The New Dirty Word: Populism
It is an odd thing really. As Latin Americans elect a wave of new political leaders from the left, voices on the right have begun to settle on a new line of attack against them. From Madrid to Washington a new alarm bell is being sounded – "Beware the Populists!"
In an interview covered today in the Bolivian daily La Razon, the former conservative president of Spain, José María Aznar, warned against the rising "populist tide" in Latin America. Specifically citing Bolivia, Aznar warned:
"I hope that this populist tide can be stopped. Someone has to stop it. Someone has to say that this isn't the way."
Earlier this month in Washington, US Defense Secretary Donald Rumsfeld said virtually the same thing in a speech before the National Press Club:
"We've seen some populist leadership appealing to masses of people in those countries. And elections like Evo Morales in Bolivia take place that clearly are worrisome."
"Populism" it seems, to some, has become a dirty word.

Populism is a political philosophy or rhetorical style that holds that the common person's interests are oppressed or hindered by the elite in society, and that the instruments of the state need to be grasped from this self-serving elite and used for the benefit and advancement of the people as a whole.
I am Californian and in my home state being a "populist" is considered a good thing. A century ago it was the populists in my home state (Republicans, by the way) who took on the mighty railroads and championed political reforms such as the initiative process, to put power into the people's hands.

And Anzar's political party got tossed out by voters the last time it went to the polls in Spain. But I am not sure having unpopular governments is really the way to go either. Bolivia tried unpopular governments – a string of them – Hugo Banzer, Gonzalo Sanchez de Lozada and others, administrations elected with less than a quarter of the popular vote. In Bolivia, unpopular didn’t work out so well. Maybe a government with a 2 to 1 victory deserves a chance.
The real alternative to populist governments is rule by the nation's elite. Governments of, by, and for the elite tend to have more formal education and dress tidier. Unfortunately, in Bolivia, they have also had a tendancy to hand over the keys to the house (water, gas, airlines, etc.) to foreign corporations. That makes the elites better off but not the people. In Bolivia, that has evertything to do with why the political parties that have served the political elite for half a century are now as dead as the stegsaurus.

Yes, populism has a strong and positive history. The Wizard of Oz was a kind of alegorical tale of Populism in the Mid-Western U.S. before WWII. "You've had the power all along." Sounds a little like Jesus. There are close parallels to anarchism, too -- another political movement with a particular historical tradition of seeking to make the stated ideals of democracy more manifest in society.
But, like anarchism, populism has never been too clearly defined in a lot of people's minds. Anarchism has come to mean chaos and lawlessness to a lot of people. Populism likely has similar connotations for some. But in reality, it is when elite, power-hungry types co-opt the language of populism that it becomes dangerous. Wikepedia is right to note that it is a "political philosophy or rhetorical style." The latter is the danger.
In the past, I've heard populism used in a negative sense only when it referred to people who used appeals to popular frustration to manipulate support for an agenda that actually served the politician him/herself or other interests. Dorothy becomes the man behind the curtain. Some examples include Peron in Argentina and Carlos Palenque in Bolivia. Another example might be politicians, mainly Republicans, in the US who campaign as "Washington outsiders" and later prove to embody everything people distrust about politicians.
So, some would likely argue that Evo fits in this latter category of disingenuous manipulators and demagogues. I suppose that's a debate that time will settle. But I believe people like Aznar and Rumsfeld are not so concerned with that distinction. They are more threatened by true populists - of the Jim Hightower variety - and it serves them well to have people associate all populism with the ignorance - rather than the righteous struggle for change - of the masses.
(I don't mean that Jim Hightower himself poses such a threat; Evo is the issue here - but Hightower is an example of a figure in the US who embraces the term "populist" as it is most positively understood).
An interesting language note for non-Spanish speakers: whereas in English "popular" is often used to describe something or someone as well-liked or widely supported, in Spanish it is more commonly used to refer to something "of the people," or the population, and particularly the common people over and against elite sectors of society. Something may be described as "muy popular" which is not at all well-known, but which is easily accessible. Here we have Spanish and English speakers referring to populism; I'm not suggesting they don't understand one another. I just think it's interesting to consider when pondering how one might understand populism - what it does mean, and would it should mean.
You're right that much of the recent criticism of populism is reactionary and anti-democratic. On the other hand, there are good, progressive reasons to be opposed to the phenomenon. For a round-up of different perspectives, see here. My contribution to that debate is here.

