Evo Says the US Government is Trying to Kill Him
As Presidential declarations go, this one is certainly sure to get attention. A formal statement posted this afternoon on the official Web site of the Bolivian President charges that the US government is engaged in a plot to kill President Evo Morales.
Here’s a quick (and rough) partial translation:

President Evo Morales denounced that the US organized teams to follow him and kill him, without achieving its objective and assured that the denouncements of conspiracy [to stage a coup against Morales] made by his colleague Hugo Chavez are “not a lie.”

I can see the Evo-bashers getting ready to feed on this one. To be honest, it does feel a little flaky even to me. To be clear, the US government has had its hand in more than one assassination (and failed attempts) of a number of country leaders in recent history – Allende in Chile, Diem in Vietnam, etc. But for all kinds of reasons it seems pretty unlikely that George Bush has issued an order to kill against Evo. If Morales has some clear evidence he’d better start showing it, I suspect.
Here’s what all this says to me:
1. The diplomatic caution that Morales seemed to be cultivating (especially toward the US) in his first couple of months in office seems to have been completely tossed to the wind. Contrast this statement, for example, with the initial careful treading over the revocation of Senator Leonilda Zurita's US visa in February.
2. It seems clear that Morales’ press operation is completely focused on its Bolivian audience and completely oblivious to how Morales is starting to look abroad.
3. The Bolivia government/US government relationship, always on shaky ground, has nose-dived quickly, dramatically, and unexpectedly – and on issues of images and rhetoric more than on real substance.
Is all this the result of things Hugo Chavez has been whispering into Morales’ ear? Is this Evo coming out of the closet with deep anti-Yankee sentiments? Is Morales political rhetoric aimed at the Bolivian people creating the unplanned byproduct of making him look more radical than he is to audiences abroad (i.e. he didn’t actually “nationalize” gas, he ordered renegotiation of the private contracts)?
It is true, as the saying goes, “Sometimes the paranoid are right.” But on this one I just have a hard time the US is looking to get back into (well, there was Che) the assassination business in Bolivia. I also doubt Pat Robertson has gone freelance.

Jim, you are actually making this issue bigger to the audience abroad, since MAS, with Morales at front, have tried to deceive Bolivians many times already with this assassination theory every time they had any kind of opposition that could led to bloodshed, like the current situation of MAS financed land thieves, supposedly colons, in Santa Cruz; which is leading to those people organizing themselves to defend their property, with a lot of talking about arming people, but truly, so fare, is just that, only talking.
Never the less, like all totalitarian government, there is a danger of MAS easily useing the intent of assassination theory to start arresting people without any real prove to it, violating their basic human right; or using the theory as an excuse to murder their opponents while breaking up a pacific march, or any kind of protest.
So yes, you can add up in point 2, Bolivian and Venezuelan audience, since he doesn’t care what the world says about him or his government, he is just a Chavez puppet and will do whatever the Venezuelan dictator asks for; do you thing all those trips, all that financing, all the people movement comes for free?. No, Evo must start to pay now for his ascension to the presidential seat, and is clear that the Constituent is Chavez cherry on the Bolivian cake.
I find myself surprised on agreeing with you more often, maybe I am not interpretation correctly what you are writing; or maybe you are starting, finally, to notice that you supposedly work to enhance human rights in Bolivia and not to work as MAS spokesman; I guess add the end, you are realizing the terrible possibility of this beautiful country to become the Colony of one of the most intransigent dictator this continent had ever created.
Lets also ponder the possibility that the U.S. has contracted covert operators to make it appear that they are trying to assasinate Evo. I other words, Evo may be taking some kind of bait. If I were working for the CIA this would seem like a very plausible and deniable strategy to use that falls into a kind of moral and legal grey area. Better yet, make it only an appearance and no one takes it seriously enough to investigae and Evo ends up looking bad.

