Bloomberg Spins the Bolivia Gas Story: A Good Example of Bad Journalism

The Democracy Center has worked for a long time with many foreign journalists seeking to provide accurate coverage of events in Bolivia. The vast majority of them do an excellent and dedicated job. Anyone writing about Bolivia, including The Democracy Center, can also get a story wrong from time to time. But an occasional error is not the same as an ongoing, repetitive misstatement of the facts. That is something else.
Below is a posting by one of our gas and oil researchers, Gretchen Gordon, noting the ongoing effort by Bloomberg News to create a false public image that the Bolivian government has “seized the assets” of foreign energy companies through its May 1 “nationalization” decree. Bloomberg’s rhetoric makes great spin. It’s just happens to be false. Gretchen explains below.

Bloomberg Spins the Bolivia Gas Story: A Good Example of Bad Journalism
Bloomberg news service posted a brief article yesterday on problems facing the Bolivian government’s oil and gas “nationalization” efforts. The article by Guillermo Parra-Bernal “Bolivia Suspends Nationalization of Oil Fields, Razon Reports” references a report in the La Paz-based newspaper La Razon which also ran yesterday.
While the subject of both articles is the same, the Bloomberg article paints an entirely different picture of Bolivia’s oil and gas nationalization.
Here’s La Razon’s reporting: "...the participation of [Bolivia’s state oil company] in the entire chain of production of the [oil and gas] sector 'is temporarily suspended, due to the lack of economic resources.'"
Now here’s what Bloomberg says la Razon says: "Bolivia temporarily suspended a plan to seize oil and natural gas fields controlled by foreign companies, saying the state oil company lacks the necessary funds to execute the process, La Razon reported."
Somehow in translation between La Razon and Bloomberg, Bolivia’s state company “participating” in the chain of production becomes the government “seizing” oilfields and assets.
The La Razon article, in fact, is devoted to laying out in detail just how little has changed since Bolivia’s “nationalization” decree. The Bloomberg article, however, goes on to tell how "Bolivian President Evo Morales seized the assets of Petrobras and other international oil companies on May 1."
While the “nationalization” involved a lot of flag-waving and fanfare, it didn’t involve any seizures - neither of assets nor refineries nor fields. Foreign companies are being forced to renegotiate their contracts, yes. Some are being forced to pay higher taxes. In the case of Petrobras, it is being forced to sell the government back a majority share in the two refineries it bought in a sweetheart deal during the dismantling of the state company in the mid-nineties. But it hasn’t yet because the government and Petrobras can’t agree on the price.
That is not seizure of assets or oilfields. Petrobras, Repsol, BP, Total and all the other oil and gas companies continue to operate as before, making both decisions and profits, while they laboriously haggle with the government over prices and contract terms. Getting your facts wrong is one thing. But the fact that the Bloomberg article completely changed what is clearly and accurately explained in the La Razon article points to something more intentional.
In fact, a look at Bloomberg’s coverage over the last few weeks reveals that the “seizing assets and oilfields” line is not limited to this one article, but rather appears to be the Bloomberg agency line regardless of which journalist’s name is attached.

The job of a news agency is to report the facts- not to propagate a false version of reality. I invite Bloomberg’s news staff to provide an example of any gas fields in Bolivia that have been seized by the current government. Without such, Bloomberg’s readers deserve more honest reporting.

This kinda stuff is happening here in the Peruvian media as well (I am in Puno). Even Garcia has used Evo's "seizure" as an example of an irresponsible energy policy. Unjustly, as you rightly point out... respectfully, Benjamin
Sometimes it seems that getting money into the country to benefit the people is the best thing, and in recent news events many have argued that Evo has "siezed" the oil fields or, is shutting the country down.
But, you have to remember that Bolivia is still a developing country. You need the infastructure first to truly have any positive impact on the country; for the people who live there and are tied to the land how could the money effect them? I am not saying that there are not competent people in Bolivia to do the task. Alot of the indigenious are educated in other ways besides the business minded, though some are business minded.
All this "gas" talk is sometimes upsetting to me. To feed the world gas market, more and more and more, and to put more and more money into Bolivia, does benifit some, but not the ones who it should or the majority of the poor. It takes time, and to just pump it fast and get it out there is not always the best for a developing country. Not only that, but it destroys the enviornment and is wastefull.
I have heard of the ethanol being used from surgar cane in brazil, to use an alternative fuel. Its obviously not going to power everything, but rather more symbolic in resisting things that move to fast with out giving back

