Bolivia’s Agrarian Reform: Coming Soon to a Home Near You?

One of the issues that has dominated Bolivia in the past few months has been the plan by the Bolivian government for "land reform", giving title to some of the millions of people who have no land and who are demanding fields in which they can work and earn a living.

One of the young writers who contributes to our work, Wes Enzinna, recently looked at the issue and went to visit one of Bolivia's many landless settlements. Here is his report. We look forward to your reactions and feedback.

Bolivia’s Agrarian Reform: Coming Soon to a Home Near You?

Over coffee a Bolivian friend confided in me her fears of Evo Morales’ land reform, launched by executive decree last May.

“Because my family has two houses,” she told me, “we are very worried Evo is going to take one of them and give it to the landless peasants.”

The land reform effort, which Morales has called a “profound agrarian revolution,” aims to redistribute agricultural land to some of Bolivia’s 2.5 million landless peasants—in fact, the new reform law explicitly prioritizes such peasants, stating its goal as “the distribution of lands exclusively to peasants and indigenous communities without land or who possess insufficient lands.”

The new reform says nothing to the effect of re-distributing small-scale private property such as houses. Instead, as Morales explained on August 2 to a crowd of 100,000 peasants, “the goal of the reform is to break up land oligarchies, to break up latifundios.” Latifundios, or haciendas, are extremely large plots of land owned by one person or family, an arrangement left over from colonial times.

Bolivia's Land Ministry claims that 400 individuals own 70% of the nation’s potentially productive lands. Yet, despite the limited number of landowners that might be affected, the number of people who feel they might be targeted is much greater.

But who exactly are the landless poor Morales aims to help, and who instill such fear in the hearts of some Bolivian citizens? Recently, I took a trip to the Bolivian countryside to find out.

Near the city of Yaquiba, in the dust-covered Gran Chaco province of southern Bolivia, there are four landless peasant settlements: Los Sotos, Palmitos, Nuevo Amanecer, and Chirimoyal, all established within the last five years. Each is home to thirty to fifty families, all of them members of the Movimiento Sin Tierra (MST), the landless peasant movement.

Even though they don’t have deeds to the land, the peasants believe the land they live on is rightfully theirs. Their basis for this claim is an important 1953 law, the law of “Social Economic Function,” which says that land can only be owned by those who work it. Morales has said publicly that his reform aims to carry forward the spirit of this 1953 law, and to give titles to “those who work” the land.

Not surprisingly, wealthy landowners are not happy about this. Waiting with a shotgun for peasants he believes are coming to take his land is Choei Yara, who owns 1,400 acres in eastern Bolivia. He told the Washington Post in June, “I’ve worked this land for thirty years, and I have never had a problem until this past year….No one respects private property anymore, not even the government.”

In August, equipped with giant bags of coca leaves as gifts, and an “okay” from the MST national leadership, I set up my tent at Chirimoyal to spend some time there and get to know the people who my friend in the city, and Choei Yara, are so afraid of.

On the settlements, I was met by gracious hosts who went out of their way to make me comfortable, who thanked me endlessly for helping them pick a few weeds, and who at mealtime always gave me the biggest helpings. I lived with farmers who sold a quarter to a half of their monthly produce on the market, and who, in some months, earned little as $50 as a whole community. I knew proud women who, though they worked sometimes twelve hours a day in storm or sweltering heat and only owned two or three changes of clothes, fussed with their hair and skirts for a photo. I also found ingenuity and industriousness, exemplified by the two-room schoolhouse residents at Palmitos had built with no outside funds or assistance.

I also found violence. A woman from Los Sotos shyly showed me the thick scars on her hands from a May 13, 2001 attack. The land’s former owners sent men armed with guns and clubs to evict the squatters, and set fire to her thatch hut with her and her baby still inside. Another man showed me the scar that began above his belly button and slithered like a snake into his waistband, the result of being shot with a high-powered rifle during the same eviction.

I also did not find saints. The residents of Los Sotos told that several days after their eviction, which left at least three squatters dead, they happened to run into one of the men hired by the landowner on a deserted backroad. “We beat him to death,” they told me, their voices tinged with both shame and pride.

But perhaps most importantly, what I found on those four squatters’ settlement in the dusty Chaco, was patience and hope. Even as they wait for the titles and assistance the Morales government promised, they still feel a measure of legitimacy they never did before. “The President is on our side now,” a resident of Chirimoyal told me.

