National Meltdown or Just the Loud Noise of Political Change?
Is Bolivia in the midst of a national meltdown or just emitting the loud noise of political change? That is the big question on the minds of Bolivians and Bolivia watchers this week.
So many tables have turned here that it is hard to keep track.
Key elements of the nation's traditional ruling elite, led by former-President Tuto Quiroga and "civic leaders" from Santa Cruz are organizing a paro civico (general strike) for Friday in four departments of the country. It is the kind of action that Quiroga and his political mentor, President Hugo Banzer, used to send out troops to squash. Meanwhile, the government of President Evo Morales, who used to help organize such strikes, pledged yesterday that, while it opposes the objectives of Quiroga and his allies, the government has no intention whatsoever of using soldiers or any other means to intervene. "It is part of their democratic right," announced Vice President Alvaro Garcia Linera.
Quiroga, who talked a tough law and order line during the campaign he lost badly in December (his billboards featured the word "Authority" in huge letters), is now part of an effort threatening to organize its own Constituent Assembly to rewrite the constitution -- no Congressional authorization or government sponsored elections required, evidently.
Quiroga and the other MAS opponents argue that Morales and his backers are breaking the law by pushing to give the Assembly convened in Sucre more power than it was authorized in the Congressional act convening it. They can certainly make a reasonable case for that and have every right to do so. On the other hand, despite the fact that President George Bush breaks the law wildly in the US (for example, illegally spying on US citizens), I have yet to hear a call by Congressional Democrats to set up a new Congress all on their own.
Is all this a sign of a meltdown in the works? On the one hand, it could be.
Will MAS's insistence on the rules it wants governing voting procedures in the Assembly push its opponents into full political battle against the government? Will those opponents feel so threatened that they start risking the thing that they supposedly have craved so much – national stability? Where would instability take Bolivia?
If the elite in Santa Cruz, for example, thinks it has a unified base behind it in the four departments joining in Friday's strike (Santa Cruz, Beni, Tarija, Pando), it might want to check its back. As a Bolivian friend of mine pointed out to me yesterday, Santa Cruz is just like Cochabamba. It is full of people from Oruro, Potosi and other parts of the highlands, who migrated to Santa Cruz in the last decade looking for work. When their families and old neighbors, people like the miners from Potosi, start to march on Santa Cruz as they have threatened, will the region's elite wake up one morning to find their empleadas and workers marching with the miners?
On the other hand, this could all be just a national version of the scenes I used to witness of an old Santa Cruz friend of mine, Sister Lourdes, negotiating tomato prices in the cancha (the market place).
"How much per kilo…ayyyy, that is much too high!!" she would proclaim to the woman selling, as if she really was offended. "I'll pay four."
"Ayyyy, I can't sell it to you for that," the seller would respond, apparently equally offended.
So the haggling went back and forth until some number in between was settled on. Then they'd exchange warm niceties with one another, the seller would toss in a "yappa" of an extra tomato or two and the show was over.
A lot is at stake in the rewriting of the nation's constitution. Whether committees can pass proposals by a majority vote or a 2/3 vote is very small tomatoes in comparison to the mammoth debates ahead over gas, land, and the distribution of political power.
Maybe the ever-more-heated rhetoric on all sides this week is the opening act of a political conflict that is simply unstoppable in a country undertaking such a huge transformation of who has power. Or maybe both sides are testing, to see how far they can push, to see how hard the other side pushes back – but with each side knowing that a meltdown serves no one's interest in Bolivia.
They may just be negotiating the price of tomatoes, but on a scale so far-reaching and historic that the haggling is very, very loud.

That statement seems to contradict recent moves by Evo's government to mobilize police forces in those four regions, specifically to prevent any effective strike, and the mobilization of cadres of social movements to stand "vigil" over the Constituent Assembly by standing guard in the capital of Sucre.
I also disagree that debates over simple majority or 2/3 majority are "small potatoes". Arguably THE most important decision in a polity is the decision of HOW decisions are made (the institutional-procedural "rules of the game").
Similarly, I believe Garcia Linera's proposal wasn't that a majority was needed for the vote on procedural rules, w/ 2/3 for future decisions. Rather, as reported throughout the Bolivian press (including papers sympathetic towards MAS) was that a majority was needed for the procedural rules (which included calls for simple majorities for future decisiosn by the CA) but that modifications to THAT rule would require a 2/3 supermajority. Effectively meaning that it would be nearly impossible to overrule decisions made by the first rule.
From my understanding, it is precisely becaue (justifyable or not) many in the four "media luna" departments feel they're being railroaded that they've called a general strike.
I don't this is just the loud noise of political change. I think this is a critical debate over the question of minority rights, departmental autonomy (which is strongly supported by the "civic leaders"), and other issues.
In a democracy, the MOST crucial debate is simply over HOW decisions are made. What rules are used to decide substantive matters can have significant repurcusions on the KIND of substantive decisions made later. Which is why this has been THE central concern in modern democratic theory since at least the 1950s!
This is about land ownership, not democratic theory.
Oh no cb, this is not about land ownership... it is about democracy... Most people supporting the general strike don't own land (including me!). By the way, Jim, consult your friend, the "kollas" in cambalandia are quite integrated into the camba society, to the point that "cambas" have aquired some of the "kollas" costums... something like over 25% of CAINCO's members are kollas, thousands of "kollas" were at the congregation for autonomy.. some are even enlisted as members of the nacion camba... It is an interesting situation... The urban "kollas" that migrated to santa cruz until the mid and late 90's have pretty much integrated with the urban "cambas". Now, the problems come with the movimiento sin tierra, the so called "colonos", and migration movements in the 21st century... You should speak with the owner of hamburguesas Luisin, he is one of the favourite orureños in Santa Cruz... Unfortunately, media tells us otherwise, and ever since Mesa, racism has been exarcebating.

