Rallies and Rallies – Now Evo Takes a Turn
Last week it was here in Cochabamba, a large rally dedicated to "respect for law" which brought a few thousand people to the end of the Prado. It was not hard to sort out who people were calling on to respect the law – that would be the President – amidst complaints tat Evo is seeking too much control over the Constituent Assembly.
A friend of mine was there as a participant. The private school he teaches at told him to go or be docked a day's wages. But I am sure that many others present were there for reasons more sincere.
The poster promoting that march featured photos of all kinds of Bolivians, from the indigenous to a blonde who looked like a candidates to be one of the Chicas Primer. I found it interesting that the only photo repeated twice in the poster was the blonde – subliminal message or did the poster maker just think she was hot?
Today Evo has called for a rally of his own, in Plaza de los Heroes in La Paz. Morales' spokesman, Alex Contreras dubbed it a "March for Democracy" and said the intent was to "reaffirm the democratic system" in the face of rumors of a coup. I can't say if any of the people showing up there have gotten similar pay notices, but I am sure the rally will be big and that most of those present will be there for sincere reasons as well.
Santa Cruz, of course, had the Bolivian "mother of all rallies" just before the July 2 vote on autonomy, more than a hundred thousand people filling a section of downtown. Really, it was impressive, and carried live on all channels. Assuming that the Evo-fest in La Paz today doesn't surpass that, my bet is that Santa Cruz wins the Rally Olympics for now. I think it would be unfair to count Evo's inauguration, which probably drew even more people than Santa Cruz. I know people who hate Evo who went to that, just so they could tell people they did.
The main opposition party, PODEMOS, doesn’t think it is a good idea for Evo to call on people to rally. "God doesn't want that to happen, but it could result in confrontations," a PODEMOS member of Congress told the media here. It is good to know that PODEMOS has such a direct line to God. It is unclear if God also took a position on rallying in general, pro or con.
It is certainly more than safe to say that the Evo Bolivian honeymoon is over. Outright hatred seems to be the rule among many in the country's eastern states. So many transportation strikes are underway right now that the only real way to tell if there is going to be a way to get to work is to poke your head out the window at dawn and see if there are any buses. Evo's public support is down from 81% to 51%, according to a string of recently released opinion polls (Though be cautious, pollsters also somehow missed spotting the majority Evo was about to capture in the elections last year, something about not being able to reach people in the campo by phone).
One of my friendly neighborhood cab drivers old me this morning, "Aaay this government isn't doing anything it promised. The economy should be better by now." It is the kind of thing people said about Mesa, Goni, Quiroga, Banzer, Paz Zamorra, all the presidents that I have lived under across 15 years. No wonder most of them began their terms hiring poor people to put on orange vests and work under the hot sun for a few weeks repairing cobblestone streets that really didn’t need repairing. It sure made it look like the government was doing something.
Take unrealistically high expectations; mix it with a combination of arrogance by the new leaders and the determined defense of privilege by those who have it; add an economy that is no easy fix; and you have the current day's serving of Bolivia Soup – charges, counter charges, rallies, muscle flexing, and increasing polarization.
None of this is really surprise in a country passing through a moment of as much profound political and social change as this one. But what people wonder now, with more and more worry is – si esta es la sopa, que es la segunda?

And Bush's approval has climbed slightly from the abyss of earlier this summer - IIRC, it's around 44% - now the gap is down to just 7 points.
It will be funny when those two lines cross, in a matter of weeks if not days.

I agree w/ most of your last three pargraphs, especially. But I would add this: One of the main culprits of the current crisis was the 1994 reforms to the electoral system. Of course, it's difficult to tell whether the current crisis would've happend w/o the change form list-PR to MMP. But the previous electoral system encouraged parties to move towards the moderate center & built multiparty coalitions. The thrust of my research has been that the current electoral system (which is highly en vogue among "constitutional engineering" circles in academia) has some serious drawbacks. At least in the Bolivian case, it seems to have encouraged polarization, regionalism, and zero-sum politics.
If accuracy of the 51% is suspect, as Jim implies, then isn’t the 81% also possibly inaccurate? Or is it only the poll that is NOT favorable to Evo wrong? I don’t think the Democracy Center had any problem pointing to the polls when the numbers were in the 70 and 80 percentiles as proof of the president’s extraordinary popularity. Now that the numbers are trending downward the polls methodology is some how suspect.
Oh and as far as private school teachers being forced to attend the rally; I also know private school teachers that were required to be at school that day. If Calvert ordered their teachers to attend the rally that was only out of self preservation. Apparently some education “reforms” that the current government is considering would essentially force most of the private schools in Bolivia to close. The protest was not a one issue event but rather a mix of people with several issues.

