drugs. Sad way of looking at the world and bad on them. But it IS the responsibility of the Bolivian Government to figure out what is needed for traditional use and then eliminate the rest. That's a responsibility codified in Bolivian law, and also supported by the "will of the world" in the form of various U.N. counter-drug conventions and a heck of a lot of foreign aid that is designed to reduce the pain of gettin rid of all that extra coca.

Time for Evo and company to suck it up and do the right thing. They're not in the Chapare anymore. This new government has to break out of its mindset and look out for the larger interests of Bolivia, not the narrow interests of a handful (and if you look at the number of cocaleros we're talking about, it is a handful of people) of illegitimate Chapare coca farmers who are feeding the drug industry. Yes, I said it. Only the traditional Yungas growers have any claim to this ancient coca tradition. (Sadly, probably only half of the leaf that they produce in the Yungas on a yearly basis is really needed for traditional use, suggesting dark economic motives are at work there, too.)

I also have to disagree that coca is harmless in a non-processed form. The active ingredient in coca leaf is cocaine alkaloid. The only thing that processing into snortable crystal cocaine does is concentrate the alcaloid into a more "deliverable" drug. That lack of hunger and energy boost that chewers experience: its because coca chewers are getting buzzed, albeit less dramatically than their coca snorting cousins in Brazil, Europe, the U.S. and elsewhere. Its a matter of concentration.

What's the way out of between the "rock" and the "hard place?" The government has to grow a spine and admit that the only winners of any expanded "cato" agreement or similar silliness is the narcotics trafficker. That's where the leaf is going: to cocaine production. Based on your editorial it looks like the U.S. is looking out for its counter-drug interests, but is being sensible about it and looking for a compromise that lets Evo "win" to some extent. And heavens knows Bolivia will be a better place if Evo can succeed with the rest of his agenda, like bringing education, health, and prosperity to his true electoral base: the oppressed majority population of this great country.

I hope the new government will face up to the vocal minority in the Chapare and then get on with the rest of the business of governing in a positive way, in the interests of all Bolivians.

Can you add some more detail to your line that Coca-Cola is allowed to import coca for production of Coke? This is an often-mentioned line/rumor(?) but one that I think many people outside of Bolivia do not know whether this is a *current* (ongoing or from the 70s?) and to what extent (how much import are we talking) and why particular to Coca-Cola (what up with Pepsi, for example)? Sounds really curious.

One thing is to clearly maintain happy to the cocaleros, another is to destroy the banano industry for reasons that one can only guess. No one can believe that its own president want to hurt a Bolivian industry with drug related accusations with out evidence.

The recent facts:

1. In argentina, Containers of Bolivian Banano were mark for inspection forzing its owners to comercialice the product in Agertina instead of Germany.
2. At the cocalero congress Evo said: “Esos empresarios que monopolizan la exportación de plátano son los que camuflan droga cuando exportan hacia Argentina.

I guess Evo thinks that only the cocaleros are listening to make them happy. Because there are at least 7 companies exporting banano from chapare to the world (monopoly?), and there was only one case where cocaine was found on a shipment to Argentina.

3. If you read the link provided above you can tell that among goverment officials they are having different opinions. So yes, we all know MAS is all about "flip floping". The best action to solve this? make it harder for the media to ask questions!

4. The spinning remark of the day: "Ésta es una decisión de la misma familia cocalera. Pero, si se van a quedar tienen que respetar las leyes, la soberanía y a nosotros, los cultivadores de coca”, afirmó el dirigente cocalero y diputado David Herrada.

They made a "resolution" hours ago to kick gringos out...now they are ok. I guess we know where evo learned the flip flopping behavior.

5. But the worst part, evo want to mobilize the usual trouble maker to control the MINORITY of congress. Can you imagine that, a president calling for blockades of its own country????

Yeap, USA is worried about coca, we Bolivian are more worried about the "constituyente".

Well Jim, this is scary. I agree completely with your analysis of the coca situation. He has placed himself between a rock and a hard place, but he probably wouldn’t have gotten elected if he hadn’t. I don't even disagree with you that the US should allow the import of coca tea... but it won’t happen. I don't really think there is that much of a market for it, but then again, I have no expertise in that area. The flip-flopping isn’t a sign of incompetence, it’s a sign of poor internal communication, understandable this early in his administration, but it needs to be dealt with quickly.

