Cuba and Human Rights: A Tale of Two Sides of One Island

Each year the US State Department issues a report on the state of human rights around the world – a nation-by-nation review from the perspective of the current administration of how our global neighbors measure up. As the preface to the report issued last March notes:

All men and women desire and deserve to live in dignity and liberty. As President Bush said: "The advance of freedom is the great story of our time." Promoting human rights and democracy is a worldwide phenomenon and there is a growing global discussion of democracy and the universal values protected by democratic governance.

More than a hundred nations are included in the State Department report, from Antigua to Zimbabwe. Not among them is the US itself.

Each year one of the countries topping the US government’s bad boy list is that troublesome island 90 miles off the Florida coast – Cuba. Here is what the report issued last March had to say about conditions there:

The government's human rights record remained poor, and the government continued to commit numerous, serious abuses. At least 333 Cuban political prisoners and detainees were held at year's end.

The report went on to specifically cite:

beatings and abuse of detainees and prisoners, including human rights activists, carried out with impunity, denial of fair trial, particularly to political prisoners.

Speaking of “Prison and Detention Center Conditions” in Cuba, the Bush Administration had this to say:

Prison conditions continued to be harsh and life threatening. Conditions in detention facilities also were harsh. Prison authorities frequently beat, neglected, isolated…detainees and prisoners. Authorities often subjected detainees and prisoners to repeated, vigorous interrogations designed to coerce them into signing incriminating statements or to force their collaboration with authorities. Some endured physical and sexual abuse, typically by other inmates with the acquiescence of guards, or long periods in isolation or punishment cells.

Of course, nothing in the Bush Administration’s assessment of human rights in Cuba includes the goings on at that other, increasingly infamous, prison facility on the island. That would be the one run by the US government, Guantanamo.

If the State Department report is accurate, then the Bush administration currently holds more political prisoners on the Cuban island that Fidel Castro, currently reported at 460 (almost 130 more than Castro). And what the US has to say about Castro’s jails and justice system could not only be applied to the US’s practices at Guantanamo, but would have to be made more extreme to create an accurate picture.

Prisoners held there by the US have been held for more than four years, most without charges, and face indefinite detention with none of the rights afforded prisoners of war under the Geneva Conventions or to criminal suspects in the U.S. justice system. The International Committee of the Red Cross (ICRC) has accused the US military of using tactics "tantamount to torture" on prisoners at Guantanamo, leading to worldwide calls for the prison’s closure.

Even a senior official in the government that has backed Bush the hardest in his “war on terror” – Great Britain – recently observed: "If it is perfectly legal and there is nothing going wrong there, why don't they have it in America?"

It is true that once upon a time the US really was a credible voice for human rights in the world. The emphasis put on rights by President Carter in particular were a noble undertaking.

However, no example highlights the hypocrisy at hand in the Bush Administration than the tale of two sides of the Cuban island. Fidel Castro should be held to global account for human rights abuses (as should all governments). But who in the world is supposed to take the US credibly when it warns of torture and abuse on one side of the island while practicing the same and worse just a stone’s throw away?

“Do as I say and not as I do,” is not a great basis for any nation’s foreign policy, especially a nation that boasts as much about its commitment to human rights as the US does.

When people like you defend the indefensible in Cuba, one of the most repressive and "undemocratic" regimes on the planet, you lose all manner of credibility. Double standards does not play well either -- your criticism of Cuba is hardly existent but you beat the US over the head for jailing legitimate threats to the national security of Americans and others? Ever stopped to think about the fact that a large numner of the people in those Cuban jails are there simply because they non-violentally disagree with Castro's policies and nothing more. On the other hand, ever stop to think that if many of these Guantanamo angels, as you make them out to bem, were free they might have killed many of your friends back home? Stop being an apologist for the indefensible, stop the self-righteousness, and apply one standard to all countries regardless of whether or not the president is George Bush.

