Evo Shuffles His Cabinet


Last night, as part of marking the completion of his first year in office, President Morales announced the replacement of seven out of sixteen members of his presidential cabinet. The reshuffle had been a subject of much speculation for the past few weeks, following an “evaluation” of the ministers at a MAS-led social movement’s conclave (MAS-affiliated movements) here in Cochabamba.

Gone are the ministers of education, interior, justice, economy, labor, rural development and public works. The ousted Education Minister, Felix Patzi, has been a particular flashpoint for the new government, starting with his demand to end Catholic religious education in the schools, putting the government into conflict with the powerful Catholic Church. Patizi also failed to endear himself to private schools and much of the Bolivian middle class when he issued a government order that schools needed to teach classes in indigenous languages (a move with some merit but not as a blanket matter for all schools in the nation). In fact, it was the former Education Minister’s proclamations that sent the first major anti-Evo protests into the streets here in Cochabamba, long before the 2/3 vote issue and autonomy became the major flash points.

Gone also is Justice Minister Casimira Rodriguez, the former leader of Bolivia’s domestic workers’ union and someone we at The Democracy Center know well and have a good deal of respect for. Rodriguez, a Cochabambina who wears a traditional pollera, was often referred to in foreign media profiles as a “former-maid” not recognizing her record as a labor organizer nationally and internationally. Her work as Justice Minister focused on anti-corruption efforts.

Another Minister, Salvador Ric, a Cruceño whose participation in the cabinet was supposed to help Morales build a bridge to Santa Cruz and the business community, resigned last week, claiming that the government failed to heed his views.

Jim,

What do you think about the resignation of the minister of the interior?

Isn't she the one who fired the police chief of Cochabamba before the confrontation between pro-Evo and pro-Reyes protesters escalated?

Who did Evo replace her with and does this represent a radicalization of his cabinet, an attempt to build a bridge to the opposition or just an effort to have more competence in this important cabinet post?

too bad casimira roderiguez is gone. Her presence showed solidarity with union leaders of other historically oppressed sectors and one possibility to show some respect for women- the one point that PODEMOS has the advantage on over MAS. At least they actually run some female candidates here and there.

A little "senores y senoras" is actually be recognized by even the most radical feminists like Mujeres Creando as some sort of progress. But Evo never takes the suggestion.

As a relative newcomer to the site, a few comments on the impression it’s made on me so far.

1. there seems to be a view among many that Jim’s coverage isn’t sufficiently impartial
2. there’s quite a lot of energy spent trying to prove one’s view is right, & others’ plainly
misguided (to use a polite term)
3. there’s a lot of purported evidence offered, but less ideas or solutions proposed

I guess that’s all only natural on a web forum devoted to political affairs, nevertheless a few comments I would humbly share with you on the above.

1. it’s misguided to expect Jim’s coverage to be “fully impartial”. He is after all writing for the Democracy Center, an organization with the stated (not to mention laudable) goal of defending the rights of the less privileged. So ofcourse his reports will be coloured in some way, it’s to be expected! That said, & whilst defending the right of anyone to highlight areas of undue bias, or incomplete coverage, of the issues at hand, I think the real litmus test we should be putting Jim’s forum to is “Is it trying to create an understanding of the various matters, trying to make things better or worse?”. I hope, that at least on this point, the vast majority of readers will agree that Jim is not set on trying to destabilise Bolivia, working as a covert agent representing diabolical interests to bring conflict & ruin to the country.

In his own way all I think he’s trying to do is help build sensibility for the need to create a less unequal society in Bolivia. Something which, my friends, the majority of the country voted for at the last elections. Simply because it made good old common sense. Leave your interests & ideologies aside for a moment & I think most people, if they’re honest, will acknowledge that something can & should be done in Bolivia, & sooner or later will (the genie is already out of the bottle)! Doing it, after all, will benefit everyone in the long run – a train can only go as quick as its slowest wagon.

That said, & to give Jim further credit, I do see a sensibility from his side to take account of other views that don’t necessarily converge exactly or solely with the interests of the underprivileged. There’s an interesting ebb & flow in his postings that I do think reflect a genuine concern from his side that things are heading the right way in Bolivia. Some of it presumably inspired by the different angles highlighted by you fellow readers, so again I think it’s right that we offer him a different colour to paint with where we think it’s needed… but please let’s not lose sight of the the primary issue at hand. Change has to happen - & expecting Jim to be “fully impartial” (achieving whatever this means is notoriously difficult, if it means simply giving equal weight to all views expressed without colouring it with one’s own priorities & sensibilities it can easily dilute into a stalemate vision of preserving the status quo) is in effect tantamount to asking him to advocate for “no change”, & more to the point abandon what he’s (laudibly) setting out to do.