That said, his actions could still be taken as actions in favor of narco-trafficking. What most concerned me was the cocaleros desire to eject Alternative development, as well as Mr. Morales confrontations with bananas / plantain growers. I’m still waiting to see. And you’re right, there’s an awful lot of excess coca. I don’t believe the market will come close to supporting it. If Mr. Morales does not wish to be counted with the drug dealers, his actions must be much less ambiguous.

Anonymous 2, coca cola does use the coca leaf. It used to use it naturally, but several decades ago it began treating them to remove all alkaloid and instead added caffeine. Now it is used supposedly for flavoring.

Need to get onto the constituent assembly and Evo’s threats against his own country if the congress fails to do what he wants. Does he want to be both the Executive and the Legislative branch? (as well as president of the coca grower’s union.) We’re going to start hearing the fascism arguments again soon. Oh, speaking of the constitution … ARTICULO 43. … Public functionaries and employees (like the President) are exclusively servants to the interests of the collective (people) and not to partialities (like the coca grower’s union) or any political party. I am glad that MAS’s partisans have the ability to admit this political party, now in the government as in the past in the opposition, never have a straight solid position; this time relating coca leafs, but in reality they go back and forth in everything and move it according their convenience, but like the author of this blog said, that will not work with the USA government and congress.

Morales had accepted to continue being the cocaleros leader and at the same time the President of the country, many supporters whiting the MAS organization have reacted with jealousness, starting with the miners and followed by the teacher’s union; but it seams Jim knows a lot more about MAS politics than the populist bases, I wander why.

It is clear that Morales wants to make in El Chapare the first move towards what seams is going to be the direction of his politics, something Chavez is already doing in his country, kicking out the free entrepreneur dealing with food products to replace it by cooperatives that do not necessarily need to make money. The final idea is having all Bolivians depending on the government for food, like in Cuba and now starting in Venezuela, I wander if the whipala will be printed in our food stamps.

That is why so much interest on keeping the cocaleros happy, the attacks on the banana growers that are free entrepreneurs and the stupidity of his party’s media spokesman and later intent of his strong man in congress to fix this confession on trying to get rid of all free enterprises in the Chapare region, since all those “institutions (from the US) that had completed their work ought to begging to leave”, are working precisely on producing food crops different than coca.

As it is clear to me, coca is important until the constituent because MAS will probably need the populist movements to “move” in order to have the constituent made just like he wants, an as Jim said, “the cocaleros, Morales' chief political base, are one of the most organized social movements in the country”; never the less some of the more aggressive ones.

Rewarding coca leaf itself, in effect, Bolivian politics kissing ass for many years to the US government and congress had failed on cashing on one of our original trade crops, since coca leaf was commerce even before Bolivia was born and was one of our major trade products with Argentina in the forties. We stupidly let coca leaf itself be declared a drug will in the US cocaine users were treated as poor victims instead of criminals.

For the record, and some anonymous, cocaine was used in the original coke recipe since for a time it was used as a legal drug by dentists in the USA, once its addiction properties were understood, it was prohibit and from that time on, never again used in Coca Cola, as was never used in Pepsi Cola. Also for the record and some other anonymous, the little cocaine alkaloid coca leaf chewing gives to the user had nothing to do with the hallucinating power of cocaine, which can also make people loose the reality of what is happening and is why you cannot be charge with first degree murder in the US if you can prove you were under the influence of cocaine, try that with alcohol and you will be hung. The amount of cocaine alkaloid in coca tea bags are insignificant, but enough to give you a positive cocaine user in urine and blood test; so if commerce, the little coca tea bags will have to have a warming message rewarding this, like the cigarette boxes have, not a big deal comparing with the possible profits.

You know, that's a good point. If you can't diffentiate on a drug test between cocaine use and drinking coca tea (or using some other coca basedproduct), there is little chance of gaining acceptance in western countries.

What I know is the amount of cocaine found in your blood from drinking coca tea or chewing leaves is measured in nano particles and this is completely unharmful, while if you actually consume cocaine, the amount will be much higher. I still agree that it will be very difficult to overcome this to enter the international market.

I've heard that there are two distinctly different kinds of coca. One kind is used to produce cocaine and the other is used to chew & make tea. Sounds like it would be easy to determine if someone is selling to the narcotrafficers or not.
I like the idea of putting coca tea on the market in the U.S... aren't we a free-market economy?