It is interesting how he didn't mention another protest last night against Unitel. MAS people tried to take over their La Paz office and who knows what...may be they wanted to repeat what happened in Iraq a couple of days ago and execute a few journalists there.

I’d agree that it was a well-balanced post. I was watching the sound bites of Evo's speech at the pep rally. Perhaps it was just the Santa Cruz station, but he sounded like a man rapidly loosing control. And is Chavez really helping him by blaming Mr. Bush for an imaginary coup? I guess it all depends on the demographic you're pitching your lies to. From the poll figures, I'd say fewer and fewer buying it.
Norm, what's your take on the chance that Evo will expropriate foreign mining rights from Apex silver, Coeur D'alene etc.
This is the type of story Jim should be covering.
I'm not sure what to make of Evo's intentions at this point. When I first came on the scene, I took him for someone interested in the easy money that comes from selling coca to make cocaine. Now I really believe that he is interested in an indigenous nation; (not just indigenous rights). I think he'll work to nationalize any natural resource. He'll learn from his experience with the hydro-carbons and take it slower I suppose, but taking them over and paying the foreign companies a "fair" price for their labor has got to be on his list.
One correction; the 16-year old boy murdered by the town of San Julian was accused of robbing moto-cicletas. They beat a murder confession out of him. El Deber has a front page photo of the boy before he was murdered; standing on a platform in a crowd. Every face in that crowd should be charged as an accessory to murder. This is what is most exasperating and infuriating about Bolivia. Stop worrying about passing new laws and new constitutions and start worrying about enforcing the laws at hand. I wonder; is this the kind of indigenous justice system that MAS is advocating in the new constitution?
Norman, sadly, I think you're right. One of the flash points that led up to October 2003 was the murder of an alleged cattle thief in the Altiplano in July. He was beaten to death. When the central government sent police to arrest the indigenous leader responsible, Felipe Quispe and his followers began a massive protest against Goni's government, insisting that "communal justice" be respected (btw, capital punishment is illegal in Bolivia). The highway bloqueos that grew through August-September, escalating in the taking of 1,000 hostages (most of them Bolivians, but a few foreigners) eventually joined w/ the COB protests (which were for different reasons) and destabilized the government. While it's reductionist, one could argue that many of the indigenous protesters were demanding the right to lynch (or beat to death) allegied thieves. Perhaps this is why some of radical wing of this movement have called themselves "los Talibanes".
Norman, I agree but if the government were to enforce the current laws then shouldn’t there be a criminal investigation into the events at Huanuni? There seems to be immunity in Bolivia for anyone involved in violent civil disobedience as long as they say it’s done in the context of some greater social good. While peaceful protests and civil disobedience are valid ways to change social injustice (MLK, Gandhi) governments can not and should not tacitly condone violence. So now Evo and MAS have called for their supporters to rally. What happens if the rally turns violent?
All that tax payers money, all the MAS Regimen organization put to it, a lot of energy bringing people from all of the corners of Bolivia and even some from abroad and all we got was this, even the rally in Cochabamba have the same amount of people. Yes, I was lucky enough to be able to stay a few more days in La Paz and was able to see first hand the miners rally with the MAS regimen hooligans confronting them, I so the moment when the police demobilized those same MAS “squadristi” again from the private TV Station UNIVISION, whom they went to protest because the president says they are the enemy, who knows and maybe a half an hour more and I would have assisted to a communitarian justice manslaughter. And Finally, I participate at Evo’s rally, a lot of people, and excellent “anticuchos” after it; but one thing was really different from the rallies in Cochabamba and Santa Cruz, I was about the only white looking man in the crowd around me, thanks’ God I have dark hair. No blonds that I could see, not even in propaganda; V.P Linera’s the closest of one as fare as I could tell. We did have people from different economic spheres, that was obvious; especially after the rally when was time to eat and drink and by the clothing. I can only ensure one thing, the rally and the message Evo gave to whomever was in it was not for all Bolivians, and had nothing to do with bringing Democracy, not even for the ones in the crowd.
By the way, the “mother of all rallies” in Santa Cruz as you put it, was NOT “carried out live in all channels”; Channel 7, the Bolivian people’s channel managed by the Government, the one my taxes are used to pay their personnel, did not pass it. Channel 7 management even prohibit the Santa Cruz rally organizers to pay for space on it; they did give Hugo Chavez 4 FREE ours to sent his propaganda to the air; pretty democratic don’t you think so.