This is what most people refer to as populism, in Spanish and English.
My personal favorite is Rep. Dan Burton (R-Indiana), who in an op-ed in last Friday's Washington Times warns about "opponents of freedom" who are "hiding their anti-democratic ambitions behind _populous_ slogans."

I wouldn't worry too much about definitions of words, and more if it comes from politicians.
Ok, words are important for comunication, but actions are easy to measure and hard to spin with them...actions speak louder.
What are the latest actions. We have evo elected by 53% of the electoral population. Personally I can observe there was a high perception by voters that blockades are going to stop once you put Evo in the presidency.
Lots of expectancy on this blockades issue. Now we have some people (sica sica) blocking LaPaz - Oruro's road. Thus, we are waiting on the governments actions.
But then comes the worst part. MAS has their proposal to call for the constituency "La Constituyente". They need 2/3 of congress to approved and they don't have it (they have 50% plus).
Now, Evo in Cochabamba decided to call for MOBILIZATIONS if congress does not approve the proposal!!!
Is this the kind of populism that is referenced in this post?
Certainly I can tell Evo will still blockade the entire country being president or not. Now he is providing pressure to the MINORITY of congress to get what he wants...but pressuring with calls for "mobilizaciones"!!!

Like Dan said, populism has “close parallels to anarchism” or I could say that is closely associated with anarchy, in Bolivia that is no question about. All populist leaders of the latest generation, Carlos Palenque, Felipe Quispe, Abel Mamani, Jaime Solares, Roberto de la Cruz, Oscar Olivera, Gustavo Torrico, Wilma Plata, Hugo Salvatierra, David Choquehaunca and, yes, Evo Morales; have being using the power of populism to achieve their own agenda. They never care that they are using and misleading a lot of people with lies and half truths planned with maquiavelic precision, and the most infamous populist history knows did not care either. We have Stalin using populism to achieve communism in Russia, with thousands of people killed; Mussolini used populism to rise fascism to new highs and also many kills, Spaniard Franco was close behind; when “populism incorporated anti-regime politics, and sometimes nationalism or racism” like Camilo said, the worst kind of ideology erupted, Nazism with Hitler.
Today’s MAS’s have proven, in the short time in power, that they are as totalitarian and anarchist as the four European populists I mentioned above; so yes Jim, people that have experienced that terrible kind of populism, like ones democratically elected Aznar, have all the knowledge in the world to advice us that we are in the danger of becoming the puppets of the most recent king of the fascist that arrived to power democratically, Chavez. The thing is; I don’t know any totalitarian populist that being put in power democratically, maintained his government and his country a democracy; unless anybody is really fool enough to thing Cuba or Venezuela are democracies.

I think there's a miscommunication here. What is now called "populism" in the American political lexicon is what at other times has been called "prebendalism" or "Caesarism" or "Peronism". That is, the pretending to appeal to popular intersets but using it merely as a screen for personal ambitions.
Some would qualify Fujimori & Chavez both as "populists" in that tradition. But not Lula, who seems to fit more in the social democratic tradition.
Trying to seem populist (or "folksy") is also a big part of media politics. Note both Clinton & Bush. Both have made efforts to seem "folksy" (neither is, of course).
The issue isn't whether leaders have popular support, but rather there's something "there" beyond just populist rhetoric. W/ Evo, that's yet to be determined. But there's good reason to be warry of populists, especially in Latin America, which has a LONG LONG LONG history of such leaders, going back to Simon Bolivar (the archetype of a caudillo leader).
I find it nice that you provided a link to the wikipedia definition. Since you cut off your quote at the part where the word then becomes deconstructed to show the NEGATIVE aspects of populism (as defined in the political lexicon).
"Lo popular" isn't necessary democratic. I suggest reading some Robert Dahl ("On Democracy" is a short synopsis of his work on contemporary democratic theory). But the basic argument for liberal democracy (as opposed to "populist democracy") is two-fold: 1) there are no majorities (only many minorities) and 2) what the majority wants may not always be just, ethical, or correct (hence, we need to protect certain basic human rights so that a town of 90% whites can't "democratically" vote to murder the 10% non-whites).
Essentially, populism is based on the idea that some majority (it assumes one exists) is in complete agreement about some policy or action (vox populi, vox Dei). But from several critics of liberal democracy of the 1930s, we know that organization tends towards hegemony by leaders. It's difficult for individual members of social movements to really "participate" as opposed to "be led" by their leaders. So populism often becomes what the leader(s) of a movement say it is (vox Rex, vos Dei).
Now, not all populism is bad, nor does it always degenerate into authoritarianism. But it more frequently tends to. Especially if the leader convinces his followers (perhaps even himself?) that he really does know what "the people" need, and that his opponents are therefore "enemies of the people" who can be persecuted.
That's the kind of populism many are worried about. Don't confuse "populist democracy" from "participatory democracy" (such as advanced by Carole Pateman).