No offense to Evo Morales, but I don't see how anyone can be a leader of Chapare coca farmers and actually be against cocaine trafficing. I don't see how anyone can be a leader of Bolivian indigenous people and be against coca growing.

I don't see how the US can negotiate with the Bolivian government if they refuse to acknowledge that cocaine is being produced from Bolivian coca. It would be like the US refusing to admit that anyone in the US consumes cocaine.

I am a bit ignorant, however. Has MAS/Morales ever done anything to help capture Bolivian drug trafficers?

The banana shipping incident Javier mentioned, in which a load of bananas from the Chapare destined for Argentina was used to conceal a cocaine shipment, is worth highlighting. It points out the imperative for Bolivia's future of doing away with excess (beyond the 12,000 hectares authorized by law) coca grown in the Chapare. With incidents like that every banana exporter from Bolivia is a suspect cocaine trafficker! Cocaine does for Bolivia what Muhammad's likeness printed in comics did for Danish exports and reputation in the Arab world: sets them back decades. Fascinating (and telling) reaction from Evo: his allegation that there is a banana "monopoly" and that banana exporters are just a bunch of traffickers demonstrates the animosity between the illegal coca growing culture in which he grew up and the alternative development community that should replace it, and again highlights how difficult it will be for Morales to govern as a national leader -- the guy is having a tough time getting past his focus on his interest group, the Chapare cocaleros and the one-sided rhetoric he's been mouthing for a decade.

Much comment above on use of coca in Coca Cola. It ended many years ago when Coke opted to replace the non-narcotic flavouring product from the leaf with a lab-developed synthetic. Coke has ZERO corporate interest in being associated with coca.

There are many varieties of coca leaf. They all contain cocaine alkaloid in various concentrations. Some varieties are better or worse for narcotics production and traditional uses like chewing. The variety generally grown in the Yungas (higher in elevation and cooler) is "sweeter" for chewers and has a high alkaloid content. The variety grown in the Chapare stands up better to the climate there and is not as desireous for chewing. Which makes one wonder what the heck it is used for. But we all know that answer to that, and so do the Chapare growers.

Agree that coca tea is harmless in the concentration that one drinks. But consumers in the U.S. and elsewhere who have to take a drug test, either for athletic events or for work, will avoid it so forget about a major market developing there. Still, it may not be a bad strategy for Bolivia to seek international consensus permitting shipments of finished coca tea, as long as it is manufactured, bagged for dunking and packaged for the supermarket shelf and ready for the consumer. There may be markets for it in Europe or Asia. Unfortunately, MAS is taking the line that ALL restrictions on international coca leaf shipments should be eliminated. That's the equivalent of saying all international marijuana shipments should be legalized because there may be a country out there that can make rope from the hemp. What a horrible tactical blunder if MAS's objective is to help legitimate farmers and local manufacturers.

Has MAS done anything to fight narcotics trafficking? The government is still young, but I think Bolivian police will continue to work hard to intercept finished cocaine. How can they not? We should be encouraged that Evo keeps saying that he'll take a hard line on cocaine trafficking. Unfortunately the market forces of the drug trade have over the past several years already prompted a mini-boom of coca growing in the Chapare, according to U.N. statistics. If MAS keeps turning a blind eye toward illegal coca production (over the 12,000 hectare limit), Bolivia is at serious risk of devolving again into a narco-state. SERIOUS risk. That's a losing strategy over the long-term, both at home and internationally: economically, socially, and morally.

There is no easy solution here. Every "right option" will have a social cost - the Rock and Hard Place that Jim refered to in his commentary.

A lot going on in these last three topics. A lot of points I'd missed. Interesting (ironic?) that in Bolivia, the banana exporters are accused of links to the cocaine industry while the coca growers are held to be completely innocent.

Thank you for the information and analysis you provide in your blog. Your clear and unbiased words serve as a voice for millions of voiceless Bolivians. The most notable example of your dedication is your tireless work in the Bechtel case. That particular company’s machinations were a clear example of the affront our nation has been suffering at the hands of “investors” and the forces “progress”.


Evo and the U.S.

The current president of Bolivia has his work cut out for him. Many of his critics do not take into account the centuries of rampant thievery and incompetence, which have plagued Bolivia. Those critics require a change now, as if Evo Morales were some kind of magician.

The critics through their connections in the national press continue to undermine his administration despite the fact that his leadership is successfully battling the forces of nature (floods) that to this day continue to leave countless homeless and hungry. Thankfully, he has reached out to the world in the name of his suffering citizens both in the western and eastern part of Bolivia.