What do you want from him? should he say, "Fidel is bad, worse, worst, and getting much more worstest of all? Would you have Jim ignore the atrocities going on at Gitmo? Gimmeabreak!

by the way, I am not up to speed on what all's going on in Cuba, but i do know that at Gitmo, you are being totally unreasonable when you say, "if many of these Guantanamo angels, as you make them out to bem, were free they might have killed many of your friends back home?"

First of all, Jim never said the detainees at gitmo are angels. but you seem to believe they are devils. Fact is, since they've never been allowed the right to a trial, no one can say whether they are devils, angels, or simply people who got caught up in "sweeps", who had absolutely nothing to do with any terrorism, or any other unlawful activity.

You are totally out of line making claims about people who have not only not been found guilty of a crime, but never even charged with one.

Completely in agreement here, the USA government uses a double standard regarding human rights violations, and they do the same when they write that stupid paper about how other countries are doing against the war against drugs.
Bud returning to human rights and Bolivia, why your organization, that supposedly is not a member of any government and supposedly work to protect and enhance human rights; also has double standards about human rights en Bolivia?.
Just a week ago the MAS government removed violently some poor people occupying, as MAS people always said, land not complying with its “social” benefits. A 21 year old, father of 2 children was shot in the head and murdered. Why is this “human” less important for your organization than the woman shot during Goni’s government? or less important than the guy shot during the water war?. Don’t you come writing about moral and double standards to us with your record; I suggest to you to start you saing as you supposedly do.

How is it that some people assume that any injustice NOT denounced on this Blog means that the blogger must endorse it?

Indeed, this Blog has failed in the past week to note several dozen insurgent-led killings in Iraq (Schultz must really be in favor of this then), has not had a word to say about the increase in street murders in the US (again, obviously a sign of Democracy Center support for the killers). My God, they haeven't even taken a stand in the World Cup competition. The bastards are probably anti-soccer!

It never ceases to amaze me how some commenters use this space just to project their own shit onto other people.

Just get over it.

Your examples are so devastating, I did not know the democracy center had an office in Irak and in the New York Bronx, and that Schultz himself was running them. I am sorry, I mean, I don’t know were did you got that information, I read this blog’s site and I could not find it. Either you are Schultz secretary and happen to just know where he sticks his nose or you just want to project your one self onto other people.
By the way, great word choosing, you must have spent a lot of time searching for the one starting with an “S”. It makes your opinion so much serious and you probably managed to amaze all the other anos around.

Obviously the US must be held accountable for their sins like anone else but in my opinion, trying to compare the detention of political dissidents in Cuba to the detention on terrorists and enemy combatants in Gitmo is absurd!!

Come on Mr. Shultz, that's a terrible comparison, I guess you made it because these prisoners are located in the same country, Cuba. What if the "terrorists" were held in the US, then I guess you couldn't use the comparison and you wouldn't even have a post. The Journalists that are in jail in Cuba are doing 20+ year jail terms my friend, you missed that. If you don't like the way Bush is handling the Guantanamo situation, write about it but don't try to minimize a murderous tyrant like Castro. Do you know how many people have been murdered by his order or the orders of his regime. Try another angle, slick. You should have written 2 seperate articles, because its 2 different subjects. So holding and mistreating suspected terrorists and/or enemy combatants you take prisoner during the military campaign to punish the perpetrators of the 9/11 deliberate attacks against civilians in Afghanistan and elsewhere is the same in the larger scheme of things to jailing and mistreating your own citizens for holding political views inimical to your governments?

Wow, I guess the Castro government, as reported in the non-governmental independent Cuban media is having a real internal debate about what the constitutionally proper procedures for the government to do with the prisoners the State department talks about. Cuban State Security and Cuban Army lawyers actually wrote memorandums suggesting that holding these political prisoners is violating their human rights.

That "vibrant" civil society of Cuba is also openly engaged in a debate over this issue of holding political prisoners, in the equally "vibrant", largely independent media that is not controlled by the government.