I've mentioned this before. Evo (and many of his close, syndicalist supporters) are out of their league in interntaional politics (notice that frequently Garcia Linera has to step in and "explain" what Morales meant on this or that). He doesn't seem to understand that statements like that are going to be broadcast around the world & will have negative repercussions (for Bolivia, more than for the US).
While I don't think Evo's a Chavez puppet, I do think that Chavez has too much influence in current Bolivian politics. Not that Chavez doesn't have the right to give advice, of course, but it seems clear that Chavez has interests that go beyond altruistic "solidarity" and head towards a broader Venezuela-driven strategic vision. Evo & MAS need to seriously consider how close they want to be tied to that vision, and whether that vision will help Bolivia in the long run (it may not even help Venezuela in the mid-term!).
I seriously doubt the US wants to assasinate anyone in Latin America today (the blowback on that wouldn't be worth the trouble). Che was decades ago; a long long time ago. Since Evo has no publicly produced proof (remember, we all wanted proof about Iraqi WMDs, so we should want proof of this, not just mere speculation because it ties into our worldview), it just seems crackpot-ish. And that makes the whole government look like it's led by an unhinged and/or unprepared leader.
More importantly, it seems clear that these kind of accusations tend to come at one of two moments:
1) When Chavez meets w/ Evo, and
2) When Evo is facing criticisms from domestic opponents
So, is it a Chavez influence? Or a populist stunt to bolster support & paint opponents/critics as "enemy agents"?
What about the first lady of Bolivia? Is Evo Morales married, or is he pimpin big on the cholitas.

I totally agree with your assessment regarding assasination claim by Morales. If he continue to make unsubstatiated claims he is going to look like a fool and those of us want to see a just society in Bolivia will have harder time defending Morales in the US and elsewhere. Please communicate to your Bolivian counter parts that the world opinion does matter.
Standing up to the imperial instincts of the Bush Administration is admirable. Slanders and false claims are not. Yes, it can rouse passion among long suffering indigenous population but it will also cut them off from even liberal Europeans.
I am becoming disillusioned with Morales because I hoped that he would offer a New Model of Governance free of ideology but full of pragmatic solutions to the problems of Bolivia. Instead, he too is becoming a demagogue. The world of hyper-capitalism needs to be challenged with enlightened version of economic and political model not the reactionary zeal of failed ideas from the past.
Wisdom is greatly needed to navigate these treacherous water not false claim and proclamation.

Bolivia Libre, don’t you be going soft on us now, Jim is as fraudulent as Evo; the “assassination theory” like you said is a part of this government since the elections, like the conspiracy against Santa Cruz and its successful economic system and the supposedly hydrocarbon nationalization which served VP Lineras, Jim’s boyfriend, to yell to his well paid masses that any Bolivian that is not with them is a traitor. Jim is bringing this stupidity Evo said in a small community in the altiplano bunnies in front of a very few people so he can say in the near future, after Evo’s first 100% deaths, I told you guys so, there was a conspiracy, but the government got rid of them.

Either case, it will take a lot more that some lame questioning from Jim and the democracy center to believe that they are trying to do what they preach.

jim, i think the assasination comment is moreso a sign of chavez and castro influence on evo. chavez and castro probably have reason to fear such hit squads, but i agree evo does not. i really hope evo allows in other influences soon. it would be great, for ex., if lula were to try to assert himself in that regard.

Then I ask is there a chance that Evo is "stupid"? That he is simple not prepared and capable to lead a nation in such a crucial cross roads as is Bolivia? He certainly lacks the education for a position in the realm of international politics.
Goverment plans and economic policy can be created by advisor s and vice presidents. But in my opinion the greatest indicator of a person's intelectual capacity is what comes out of their mouths. Anybody who actually believes the U.S. government has a secret plan or is trying to kill Evo, Chavez or Castro is absolutely nuts. There are no secrets in Washington and any such plan or activity would be on the front page of the Washington Post.
My reading of U.S. statements on Bolivia (including the fact that a very conservative U.S. President extended a noteworthy olive branch to Morales by making a congratulatory phone call to him after his election) is that the U.S. wants the democratic process to succeed in Bolivia, and is willing to work with the guy as long as Morales is willing to engage positively. Unfortunately, Morales keeps mouthing off with absurdities that frankly gain him nothing at home or abroad.
Morales's attempts to deflect attention from the real issues like the sorry state of Bolivia's education system, roads, medical care, and investment environment by creating a fiction of U.S. operatives lurking in the shadows ready to jump out and get him is pure Castro/Chavez strategy for solidifying the support of the bases. It will be interesting to see whether the Bolivian population at large has the wisdom to see through his foreign threat nonsense and demand a plan/progress on the real and important issues on Morales's plate.
Wise folks in the U.S. know that Evo's administration could be a huge step forward for long-term ethnic peace, stability and economic prosperity in Bolivia, provided Morales and MAS have the wisdom to reach over the isle and engage, in the model of Nelson Mandela. Judging by what we're seeing today, I'm not too optimistic. The guy is street smart but all thumbs when it comes to statesmanship.
And when it is all said and done, nobody in the U.S. really is sleeping restlessly wondering what's going to happen next in Bolivia. The country just doesn't resonate in Peoria. If anyting, Evo is just good entertainment, meriting an occasional two sentence paragraph on page 16. Sorry to say it, but his government really would be funny if it wasn't so tragic for ordinary Bolivians at the same time. This is an unfortunate train wreck already in the making.

