Evo and Coca at the UN

Whatever your views on Evo, coca and the current state of Bolivian politics, it was a pretty spectacular moment.

There at one of the most prominent podiums in the world, before the UN General Assembly and the leaders of nations across the globe, the President of Bolivia whipped out a small leaf, held it aloft and declared, “This is the green coca leaf, it is not white like cocaine. It represents Andean culture. It isn’t possible that it is legal for Coca Cola and illegal for other medicinal consumption in our country and around the world.”

I know there was some conversation before Evo’s visit about how he might get coca to New York to be a part of rituals there during his visit this week. When Bolivian officials contacted the National Museum of the American Indian in Washington the best the institution could come up with were some plastic replicas. I think the real leaf was better.

Good for Evo, good for him for putting the issue front and center in his visit, along with the official Bolivian demand that former President Gonzalo Sanchez de Lozada be returned to the country for trial.

Here is another way he might plant the question. Why can’t Bolivia export coca tea to the US and other markets?

I have served commercially manufactured Bolivian coca tea for years to visitors here, including to a heavy duty Bush backer who once gave me an inaugural neck tie as a present (it came in handy at Halloween), and they all loved it and to my knowledge not a single one turned into a drug addict as a result.

Does a good share of Bolivian coca end up destined for the illegal drug trade? Of course it does (though mainly to Brazil and Europe as opposed to the US). Is that bad? Yes. I spent a good deal of my last years in California helping lead an initiative to expand drug recovery services for pregnant women. It is a fact, so long demonstrated as to be embarrassing, that every dollar spent on eradication in places like Bolivia would deliver far more effect if invested at home to deliver drug treatment on demand. But politics dictates a less sane approach.

Is the coca leaf a narcotic? Far less of one than the coffee I had this afternoon, until it is altered with all manner of other chemicals. Would allowing the free export and import of Bolivian coca tea lead to new production of cocaine around the globe? Anyone want to make a guess how many of those little paper tea bags (yes, like Lipton sells) you’d have to open to get the quantity of leaves needed to make any real quantity of cocaine? Can we get real please?

Here is my point. The war on drugs should be about drugs and it should be real. It should not be about throwing thousands of Bolivian innocents in jail to justify high-paid DEA gigs and State Department boasting. It should also not be aimed at little bags of herbal tea adored by visiting Republicans and Democrats alike.

Holding up a coca leaf before the leaders of the world and explaining the difference. That’s the kind of cajones we could use a little more of from world leaders.

i really hate to fall in the trap of the coca leaf debate because in my opinion that is not the critical issue at hand right now, today. but i will try to frame my post within this context...

why is coca farmed? (not talking about cultivating some plants in home garden for own-consumption) because it generates cash. good cash, given the capital inputs required.

why not other economic activites? surely, if there was a way to generate more cash, with the same level of input, people would chose the higher paying crop. so many are involved in the coca economy is for the lack of a more profitable industry.

simply said, bolivia needs jobs. look at bolivia - its huge. it has huge resources. forests for example. bolivia has some of the most progressive managed forests in the world. something to be proud of. who has rights to the forests? everyone - from private lease holders, to indigenous groups with long held land titles, to groups of municapilities. yes, the indigenous have title to this natural resource - by law in 1996.

with vast resources, to creat jobs, bolivia needs capital - investment. the simple truth is that bolivia does not have working capital to finance its own development. even these big companies in bolivia - they may look like giants, but if we could look at their books, there is a serious shortage of working capital. bolivia needs working capital (investment) from the outside. labor yes its there, resources yes its there, cash to add value to the labor and resources is not there.

in my opinion, the issue that is most pressing at this moment are the gas contracts - particularly the petrobas deal - because if this falls through, diesel will become more difficult than it already is. lets face it, this is the blood of a modern economy. even the margins that the coca farmers get will shrink because the cost of getting coca to market, cost of fertilzer, etc,

the second probably more immediate issue is whats going on in Santa Cruz right now. the blockade. i would hate to see bolivians revert to violence again. from the long term economical perspective, i personally know investors who are ready provide working capital so that rural bolivians (including indigenous) can invest in processing raw products into value added manufactured goods. this is obviously not going to happen if things get out of hand. (god willing, the conflicts can be resolved with negotiation)

of course, the critical question is how is this invested - in a local operation, in a small business vs the huge family monopolies that currently dominate bolivia indsutrial sector.

these, in my opinion, are the fundamental burning issues right NOW. and deserve some attention rather than just thoughts for the sake of thinking - particulary when they are recycled secondary sources like newspapers and books.

