Manfred vs. Evo Rivalry Turns Violent in Cochabamba

This afternoon in Cochabamba’s central plaza a mass rally calling for the resignation of Governor Manfred Reyes Villa turned into a battle between police and backers of President Evo Morales. For hours the city center was filled with tear gas. The front doors and at least one inside office in the state building were burned by protesters, as were two state vehicles. At least a half dozen people have been treated for serious toxic gasification.

The Second Mass Rally in Les than a Week

The current round of intense conflict was sparked in December when Reyes Villa, a presidential candidate in 2002, jumped into the heated controversy over the constitution-writing Constituent Assembly, joining with leaders from Santa Cruz and other eastern states to call for a 2/3 super majority vote requirement for all matters before the Assembly. MAS backers view that demand as a backdoor attempt to stop the Assembly’s work altogether.

Up until then the governor, elected by a popular vote in December 2005, had stayed out of the current national fray, focusing instead on public works projects and a heavy public relations campaign to promote them. On December 14th Reyes-Villa led a rally of thousands in Cochabamba demanding the 2/3 vote and regional autonomy. MAS backers (correctly) interpreted the Reyes-Villa move as a political challenge to Morales and began mobilizing in opposition to the Cochabamba “Prefecto”.

Last week thousands rallied peacefully in Cochabamba to demand Reyes-Villa’s resignation, claiming that he was seeking to make Cochabamba autonomous from the national government, despite a strong public vote last July against autonomy. That rally was largely led by the regional Centro Obrero Boliviano (COB). Today’s rally, according to a variety of sources, was largely led by Morales close allies in the coca growers unions.

Over the weekend backers of Reyes-Vila ran ads in the local papers calling the demand for resignation anti-democratic.

An Attempt to Enter and a Flood of Gas

According to news sources here and eye witnesses, shortly after midday a group of the protesters tried to enter the Prefectura (Governor’s Office on the Central Plaza) and police responded with a hail of tear gas that sent protesters and uninvolved residents scrambling to escape the fumes. Shooting police followed them and the gases spread through much of the city center.

At some point afterwards angry protesters reacted by burning the front doors of the prefectura and one inside office. Others, presumably protesters, also set fire to the two state vehicles. But for a heavy rain that began falling on the city in the late afternoon, the conflict might have continued for hours more. There is much speculation tonight about what additional reaction, by protesters and authorities, might take place on Tuesday.

Political Fallout

The Morales government responded to events here by firing the local head of the police, with the Government Minister telling reporters that national officials had made it clear to police that they demanded “zero repression” and told them to take whatever measures were needed to avoid conflict like that which consumed the city center this afternoon.

For his part, Ryes-Villa denied categorically that he had issued any repression order to the police (which are under his regional authority) but defended their actions saying that they were attacked and, “had to defend themselves.” In a packed news conference Reyes-Villa also declared, “If people want to remove public officials from office then it should be done democratically. Let’s have a national referendum on the President, the Governors, and the Mayors and let the people decide.” He also said he would seek prosecution on “sedition” charges for the MAS and other leaders involved in calling the marches.

Aside from the human, material, and social toll of the day’s events, all this is also a deadly serious game of political chess, and Manfred is winning. MAS backers (other key social movements are clearly not joining this) will look more and more to the public like a mob instead of political leaders. Reyes-Villa has wrapped himself in the mantle of democracy.

The threatened referendum on public officials is very unlikely to ever take place but if it did today it seems far more likely that Reyes-Villa would be given a new mandate than Evo Morales. The political stalemate engineered by the opposition has helped widen anti-Evo sentiment.

In my opinion the sooner that MAS gets back to talking about what should be in the new constitution the better off it will be. The call for Reyes-Villa’s resignation, also in my opinion, is a political miscalculation. Reyes-Villa is the head of a complex political machine that has invested heavily to gain power. It will never just fold its tent in resignation. The time to keep Reyes-Villa from becoming Governor was a year ago in an election that MAS lost, in part because it ran a very weak candidate.

If Manfred Reyes-Villa wanted to set himself up as the real opposition to Morales he has succeeded. That said, he may soon come to regret this latest foray into national politics as much as he came to regret his last one – standing by Gonzalo Sanchez de Lozada’s side while he sent out troops to kill citizens in October 2003.