that sounds like the views of some americans, but the problem is that while condi rice or the embassy may be hitting evo with flowers and olive branches you have people like rumsfeld and other pentagon types who are creating all kinds of unnecessary fear about evo and chavez. to be fair, when someone like evo sees statements from the american secretary of defense comparing chavez to hitler and then mentioning chavez's relationship with evo, etc.,then there is valid reason to be concerned. read these quotes from rumsfeld from february 3, 2006:
The secretary acknowledged that "we've seen some populist leadership appealing to masses of people in those countries. And elections like Evo Morales in Bolivia take place that clearly are worrisome."

if you are with the u.s. govt., choquito, i hope you can somehow find a way to educate rumsfeld and others so they lower their exagerrated analysis of bolivia and don't in fact do anything, directly or indirectly, that would be "nuts."
Evo's audiences - the ones he has played to include:
Domestically: Cocaleros, the Aymara and Quechua urban poor, rural indigenous poor in highlands and eastern regions, ex-syndicalists,the old left, college students, Bolivia's nationalistic middle classes. --Evo's big feat here was creating this constituency for himself from scratch, taking advantage of the vacuum when traditional parties and labor unions went kaput.
He exploited certain basic themes that all these disparate groups had in their thinking - their fears and suspicions of outsiders and outside interests in the context of hundreds of years of isolation.
Basically everyone here (and that is a lot of folks) might buy this lunacy. Viewed one way, Bolivians have been hearing this kind of over the top bombastic stuff (approvingly) from caudillos in one way or another for a hundred and some odd years.

BUT, and this is what puzzles me.
Evo built himself up internationally, using the international mass media. He is after all the leader of cocaleros- many of whom supply drug cartels with the main ingredient to make cocaine. He somehow focused his message to an outside audience in a way that made this palatable, and that is a mean PR feat.

Like Subcomandante Marcos, Evo hitched on to the disparate groups that compromise what can be termed the worldwide, anti-globalization movement. That is everything from NGO's, the "solidarity left" in Europe and the US, ecological groups, pro-indigenous groups, Soros-backed foundations, Church groups, Seattle anarchists, labor unions, old left parties in Europe.
-Evo played it for what it is worth, getting international support, even if it was fringe groups in certain countries. That audience gets headlines -- in mainstream media and among every web-site out there. It was the selling of "Bolivia" and "Evo" as an international anti-globalization cause. That outside support in turn, impressed people in Bolivia.
But this audience is hardly critical. It is straight out of Tom Wolfe's "Radical Chic" Evo and MAS are like the Black Panthers of the anti-globalization era. Yeah, maybe they are a little bit "gangsta", but thats part of the cool, like Marcos and his mask. And hey, those words are deep... Power to the people, Bush sucks..... Maybe that sounds a little extreme, but yeah, you haven't been exploited for hundreds of years, like Evo and his people have. Evo is the real deal, indigenous, you can never understand that suffering, Evo can say whatever he wants.
--So Evo has basically gotten away with saying whatever he wants to say to people who lap it up outside of the country. But at some point, you figure out that you need to transition and need to go beyond these folks. So does Evo somehow mistakenly think that this is mainstream "world opinion" or does he buy them as a stronger force than they really are???