No one can deny that he is a successful representative and ambassador of his nation. His recent tour of the world is an extreme contrast to the selfish work of previous presidents and ambassadors. An op-ed in the daily El Diario (Sunday, February 19, 2006) aptly spoke out against the “champagne diplomacy” of the Bolivian diplomatic corps, in the past administrations, whose prime focus was to dine and revel in their titles rather than work for the nation.

Morales’ “flip-flopping” policy regarding the United States has been criticized by many but in my opinion; his travels in the world have led him to view the U.S. as a vital ally rather than an enemy. Things do not look the same once one has had the opportunity to observe his surroundings from the outside. Furthermore, most Bolivians (Indians and non-Indians) favor the U.S. and see it as a vibrant nation. The drug issue is a thorn in their diplomatic ties but Morales has shown a flexibility which has to be commended.
It is evident by the tribulations of Colombia and Mexico that the drug cartels cannot be eliminated through force alone. Economic reform and political stability are the most viable routes to a drug free Bolivia. In my view, Morales is sincere in his call for help to the United States.

Here is what Wikipedia says about Coca-Cola and cocaine:

Contrary to popular belief, the coca leaf extract cocaine was never added to Coca-Cola, per se. Because cocaine is naturally present in untreated coca leaves, small amounts of cocaine were also present in the beverage. Today's Coca-Cola uses "spent" coca leaves, those that have been through a cocaine extraction process, to flavor the beverage. Since this process cannot extract the cocaine alkaloids at a molecular level, the drink still contains trace amounts of the stimulant.

Snopes also says that Coke still contains coca leaf extracts, minus cocaine, in fact it is essential to the trademark:

But neither could Candler take the simple step of eliminating the fluid extract of coca leaves from the formula. Candler believed that his product's name had to be descriptive, and that he must have at least some by-product of the coca leaf in the syrup (along with some kola) to protect his right to the name Coca-Cola. Protecting the name was critical. Candler had no patent on the syrup itself. Anyone could make an imitation. But no one could put the label "Coca-Cola" on an imitation so long as Candler owned the name. The name was the thing of real value, and the registered trademark was its only safeguard. Coca leaves had to stay in the syrup.

Just a little off topic, but "Wikipedia", cited several times on this blog site, is not a source beyond question. Yes, it states that Coca Cola uses "spent" coca leaves. Their footnoted reference is the Narco News website. Folks, pretty much anyone can write an article for this "encyclopedia" and have it published. It doesn't make it true.

Morales has enough on his hands being president of Bolivia and now keeps is leadership position of the Union of coca growers? This makes all of us 2nd guess at his motives, no doubt. We're just hoping that the growing pains of the elected govt, MAS, doesn't hurt the country more so than what it has already by other govts.

How will we really know what's inside CocaCola? - coca tea would be an excellent market, but unfortunately a few will mess it up for everyone as it happens with a lot of good natural products.

I've had a lot of colds this winter, three. I was noticing the active ingredient in the nasal decongestant I've been using, and all decongestants, is called pseudoephedrine.

Last week I saw a documentary on Frontline, a PBS series in America, called "The Meth Epidemic." The program showed methamphetamine addiction as an epidemic spreading across America. The drug looked more addictive and with greater debilitating long-term effects on the user than even smoked cocaine, "crack" as it is called here in the states.

The drug, methamphetamine, is derived or "cooked" from pseudoephedrine. That is the base ingredient, just like opium is the base for heroin and coca is the base for cocaine.

So, does the U.S. government have a pseudoephedrine eradication program up and running? I hope your laughing; of course not. Pseudoephedrine is a legal drug that goes into a legal product, nasal decongestants. Just because it can be cooked into an addictive drug is no reason to ban it. The prohibition is against the "cooking" and its product methamphetamine.

The same position with regard to coca has got to be a reasonable and acceptable postion to the US government if Bolivia is to be treated with any modicum of respect and equity.