The political road in Bolivia is never an obvious route. Cochabamba’s Governor may soon wish he had stuck to cutting ribbons.

It doesn't work and will never be viable here. The Masistas want their way, will not compromize and have been trained by Evo for the past ten years to react like this.

“zero repression”, if used by the prefectura, will lead to destroyed buildings, burnt cars and a free-for-all.

The government will not need to limit US tourists in the future (by a bureaucratic visa system). They simply will not travel here due to the inherent dangers.

Grindio: Zero repression ("zr") is correct because it works to resolve conflicting positions by entering into a dialogue. It worked on several occasions in Los Angeles, as set forth below.

Case in point (1):
There were demonstrators outside of convention center which nominated Al Gore for the ill-fated 2000 election. James Hahn was the mayor whose police chief sought to repress the crowd by the same manner as in Cochabamba, tear gas and rubber bullets.

Not long ago, the resulting federal lawsuits for the injured demonstrators who were shot with the "balines" were settled at great expense to the city.

Case in point (2):
In contrast to that, without foreknowledge that the pro-immigrant marches could possibly be as huge as it was (covered mainly only by the Spanish-speaking media, it was estimated at 500,000 by the LA Times though it was easily 30% larger than the supposed "cabildo del million" in Santa Cruz), new mayor Antonio Villaraigosa was overwhelmed by the masses. But, he ordered zr from his new police chief. As a result, no incidents occurred. Nor did any incidents occur at subsequent marches held since then.

A: "The Masistas want their way, will not compromize and have been trained by Evo for the past ten years to react like this."

Grindio: False. For example, regarding the constitution, objective media reports that on the table is a compromise for some matters to be handled by 2/3% and some by majority vote. That is a compromise. Also, just a couple of days before-when Manfred went to either the US or Santa Cruz (according to which paper reports the matter)-there was an even larger demonstration that did not react like yesterdays because zr was employed. The difference is that apparently the new police chief (a couple of hours after Manfred swore him)-showed off his new police powers and ordered the demonstrators shot with rubber bullets and gassed them.

Grindio: Your claim has been refuted by examples of zr working with much larger crowds of generally non-English speaking latino demonstrators in L.A. and recently in the very city of Cochabamba. The only difference was the police chief and if zr was or was not employed.

Grindio: The above is nontopical and irrelevant to the issue of if zr works or not. Besides, although I will have to get one as a Bolivian nationalized as a US citizen, visas for the US is an appropriate policy if universally applied.

Further, it only hurts what is called the "mochileros-improvisados" market, who travel to Bolivia only because it is as low-budget a destination as one can hope to find with a wealth of culture and landscape. It is not desirable as a target market because it does not lead to developing a tourism industry that pays livable wages that lend dignity to its workers.
As the former CEO and controlling shareholder of two corporations in the hospitality industry at the world's leading tourist destination, I know of no tourism company-other than low-budget hostels-that might want any part of that market segment.

In summation, zr works. It is not in the government's interest to show itself as advocating violence, on any level when it comes to demonstrations. Yesterdays, disturbances benefited Manfred, as Jim correctly reasoned. In fact, Manfred can use it to support his efforts to triangulate his political positions and get himself elected president because now Bolivia's right wing loves him despite his recent populist discourse. All he needs is that their memories be short enough to forget: 1)he was missing in action during "the water wars"; 2) he supporte Goni when Goni ordered civilians be fired upon-the antithesis of zr; and 3) forget that his NFR administration is alleged to have been very corrupt.
Thanks to yesterday, Manfred's rebranding may even be successful enough that nobody examines the nexus between how the city spent its money developing land near where he is alleged to have invested, thus creating great wealth for himself.