Some Facts:

1) You can import Lipton-style coca tea bags. As a matter of fact you can buy them at the duty free shop in El Alto airport. I was also able to find them on E-bay.

2) Coca in the Chapare is cultivated to make cocaine, its bitter taste make it unfit for traditional use. The traditional region is the Yungas where the leaf comestible. Drug dealers introduced the leaf to the Chapare region. Cocaleros are not indigenous to the Chapare region, they are colonizers, and got into planting coca because drug dealers made it into a viable crop.

3) Coca=cocaine at least in economic terms. Because you can make an insane return by trafficking drugs, as long as there is coca available for sale, people will buy it and use it to make cocaine, heck they would be willing to pay significant more for it too.

Anonymous, you forgot to add that the new coca in the Chapare (and now also parts of Yungas) is actually bad for the ecology. The plant strips the top soil of nutrients, making it difficult for other crops to grow there later.

It's also interesting to note that the coca chewing tradition in the Andes is actually relatively new. While coca was used for ceremonial purposes, the widespread, almot daily use of coca leaf was introduced by the Spaniards as a way to control a docile labor populiation in the 1500s. Much like British opium in China in the 1800s.

The drug war is in many ways ridiculous. But the fetishization of the coca leaf (often with a disregard for history) is, like the fetishization of the cannibus leaf, not going to get us far. That said, I enjoy coca tea. Although I was surprised the first time it was served to me in La Paz (I grew up in Santa Cruz). To me, "mate" meant something different (if you've ever been to Argentina, Uruguay, or southern Brazil you'll know what I mean).

An observation.

Many years ago, I remember 'lots' of stands selling coca in the Cancha (Cochabamba's open air market; probably the biggest in Bolivia). Two years ago I was shocked that there were only 4 or 5. This morning, on our weekly, Thursday morning shopping trip, I counted 26 -- and several more that were unattended but most likely open on Wednesday and Saturday ( the big shopping days).

Anyone dare to interpret this? Seems to me like supply has increased substantially in the past year or so. Mr Morales claims that the people will eradicate voluntarily but that's a joke.

The debate whether coca is a 'drug' or not is moot. The fact is that it is processed into a drug and most likely 70-80 percent of the coca leaf harvested is processed; that is where the profit is. {someone help the boy, anyone know the true estimate?)

I think it it is great and pretty inspiring that Evo is informing the world about Coca. Lets be honest, your average American who has never been out of the country and probally does not understand that it can be used in tea and is not harmful. While many people are quick to hop on the bandwagon and fight for Evo's Cause which sounds good on the surface, if you look deeper its a bit more complicated. Like mecentellas said- Coca from the Chapre is "Shwag". Drug Lords, as well as the cocaleros(indigenious) that work and grow for them, over time have used selective breeding to develop a harder strain of Coca dubbed "la millionaria" or "Boliviana Negra" A Genetically modified version, A super Coca unfit for chewing or teas, but not for the yeyo. This coca has been breed to withstand the massive amounts of chemicals dropped on regions by way of US areial erradication efforts. It is possible that this started in the Putamayo region. In 1996 Monsanto corporation patented the Round up Ready soybean plant, a plant gentically modified to be impervious to glyphospate. Farmers were able to fumigate entire fields to destroy weeds and other invasive species while their soy bean thrived on this resistance. Research has concluded (MAd Props Oregon State University) that this new crop spread by way of cuttings and live flesh clonning. Farmers actually traveled around the globe peddeling their clippings, making money, and once producing, the producer can do the same. It has spread like a wild fire in the Chapare. Now, we have to worry, how does the USA respond to this??? A stronger chemical to be USed???? People that think it is Harmless to snort a few lines should think about a couple of things: 1) You are most likely putting massive amounts of cancer chemicals into your brain, 2) THink of the war and violence go up your nose and into your body

Another observation, return to the market and ask any of the coca sellers where their coca came from, they will all tell you from Yungas in La Paz. If you take some of the leafs and tell the seller that they look like coca from Chapare in Cochabamba, home of the cocalero unions where our President Evo is still the official leader, they while be deeply offended and argue emphatically to you that their coca is from Yungas.
Ask any coca chewer if they use coca from Chapare and they will also be deeply offended like if you ask some wine expert if he drinks vinegar. And they will proceed to give you a “cathedra” of how they difference the Yungas Coca from the Chapare Coca.
Then, the question to Evo and all the coca devotes and defenders are, if no one wants the Chapare Coca for their own use, why is it necessary to cultivate in Chapare? Specially if there are no legal markets to it yet, it is clear that the Coca produced by Evo’s unions goes to narcotraffic and that Evo and the MAS Regimen is protecting it, if not participating.
One more thing, coca plantations in the slopes of Chapare strip the soils of their nutrients because those slopes are not suitable for agriculture, which it causes great deforestations because the colons from keep moving every time they waste the land like they do in the high lands.
Other thing even more important that only arouses here and there in the newspapers, is that the real, originarian natives from the Chapare region that are hunter and gatherers have being driven off by the Quechua and Aymara colons and that they are not even permitted to enter the MAS controlled towns, I do have a report of that about a case in Villa Tunari. I am actually looking for more information about this; so if somebody can help with a couple of links, thank you.