jim, i usually agree with your views, but i think you are misfiring on this constituente conflict in order to protect your allies in the govt. i am also sympathetic to the evo govt. -- i think its critics are 95 percent wrong in its constant propaganda about chavez and authoritarianism. but those same critics have now finally found a real piece of meat after making countless unfounded accusations. am afraid i think evo and mas have overstepped democracy with their recent moves in the constituente and all of us concerned about making a real democracy in bolivia should not be calling this "small tomatoes." jim, you may eat those words in a few days more. centellas is right- this debate cuts to the chase and seriously puts the credibility of the evo govt. at risk. evo's mas party has miscalculated and this could cost bolivia greatly.
The question of who owns land, under what conditions, for how long, and in what capacity -- if decided by a group of individuals (such as a state) -- is an issue of democratic theory.
The constituent assembly is writing a constitution for a political state. If that state is to be democratic, the rules by which the constitution is written should be democratic. This applies not just to land, but also issues of gender, labor, culture, education, sports, health, mining, etc.
And, just to be clear, democratic theory is NOT just about majority rule. It's also about minority rights. And that applies equally to liberals like Dahl or Rawls, or communitarians like Barber, or participatory democrats like Pateman, or Marxist thinkers like Dryzek.
This peace of, “rubbish”, is the most blatant deceptive information you wrote in several months, you had me partially fooled with some of your latter writings which sort of criticized, a little bit, some of the MAS wrong doings. It is very clear now that you continue being a hard core puppet of the Regime. I now understand your fixation on spreading untruthfulness against Quiroga and PODEMOS, is just a part of one of the several moves the MAS Regime has in order to try to undermine their few political adversaries. Just for the information of some of your English speaking readers, neither Quiroga nor Banzer while exercising as a constitutional president, have ever send troops against a “civic strike”. That the MAS Regime, through VP Lineras, said yesterday that they will keep the army and the police in their barracks, as long as there is no civil unrest, is true; interesting to notice that Evo, now in Cuba, said a couple of days earlier that the military and the police will go to the streets to repress the civic strike, we wander whom they will listen and if we are not going to hear again the classic excuse, our bases over run our command!!!!.
Lineras sayings have a reason, since the Regime had already moved their henchmen, an elite of “Cocalero” fighters in Sucre, the “Indigenous Taliban” in El Alto and the “Jovenes Guevaristas” in Santa Cruz; all of them a part of the MAS´s paramilitary group “Estado Mayor del Pueblo”. I do not think tomorrow is going to pass without more murders coming from the MAS Regimen, I just hope I am wrong.
With respect of occidental immigrants joining the “mineros = indigenous taliban”, that are comeing to crush the civic strike, let me show you were this immigrants were last time the civic comitte call them for support.

Man, I just love going to the President's website; it's absolutely comical. Take his latest statement on the paro cívico: "La Paz, 07 sep (ABI).- El Presidente, Evo Morales, ve actitudes racistas en el paro cívico de la mediana luna porque esta motivado "por el odio y el desprecio al movimiento indígena originario" que impulsa cambios dentro de los marcos democráticos en la Asamblea Constituyente de Sucre." The amount of hypocrisy this man can put into a single statement is incredible. Now the paro is racist because it is opposed to his single-race movement. The non-indigenous are racist for not wanting to be railroaded by a movement that in his very statement is based on a person’s ancestry! Then he claims that his movement’s actions have been based purely in democratic framework… such as what? Marching on Sucre last year with dynamite to thwart the constitutional succession of power? Laying siege to La Paz every time the then government took any action that wasn’t exactly what MAS dictated? Or how about now that they’ve unilaterally decided that MAS will have the only voice in rewriting the constitution?
