See, at the end of the day Bush and Morales sont le même chose! Difference is that one has completely ruined the international political arena, bringing back a hideous realism while the other is going to simply ruin us, Bolivians.
Bush is a danger to humanity (his people and the rest of the world) while Morales is a danger to Bolivia.
jim, i agree with the probable point you are making here, that the bush leaguers are hypocrties when the criticize morales and bolivian democracy. but is morales overstepping his government powers and even now abusing human rights, as this catholic church editorial below suggests? please respond.

I think it's George Bush. I think, of course it's George Bush. I think that's the White House strategy for how to deal with any inconveniences Congress or the Supreme Court throw in their way, praise the bills and rulings you agree with and ignore those you don't.
Now, the ultimate question is whether he will ignore the law that says he's got to leave in 2008. I can imagine this happening, him ignoring it, because of some "emergency". And, I can imagine the American people not having the motivation to do anything about it.

well, we know that Jorge officially lacks morals, while, unless we are to believe Jim's April 1st post, Evo officially lacks bush...
then, Evo gained Power by farming Coca, while Jorge did his best to diminish his family's Power by snorting cocaine...
Evo bypassed Congressional election by obtaining 53% of the popular vote, while Jorge bypassed Popular election and Electoral College election by obtaining 55% of the Supreme Court vote.
Evo participated in massive celebrations leading up to and on the day of his inauguration as President. Jorge was shielded by thousands of paramilitary police officers from thousands of citizens protesting his illegitimate election, the day of his inauguration.
Jorge once told an assembly of wealthy aristocrats and businessmen "here is my main constituency, the haves, and the have-mores!"
Evo once told an assembly of wealthy aristocrats and businessmen "I was wrong, we need private business, our government will combine social conscience with technical expertise"

Wow, these news quizzes really get things buzzing!
I found most interesting the "Catholic church editorial" article linked by "anonymous" (that guy is prolific, eh?). My first response was a whole set of red flags -- I suspect he's taking Cardinal Terrazas' comments rather out of context and misrepresenting them to some extent (I wrote the author asking him for a link to his source -- I'll follow up here if he responds - and if anyone else here can find where Terrazas said that, I'd love to know; I couldn't find it; it may be in a radio interview, which I didn't listen to because I'm at home and have dial-up).
It is also evident to me right away that he is coming from a hardcore classical liberal (what would today be considered very conservative in US politics) perspective in which the "freedom" of the individual is primary and is understood to be best served by Cato-Institute style libertarianism and capitalist markets, where corporations are seen as free associations incapable of coercion (in the absence of full-on monopolies), while unions and public institutions are coercive and therefore (except in the 'necessary evil' case of militaries) problematic. I've had endless debates with people like this, particularly around their idolization of the individual.
That said, I must say that I have sympathy for many of the concerns contained in his thinking. I don't know that they are well-founded in the current case, but I would be concerned if they are.
I hope the Church will be an independent voice as events unfold in Bolivia - creatively engaging in the national conversation, while speaking prophetically, including criticizing abuses whatever their source. So, like anonymous, I'd like to know what the Church is saying, and whether it has merits. (I worked with Terrazas, and found him a 'moderate' and a bit of a mixed bag - I don't know what he's really saying, nor do I know whether I'd agree with him once I found out.)
I'll do some digging and get back, for anyone interested.
Oh, and yeah, the answer to the quiz is B. I think I'm maintaining a 4.0 GPA so far on these babies! Perhaps if we just restricted our comments on news quizzes to answering the quiz, we'd finally all agree on something!