In the end Bolivia’s battle over land runs across the same fault line as so many other controversial clashes in the country—two visions of the nation and in this case two visions of what is just. For landowners "justice" means respect for private property. For landless peasants, "justice" means land for those who work it. How Bolivia will resolve these two perspectives remains, for the time being, unknown.

What is certain, though, is that my friend with the two houses will be keeping them both.

Poverty is no excuse

The BIG issue with the reforma agraria is that the MAS is toying with the issue for its advantage. Just like the miners there will be a massacre and then they will act and then only to further satisfy their greed for power.

Sure this people are poor, although not nearly as poor as Jim says for having worked there I know that it takes three months to estimate a WHOLE community's income and that $50/moth is a gross exageration at best or evidence that Jim also likes to fabricate facts like Evo at worst. Even in Lipez, income (including non monetary) is $3/day/person.

The fact that they are poor and miserable is something any society should try to ammend. Given the fact that a good portion (not all, lest we start speaking masista newspeak) of the 400 landowners got their land ilicitally during the de facto years. If after a day in court the validity of how the land is in question, this land should and must be given to people who are willing to live and work on it.

However, What it really is going on and Why there will be bloodshed is that MAS is again (ignorance? incompetence? negligence? maquiavellian gambit?) not doing the correct things. There is no review of these so-called 400 large landowners. MST people are taking over land in the same fashion as in Zimbawe: productive land owned by people of a different shade in the colour of their skin. There SEVERAL ngo land ownership, satellitel mapping, etc. etc. but these will be ignored, after all ignorance is needed to form a mob.

Jim has kept a lid on stories like the collana farm or the reposo of the inca where what happened was an infamy. Middle class, honest, hard working Bolivian entrepreneurs lost their life's work to a mob drunk on rethoric. Ironically a few of the mob members also lost the source of job. This scene also happens in El Chapare with the cocaleros union but here the victims are peasants MAS "protects" but have no title to the land simply because El Terrateniente Evo needs them firmly in his grip.

Evo and MAS don't care about Chaco because there is no coca in el Gran Chaco. He'll let the situation fester. Nothing on going after the BIG landowners like the Pradas, Valles, etc. After MAS is in bed with them for the sake of power.

Garcia Linera will travel to Chaco soon. He'll give a low key speach written with the help of the Venezuelan Embassy that will be carried by "radios communitarias." In there he will mention Moto Mendez and urge the peasants to defend their land.

A couple of days later, it won't be the Castellano's land being invaded. But, that of a regular granjero (Not a campesino, but a middle class "farmer," Tarija is the only place in Bolivia where this economic unit is found, bet not even Jim knew that). These granjeros will have no choice but defend their land. There will be blood and again it will be the blood of the poor.


Great job Jim and your friend will loose both houses but gain a patria digna.

A few observations:
1 They obviously have no farming equipment, so they will probably take your friends land. Because it is already cleared and its hard work to clear forest even with equipment. Your friend has most likely seen this happen to others, or at least heard about it. I have heard about this.

2 Bolivians generally do not starve to death, what they lack are "changes of clothes" and other goods. Giving Commercial agricultural land to "2.5 million landless peasants" so that they can produce food on subsistance plots for 650 thousand people wont improve anything in Bolivia. The Bolivian economy needs in the altiplano need to deversify.

3. If there are only "400 individuals own 70% of the nation’s potentially productive lands". Why not name them, say these are the individuals we will take land from, and save everyone else the worry?

Let us not forget that each one of these families has, on average 5 kids with some having as many as 16-18. People like Jim have convinced them that it is the goverment's responsability to provide for their kids and to give them land.

Only a nut would dare say that it is the parents responsability to provide for their kids....That is the GENIOUS of Evo's plan, he's convinced aymaras that everything in Bolivia belongs to them and no matter how irresponsibly they act, it can all be blamed on Neoliberalism (a lot like Bush's "it is Clinton's fault".) You can walk around the city and you already see houses that are being targeted. "Proxima propiedad comunitaria" the graffitti reads.


(btw...if you look at a map of economic growth and fertility, there is almost a perfect negative correlation)

"Black February" certainly explains Evo Morales' pro-active participation in this event quite well, and why he is desperately trying to blame it on Lozada.