2. This I put down largely as a reflection of the divergence of opinion in the country at large. One year later & the dividing line is wider. But guys, surely there’s room for giving some credit to others’ views? If educated internet users can’t manage this should we really expect the less-educated sectors of the population to do so? An open debate is not a zero-sum game with points scored for being “right”, & leaving your adversary with nothing (& nor is politics). And actually the way you communicate in the debate – with or without tolerance for different opinions, in exasperated tones or with a cool head, personalizing one’s attacks or keeping focus on the real issues at hand – is as important as what you say in establishing how convincingly you come across. If we can’t hold constructive debates here, I guess we shouldn’t moan too much when our political representatives don’t in parliament, when the mob on the street don’t either..

So let’s cross the lines a bit more. And yes thanks to all of you when you, as has happened on more than a few postings, show more reasoned arguments that keep account of the big picture, use a more conciliatory tone, make even the occasional concession (hey, we don’t want to agree too much now do we?).

Lastly, call me an optimist, but I do think (& certainly hope) what happens in Bolivia will in some way or other take all your differing views into account, no-one’s going to steal the whole cookie. It’s pointless anyone purporting to do that here…

3. evidence to support arguments is ofcourse useful, & sometimes necessary. But let’s not kid ourselves, we can all find evidence from our own side of the camp supporting our views, & that doesn’t necessarily make them any “righter” (& others’ “wronger”). The sources in themselves are likely to be partisan too after all (if not to you, to someone else with a different view). They’re unlikely to be taken as the Ultimate Irrefutable Proof You’re Right. So quoting your zillionth source to sustain a small point in the argument you’re having ain’t likely to work - I haven’t yet seen anyone change opinion by others’ beating him into submission... Quoted sources are interesting to me simply as additional information to help me make my own view about things, they won’t necessarily convince me they tell the whole story. What’s at least as interesting, to me anyway, is the exchange of ideas, solutions, things to try out in Bolivia, knowing that something’s going to be done anyway.

There’s no perfect solution guys, mistakes will be made, there may need to be some concessions made by some parties in the short term, but it’s the longterm & big picture that counts surely.

A more certain future, with security & unity in the country is in everyone’s interests (not least for those who stand to “lose” most), & the changes are not a zero-sum game either. The very demographics of Bolivia meant that something was going to have to change at some point, & there are a few things to take comfort from already I think. Anything that strengthens Bolivia, be it economically – better deals on national resources – politically – less dependence on other nations that probably have less vested interests in your well-being than others – or socially – the fact that more people feel involved in the process of change, rather than emarginated with who knows what frustration one day they’ll want to beat you over the head with, all make for a bigger & stronger cake that everyone can get a better slice of in future. The only mistake to truly avoid now is to try nothing at all.

Aw, got that off my chest now. My best wishes to all, & may the happy debating continue, I’m off to grab a beer.

PS. to second Norman’s request, any views on the cabinet reshuffle would be most welcome. They presumably say something about Evo’s plans for Year 2, I hope someone sees some rays of light here!

I am used to seeing democrats portrayed as "irrational Bush-bashing anarchists," so this site has given me a refreshing look at democracy from the inside (sorry, El Grindio, that does not include you).

On the cabinet changes: I think Morales made a good decision in replacing the Minister of Education. Patzi was right in wanting to create more tolerance and understanding of indigenous beliefs and languages, but his methods were unwise. Both Catholic and non-Catholic families should be able to give their children an education in accordance with their values. Patzi, by trying to force one part of the diverse Bolivian population to accept another, was in fact driving the two apart and creating more problems.

Can the Church, instead of being discredited, be used to help improve the condition of indigenous people? I thought it was the Biblical duty of a Christian to serve others. Regardless, hopefully Morales will be able to collaborate with the Church for the good of the people in the year to come.

I've been gone for a while, but I'd like to re-iterate Jack's comments on this blog. Does the Jim Schultz have a political position that prevents him from being 100% unbiased? Of course. But. Don't we all? Arguing too strongly against Jim (who I, too, often disagree w/) to "prove" oneself is also extremely counter-productive. I keep hearing in my mind: "I think she doth protest too much."

I'd still like to see Jim view Evo's supporters (especially the "movements" leaders, who can be viewed as a type of "elites" when compared to their "followers") w/ a little more skepticism. And to take the anti-Evo protesters w/ a little less. But I think he does a pretty fair job of at least trying to listen to most of the sides in this conflict (and there are at least 100+ "sides" in Bolivian political conflicts!).