Since Cuba is so free and just, these political prisoners also have access to the large number of well-funded voluntary legal organizations with some of the best Cuban lawyers -- whose constant complaints about mistreatment and due process violations are widely commented in Granma and the independent media. The Cuban government does nothing to discourage this of course, they send welcoming committees of friendly neighbors to say hi.

Doesn't the Cuban government also provide even those controversial "political" prisoners with military lawyers who argue on behalf of their clients in Court, and who also go on the record in Granma and the Cuban free press?

Wow, that Cuban military and Directorate of Security must be nice guys. They would never execute hundreds (possibly thousands) of prisoners right after the revolution, many without trials. Never uttered the word "Paredon".

Didn't Cuba say it had terror attacks too? They must have been really nice to the peasants in the mountains of the Escambray, never would have summarily shot any of them or tortured them - unlike at Gitmo.

They are so nice that they set up "summer camps" for gay people, and long-haired kids in the 1960's. How groovy and progressive of them!!

Mr. Castro, unlike Mr. Bush at Gitmo, never did anything outside of Cuba, unless it was humanitarian missions No Gitmos when "assisting" Angolans, Ethiopians, Somalis, Etritreans, Nicaraguans in "solidarity" work.

Cuban State Security, truly an "instrument of popular soveirgnity" is really helpfull. Gave advice on the nice Cuban methods of humanitarian jailing to folks like the Sandinistas. Just minor tips picked up from the kind people at the KGB and the East German Stasi.

And they helped "progressive" forces in other places. Sounds really like...well, progress. Nice folks in Spain, Central America, South America, the Middle East, Ireland. None of them would ever do anything as bad as Gitmo..Mistreat prisoners, kidnap, or kill? Bombs, Land Mines - no way..not progressive


Jimbo, I was also wondering if this Mr. Castro you refer to the same guy from the 1959 revolution? Wow, he really must reflect the "will" of the Cuban people if they elected him that many times.

No way we have that kind of rights in the US, with Republican control. The Republican Party directly controls, and requires Republican party membership in the army, police, CIA. The Republican Party is the only party permitted to contest elections, at National, State, and Local Level. Even at the school board!! And Republicans drafted the Constitution, and every single legislative document valid in the Country. Republicans control every Court from the Supreme Court to traffic court.
And not only that the The Republican party controls every single newspaper and Television station in the country, and won't allow other media. Even if they allowed it, the Republicans wouldn't allow you to talk bad about the Republican party or Mr. Bush..thats a law! and the Republican police will pick you up and throw you in jail. Try putting out a newsletter...and you will find your neighbor - the Republican Party block captain with a bunch of her Republican party thugs beating you up -- with a couple of guys from the Republican police dressed as civilians.
You need to be a member of the Republican Party in order to work for the government. What sucks even worse is that the Republicans control all the jobs - and they pay nothing. Can't even start your own business, the Republicans ban it, and if they find out will jail you. Can't own a house or get a mortage, the Republican party owns everything, they took all houses years ago.
Can't even find food, Republicans control that, and I need a Republican card id to get a card to stand in line to get what little there is. And guess what, I need a letter from my annoying neighbor, the Republican party block captain to get a ticket to get my rations. And she tells on me if she finds out I bought food from someone not approved by the Republican Party and I can go to jail.