This has served to put "The Democracy Center" on the list on the list of extremely dangerous NGOs that seek to de-stabilize democratically elected governments in third world countries for vaguely defined social goals, similar to Hugo Chavez in Venezuela, and Fidel Castro in Cuba.

I cannot help myself from noting that what you are all ignoring is the fact that a good portion of Bolivia inhabitable. It is well known that the reason a few people own large plots of land is because in the mid 20th century no one else wanted them and the Bolivian government could not keep them up. Another point to note is that there are no roads leading to these parts of Bolivia, getting to these far reached areas is a nightmare which probably explains why that entire village at times only made 50 dollars a month. Finally this land that Evo is proposing to redistribute is not conducive to these “disenfranchised” populations, most of Bolivian's indigenous population is accustomed to living in cold, high altitudes and to go to the low lands literally kills them they cannot cope with the heat and bugs. Evo, knowing this full well is just filling everyone with hot air.

The fact that these indigenous peasants have no land is a lie. I've spent years working with Bolivian campesinos in the valleys and highlands, I know some of the leaders of the Movimiento Sin Tierra, and I've done serious research on the impact of the Reforma Agraria in the valleys of Cochabamba.

And while I sympathize with the campesino cause, I also know first hand that the Movimiento Sin Tierra would be more appropriately named Movimiento con Tierra Erosionada. If you don't believe me, then go to Northern Potosi, and you'll see the impact of decades, if not centuries of over-exploitation and poor land stewardship. The vast majority of these people have land and access to land, its just been so destroyed by them, their parents, their grandparents, etc. that its become useless. This is the REAL crisis driving people into places like the Chapare and the Chaco.

My concerns have nothing to do with the 400 oligarchs fighting for their priveleged survival. Instead, what Bolivia is faced with is a peasant population hell-bent on making the Bolivian Amazon look like Northern Potosi. This is the hard reality. Put 100 miners on a couple of hundred hectares of tropical hardwoods, and the first thing they'll do is chop it down and burn it. Evo would be wise to take a hard look at the Brazilian colonization of the Amazon, financed, I might add, in large part by the World Bank.

Before talking about land distribution, Bolivia needs to start talking about restoration, in a big way. Unfortunately, the policy makers in La Paz just don't get it.

so the REAL solution is to distribute what productive land is left equitably, and support its sustainable development with serious government policies. not the environmentally correct liberal lip-service of previous governments, that allowed loggers and industrial farmers to fuck things up in a bigger way (the ~400), and, granted, not a free for all to go and clear the amazon.

‘PODEMOS’:
LAS COMISIONES, EN EL REGLAMENTO DE LA ASAMBLEA CONSTITUYENTE DE BOLIVIA


En las negociaciones que se realizan en el proceso de organización de las Comisiones a incluirse en el Reglamento de la Asamblea Constituyente, se ha podido verificar cuáles son las intenciones del MAS, en dos temas fundamentales para el país.


1. Comisión denominada: “Estructura Política y Social Plurinacional”

La Constituyente es la oportunidad para profundizar las bases de nuestra democracia y construir una nueva constitución, que no solamente reconozca nuestras diferencias étnicas y culturales, sino que las incorpore en la institucionalidad formal (política y administrativa).
Sin embargo, hemos podido observar que el MAS tiene una visión totalmente distinta del proceso. Pretende imponer un modelo de Estado que resalta las diferencias, profundiza las exclusiones y sienta sus bases bajo un principio étnico-racial, más que en el de ciudadanía.
El modelo masista pretende construir el nuevo Estado boliviano al mejor estilo de los regimenes fascistas y nazistas.

Es fascista, porque considera que la única forma de lograr la superación y el desarrollo es a través de un partido único y un Estado unitario fuerte que aglutine los distintos sectores de la sociedad con ideales nacionalistas y a su vez socialista, bajo el liderazgo de un solo líder, en éste caso Evo Morales.
Es nazi, porque predetermina el carácter étnico racial como condición para ser parte del Poder del Estado e identifica enemigos históricos (oligarquía empresarial) responsables de los fracasos del Estado boliviano.
El modelo que pretende imponer el MAS ha develado sus características nazi-fascista cuando nos propone la creación de un Estado Plurinacional. El MAS entiende el Estado Plurinacional como un modelo de organización política para la descolonización de nuestras naciones y pueblos, basado en las autonomías indígenas, originarias y campesinas, entendida como un camino hacia la autodeterminación, para definir políticas comunitarias, sistemas sociales, económicos, políticos y jurídicos, y en este marco construir las estructuras de gobierno, elección de autoridades y administración de justicia, con respeto a formas de vida diferenciadas en el uso del espacio y el territorio.