Also, thanks for mailing me the copy of the Democracy Center newsletter. My wife (an anthropologist) and I are rather pleased w/ it. One though, though (and it's a minor one): Could using cheaper-stock paper make the production cheaper (and perhaps also more eco-friendly)?

There is some merit in what you're saying and I agree that some people go a bit over the top.

However, I think what worries some of us is this - Jim's become an authority.

We're Bolivians or have lived significant time in Bolivia. We have a very strong sense about what is happening in Bolivia and what some of those root causes are. But we are not often heard - Jim is.

We look at Jim and see a person who is dangerously myopic in his understanding of things in Bolivia. Not dangerous because ideas alone are dangerous, but because people who know nothing about Bolivia take Jim's word as authoritative about what's going on.

For whatever reason - experience, access, language, connections, astute observation - take your pick - Jim is now quoted by everyone from the Podunk Reporter to the New York Times.

If you're writing a one pager in Time magazine about Bolivia, "who you gonna call"? It's gonna be Jim.

Bolivia's far away for most people. Few reporters, few people know anything. Joe America will hear about once every couple of years. So Jim's voice is exponentially bigger than it probably should be (or any one person's should be). Not that this is Jim's fault. I'd love to have the New York Times calling me for quotes too.

But with few opposing voices, Jim's voice becomes that much more authoritative. Especially when it segments into an easy soundbite about "the indigenous revolution in Bolivia".

Anyone who's spent some time in Bolivia can appreciate the nuances of a Spanish speaking Quechua from Cochabamba "representing" an Aymara speaker from El Alto. Few if any US media sources have the time or interest in getting into that level of nuance in Bolivian politics.

So their taking a "10,000 foot view" of things and Jim's the one giving the view.

I know Jim is well intentioned, but then again, I think George Bush is "well intentioned" in Iraq as well. Good intentions do not make good policy or good analysis or correct observations.

If it's just us talking on the blog, well, that's one thing.

However just like bad analysis by a president can be fatal, in a place as under-covered as Bolivia, when a single voice has as much prominence as Jim's does, you're damn right it means a lot what he says.

Dear Drewbie,

You make an excellent point. I nearly always find myself on the "opposing side" of Jim's political commentary and often try to respectfully point out faulty assumptions or poor reasoning but have never felt myself motivated by the considerations you mention. Nevertheless, I think maybe you have hit on something important.

In any event, I much prefer Jim's poetic sensibilities to his political punditry. Newcomers to the blog will find (in my opinion) that his best posts often involve long hikes through hills, taxi drives through bustling streets, quasi-Luddite musings, and tales of the adventures of childhood.

It's not difficult to be nominated for the Nobel Peace Prize. It's funny that so many people think it is. The Nobel award committee accepts nominations from a wide number of countries, civic organizations, and individuals. Sometimes as many as 200 people are nominated any single year.

I think it was two years ago, Donald Rumsfeld was nominated for the Nobel Peace Prize. Back in the 1930s, Hitler, Mussolini, and Stalin were nominated. Unlike the Oscars, it's not an honor "just to be nominated" (the nominations are supposed to be secret) -- you have to win.

you raise an interesting issue & make some valid remarks, but I’m not sure I agree entirely with you.

That you, & anyone else, should have a right to voice your own views is not under question. Let’s continue doing that my friend.

That Jim has almost an international monopoly over news on Bolivia, & that this could result in being “dangerous” for the country, I think is taking things a bit too far though Drewbie.

In the European & Asian press I’ve seen no coverage as yet from Jim. If in the US he is sometimes consulted the reason may be that he’s on the ground in Bolivia, & has been for the best part of a decade now. This is much longer than most assignments taken by highly esteemed reporters for so-called authoritative international press sources, typically in a country for 2 or 3 years at most & contributing almost from Day 1. And with a direct voice to large captive audiences – through their TV channels, newspapers, websites or whatever it may be – backed by the power of a brandname (CNN, BBC etc) testifying to the “reliability” of the information, built over scores of years. Now that could be influence!

In today’s pluralist & information-rich world though it’s somewhat far-fetched Drewbie to suggest that any single person can waiver a dangerously high influence on any nation (I can’t recall any journalist sparking off a revolution as yet). And it’s not as if it’s difficult to find news on Bolivia not written by Jim. (I’ve just done a Google search; Bolivia + Shultz gives 76.000 hits, Bolivia 126.000.000 hits – that’s a market share of 0,06% …).

If Jim’s after hegemony then he’s got a lot of work still to do..