What I find most ironic is that Evo and his political allies rail against market capitalism yet I cannot think of a single industry that is more brutally and single mindedly capitalistic than the coca-cocaine trade. Chapare coca is mass produced by workers who are cut out of the huge majority of the profits. They are not the true "producers" in the trade - they are just bottom of the line workers exploited by the real cocaine producers and dealers (who always seem to be left out of these debates). The entire trade is about providing a product to respond to demand, consequences be damned. This is the very hardest of hard core free markets at work.

For all of Evo's "coca is good, socialism is good" talk, he has for many years supported a trade that is rapaciously capitalistic and explotative of both its workers and its consumers.

Coca is neither the devil nor the saint that both sides what to make it out to be, but it will also never be an important cash crop outside of the context of the illegal drug trade.

Coca will never be a solution to Bolivia's problems because it is either a relatively insignificant crop with a relatively low resale price for potentially legal purposes, or a high income crop for illegitimate purposes.

Evo again is chosing bombast over policy.

Is there a very legitimate problem with unfair pressure from the US vis-a-vis laws like 1008 or the drug trade in general? Absolutely. But Evo would have a lot more credibility if he'd focus on that and stop the "coca is wonderful" mantra. The reality as I unerstand it is that coca production is intimately and unavoidably linked with cocaine anywhere outside of the Yungas.

Bolivia would be far better off in the long run if Chapare coca just disappeared and everyone got back to focusing on things that will actually help Bolivia's kids in the future.

I don't know what Evo spent his time at the UN talking about, but if it was an ode to the coca leaf, talk about an opportunity wasted....

I would consider investing in such opportunities but am painfully unaware/naive about where the opportunities are and what type of processing is required. Can you help me with some specific leads? In particular, might any involve chemical or biological processes? Tnx.

This dance of comments about Evo, from experts writing in the comfort of their American homes, smacks of internet sparked naiveté and sheer arrogance.

What is Expo Cruz 2006? This Expo is not a gathering of modern day industrialists, it is a gathering of cowboys and banana republic agro-industrialists who deem themselves the "wealthy and elite of the so called "media luna".

Only naive fools believe that those "progressive and modern business men" represent everyone in Santa Cruz.

I am sure that the Media Luna "captains of industry" are proud of the little show they have staged for their peons but in the end this is just one of the many fiestas the Bolivian, in this case the Santa Cruz, oligarchy is used to staging.

The newspapers of the East (Oriente) have published with relish and pride the glorious success of the Expo. Photographs and descriptions of luxury cars have been published, crowds of people smiling have been captured but among the stories of success and joy other major story looms large. That story is the story of the mass migration of Bolivians, including those from the "richest part of Bolivia", to Spain.

Oh yes the Expo is a "success", I can just see the stories in the papers tomorrow. They will say 'there goes another happy Santa Cruz costumer in a Land Cruiser and there go hundreds more heading to infinity and beyond. Of course you all know that the happy costumer is probably a banana baron, rather a soya prince, and the hundreds heading to Europe and beyond, to scrub toilets, prick fruit, take care of the elderly and the European young, work under slave conditions in Argentina and Brazil, etc., etc... are the peons who have been trained to blindly say "si jefe, no jefe".

I can just hear the voices of the peons saying, in Spanish of course, THREE CHEERS FOR EXPO CRUZ AND THOSE THAT GIVE US WORK, picking soya and milking cows, while repeating, like a mantra, in their heart "me voy a Europa...Me voy Europa...".

What in the world are you complaining about now? Expo Cruz is not a bad thing for Bolivia. It is an annual injection of $$ into the economy and an opportunity to show off Bolivian products, (such as coca products if you like), to the multitude of international visitors. It's also an opportunity to demonstrate that Bolivia is (or is not) worth investing in. Expo Cruz is not a panacea for unemployment, but I can’t believe you think that giving the economy a boost is a bad thing. Are you complaining because it isn't in La Paz?