I honestly do get curious about blanket statements like that. I've traveled to about thirty different countries in about as many years and been well received. I believe that the US as a whole does treat other nations with respect. Of course there are glaring exceptions but exceptions don't make the rule. Culito, without sarcasm or rancor, can you explain what leads you to say that? Is it a personal experience, or what you glean from the press and the internet? The reason I ask is that I work in a multi-national (or bi-national) environment. I make it a point to treat co-workers, Bolivian and US with respect. I have a few US employees and insist that they do the same. I have taken them aside when they've act disrespectful or superior / arrogant. Forgot to mention Darrell's post. "The Meth Epidemic" which is spreading across America is a solid argument to make pre-cursors less available, not more. Logically, if the availability of pseudoephedrine is creating such a drug problem, increasing the problem with coca doesn't make sense. The difference though is that it doesn't take much pseudoephedrine to make meth, where it takes a lot of leaf to make cocaine. I would think that would be the better argument to allow coca tea exportation.

Norman, I will limit myself to pointing out, without rancor, that I said U.S. GOVERNMENT, not all Usamericans, and I could name one hundred nations that have been subject to inequitable and disrespectful nature from the U.S. Government, starting somewhat chronologically and alphabetically with Abenaki, Algonkin, Beothuk, Delaware, Erie.

In fact, U.S. states are starting to control cold remedies that contain pseudoephedrine through regulated sales at the retail level. If you go into most drug stores in the eastern U.S., for example, you will have to go to the pharmacist and will be limited to a few boxes of the supposedly "over the counter" cold and allergy remedy. Gone are the days when one could wander into Costco and buy 500 tabs at a time for a discount. Are these limits foolproof? No, but they are a first step, and computerized monitoring at the pharmacy level will flag repeat/volume buyers. Methamphetamine is quickly replacing cocaine/crack as the drug of choice. State legislators and drug enforcement are responding aggressively as the problem presents itself. By the way, the effects of meth are absolutely devastating, both physically and mentally, to habitual users. The U.S. is not blaming anyone for the problem, just taking action to deal with it, on the level of education for potential users, treatment for users, and enforcement against sales of previously over the counter precursors.

Any comparison between pseudoephedrine and coca leaf is like comparing apples and oranges.

I also wanted to tell you I recently heard Zinn speak, and it was a great experience. he knows so much about U.S. history and therefore the Empire's track record yet he is interesting, uplifting, and upbeat. to paraphrase one of my favorite moments: "if you think the government, those folks up there care about you and your problems, you are sadly mistaken. America is not the government, its not the suits making decisions for the world in Washington D.C., America is the people!"

Sorry I didn't get back to you sooner. I've been out of town the last couple of days. I appreciate the way you responded. It took me a bit by surprise going back to the near extermination of the American Indian tribes, but I expect you have more contemporary examples. Basically then I take it that your opinion is not based on personal experience. From my experience, I’ve served in “lower government levels” with the US military. Whenever we traveled, our commanders warned us to be on our best behavior as “ambassadors” i.e. to understand that we were guests in a foreign country. Most of us did, some did not. Guess which ones make the news. Unfortunately, young military are often over-zealous demonstrating fanatical patriotism; (too many Clint Eastwood movies maybe). The young man that draped the American flag over the face of the Saddam statue in Baghdad did irreparable damage. It’s a shining example of why the US suffers a perennial black eye internationally. That one act changed us from liberators to conquerors.

As far as higher level foreign policy, (and I’m really not taking into account events more than 100 years ago), any country must seek its own interests first, but not to the exclusion of other countries. Relations with other countries must be based on mutual respect. I’m in the minority here, but I believe the US has respected Bolivia’s sovereignty. Nothing has been forced, but economic assistance, which is in no way an obligation, has been tied to cooperation in counter-narcotics, the US’s principal interest in Bolivia. Equity is another matter and needs clearer definition. Once again, I know we disagree dramatically, but I appreciate being able to discuss it civilly.

Despite all the attention on the "war on terrorism", the U.S. drug war in South America and its heavy emphasis on coca crop eradication has largely gone unnoticed by the American public. However the "Plan Dignidad" (dignity plan), which seeks to reduce coca production to zero, is seen by many Bolivians as an attack on their livelihoods and way of life.

Morales has taken the right path by promising that his government will not only try to interdict drugs, but also to preserve the legal market for coca leaves. His promise to allow more coca farming and to promote the legal use of coca products should be supported by the United States government. The "Plan Dignidad" has been a failure since its inception and the money could be better spent on other projects, such as subsidies to small family farmers.

On a side note, I've been trying to find coca tea in the United States and ran across a site that gives out free samples - perutea.com. Just got my free sample the other day and can't believe how much it tastes like the coca tea I had on my trip to Peru.