And you must be blind and ignorant, not to see, just by the condition of the economy in Cuba for the last "47 years", that your man Castro has done absolutly nothing for the Cuban citizens. All the money that that enters from all parts of the world through tourism and you can even get a piece of bread to eat. Castro was never re-elected, he's a dictator and he's a communist dictator. You are treating the guantanamo prison situation just like Mr. Shultz is doing, you are making a comparison. These are two different topics. I know you hate Republicans and really don't care, even if there was a Democrat in charge, I don't care either. You making this a political thing. This is a Human Rights issue. Castro has done nothing for the Cuban citizen, if he takes part of some kind of aid to another country, its because there is money in it. Castro is a thief and a murderer, that's all. Why don't you go and live there, in that perfect utopia, think before you write, unless you are one of his blind followers. Why don't you just tell everybody, where you stand, and if you don't agree with Democracy, just say it. I'm sure if we had a Democrat in office now, you would still be complaining about this country. My whole point here is that what is going on in Cuba for last 47 years has nothing to do with "terrorists" that are being held in guantanamo. I don't see any comparison and none should be made. These are 2 different issues, so why connect them, why even bring it up. I think Jim should answer this comment, nobody else and you know what, he will not answer this comment, let's see.
If you want to comment and debate on the Castro Human Rights issue then I am ready but not here, we'll set up a public debate wherever. Because this has nothing to do with it. AND IT ALSO HAPPENS TO BE A HORRIBLE EXAMPLE OF DEPRIVATION OF BASIC HUMAN RIGHTS CONSISTENT WITH A 50 YEAR PATTERN OF SUCH ABUSES....SOMETHING THAT DOES NOT HAPPEN IN THE US.

Geez, the other points were about Castro executing prisoners after the revolution, the anti-insurgency campaign in the escambray, and Castro's military adventurism. In essence saying when Castro's regime intervened militarily or sent advisors they did things much worse than those done in Guantanamo. AGAIN CONSISTENT WITH VIOLATIONS OF HUMAN RIGHTS.

When I talk about "independent media in Cuba, and open and public debates, I was in fact making the point using sarcasm that the United States is providing access to attorneys to the prisoners at Gitmo and that these attorneys have a free media in their country where they can bring it up in the Court of public opinion. THAT DOESN'T HAPPEN IN CUBA WITH THEIR PRISONERS

The whole point about what I wrote about the supposed "Republican Party", was not about the US or Republicans, PRECISELY BECAUSE IT DOES NOT HAPPEN IN THE US, AND EVERYONE KNOWS THAT, I mean the Republicans confiscating houses, not allowing mortages, or Republican membership obligatory in the Army, or controlling all courts??? LMAO.(Ann Coulters wet dream though)..... AGAIN..IT HAPPENS IN CUBA WHERE THE COMMUNIST PARTY CONTROLS EVERY SINGLE ASPECT OF CUBAN LIFE. WHICH IS A VIOLATION OF HUMAN RIGHTS...SOMETHING THAT DOES NOT HAPPEN IN THE US, WHICH MAKES JIM SCHULTZ's POINT B.S. And ultimately that point was that Cuba for 50 years has been a one party dictatorship which controls the private and public lives of its citizens, does nasty things to opposing combatants, which is why it is wrong to compare the human rights record of the regime with the US.

Like I said before, you have no business getting involved with what happens in Cuba and what has happened in Cuba for the last 47 years, because you have no idea, believe me. You are full of it by the way, Comemierda! That's the meaning of Moron. You are not "qualified" to comment about anything that is happening in Cuba and has happened in Cuba, the last 47 years. You should pay more attention to what is happenning in your own country, so then you would be able to understand where I'm comming from. Anonymous… can it. Jim is the one that brought up another non-Bolivia topic with this ludicrous comparison. Still, I've got to admit that this particular topic went further downhill than usual. José, welcome aboard, I guess. FYI, being a free society, Boli-Nica does have the right to speak about Cuba. He has spent the last two entries trying to explain to you that he agrees with you. Unfortunately you've been reactionary, probably due to a bit of a language barrier, I suppose. Your English is good, but you missed his point completely. Boli-Nica ‘s sarcasm was obvious, but I might have missed it were it in Spanish. Nevertheless, the point has been made well by both of you; Jim's attempt to compare Gitmo with Cuban political prisons was ridiculous from the start. Unfortunately, your message was lost in the bickering.