Darrell's comment that Bush might find an "emergency" to avoid leaving office in 2008 is absurd and inflammatory. Intelligent people have legitimate difference on this president, his policies and the war in Iraq. Let's leave it at that and avoid hyperbole. I don't know what's more ridiculous--Darrell's comment that Bush would remain in office, or his comment that the American people wouldn't have the motivation to do anything about it.
Great post; the funny thing about it, is that with this smart ass quiz you didn’t do anything else than to confirm that Evo Morales and the MAS party ARE abusing their executive power and ARE trying to move the Country’s destiny outside the law, like they did in order to get into power. Doesn’t matter that you believe Bush does the same, or is doing it more openly or that is worse than Evo, what it matters is that with the comparison, you, one of Evo’s primary henchmen, made the mistake to recognize this situation in Bolivia. About Boliviana 100% and MAS intentions to reelect Evo for ever in the constituent, if we vote as stupidly for our constituents as we did during the presidential elections; that is going to be a Bolivian reality, the whipala will begging to cover not just one corner of our violated flag but at least half of it and we will have to teach our children to rise their left hand and yell Hallalla Evo every morning. IT IS LATIN AMERICANS - MANY WHO OTHERWISE MIGHT BE SYMPATHETIC TO EVO- WHO ARE CALLING HIM OUT FOR HIS POLICIES.
If you read scholars who are writing about Latin American development today, - of different political persuasions - good number of them agree that respect for the rule of law and an independent judiciary is a must for political, economic, and social development.
Evo is running roughshod over this very concept, by ignoring written agreements, bullying opponents, doing drastic changes in policy through decree, and threatening the judiciary.
The difference between Bolivia and the US, is that in the US there is a genuine system of check and balances - interwoven through not only the three main branches, but through State governments as well.
In Bolivia, it is a presidentialist system- where the legislature is either a rubber stamp or a NO vote, and where the judiciary is just about the only branch not beholden completely to either other brancyh.
And there is a an independent judiciary - which today - ended up sending a major Bush contributor to jail.
Even a power grab by Bush -- which is what it was -- ends up in the end coming back to bite him and his party. Wait till November, the composition of the senate will change,
The same thing happened to FDR when he tried packing the Court and failed. the Democrats were never really able to push any more substantial New Deal legislation.
Well, that only proves that Jim is not as biased as we may think, then, isnt it?
So MAS seems to be divided between those who would like to see Evo reelected and, well the Vice, who said he doesnt think so... theres gotto be other people but I am not sure. So, I think here we have to remember a couple of things:
1. Bolivia today is a different country since the elections and in fact since the events that culminated in Evo presidente
2. Other people support this president, rather than those that use to have some faith in the previous ones, other people feel themselves represented by this government.
3. These people would probably support Evo if he achieves a stable and regulraly positive government. They won't vote for him if he doesnt.
So even if the Constituyente ends up opening the possibility, that doesnt mean Evo will be elected again. However, if not Evo, who?
Do we actually think that after Evo, we can have a president like Tuto? Does anyone think this is actually possible? would the majority of Bolivians allow that?
Evo does need to be a little 'bully', because he needs to show that now, he has the power... I just really, really hope he doesnt fall in Chavez' game. I hope Evo is sensible and realises that he has to deliver because there's a whole lot of people that see him as the chance for things to get better after a very long time...
now, to be honest, I dont know what do say about all this... It does sound a bit scary... but, really? saying "we will have to teach our children to rise their left hand and yell Hallalla Evo every morning" sounds a little bit too much for me. I wonder what all those bolivians without easy access to the internet think... how much difference has it made for them all that the previous governments have done, so sensibly...

been away from the debates for awhile. i see not much seems to change for some people. i'd like to ask, has anyone who comments in this blog learned anything and changed their views afterwards? i hope we will all be open to trying to get closer to the truth -- whether that truth fits with the opinions we bring/brought to the discussion or not.
as for evo and his political moves, i have been reading all kinds of wierd fear mongering articles all over the foreign press that evo is authoritarian, he is almost a dictator, another Chavez, he is going to use the constituente to be another Castro, that Bolivia is this, is that..
in other words, a lot of distorted views, kind of the bolnica way of seeing things but with a bolivialibre twist to make it more dramatic. in other words, a lot of stuff based in flimsy facts to justify a conservative viewpoint. i wonder if some cooked up these ideas in december, before evo became president. i mean, evo is in office 2-3 months and already we get critics calling him authoritarian, etc.
as for the constituente, so what if they decide the president can be re-elected? what the heck is wrong with that? i mean, doesn't the so-called defender of democracy, the united states, allow its president to be re-elected? relax, guys, its not the same as dictatorship. that said, i am somewhat concerned about some of the rumors i have been reading. i don't believe it and till i can see them proved. but the one rumor that caught my attention and i'd like to ask about is the one about how the police are controlling the election process instead of the electoral court and that this will allow a significant boost in the number of registered voters from traditionally mas strongholds. on one hand, if true, that is not such a bad thing considering that a lot of these people may have been unfairly excluded from the voting process for various reasons. on the other hand, evo and his govt. need to respect the rule of law, as our miami corporate lawyer friend bolnica reminds us. if evo is abusing election laws to get more of his supporters in the constitutente, we need to know, jim. since you're organization is "the democracy center," i hope you will investigate whether or not evo is engaging in practices which respect democratic principles vis-a-vis the constituente and other programs. i say that as a supporter of the gas nationalization, indigenous rights, and other policy intiatives of the evo government. but at the same time, i am aware that members of the mas party evo leads have indeed in the past engaged in some questionable actions in various communities to intimidate voters. i think evo potentially could overstep his proper role if some of the bad actors in mas have their way. and there are some bad actors in mas. so, jim, i hope you will help mas police mas. we do evo and mas a great service by also holding them accountable for what they do wrong and not just cheering them for what they do right. as i said, i cheer evo for his moves in the gas sector. but i do not intend to become like the chavez groupies in the states and in europe who toast hugo as a hero for his undeniable good works to help the venezuelan poor but at the same time they overlook his stacking the venezuelan courts and challenging freedom of the press. this is not to say i think chavez is a dictator, i do not. but i do think some moves, like boosting up the number of judges, was a clear abuse of authority.
in sum, lets praise evo when he does good. and lets criticize him when he deserves to be critcized.
that said, lets be clear, this is not to be interpreted as an endorsement of the rightwing lunatic fringe, represented by bolnica, bolibre, etc, on this blog, who were already crticizing evo and his government long before he even took office.
Oxo, Guillermo, you guys almost made my cry of emotion, you two are actually reasoning about what is happening to our beloved Bolivia. An like you two, I also agree sometimes with Jim, like in this post or with Evo and MAS like on the second term chance for a president, with a very clear specification in the constitution saying that no referendum or other law can change the two terms in office and you are out, for ever; but let’s study some of your preoccupations.