¿Cuál es el peligro del Poder social Plurinacional?

• Que es un poder independiente y autónomo respecto de los poderes tradicionales del Estado: Ejecutivo, Legislativo y Judicial
• Que sus decisiones son inapelables y de cumplimiento inmediato por parte de los poderes del Estado, por encima de los poderes instituidos.
• Que mayoritariamente, está formado por representantes de las naciones y pueblos indígenas originarios y campesinos, elegidos de acuerdo a sus usos y costumbres.

2. Comisión de Tierra y Territorio

El MAS entiende el concepto de Tierra y Territorio a partir de nueva división político-administrativa del país, estableciendo lo siguiente:

Se reordena territorialmente el país sobre la base de la constitución de autonomías territoriales indígenas originarias y campesinas. Además, se constituyen autonomías interculturales urbanas.
A partir de estas autonomías se constituye el sujeto autonómico del nivel intermedio.
Las naciones y pueblos indígenas originarios y campesinos se autoconstituyen en autonomías territoriales a partir de sus propios criterios lingüísticos, históricos, culturales, de continuidad geográfica, organizativos.”.
Las Competencias de las Autonomías territoriales indígenas originarias y campesinas según la visión del MAS serían:

• “Las autonomías territoriales indígenas originarias y campesinas ejercen las siguientes competencias en sus territorios:
• Administración, uso y manejo sustentable de Recursos Naturales renovables de acuerdo a usos y costumbres.
• Participación en la toma de decisiones sobre todo el proceso de exploración, explotación, industrialización y comercialización de los recursos no renovables del país que se encuentren en sus territorios
• Consulta y/o veto frente a la exploración y explotación de recursos naturales no renovables, a través de las organizaciones genuinas, legítimas y representativas de las naciones y pueblos indígenas originarios y campesinos, según los procedimientos correspondientes a cada cultura. La consulta tendrá las siguientes características: previa, obligatoria, de buena fe, informada y vinculante.
• Administración, control, y preservación de la tierra. Co-administración y co-gestión de los recursos no renovables con el Estado Unitario Plurinacional.
• Participación en beneficios y control del proceso de exploración y explotación de los recursos naturales no renovables. Asimismo, tendrán derecho a la prevención, mitigación, compensación, reparación e indemnización por los daños socio-ambientales y culturales ocasionados”.

De lograr el MAS ésta nueva división político administrativa, otorgarían exclusivamente a las Autonomías Indígenas el derecho sobre la tierra y los Recursos Naturales que existan bajo y sobre la tierra (suelo, sub-suelo, vuelo y sobre vuelo).
Es por éste motivo que el MAS pretende conformar una comisión denominada “Tierra y Territorio”, en la cual no solo se defina la situación jurídica de la tierra, si no también se defina la administración y control de los Recursos Naturales por parte de las Naciones Indígenas y Originarias.
El concepto de Territorio implica el derecho a disponer de los Recursos Naturales de la tierra, que pasará a ser propiedad exclusiva de las Naciones Originarias, quienes tendrán el control y administración de la exploración y explotación de los mismos.

Ésta es la razón para que partidos políticos, agrupaciones ciudadanas, profesionales, sectores productivos, sectores empresariales, sectores industriales, Comités Cívicos y cualquier sector privado que se interponga a la consolidación de éste proyecto es duramente atacado por el Movimiento al Socialismo.

Los asambleístas constituyentes de PODER DEMOCRÁTICO SOCIAL, exige al gobierno de Evo Morales:

• Respeto al sistema democrático como forma de vida y de gobierno de la sociedad boliviana.
• Respeto a la ‘carta democrática’, de la cual Bolivia es país signatario.
• Respeto a las demanda de las regiones de Bolivia, (Beni, Pando, Tarija, y Santa Cruz), a aplicar un régimen autonómico, exigiendo el cumplimiento del ‘referéndum por las Autonomías’, en aquellos departamentos del país en donde ganó el ‘SÍ’.
• Respeto y cumplimiento a la Ley Especial de Convocatoria a la Asamblea Constituyente, de ‘ no tocar ni intervenir a los Poderes Constituidos’.