A populist government is not necessarily popular. It will be interesting to see how popular Morales' government is 4 years down the road. A government does not have to be populist to be popular. George W. Bush could hardly be considered populist, but he was quite popular. Why try to confuse these two terms?

This is spoken like a true populist. Why must one assume that non-elites can only benefit at the expense of elites? Can one truly say that there are ANY elites in Bolivia, as compared to first world countries? The US has succeeded because it has created a good environment for business, which allows US businesses to pay good wages. A successful business is the the US is considered to be a good thing, not a hated entity run by an undeserving elite. Would not Bolivia benefit the most if conditions improved for both elites and non-elites?

I don't believe that privatizing industry is necessarily bad. Certainly a private, publicly-owned company is more transparent than a government-owned one. It does appear that Bolivian governments have not received good prices for their assets when sold, and I have no explanation for this. But I have little confidence that Morales' government will prevent itself from taking bites from the apple as well. What do the populists of Bolivia think about the privatizations going on in China and Russia? Should these businesses remain in the hands of the state? Which method of ownership will benefit non-elites more in the long run?
The "dirty word" aspect of populism comes its consistent claim of oppression to gain popularity, either via class struggle (all owners are bad, all workers are good), nationalism (death to Yankees, death to Chile), international lenders (World Bank and IMF), and racism (anti-European). If you were member of the "ruling elite" or the "business elite", would not you, too, beleive "populism" was a dirty word?
Until last year, the populist indigenous people of Bolivia believed they were so oppressed that winning the Bolivian presidency was considered inconceivable. There was a fear that if a European-descended elite did not win an election, US tanks would roll in from Paraguay. Yet if the populists throw out of the all owners of businesses in Bolivia, down to the smallest taco stand, will Bolivia really be better off? Should all property be owned by the state? Can there be a "good" business owner?
so let me get this straight. a "democracy" is when about the richest 10% of the population owns about half the resources (the top 20% usually owns about 80-90%), the benefits of the natural resources go to these same groups while the rest of the population waits for the elites to throw away their crumbs, the popular will (say 80% in bolivia under the right wing) of the country is not reflected by the actions of the government and multi-national corporations and international economic institutions (people thousands of miles away, parasitic elements) should have more say over the economic decisions of a country than the general populace. i really think people on the right haven't a clue about what democracy is. from what i can tell, the right generally hates democracy (if there's democratic control over resources, the elites would have to actually work and contribute to society, not just pay a broker to make the elites a fortune by manipulating exchange rates or a governmental official to ensure a good "investment climate"). let me ask you people on the right, is a democracy one person one vote or one dollar one vote?
by the way, ever notice the make up of the anti-populist protesters in places like Venezuela? Designer clothes and sunglasses, lighter skin and foreign luxury cars. think they work harder than the poor in venezuela? i’m guessing they’re no more intelligent. i bet their hands don’t show a sign of work, well maybe their fingertips. that’s where they click the mouse to sell their stocks, made profitable by continuing the destitution of their countrymen.
There's a huge difference between someone who says they’re populist and someone who is populist. The difference is easy to spot. Do those people claiming to be populist try to bring the populace into the political and economic debate, do they try to give them a voice where they don't have one? Or do they simply push for certain means, not caring what the general populace thinks (Lenin is a great example, the Bolsheviks from day one were committed to the dictatorship of the proletariat, as anti populist as you can get. The Russian revolution was actually progressing along left libertarian lines before the Lenin clan took control, for complex reasons. Remember the slogan of the Russian Revolution, "All power to the soviets", in other words all power to workers councils. Very democratic. Again, knowing the Bolsheviki platform, Lenin echoing these words was hollow. The Bolsheviki's means didn't coincide with that end and they knew it. They also knew they couldn’t gain the workers’ trust if they didn’t repeat those slogans so repeat they did)? Hell, even Bush uses populist language. It's obvious it's nothing more than rhetorical. Why? The means he's used in no way are populist. The rhetoric is used to get the population in line, just like the Leninists.
Why has no alternative to corporate globalization, along populist lines been successful over the long run? What development, corporate globalization or otherwise, would succeed with capital flight or strikes, military attack, funding of opposition in the press, et. To this point, not a single truly populist experiment has been allowed to succeed or fail on it’s own terms.