I seems almost unbelievable, and I said almost, that the zealots of the MAS regimen in this blog continue trying to explain the unexplainable so the regimen doesn’t loose its democratic face; forget it Jim, the readers of this Blog, that believe in democracy and human rights, do not believe you any more, that is why they have stopped to defend your positions a long time ago.
It is interesting how, slowly but sure, all the political figures that you so much hate and that you so much accuse to be right winded anti democratic anti human rights are turning to, as you painfully recognized, “wrapped in the mantle of democracy”. You were probably crying when you had to write that the “MAS backers (other key social movements are clearly not joining this) will look more and more to the public like a mob instead of political leaders”. It is so difficult for you to recognize that THEY ARE a mob, a squadristy stile fanatics filled up with hate and racism in search to their Indian supremacy.
Also, you can not accept that all the social movements you have being supporting and tutoring all this years are clearly part off the MAS regime. In the head off those supposedly social leaders leading today´s vicious actions we find Oscar Oliveira, your water war hero and personal friend and the one that today ordered the water pumps that feed with that precious element to Cochabamba to be shut. How do you explain that mister human rights advocate, how does it feel to have helped created a monster, with no respect what so ever to human rights and democracy.
El Grindio, is the most pathetic case off this blog supporters, is so pathetic that I have no doubts he is either a Venezuelan or a Cuban agent trying to help Jim’s cause. Why did you had to look for examples outside of Bolivia about pacific mass manifestations where no repression by the police was needed, you only needed to see at what the democratic oriented MAS detractors were doing and organizing all this years. Off course, you do not want to use those examples, not to convenient, hummm. You cannot blear the vision of the readers of this blog, if they can enter here, they can also read other sources of information, you know, not all the world is Cuba.
For you and for Jim, the police today did not repressed anybody, they defended themselves, defended democracy and defended the people of Cochabamba; the only reason the MAS squadristy were able to get out of control is because the regime is running this outrageous act of vandalism and have stopped the police from doing they work. That is why Cochabamba today is cited and the water has being cut to their citizens, this will obligate a reaction of the civilians and a confrontation with the outsiders the regime brought. You know, you do not need weapons to have a civil war; you just need civilians fighting civilians. Off course, if civil war happens, we all know that Jim is going to be safe in Miami in the same beach than Goni and Grindio will continue in the Caribbean.

As you can see above, Evo's focus on improving the education system is a good thing. It is necessary for a civil society, if its democracy is to survive the neofascists that always surface in times of crisis in Bolivia. The education system in Bolivia is very bad. You can see that by by bl's post. It is evidenced by: the underdeveloped writing skills; lack of a pattern of reasoning or ability to write a valid argument; the poor reading comprehension; and enmity to the concept of paragraphing as shown by bl. In terms of marketing, I do not know why he writes that post and then posts his blog's address. It discourages all but the masochists from visiting the blog he desperately seeks anyone to view. (Apparently, he is desperate to at least make a buck this month on clicks).

The reader should note bl's agenda: A pathetic marketing scam to seek money-by-blog clicks.

That is shown by bl's shameless self-promotion at the expense of contaminating Jim' blog with what is posted above. Bl is directly responsible for the tone that was followed up by the vitriol directed at two democratically elected leaders that I believe love Bolivia: Manfred and Evo. Unfortunately for us, Jim's readers, instead of educating himself or improving his blog, bl lurks here and surfaces to harass Jim and troll for right wing sympathizers that might click on to his blog. Note: sometimes he posts as anonymous but his venom and poor syntax and grammar betray him.

It would seem a better investment of bl's time to update his blog It is two holidays old and stale-dated in the light of current events. A better investment would be for him to take courses in reading comprehension and English composition. Journalism, critical thinking, logic or argumentation are beyond the scope of his skill set at this time but can be taken if he first gets a primary education he can build upon. It would be especially good for his self-esteem if he gets a high school equivlancy certificate first. If so then he might not have to make wild claims against others to put them down instead of addressing the merits of their arguments. Maybe he could even get more than the 250 clicks his blog's profile shows he received in almost three years.

As for me, I am a Bolivian, son of a Bolivian political exile, who lives in the Hollywood area. I have a busy life as a member of the independent filmmaker community-known as the "good Hollywood". We are those who seek to make the world a better place by examining the human condition so we can change the world, one viewer at a time.