You believe that the real solution is to distribute the productive land equitably? Even after reading the above article which seems designed to point out the disaster of this action? If the arable land in Bolivia was given to these "farmers", there would need to be 2 to 4 farming families for every other occupation. These families will now have even less than the "two or three changes of clothes", since there will be more Bolivians ineffeciently producing food and not producing other needs. Food is the one product Bolivians have already. This land could be adding to Bolivia's economy by producing cash crops. According to wikipedia, Agriculture produces 15% of GDP compared to 10% for hydrocarbons and minerals and 17%

It basically highlights the effects of generations of centeral government neglect of the lowlands. Though the lowlands has most of the the arable land, much of it is not accessable nor is it irragated or drained. This means it floods, and its hard to get the crops out. Thats why much of the activity is focused on ranching.
Santa Cruz is better off than Beni and Pando, so there is growth in cash crops. For example: "According to the U.S. Agricultural Attaché, there are about 14,000 soybean farmers in Bolivia, 70 percent of which are considered small producers, farming no more than 50 hectares.....nearly the entire crop is grown in the department of Santa Cruz (99 percent)........at a record 950,000 hectares and production at 2.0 million tons.......making it the second most import export commodity behind natural gas......About 15 percent of the crop is used domestically."

Highlighting the effectiveness of these "unproductive" landholders in the lowlands: Though there has been little growth in overall national crop area in the past 10-15 years, what little has occurred has been centered in the department of Santa Cruz. Total crop area in Santa Cruz increased roughly 550,000 hectares from 1993 to 2002, or nearly 80 percent over that 10-year period. Elsewhere, agricultural expansion was very marginal, averaging less than 5 percent over the ten-year period in most departments.

As opposed to the indigenous farmers from the altiplano to which we are to depend on in the future:
"The majority indigenous farm population (80 percent of total rural population) generally occupies small terraced properties of less than 10 hectares in the Andean highlands and eastern valleys.They are typically poor and subsist on local production of potatoes, broad beans, onions, barley, corn, wheat, fruits and vegetables. Crop yields are generally low in the highlands and eastern valleys owing to extremely low levels of fertilizer/manure usage, lack of improved crop varieties, and irrigation.

On the other hand, commercial farmers occupying the eastern lowlands (in particular the department of Santa Cruz) are intimately tied to the market economy, producing cash crops on large properties (50-5000+ hectares) with modern machinery and ample rural labor. They are well-organized into producer and industry organizations, which grow, process, and market their agricultural commodities both inside Bolivia and internationally. They have focused primarily on the production of soybean, sugarcane, corn, rice, sorghum, and cotton."

Farming is a technical profession requiring education, equipment, and infrastructure. Morales has no way to provide any of these, nor does he seem to intend to wait until he has them before beginning.

For the TRUELY naive who believe that there are only 400 people affected - it is an under-statement in the extreme. My family (which is neither latifundista nor oligarca, not even rich) has been trying to "re-sanitize" our lands under the new reforma agraria and despite having EVERY single piece of paper and requirement fullfilled, they can't get the new titles. Why? According to our lawyer in La Paz, our petition is sitting on Evo's desk (along with THOUSANDS of others), but Evo is simply not signing ANY from Santa Cruz. PERIOD.

Also, there is PLENTY of uninhabitable arible land in Bolivia, and Bolivia is one of the least densly populated countries in the world... In fact Bolivia has been slowly losing land in it;s border regions (especially with Brasil) due to UNDER population. ... So why do you have to take away from someone to give to someone else? - the answer: They don;t want land - they want the the land that has already been cleared and planted. They don;t want to have to do the WORK part of it. Why? well, not all laziness, as someone pointed out above, clearing land is expensive, planting it even more so... And all of the good land in the world is meaningless to those who don't know how to raise crops (there's more to it than putting seeds into the ground).
That was a really sweet story about squatters, but the reality (which has already occured) is that it's not about squatters or landless peasants - they aren't offering to give the land in Santa Cruz to the guarani, or to the local workers - but the people from the highlands come in swarm the crops trash the place AND MOVE ON TO THE NEXT ONE

WAKE UP, and just because the squatters are nice to you (well, ok, they did KILL someone) doesn't mean that we are not nice people too, who deserve to KEEP the land we work (and I HAVEN'T killed anyone)