He is bulling because he needs to take over the Constituent, were he will be able to bully even more, so he and his party will end up bulling all Bolivians after wards; that has a name, fascism. The same thing Chavez did in his country and you are still hoping is not going to happen. just wondering what is the truth for you? Truth is so difficult to get once discussions enter into political science. So many different perspectives come into play. Is this the necessary evil for change? Do we need revolutions or reformations? Do decrees portray a sign of abuse of power or is it a simple implicit right of the executive branch? etc.
My truth, my view that Evo is heading to an authoritarian regime, is based on my readings of "Las 10 tacticas y Estrategias para proteger al gobierno del Pueblo MAS", my view that he is passing all his reforms via decrees (for me, they are an abuse of power especially when he controls the legislative branch), my readings about Venezuela(steps Chavez took in order to gain so much power), talking with many people that belong to MAS, the way beaurocratic processes have actually increased, (I found it almost impossible to get info from certain ministeries and superintendencies), Evo saying that he is going to use other parties in order to gain 100% of the constituents, him attacking the Corte Nacional Electoral, the press, including los "depurados" even though they extended the time for people to register themselves to vote (because of that my dead grandpa could vote, and i can actually vote two times, so imagine their intentions is actually to create some sort of fraud) and the list goes on and on.
I think the vast majority of Bolivians yearn for change, yearn for an end to corruption, yearn for an era of devolpment. This is why so many Bolivians have fallen in love with the fantasy that has been drawn around the image of Evo. But we have to wake up, we have to live reallity. We must ask ourselves if this it. If MAS is going to drive Bolivia into better times? I really don't think so. Mark my words though, they are going to completely take over the Constituent. Opposition votes are very disperse. Besides he is bound to use Chavez's method. He sent out what Venezuelas call a chancho (in bolivian: copie) which indicated all the candidates that where chavez's sympathiser, and he urged his follower to vote in such bloc eventhough they did not know all candidates. Opposition went separate. even though over 50% of venezuelans where against chavez, opposition gain something ridiculous like 19% of the sits (by opposition i mean all the opposing candidates). That is bound to happen here. That off course won't be evo's fault it will be our fault. However, him using other parties should be completely illegal.
Now forgive me for writing in such a rush and no definite structure, or the lack of thoughful words, but i really do not have time to spare to sit and write a well structured essay like blog post.
Weird how the usual suspects never say anything about Evo openly called for the overthrowal of the constitutional government of Sanchez de Lozada - in Venezuela of all places. He repeatedly called that government "illegitimate", and endorsed blockades and pressure tactics that led to its overthrowal. And what prompted his meltdown?? Not gas sales or free trade agreements, but because his cocalero cronies were angry because they were about to lose the crops that drug traffickers paid them so much money for.
Like it or not, Evo has a pretty strong authoritarian streak in him. Look at how the syndicalist movement dealt w/ critics/opponents who lived in the Chapare over the past decade. Or look at some of the statements that assume a homogenous "Bolivain people" who are opposed by "internal enemies" (who by that kind of rhetoric are "enemies of the people" and therefore not true partriots or members of "the nation"). That kind of political discourse is as troubling coming from the left as it is from the right. And that's the discourse Evo/MAS have used for some time. This is not a pluralist movement, it's one that assumes a homogenous (though corporate) view of the body politic. It's nationalism over socialism.
As for reelection or the president. In theory, there are good reason for reelection. See this:

Reelecting presidents can work, but it has more often failed (as has presidential democracy in general) in the 100 years of modern democracies. Also, in Latin America, reelection has often been used to extend mandates. Look at Chavez's threat to have a referendum to stay president until 2030s! That's worrysome.
Ideally? I'd prefer something closer to a parliametnary system, actually. Per algo es algo, no?