It could be anywhere, La Paz, etc..., frankly speaking it does not matter. The average Bolivian, cruceño or media luna resident is merely getting an insignificant doses of the "annual injection of $$" you mention. The bulk of that monetary "boost" is headed to the pockets of a small clique, who in former times had enormous influence in the governance of Bolivia. Now that their control has been wrested, these “business men” want a fiefdom of their own hence their clamor for autonomy and “democracy”, a “democracy that suits their ends”.

How about stealing Norm? Do you think the majority of the people in Bolivia can just hop on a plane and come to the USA? No, this is a freedom that we have, and i can say that I am proud and lucky to be American. But realize that these people are still slaves to the more fortunate. Things should be more regulated. Personally Evo's Policy pisses me off sometimes, but I understand their argument.

To the previous anon, forgive me if I seem harsh, but your comments about Expo Cruz are false. I just came from visiting the Expo with my family. There are about 50 pavilions this year. I made it through three (Bolivia, Santa Cruz, and USA) in two and a half hours. There were, of course, some big businesses represented and some small. I saw some nice hand-carved chess sets, etc. But mostly I saw medium size Bolivian businesses demonstrating their wares. There were jeweler, electronics, kitchenware, shoes, clothing, a display on bricks, health care, furniture, foods, and services to include those offered by the Bolivian government. There were displays from various universities and there was even a neat Bolivian version of E-Bay (tumomo.com). I saw thousands upon thousands of people walking about enjoying themselves and spending $$. While most appeared to be Bolivian, I did hear a number of other languages being spoken. I didn't have time to meet the cattle barons or to find the slave trading post; maybe later this week.

The point is that Expo Cruz is a Bolivian event employing Bolivian citizens displaying Bolivian wares and attracting outside $$. It does not only serve the small clique you speak of. It serves Bolivians trying to put a business together, hire folks and make a decent wage.

Jonathan, you’re correct in that they have fewer opportunities to improve their lot than we do in the US. One thing I do like about Evo’s plan is an emphasis on education (hopefully more education than indoctrination). Perhaps I should have paid more attention in Economics, but I don’t get how keeping foreign investment out of Bolivia will help their lot.

I actually met a couple of really good jazz guitarist from Santa Cruz that talked of the fair.

Expo Cruz is only benefiting a small clique of shortsighted Bolivian businessmen, rather mere contractors, dependant on the whim of foreign concerns.

It is not hard to miss the Expo “pavilions” of the international businesses that are behind the democratic “struggle” in the Media Luna.

It is even easier to gage the actual economic reality of the average citizen attending the Expo. Check out how El Nuevo Dia (a Santa Cruz daily) described the kiosk of a ‘new enterprise’, in my opinion a scam business, offering help with the obtainment of work in Spain.

It is not so incredible that most of the posts here are written anonimously, I would be embarrassed to sign my name under all the BS I've been seeing where the coca-leaf issue is concerned.

One of the anons said something about coca peddlers and chewers going out of their way to stress that the coca they have or chew is Yungas rather than Chapare. If he were a coca chewer he'd know better.

Even if your caserita tells you that the coca is ALL from Yungas, it is not (unless you live in La Paz or very near Los Yungas), here in Cochabamba, as in Santa Cruz (where a lot of people chew coca, even society ladies), and I'm sure it is so in other departments, Chapare coca is being sold "mixed" with the paceña.

It is no secret that, both, the Yungas and Chapare Coca is sold to the best postor; and that the better offers come from the narcos, but there is a chance for the crop to be profitable if all it's potential is recognized.

Coca is a "food product", gentlemen.

And it is also an herb with MAJOR pharmaceutical potential.

Does any of you know the tremendous amounts of coca exported every year to the US from Peru, Colombia, Ecuador and Bolivia? Tons of it!!! Coca-Cola takes the "decocaineized" by-product (so they claim) and srynges it into our homes on a daily basis.

What do they do with the other by-product, that which is supposed to be the cocaine stripped from the leaves? Well go to your local dentist or ophtalmologist and you will be given some of it (under a different name, of course). You can also look just in just about every other label of foodproducts we take for granted and if you read "natural flavor #456834" or "natural flavoring" or "authorized natural flavors" you can be sure it is part of the processed coca leaves left over by Coca-Cola.

As I read somewhere else, "there is as much cocaine in a coca leaf as there are cookies in a chocolate chip"

Don't be so narrow minded, I mean, look deeper into the problem. I know Bolivia has worse problems at hand than the coca issue, but it pisses me off that when the issue comes up, all the anons come out and make (somewhat) educated guesses.

Please write your names. What could happen to you if you did?