My take on this: No debate on Cuba’s (Fidel’s) human rights record… it’s an abomination and bears no comparison to Gitmo. When the US, however, fails to abide by established norms for the treatment of prisoners, it leaves itself open to Jim’s type of hyperbole. Prisoners-of-war are to be treated humanely. Those combatants arrested in Afghanistan should be considered POWs and accorded that respect. The reasons for this are obvious; besides being morally abhorrent, mistreating foreign POWs leads to increased mistreatment of US POWs in enemy hands. The problem, the root cause of the muddy waters, is that the state sponsored terrorists began the conflict with a reprehensible criminal act; an unprovoked attack on civilian targets. It becomes more difficult to accord someone basic human rights when you believe their actions to be supremely inhumane. It doesn’t matter – we should abide by what we agreed to: humane treatment.

I’ve heard the excuse that we had to curtail certain liberties to prevent a similar terrorist act. That’s a call way above my level. All I know is that the cost of curtailing those liberties is very high.

I was reading your cubanology "about us" and it explained a lot. Jose you are the archetype of the Cuban 2nd (3rd?) generation exile who's had his brain pissed on for a long time. You are the kind of person who gives a bad name to the Cuban community in the US. And on that confrontational note I close my participation in this thread, we've veered way off topic.

Ok, Ok, Ok! Hello Norman, I'm sorry I came on too strong. I misinterpreted Boli-nica and I apologized for that, but he mentioned moron and I had to defend myself. Things got out of control but have settled down. I'm glad you understood my point, thank you. Jonathan, I will never forgive, he doesn't like Cubans, he must have had some kind of problem with us, it's obvious. I'm a 1st generation exile from Cuba and I am proud of my people. Jonathan, why don't you ask around? My reputation is impeccable, I'm world known, I've helped many people get their message across. I'm currently organizing Blogs that are located around the world. We are fighting against communism, dictatorships and human rights violators.

This has become a useless post because the person who posted this ridiculous comparison has not yet responded. So what's the use? If Jim explains his "opinion" and why he chose to take that particular route, then I will respond. Thanks again Norman, I appreciate it. Jose

Dude, why do you care about "who" is saying things, when you should worry about the "what" is said.

Typical error on debates, you want to know from what team is the other playing to associate everything you believe against that team.

Like Guillermin, to passionate on things (you hate comunist eh?), doesn't allow your little brain to be "open minded" about other suggestions.

To the rest...ignore the passionate talk, focus on facts for the debate. If there is name-calling, hate, bunch of adgetives, simply go to the next entry...or watch the world cup!

Everyone has the right to commnet on what he wants; but we also have the right to listen to them if we find it worth it. Something Hugo Chavez is not willing to do now that he wants to control the anti-Chavez TV.

With the same standard, we cannot ask Jim to delete comments!

Reading Anonymous' outrage about Cuba makes me wonder whether he or she is nothing more than a simpleton, who simply recites everything he or she hears on the "almighty 700 club" or fox news.

Cuba is not a paradise for personal liberty or democracy. Nevertheless, Cuba has accomplished something that many latin american countries could not under puppets, dictators, and oligarchs i.e. highest literacy rate (97%) and an affordable health care system. Yes, cubans very poor. I am quite sure that Chinese have thousands more political prisoners than Cuba. Why does not these Cuba haters take on Chinese and force their leader to cut off trade with China? Better yet, why does not these people stop buying chinese made goods? You see people like you are expedient moralist. You do not believe in democracy, human rights, etc. You simply provide lip service as long as it does not affect your standard of living and it does not matter how your standard of living is delivered. Nor does it matter, whose back your standard of living is delivered. China delivers cheap goods at your nearest Wal-Mart and you do not care whether they are made by prison labor or child labor. But you do care about 300 or cuban political prisoners and you do care that you cannot get cheap Venezuelan oil. You see, it is all about you.

