Any special price for those four brave people keeping your Blog alive? Sure was much more interesting when de culitos blancos and other of your followers entered to discuss issues. They had to dessert you because they could not stand against the heavy weight of true fullness, you in the other hand, have a real thick skin and no blood in your face, maybe that is why the beard for.

Is there some particular reason you fell compelled to compare Evo to George Bush every time Evo makes another dictatorial move? I've studied that ploy too. “If you can't defend the indefensible, then distract your opponent with the irrelevant.” You've brought up George an inordinate amount of times but I fail to see how that should change my interpretation of Evo Morales' moves to completely bypass constitutional norms.
Mr. Morales had to believe 2/3's majority would be needed in the Constituent Assembly or he wouldn't have fought so hard to get 2/3's of the seats during the elections. When he fell short, he had to come up with another strategy to silence the 50.2% of the voters who did not vote for him.
The funny thing is that if he wouldn’t work so hard at alienating the “non-indigenous” of Bolivia, he would stand a good chance at being a highly successful president. (Well, if he would seek and appoint qualified individuals instead of making appointments based on race and party loyalty; that might help too.) (Oh, and if he could let congress do the job of legislating instead of ruling by decree; that could be good.) (Oh, one more thing, if he would avoid slashing pay of the very individuals he most needs to keep in place.) (And then there’s the land grabs.) (Oh, let’s not touch on the Coca thing right now; I mean he’s having so much success with all these amazing drug seizures [Who’d have thought there’d be sooo much extra cocaine to be seized anyway!]).
Anyway, I’m not really sure why the right feels they can’t trust Mr. Morales and the MAS to do the right thing when they then railroad this whole “Let’s re-write the foundational document of our country” thing. I mean they are above the law, aren’t they? By the way, what’s wrong with the old constitution again? I missed that. I mean, couldn’t it just be fixed with a couple of amendments like it was designed to be?

I am glad I am not the only one that things that this blog is clearly pro-MAS, clearly short-sighted, and clearly not Bolivian.

I expect you're right about Jim's opinion of Mr. Bush. Still though, I'm not kidding when I say I studied that ploy in Poli-Sci some 20+ years ago. Jim employs distraction and straw men fairly well in this blog. Evo on the other hand seems to be adept at salami tactics, taking only so much with each slice. He will slowly chip away at any semblance of Democracy until one day Bolivia notices that it is gone.
Now see, I got distracted. This is supposed to be about the Constitutional Assembly and how MAS just uinilaterally decided they aren't bound by that old constitution like the rest of Bolivia is.

Wow. I suggest you contact the US State Department to tell them the glaring mistake on the Bolivia Country Info page, where they wrongly claim the following:

Come on!!! Do you think the word of the US State Dept. is "The Truth"???? Look deeper!!! (I bet 20 to 1 that you are American and that you've never been in Bolivia!.... When you come you'll see we are not 60% Indigenous!)
Where does this idea of 62% Indigenous majority come from? From the 2001 census.
And why?
Because the question in the cesnus didn't give the chance to say "Cholo" or "Mestizo". It said "With which one of these groups you identify: Quechua, Aymara,......, Other". So, a mestizo had to chose whether he identified with being quechua, aymara,...., or other (other being White, clearly).
But (a really big BUT) that doesn't mean that they are Indigenous, or Quechua (or Aymara, or etc, whatever the case was). We (Bolivians) are mainly mixed, some having a mostly european culture, some that kept their indigenopus culture (very few, indeed), and the big majority with a mestizo culture (cholo, mestizo, bolivian, call it how you want).
Since then, the lie that Bolivians are "60% of indigenous" has circulated everywhere. And as Caesar used to say "tell a lie a lot of times and it might become truth" (Even your beloved US State dept. belives that now!).
Mistake of the 2001! Bad way of registering what we are in reality: Mainly mestizos (in higher or lower degree).
Obviously Evo is exploiting this issue very well. He realized that with a "communist" approach he would never get more than 15% of the votes, but gathering votes around a pretended "pure" ethnicity would give him 40%+ (plus some 10-20% of middle class that would vote for him).. so there you have. Now we are supossed to be 60% of indigenous... while in reality we are not.
We are dividing the Country based on something that is not even true (and that shouldn't matter in reality)... Dangerous thing to do!
So, my friend, why don't YOU tell the US dept. of state that they are wrong? I don't really care if the information they have is right or wrong. I get my info from the field, not from a web page (US gov owned! Come on!)