Never the less, your second point off view is quiet interesting and reminds me of something I heard on radio Fides this morning; NGO's in Venezuela are protesting to the Human Rights in the UN because of the abuses they are suffering from Chavez regime. As a matter of fact, this same NGO’s polluted Venezuela before Chavez, in the same way that they contaminated Bolivia; in the name of protecting human rights, public advocacy and all the lies the democracy center preach they do. Now back to Bolivia, is interesting to note that Jim has moderated his speech just after a trip to Europe, maybe you hypothesis is right and they told him that people in Europe is not going to be as easily full by Evo with a Chavez agenda like the Bolivian people is. El gobierno boliviano emprende una campaña comercial con el exterior que tiene dos ejes: por un lado afianzar relaciones en torno al Tratado de Comercio de los Pueblos (TCP), y por otro consolidar relaciones comerciales con Estados Unidos de manera bilateral, ya sea ampliado la vigencia de la ley ATPDEA o el Sistema Generalizado de Preferencias arancelarias. Como parte de esa estrategia, el Presidente Evo Morales envió hoy una carta a su colega George W. Bush pidiéndole a nombre de los productores de Bolivia la ampliación de la Ley de Promoción Comercial Andina y de Erradicación de la Droga (ATPDEA, por sus siglas en inglés), que vence en seis meses.
El gobierno cambió el formato a la negociación comercial con el exterior circunscribiendo las charlas al intercambio de bienes tangibles. El nuevo plan para asegurar los mercados de Norteamérica excluye la negociación agrícola y de propiedad intelectual. El ideólogo de la estrategia es el especialista en comercio exterior e integración Pablo Solón.
En la carta enviada por Morales a su homólogo de Estados Unidos se abre la posibilidad de abordar nuevos acuerdos comerciales entre Bolivia y Estados Unidos, pero tomando en cuenta el enorme desnivel que existe entre las economías de ambos países. A través de la misiva, el gobierno de Morales declara estar interesado en "abrir un proceso de diálogo y de comprensión mutua" con Estados Unidos, e invita a Bush a la instalación de la Asamblea Constituyente el próximo 6 de agosto.

Hemos logrado importantes acuerdos con países latinoamericanos, estamos apostando para avanzar en el mercado norteamericano, hay muchas propuestas de los mercados de Europa, Asia y África. Si la CAN es una solución hay que apostar", asegura el Presidente.
Marcelo Pérez, representante de la Confederación de Empresarios de Bolivia (CEPB), manifestó la satisfacción de su sector con el contenido de la carta porque "traduce las aspiraciones de Bolivia, de los empresarios y exportadores". "En esta nota se pone en relevancia la importancia de ampliar el ATPDEA y defiende la necesidad de mantener la exportación de soya a Estados Unidos, solicitando a ese país un trato preferencial", opinó Pérez.
"Señor Presidente deseo relevar que el contenido de la nota pone en manifiesto el espíritu de mantener relaciones cordiales y permanentes con Estados Unidos y abre las puertas a un diálogo constructivo que permita alcanzar nuevos acuerdos comerciales con ese país. Abrigamos la seguridad de que bajo su conducción, Señor Presidente, vamos lograr esos objetivos", comentó el empresario.
Larry Serrate, representante de la Cámara de Exportadores de Bolivia, también expresó su beneplácito "porque al final del día vemos que todos estamos apuntando al mismo objetivo: preservar los empleos". "Un alargamiento de las preferencias arancelarias es lo más importante. El gobierno ha visto cuán importante es para nuestro sector mantener el mercado estadounidense, que da oportunidades para todo tipo de empresas, pequeñas y grandes... Mientras mejor le vaya a nuestro Presidente, mejor nos irá a todos", declaró el líder empresarial.
Gustavo Viruez, representante de los Asociación de Productores Ecológicos de Bolivia, respaldó la política comercial del gobierno porque, dijo, busca preservar y proteger a la pequeña producción del país, que genera la mayor cantidad de empleos. "Respaldamos la carta que el Presidente Morales envió al Presidente de Estados Unidos porque buscar ampliar esos acuerdos hacia otros rubros", dijo.