Now to address the ad hominem attack against me. Nothing against being called a Cuban or Venezuelan but I've never been to Cuba and haven't been to Venezuela since I surfed there at the age of 18. Instead of being from the "Caribbean", I am the member of a historic Bolivian family. I have dual citizenship. My Bolivian credentials are such that-because I know him well-I can call the subject of this string (Manfred Reyes Villa) on one of the five phone numbers that I have for him. I have family members that formerly were on the right and left wings of the political spectrum, the same last name as a major thoroughfare named after my great grandfather and I can go to a certain plaza and look up at the statute of my uncle or visit a university named after my uncle who was murdered for trying to do the same work as Jim, make Bolivia a better place for you and I by seeking a democracy that includes those formerly disenfranchised, excluded, oppressed and marginalized.

In conclusion, I publicly thank Jim and invite you to skip past lb's posts. One can get nothing of value from reading his verbose venom. You'll feel better if you skip those posts. At a minimum, you won't have to read his long sentences or posts without benefit of a paragraph (to help your eyes process his venom). His blog shows he is one of those guys that if he bit his tongue, he would poison himself. :-)

I observed part of the first day's activities. The impression you've given is of a peaceful protest that the police violently responded to. What I saw were police huddling behind their shields while softball size rocks were thrown at them. Tear gas was used, but on a small scale. The police had a water cannon equipped vehicle on the scene, which they were using to put out the fire in the government office. They only turned it on the attackers when men bagen to interfere with the fire fighting efforts. The image is etched in my mind of a private citizen weeping because her personal vehicle was burned by the "protesters", who arrogently draped their flag over their "trophy". I don't recall a heavy rain, and I was less than 6 blocks from the main violence.
I was present on Tuesday as the marchers moved to the Plaza fo rthe second day. They were armed for a violent assault. The majority if not all of the marchers were from outside the city. A city resident told me (as we were observing the march) that the marchers had been bused in from the country, and paid with cash, cigarettes and liquor.

The police held the city residents back and provided escorts for the marchers, giving them free access to the streets and the plaze. We were pinned in our vehicle as the marchers went by - I personally observed men armed with boards that hat protruding nails, bags of gaoline and gunpowder, and men carrying old tires for creating serious fires. The had come prepared for an assault.

I retract what I wrote above. Now, I remember clearly. The marchers were holding hands and chanting warlike chants that sent fear down the spines of us the true Cocabambinos. Oh, the horror of it all! Last night, I awoke in a cold sweat, haunted by the sounds of their evil warchants First they chanted, in an ominous tone:
"For we shall overcome.
For we shall overcome.
We shall overcome, someday."

And then while I was caught in the grip of fear and depression I heard their second even more fearful warcries:
"Kumbaya, my Lord.
Kumbaya.
Oh Lord, Kumbaya."

I think I even saw Jim in the crowd swaying along with those dreaded evil warcries. I got closer. Then another chill ran up my spine for I realized Jim was on their side!!!

Yes, on his expensive NGO-issued
"ipod" was playing the violence-provoking anthem:
"If I had a hammer,
I'd swing it in the morning,
If I had hammer,
I'd swing it in the evening."

I'm not sure if those were the exact words. But, I know this: It was the voice of that violent group, Peter, Paul and Mary. I know that is true because the next song was "Puff the Magic Dragon". Even worse, next he played the Beatles "White Album", both sides!!

Oh the horror of it all. And its all true. Just as sure as my name is Anonymous!

Cochabamba is at war today Two maybe three dead and over 70 injured. We can blame many factors and politics, but the truth is our beautiful city is a war zone and being wrecked. Who do we blame? Again we can blame many including the MAS Government and also Manfred on hte other side. I myself saw how the coca Farmers blocked us city people from doing our everyday necesities and abusing us. That is why I joined along with many of my friends who are not usually interested in politics. Three of my own friends have been hurt by rocks thrown by the farmers and one of my friends beat a farmer quite badly. All this is not right and so who or what do we blame??????

Lose - Lose in Cochabamba

I am saddened and disgusted by what I saw today, and I saw quite a lot.

