Bloomberg Continues its Misreporting
On August 13 we posted an analysis on this Blog, written by one of our gas and oil researchers, Gretchen Gordon, pointing out that the Bloomberg news service was misreporting the Bolivia gas and oil story in a way that was so fundamental and so consistent that it seemed to be intentional.
We noted that in report after report, over a period of a month, Bloomberg kept declaring that the Bolivian government had "seized the assets" of foreign energy companies operating in Bolivia. In our post on August 13th we pointed out that the government had never seized any asset of any company and noted that we were sending a letter to the Bloomberg reporters involved, asking them to provide "the documentation of exactly which company assets were seized and when." We also offered Bloomberg equal space in which they could share their response on the Blog with our readers.
It has now been almost two weeks since that posting and our communication back from Bloomberg has been limited to a short note saying that our letter was passed on to their Latin American editor.
Today the news agency filed a report, once again, that includes the reference: "…after the government reversed a decision to seize the country's oil and gas fields."
Once again, we call on Bloomberg to provide the documentation of exactly which company assets were seized and when. They owe their readers accuracy, especially on an issue of such major importance both in Bolivia and abroad.

I will try to keep this simple for the anos and potitos blancos that had some brain damage due to extensive coca leaf use. Jim is talking about Bloomberg’s writing, “Bolivia's Senate passed a vote of no- confidence against Energy Minister Andres Soliz, the first for a cabinet member since President Evo Morales took office in January, after the government reversed a decision to seize the country's oil and gas fields.” Bloomberg also wrote a much harder statement in the same paper saying, “On Aug. 11, the government suspended the takeovers, saying state oil company Yacimientos Petroliferos Fiscales Bolivianos lacked the funds to carry out the process”. Man, “takeover” that surely is a harder word than seize, that could be easily mistaken for, “take hold of”; or MAS favorite “appropriate” or my favorite “take possession of”.
Takeover; that means occupation, or capture; those soldiers inside the compression plants, and the ones inside the gasoline stations and the ones in the premises of all the capitalized companies were not occupying nothing, well, OK, maybe the square meter they needed to stand still. What about the newly appointed YPFB zealots with the helmets showing a half Bolivian Flag together with a half whipala, they were not “taking over”, just yet.
I ask myself, was the “visit” of Evo, the military and the YPFB zealots to the capitalized entities just a media show to try to win the 80% of the votes in the constituent? Or is really the beginning of a real Taking Over of the hydrocarbon industry in case the capitalized companies do not want to sell; specially under a decree that will most possible be declared illegal in the long run by the constitutional tribunal.
In these case, not all the companies need to be, “taken over”, as it happened this year in Venezuela, only the properties of Total and other Italian company were truly Nationalized with expropriation, because they didn’t agree with the terms of new contracts. They are going to International Tribunals, but to Venezuela, with the US and Europeans depending on their oil; that is a kids game. But for Bolivia, it is a whole different game, nobody apart from Brazil depends on us yet; that’s why or Hydrocarbon Minister is not afraid to say that Petrobras “is our principal enemy”. Sure that is not going to help us raising them the gas price, not a bad statement coming from the elite of Evo’s ministers, hummm. This is just like the Alvarado case; the guy is “clean” because there was never “damage” to the Country because the contract was “suspended”.
What amasses me is Evo’s rhetoric when one doesn’t think like him; he actually said yesterday “ the backers of the censure in the Senate were, sellouts of the nation, assassins and perpetrators of massacres.” As I see it, 47% of the Bolivian population is just that, according to Evo; since those senators are the ones representing 47% of the Bolivians. I think the MAS regime does not realize that they have a much larger opposition than they believe. I will agree with Jim that the Alvarado protection is going to be a sort of Achilles foot to the regime and that we are going to be hearing about this mess more often in the next days.
By the way, your terror tactics against Bloomberg, maybe working with the Bolivia media, but they are just laughing at you.

So who cares about bloomberg when our own press including the state channel lies and misinterprets information.
All I care right now, and all we should be caring about is the fact that Evo and his party want to close congress and make the constituency assembly omnipotent..not to mention that he wants to go against our democratic will and make laws in the assemby be passed by simple mayority.
This is a website about democracy, and nowhere in this website do i find that information.
MAS congressmen and women have publicly said this... they have publicly announced that congress should be closed. One said congress job was finished once the constituency assembly begun.
So tell me, how democratic is this government???

Now, I agree with the previous anon...if your "Center" is about defending democracy, how come you haven't said anything about the 50+1 vs. 2/3 issue? or the fact that Evo is governing thru Decretos, bypassing Congress?
Samething happens with stradfor's "Briefs" full of holes and biased content. There's a lot of that going around in Bolivia too particularly in Santa Cruz's papers. and Fox news is for babecaster watching ;) never mind the content.

Several days have passed and still no comments on Evo's wish to totally control de assembly... simple majority over 2/3....
Bloomberg got the story right. Quit harassing them, we depend on them for news as one of the few that will call things correctly. Jim, you already have AP and the NYT eating out of your hand, taking your claims unquestioningly as they hobnob with you over tostones in the luxury clubs and private schools you frequent - all of this is why we don't bother with them as news sources, they have made their biases as well known as yours. Leave reliable Bloomberg alone. Photos of armed troops on premises and Venezuelans inside pawing through foreign oil companies' property don't lie. You are defending the biggest ripoff since the nationalizations of the 1970s. It's indefensible and can't be covered up with harassments of Bloomberg and other agencies that speak the truth to power.

I am about as disgusted with Morales and MAS as anyone. On gas they don’t have near enough competence or cash to takeover the industry. The May 1 decree gives “overreaching” new meaning.
But I don’t think that we do our criticism any great service by latching ourselves to declarations of fact that are just plain inaccurate. As anyone actually here in Bolivia knows, the soldiers left the oil fields just after the cameras did and even when they were there nothing kept the companies from doing their business. More important, Petrobras, Repsol and all of them are still here, still doing business, still running their facilities.
I really hate to say this, but on this one the bloggers here got it right. Saying that the companies’ assests have been seized is just inaccurate and continuing to say that four months later makes Bloomberg look silly. I have yet to find a Bolivian news organization that says the companies’ assets have been seized so I can’t imagine how Bloomberg gets that.
Let’s focus on accuracy and let the MAS people be the ones who make things up.
I know that this post has been dry for a while, but I read something this morning that brought to mind the coca poetry and prose above. As predicted, (this blog, "Deciphering the Bush Administration's Mixed Signals on Bolivia" Feb 2006) all of the sudden there seems to be a LOT more cocaine out there (Today’s El Deber “Morales admitió que se cultiva coca por encima de lo legal”.). As I should have predicted (how could I have missed this one?), the Morales government claims that it is just a measure of their success in the fight against drugs. (Indicó que una muestra de su éxito son "los decomisos de droga que se duplicaron e, incluso, triplicaron respecto a años anteriores". ) No, you’re right, “la hoja de coca no es droga”, it’s just the primary and essential precursor. Ah well, Bolivia has bigger problems than this today. Viva la coca(ine).