Asistirán los mandatarios de Ecuador Alfredo Palacio; Colombia Álvaro Uribe; Perú Alejandro Toledo; y Bolivia Evo Morales.
Los empresarios colombianos piden que en caso de no haber entrado en vigencia el TLC antes del primero de enero de 2007, que se prorroguen las preferencias del ATPDEA. La ampliación ya ha sido planteada no sólo por el gobierno colombiano, sino en general por los andinos que se benefician de un trato preferencial para exportar unos 6.000 productos. Sin embargo, el representante comercial adjunto de Estados Unidos Everett Eissenstat confirmó a periodistas de Colombia que no es claro que el Congreso de su país renueve las preferencias que vencen el 31 de diciembre de este año.
Los países andinos reclaman la ampliación de las preferencias arancelarias como un derecho más que como una concesión unilateral del gobierno norteamericano. El presidente Alfredo Palacio recordó que las preferencias arancelarias no son una concesión gratuita sino el resultado del trabajo que Ecuador realiza en la lucha antidroga.

Dear Commenters,
As you know I do not follow the flow of comments on the Blog on a regular basis. However a couple of readers have noted to me the following about recent comments:
1. The comments section is really just an exchange between the same four or five people over and over.
2. Instead of analysis, the comments have basically turned into an insult throwing contest.
3. The posted comments are so lengthy that most readers have basically lost interest in reading or joining in.
I am going to suggest the following. Why don't the few of you who post here regularly (you know who you are) post your names and email addresses and then you can shift to corresponding directly instead of dominating the Blog comments section and the expense of all others.
If the level of insult and foolishness continue, I think we might close off comments for a while and return to them when people calm down and stop thinking of the comments section as a place for long treatises and collections of profanities.
Any of you are welcome to suggest a new Blog site where you continue with the later if you are dedicated to them.

My 2 cents on the topic: There is no grand US scheme to assassinate Evo.
1 – He’s not worth the trouble.
2 - It would be too simple. Not to be mean, but I haven’t noticed any serious “Secret Service” protection around Don Evo except when Hugo is in town.
3 - The US made assassinating foreign heads of state illegal about 25 years ago. I know that that isn’t all that convincing by itself, but the US did so for several reasons.
a) Primarily, the political fall-out from assassination is too much.
b)It is easier to deal with a known pain-in-the-tail than an unknown. (Morales really isn't bothering the US that much anyway.)
c) A lot of folks in office in the US just think it's mean.
4 – If the US really wanted to remove him, they would thoroughly villainize him first. Don’t accuse him of narco-trafficking; “find” something. [Conspiracy theorists point out frequently how the US provided at least some evidence of WMDs prior to entering Iraq in 2002.
This constant cry of conspiracies against Evo and the MAS is getting old. I still say all events for this and the next couple of months are PR events designed to garner MAS seats in the constitutional assembly. Evo’s great. He gave Bolivia the hydrocarbons. He gave out land. He’s a modern day Robin Hood, taking from the rich and giving to the poor; persecuted by the mean sheriff of Nottingham a.k.a. the US.
Jim, I would guess I was included in your spanking a few days ago and I would like to make a few points in response.
First, when I began commenting on this blog for the first time with any frequency some two-three weeks ago it was in large part because I was tired of reading the garbage and insults continuously levied at you, Mr. Shultz, with little response from anyone. Your blog was dominated by those repeated insults backed by often mistaken-filled arguments and passionate foolishness.
Two, go to any worthwhile blog in the blogosphere and debates between differing views is almost always the same -- it almost always includes some degree of name calling AND naugthy words. I gather you don't spend much time on blogs, and that is to your credit. But that is the reality of most blogs. Moreover, most blogs worth reading allow and are content with multiple comments from their readers.
Three, when people attack me at some point a limit is crossed and it becomes difficult to maintain civility with such people. So, any criticism of me ought to take into account the context.
Four, this fellow "reque" I would guess is one of the people who have "complained." You might want to examine closer his comments and in what context they were made. His comments directed at me and not at any issues, but directed at me to assasinate my character, were out of line and when someone just attacks me personally without justification I don't have much patience.
That said, I am happy to keep my comments to myself from here on out.