This kind of stuff also happens when you mobilize scores of armed soldiers to take the fields by force. It was a publicity stunt and it served its purpose. Now it appears to be unraveling. I find it more interesting that YPFB has been unable to accomplis its task to acquire 51% and start running the show.
Let me see if I get the point Gordon, if the MAS regime decides that controlling unregulated media coverage from Bolivian NGO´s is a matter of national necessity or security, and they create a decree indicating that all non regulate organizations that have anything to do with informing in Bolivia must “participate” with them, off course, 49% for the organization and 51% for the government. And at the same day they public the decree, a bunch of “military” police take control of The Democracy Center offices to “flag-wave and fanfare” and, as you did not mentioned, to prohibit from papers, documents and computers be move from the premises and to breed in your neck will you are writing or when Jim is editing.
Later in the day the regime tells your boss Jim that his NGO is worth 100X amount of money and that when they get to have 51X, The Democracy Center will “have” to sell it in order to be able to “participate” their information to the English speaking people that want to be informed about Bolivia. Mister Shultz, being a economist from Harvard tells them, OK, but you know, if you want to take control of 51X of my organization, share 50X and share 51X are worth X+1000, if you do not like it, buy the 100X because I do not want to make business with you.
So, the MAS regime pulls the soldiers and keeps a couple of civilian representatives to be inform of every move The Democracy center does until final agreement on the “participating” price is reached. Off course, the NGO must provide working space for this people and must feed any information they ask to them. From their research to who are their informers.
You tell me Gordon, since you are writing for an entity that supposedly works towards helping people in Bolivia improving their “democracy”, what I wrote above seems to you like a democratically participating deal or a blunt intent of take over by the MAS regime towards the Democracy Center. You know, I noticed that there is “an ongoing, repetitive misstatement (or concealment) of the facts” on the Democracy Center papers. I figure out that to Jim, is not something else.

My dear ano (Paciencia) English Majored, in fact, I will not pretend to write in English as good as an English native speaker, but at least I know that English is written with an E and not with an e. Now, going back to the real stuff, my “silly rants”, the wants involving my “gibberish tirade” come from inside the Bolivian oil industry, I will not tell you from where or whom because I do not want to compromise people’s jobs and lives through this MAS regimen monitored Blog; but I will suggest good all Gordon to start meeting people that really work in the, still “private and libre” hydrocarbon industry in Bolivia instead of just being informed by Jim’s resources.
As fare as my liberty goes, I will keep writing freely and in terrible English in this country until the regime decides that all Cafe Internets must also be “participating” with the government; then, I will seek other ways of abusing English while telling the world that Bolivia must be Libre of fascism and racism in order to be democratic.

Your own post is full of errors and thus you come off looking awfully silly criticizing the errors of Bolivia Libre.
First, you addressed yourself to "Boliviano Libre" which is not the correct name. You then inexplicably inserted question marks after propositional sentences and therefore rendered your own post nearly unreadable.
Worst of all you criticize someone's sincere attempt to communicate in a second language. I do not know if you are a bigot or only careless, but mocking a speaker's second language is always contemptible.
Clearly Bolivia Libre was drawing an analogy meant to highlight the irony of the Democracy Center's condemning media spin. Whether it is an apt analogy or not, I leave for others to decide, but if you were unable to comprehend the analogy, I recommend you read more carefully and patiently.
Moreover, I recommend that in the future you not post ananymously, for doing so only encourages superficial and irresponsible posts such as you have demonstrated here.

I may be mistaken, but it seems that when Mr. Morales or the MAS end up back-peddling or doing something that puts them in a bad light, rather than focus on the issue, the tendency appeara to be to find a hostile newspaper article and debate the unfair coverage. Whether assets were actually "seized" or not, Mr. Morales certainly wanted to give the appearance of seizing by force, hence all the armed soldiers all over the oil fields and the very forceful speech. Now he has to place everything on hold. Why? Was it very poor planning on his part, lack of forethought, no understanding of what was really involved, simply grandstanding in the first place, or the evil capitalists again. I mean really, who cares how Bloomberg spun it anyway?