A question from a gringo not nearly as ethnocentric as my countrymen (I have spent years out of the country) but nonetheless not terribly knowledgeable about Bolivian politics. All of this talk about democracy seems off somehow to me. Am I wrong in saying that before Evo despite a finely worded constitution you could hardly claim to be a democracy when you factor in the systemic influence of the US/multinational corporations/money on every aspect of politics?
Now, I do not think Evo is perfect, but when you are trying to throw off the kind of predatory giants that he is it will undoubtedly prove difficult to simultaneously hold yourself to the highest standard of democracy, when the status quo is some warped version of said "democracy".
Like I said, I'm not up on the details, but I am completely familiar with countries whose political discourse involves all sorts of back and forth rhetoric about democracy when in fact they are nothing of the sort....in fact I live in one that fits that precise description: the good ole USA!

'Si el rio suena es por que piedras trae' --> If the river sounds is because it brings stones.... It menas that when a rumor is said to many times, it must have some truth on it.
A few quick notes on census data and what % of the population is "indigenous" or not.
First: The results of a census are shaped primarily by the survey instrument (the questions). If we ask people "are you category A, B, C, or D" they will be forced to pick one of the categories, even if they might identify w/ some other category (X) or multiple categories (A+C). I'm on board w/ pointing out that the Bolivian census instrument was flawed.
Second: Self-identification w/ indigenous is also a personal issue. I've met a very white (surely "mestizo" or even "criollo") academic at USAID who self-identifies as an "indigenous Aymara" (even though he can't even speak Aymara). So a survey instrument that asks people what ethnic group they identify only tells us what percent of people identify w/ that group. We can't make further inferences about that.
There has been a growth in "indigenous" self-identification in Bolivia in recent years (particulary since the 1990s). Does that mean that the indigenous birth rate skyrocketed? Unlikely. Especially since the jumps include people in upper age cohorts (people in their 30s & 40s). So it's more likely that people have shifted their self-identification. In part, perhaps, because the census questions on ethnic identity are differently strutured than they were 10, 20 years ago.
Statistics don't tell us anything useful if we don't look at context. That's partly why I hate the Harper's Index. It's superficial statistics that are often meaningless w/o proper analysis. As a social scientist, I find it somewhat offensive.
Anonymous: why does it bother you that this blog is not Bolivian, I for one welcome this blog and I take it as with most things with a grain of salt, as for getting rich I doubt it, they certainly earn more than the average Bolivian, but if they are living there they certainly contribute to the local economy in some sort of fashion,
I welcome the ONG's, the jesus freaks and all peoples interested in Bolivia I think they have something positive to contribute,
except the chileans :D

Jim, try to keep your cool. We know these comments do in fact bother you now. Myself, hope you will allow for continued dissent -- its part of democracy and a damn good part of it.
In any case, to continue from my point the other day, while I do think MAS ovestepped democracy with its unilateral decision to make rules and articles with only 50+1, this is not to be interpreted as my endorsing the inflated hot air spread by Tuto and company about the Morales govt. Again, Banzer's proteges are stirring propagand, that the mainstream press abroad is buying without question, that the Morale govt. is essentially a Chavez clone. Its complete bullshit. That said, this does not excuse MAS from engaging in a pretty undemocratic move in the constituente -- we promotors of democracy at this site ought to praise MAs when they do good and denounce them when we do bad. Jim, when you overlook such a flagrant violation of democratic principles, one can begin to ask if you are acting like a "lackey" of MAS. Lets stay true to our principles no matter who is in power.

Some political orientation somewhere must keep the peoples' interests in heart - and it sure ain't the political orientation that blindly follows the dictates of big business, international corp. wherever they may set up shop.
I´ve been having the tempation to have my saying since I first read this blog, but hey finally here we go...
Obviously any writting does express the preferences or at least a construction of reality based on personal views, often coming from one beliefs and not necessarily the whole truth.
This said as academic-activists or pseudo social researchers or knowers of Bolivian reality, we should be aware of our own shortcomings-limitations on what a reality is for someone else.
Most of the comments-critics here are correct (got a lot to say about the tone, but hey that says a lot more about the people who wrote that anyway, right? and aint worthy).
Either way, if any is plausible from all the site, is providing a space for us all to read, digest and think about Bolivian issues.
Maybe to Jim it would be a good advice to go a bit broader and deeper on your comments (maybe more academic and less activist??) and even more so on your papers, this to reflect not only your own beliefs nor just a partial view but to be broad enough to allow your readers their own interpretation based on severalm facts and views, and not just one interpretation of the truth. (hey, not saying you are partial, have my doubts though, but the writtings are undoubtfully rather incomplete)