So if Jim hasn’t yet reached a dangerously high level monopolising info on Bolivia, & manipulating international opinion, the question is if the slant he gives to things is likely to create more or less “danger” for the country (whether intentionally or not, as you say.) Drewbie, say what you like about the partiality of Jim’s coverage, but I don’t see many attempts to create division, build mistrust, hate-monger against one side or another, the sort of things which normally happen when someone wants to impose the will of one side, at any cost, on the other. He’s covering a divided country for sure though, any proper coverage needs to talk about these divisions, these include significant racial & economic ones, the slant of the Democracy Center is known (& openly declared) to all, so I wouldn’t expect him to lean too much the other way my friend. Add the margin of discount you think is appropriate to come to a more neutral colour if you like (I do, it may sound funny but I don’t always agree with Jim’s slants either), use the space available for adding your own comments (something which incidentally is not always offered on many sources of information), but please don’t expect him to always voice your view of things, or worse that his not doing so, threatens you or your country in any way.

Lastly, regarding the 10.000 foot view, point taken. Drewbie, I wouldn’t question that Jim is unlikely to have as complete & thorough a knowledge of all the intricacies & nuances of Bolivia as you or others living there will have. That’s why, like you say, your contributions are vital. But I wouldn’t conclude from this that Jim deliberately keeps the focus from a certain distance in order to misrepresent things there, hide things that aren’t to his liking. Bolivia like you say is a small country in the international panorama, coverage is going to be minor & episodic, when a report is requested it needs to be succint (Jim aint gonna get the 4 hours 20 mins Evo took for himself from anyone) & comprehensible to the non-expert audience. More than that, I don’t think what happens in Bolivia is entirely without relation to other things going on in the world (look at the changes in Latin America as a whole, the still unresolved issues of rich world vs. poorer world, the more recent matter of energy-hungry world vs. energy-rich world, the issue of managing a country with richer & poorer regions, the question of autonomy vs. central government as a way to run countries etc etc)- maintaining a bird’s-eye view can help keep things in perspective with their wider context.

On the other hand, if you want Jim to hold the camera permanently on close-up, to capture every detail you see & would like to have given due weight… well do bear in mind that this isn’t far short of wanting to hold Jim’s camera for him, & it’s in all events going to lose something of the bigger picture. One of the advantages of being an outside observer of the country, as Jim is Drewbie, is that it’s easier to maintain a more detached view of things. I consider that as something that complements, rather than undermining, the many local sources of information already available that are perhaps more caught up in the thick of things.

All told then, I consider the site a pretty damn good effort at covering things in Bolivia in a thoughtful & stimulating manner, with a level of knowledge & sensibility well above normal international press standards, & leaving margin for further discussion & enrichment by a bunch of largely intelligent & passionate lovers of Bolivia.

Let’s just stay cool about things, if there’s one thing that’s needed now it’s plenty of cool heads.

OK, maybe I'm overstating Jim's influence. However, look at it this way. Allow me to indulge in some stereotypes and assumptions for a minute.

Let me assume that you're a sort of typical left of center, urban, Democratic, secular type person. Ok, now imagine that you're in some location where people have no idea about the US and what it's all about. Let's say Podunk, Yemen. However, they heard sort of through the grapevine that the US elected a conservative Christian as President.

Now you're at a bar in Podunk Yemen and there's one guy who's a walking stereotype. A big, loud, conservative, evangelical Texan in a 10 gallon hat. He's sitting there at the bar telling these people, who remember know nothing about the country, what the US is like.

"Yes, damn straight. We're a Christian country and always have been. Good Americans understand that Jesus died for their sins and we've proudly elected a god fearing Christian who'll put the U.S.'s interest first. Bush's win in the US is a clear statement that American's are tired of the moral decay of secular society and are ready to get back to prayer in school, the pledge of allegience to the flag, no acceptance of homosexuality in any fashion. That's what America stand for, and that's what American's are voting for. We're a capitalist country and take no truck with the lazy, quasi-communist crap they do in Europe."

I don't know - spin out the scenario any way you like.

Isn't your immediate instinct (again, assuming the roles I've designated) to run up the bar and say, "Hey, wait a minute! That's just HIS view of the US. Let me tell you mine."

Jim's like the cowboy above. I don't think he's trying to sow discord. I think he's well intentioned, tries to be generally fair, and wants the best for Bolivia.

But I personally would say the same about Bush in Iraq, and that doesn't make his policies any better.

I feel like Jim is the cowboy giving his version of what the US is, and I'm the guy in the corner with a muzzle on who has to let everyone else form their opinion of the US on the basis of this one guys testimony.

Here - no problem. There's a wealth of ideas going back and forth. "out there" - different story.

More to say - but no more time.