Some observations: I hung out at the Recoleta watching around 100 young zona norte folks fight what looked like a big group of university students and other cochabambinos, perhaps cocaleros, but several times other groups appraoch, began attacking, then realized they were on the same side. The smell of glue was strong as many of the zona norte fighters were sniffing glue...I have no idea why really, these were not the people we usually label "polillos". Both sides used the "drink a beer then throw it at somebody" tactic. Neither side really wanted to fight a real battle, instead alterantely advancing, throwing rocks, and retreating with mischievous smiles and shouts as they weilded boards with nails, metal rods, baseball bats, etc. Women, young girls and boys stood nearby, fleeing quickly when their side was losing. After about half an hour of this the zona norte folks got overwhelmed and our position as 2 gringos on the steps of a building became perilous as rock hurtled towards windows and fleeing norteños. Some kindly advancing marchers wildly urged us curious observers to flee, which we did!, luckily evading rocks launched from slingshots that passed only meters away. We were expecting nothing less.

I HAVE ONLY CRITICISM FOR BOTH SIDES. I am usually on the side of the left but I can honestly say I have nothing but criticism and shame for the left AND the right/center today.

First the Cocaleros+MAS:

So you know Manfred is corrupt and you want him to resign. Start a court case to coincide with NON-violent protests. Try blockading his house instead of an entire city. While previously MAS seemed to articulate its issues well enough and fight against policies not people. this is exacting the opposite, a giant blunt instrument demonizing one person instead of whatever bad policies or crimes he may have committed. Mandfred is not going to resign because of blockades, he'll resign if you can prove him guilty of CRIMES or at least make a decent case against him. But wait, many of the documents have been burned up. If they had come to Cochabamba unarmed their intentions would've seemed much more honest, but for the past days most have been conspiciously armed. Finally, Evo, by his silence, approves of what's going on here. Everyone knows he could probably create a cease-fire by using his influence with the cocaleros. Today Cochabamba desperately needed Evo to negociate for peace, or at least send some message from Nicaragua, but if he did, the media didn't play it to my knowledge. Finally, my girlfriend had an interesting idea, cocaleros could take up the flag of autonmy and delcare Chapare independent from Cochabamba, then at least they won't have Manfred to complain about and they'll have to work on building something rather than destroying. A sad sad day.

Second: Rioting Cochabambinos

Jesus taught us that two wrongs make a right! So what better way to difuse this situation than by violently attacking the cocaleros! You really showed them who had the moral highground! What I saw today was at times neo-fascist and damn scary. Racism boiling over. Cholitas cursed and beaten. It broke my heart to seecholita empleadas walking with their kids past gangs of bat-wielding zona norte residents. We have every right to be angry about lost business, lost time, delays, etc. but murder and violence get Cochabamba nowhere. I live in Cochabamba and I really do sympathize with normal residents who, like Manfred or not, hate the outsiders' incursion and blockades, as you can read above I don't at all agree with their tactics BUT today's "March for Peace" lead by the so called "Youth for Democracy" was more violent than "peaceful", and more fascist than "democratic." Now, instead of the cocaleros being forced to sadly return to their fields after however many days of futil blockades, I can easily envision more campesinos descending on Cochabamba to *really* blockade it. Manfred, like Evo, should've done everything he could to stop the violence occuring on his behalf, but he didn't. Gee, maybe tomorrow more violence will help!

I have friends and family who fought on both sides and I'm ashamed of them and all of us for letting something so horrible come from something so stupid. We must not let Cochabamba become the battleground between Santa Cruz and La Paz by resorting to violence against our own families and friends. Sad fucking day.

Thank you for taking time for a thoughtful and insightful post.

Your girlfriend's suggestion is interesting. However, what about the citizenry that resides in the upper valley or rural areas? What about the citizens of la "zona sur"?

It is my understanding that Manfred has blessed his base in the zona norte with improvements while ignoring the impoverished in the zona sur, who are in desperate need of basic services.

Should the rural areas and outer municipalities become autonomous like the Chapare? What about the zona sur?

Remember there is a causal relationship between today's events and when Manfred embraced Santa Cruz's demand for autonomy. In an obvious Freudian slip, more than once, he referred to supporting Santa Cruz's demand for "independence". Which is an appropriate way to define the "autonomy" that the Crucenos seek according to what they outlined at their "Un-million-de-cervezas" Cabildo.

Autonomy under those talking points is a de facto balkinization of Bolivia. It can only then lead to ethnic cleansing as the Balkans sadly taught us.

I wish you and your girlfriend the best. On behalf of my fellow Cochabambinos in faraway lands, I request that you continue to share your appreciated observations and thoughts.