Had you any objectivity, you would have given Cuba credit for their accomplish and surviving under constant threat from the giant neighbor, actually from cuban exiles and right-wing republicans. At the sametime point out what Cuba is not. Please try to learn to be fair even when you are discussing enemy. Otherwise, everything you say or write sounds like propaganda.

jonathan, so would I, but as far as Latin American countries go, I think anonymous' point stands. maybe we can continue this over at boli's, but I think there is an important debate about the pros and cons of the Cuban system.

from the whining I hear coming out of Venezuela's wealthy and upper middle classes, the more I wonder if horror stories about Cuba are just as exaggerated.

Ok you people, I tried to shift this debate towards Bolivia but I guess there are several American Citizens and one Anti Castro Fanatic actively writing here, so I understand that Jim’s post could have fill like rubbing salt to an open wound. Never the less, the comparison between Castro’s regimen and US policy of having prisoners on Guantanamo could serve us to start debating and informing ourselves of the sad soon to be Bolivia under a regime only comparable to Castro’s and Chavez. Information like the links provided by the Jonathan dude proved to be very useful, I wander how many of you bloggers cared to read one or two of this pieces; I will share the following quotation from a Reporteros Sin Fronteras paper.
“Like Fidel Castro does in Cuba, President Chavez stimulates the militarization of the public speech, having as a main goal is to present a scenario that justifies the internal liberties, among those, the freedom of speech”.
This is also starting to happen in Bolivia, and very strong, President Evo is openly and permanently attacking any press not in accordance with his policies in a way that is going to be “justifiable” to shut them out in the near future. We all know that the movement towards a totalitarian type of government is not going to be reversed in Bolivia in the next 5 years, and is probably going to last a lot longer. We also know, like Evo, Fidel and Chavez, that the freedom of speech is going to be one of the main weapons to obliterate and shift this political scenario in the future, like it happened in all non communist fascist governments. The danger of Bolivia is that Evo is a non open communist, he tries to make as all believe the MAS movement is a socialist movement, like the social democracies in Europe.
I do not believe readers of this blog, that in 3 or 4 years I will be able to write freely on this web page from an Internet Café like I actually do; writing from a private home in disagreement with the government will be a jail sentence. Probably this is already being monitored in Bolivia by the Cuban and Venezuelan “educators” and “doctors” that are “not” going to be returning to their countries. So bloggers, maybe the new Cuban participant, lets debate on ways to keep freedom of the speech, among other freedoms, running underground in Bolivia; when the time comes where we will be obligated to yell Jallalla Evo while on the public ground under a Whipala

I share your concerns bolivia libre, as a publisher of "sensitive" material through one of my websites (http://fab-extraoficial.webcindario.com) I have recorded the most interesting IP logs among my visits, including visits from the ministerio de gobierno and defensa servers.

I'm not afraid of critisism or even censorship, but if it ever affects my loved ones (who remain in Bolivia) then I'll take the necessary actions.

This is my first visit to this site. I read Jim's article and
was troubled by the comparison of the deep seeded violations of human rights in Cuba - for the past almost half century, with the irrational and hurtful events in Guatanomo Bay prison.

Both situations are deplorable.

I think neither Castro's Cuba nor Bush's USA should be presented as authentic or credible. And I also wonder why Jim Shultz does not step in and clarify his intentions: did he just want to create alienations "for the sake of a blog?" Sad, if true.

I'm more interested and concerned about human rights in Bolivia.... and I am concerned with the impact Bolivia's present government is having on ALL of South America.
HOW are Bolivia and Chili and Peru working together? When I was in Arequipa last spring, most of the people I spoke with had serious concerns for the stability of that Continent. The comment was made more than once: Bolivia is South America's Iraq.

For the record. Since Fidel Castro saw LOVE & SUICIDE, the movie. He has not been seen publicly. Sources say the film was so confronting Castro still can't get out of bed. What hit him the hardest was finally seeing real Cuba with his own eyes. By all accounts. The movie simply got to him. "The Cuban Evolution" is happening. "The Cuban Evolution" is for everyone.
