The Numbers Grow
Tear gas now wafts its way through the windows of my office. Twenty-four hours after central Cochabamba erupted in violence that claimed two lives and wounded well more than a hundred, the numbers of people in the streets only grows.
I just returned a while ago from the Central Plaza, where a crowd of about 5,000 people demanding Manfred's resignation gathered to hear speeches from the balcony of the central labor union. I was one of only a few gringo heads that stuck up from the Bolivian crowd. Sticking up higher still were thousands of rough wooden sticks held upright in people's hands. It's safe to say that my mother would not have approved of how I spent my lunch break.
Cocaleros and others from the countryside region of Cochabamba are coming in by truckloads. Omar Fernandez, the Irrigators Union leader and MAS Senator who is a leader in the protest, asked those blockading the roads in and out of the city to let the newcomers in. Opponents of Reyes Villa are increasing their numbers and they are coming here to stay.
I don't know, at this writing, exactly what is happening with concentrations of Manfred supporters, but there are reports that two separate groups, possibly armed with guns, are marching toward the Central Plaza to take control of it. Rumors are many in these situations and hard facts tougher to come by, but we'll keep you posted. Clearly, new outbreaks of violent conflict are possible.
Speaking from the balcony, a visibly exhausted Fernandez made it clear that the leadership of the protests want further violence to be avoided. He cast yesterday's events as a deliberate provocation by Manfred supporters and urged those in the plaza not to allow their adversaries to drag them into violence once again.
The Morales government has made several statements in the last 24 hours. Evo Morales, en route home from the presidential inaugural in Nicaragua, called for peace and dialogue. Last night, Vice President Garcia Linera blamed Manfred for provoking the violence and also called for peace. More interesting was a long declaration on the radio this morning by the Vice Minister of Government who said the solution to the crisis needed to be a compromise that "respected democracy." That compromise, he said, meant that the cocaleros and others in the plaza needed to respect the democratic legitimacy of Reyes-Villa as governor and Reyes-Villa needed to respect, in turn, the democratic will of the people of Cochabamba who voted strongly against the regional autonomy Reyes-Villa is now backing. The prospects of either side backing down seem pretty slim at this point.
What does all this mean? Here are three things that I think have to be noted about the current situation:
1. The violence yesterday was clearly started by Manfred's backers.
The facts seem indisputable. At 4:15 the cocaleros, about 600 of them, were dispersed on the lawns at the end of the Prado on the southern side of the bridge. Some 1,000 stick-wielding Manfred backers deliberately crossed to that side of the bridge and began beating people. TV film footage, including scenes of young male Manfred supporters beating indigenous women, not only corroborate this version of events, but also sent a racially charged image across Bolivia that will not soon be forgotten. Yes, the cocaleros helped provoke the current crisis, but Manfred's backers win sole credit for turning that tension into the violent melee that took place here Thursday.
2. The Battle of Cochabamba is a stand-in for something much larger.
Each side has sought to wrap itself in the mantle of "democracy", and each side has some legitimacy in doing so. Manfred and his backers say he was elected by the people and that no crowd in the Plaza has the right to reverse an election. Those calling for his resignation say he is violating democracy by directly going against a popular vote against autonomy. But really, the stakes are bigger here. Cochabamba has become the meeting ground of two broad forces trying to steer the nation in their preferred historic direction. "Autonomy" is not about what language children will speak in school; it is about oil revenue and who controls it. The highlands and the marginalized of Cochabamba want that resource to belong to all of Bolivia. The eastern provinces, where the luck of geology placed that oil and gas, want to maximize their share. Unwrap all the proclamations about democracy (though clearly sincere by many) and it is about oil and gas, political control of the nation's future, and what Manfred opponents call, "the process of change."
3. We are in uncharted waters here.
This is not the water war. Then you had a unified Cochabamba – urban and rural together – joined in a social movement with clear leadership, facing a government. Even in the most conflictive moments there was a logic to how the various actors made their choices and there was always dialogue between the two, along with skilled mediation. This is about a Cochabamba deeply divided. Some of the same neighborhood people blockading streets in the more affluent northern parts of town yesterday, in support of Manfred, were blockading with the Coordinadora seven years ago. There is no dialogue taking place and no viable mediation. There is also much less control from above about what happens on the street. The end game in the water revolt was clear toward the end – eventually Bechtel would leave. How this crisis ends is completely unclear, and uncertainty combined with angry crowds in the streets is a dangerous chemistry.

El secretario ejecutivo de la Confederación de Choferes de Bolivia, José Luis Cardozo, en coordinación con los dirigentes del departamento de Cochabamba, instruyó el repliegue de los vehículos de servicio público de aquella región, especialmente de la ciudad capital. Cardozo también demandó la renuncia de la ministra de Gobierno, Alicia Muñoz, por no haber tomado las acciones necesarias en la capital cochabambina que eviten el quiebre del orden público, el desorden la violencia y la muerte de dos ciudadanos bolivianos. I agree with two of Jim's points (this is about a lot more than just Cbba, and that the end is unclear). But I am not entirely sure it is fair to blame one side for the escalation of violence. Just as it is the case in other places (Israel and Palestine, Shiites and Sunnies, etc etc), both parties participated in the chaos and are equally responsible for the violence and uncertainty that have followed.
In many ways, this was deemed to happen sooner or later... tempers and tolerance have been in short supply in Bolivia for some time now. I had hoped that the Morales adminstration was going to be a break from the past, and in many ways rise above this. Disappointingly, the current adminsitration has provided no leadership, or given a message of peace and respect for democracy.
Although I am not a Reyes Villa backer, I also lay some blame on the central government for its inability to contain the protesters and subsequent violence. I understand that the police should not be use as a tool for repression, but the police can play a legitimate role in keeping peace and order. The government has repeatedly failed to assert its leadership and authority, choosing instead to act through hard-to-control social movements. The "pueblo" (however defined and whoever that includes or excludes) cannot be a replacement for delegative democracy... what's the point of voting a new government into office, if policies and terms in office will be determined by mob rule?

2. Violence started on monday, no yesterday. Injured civilians, among them people who happened to be there and journalist. A burnt builidng, and burnt cars.

One note: several commenters the last few days, along with many of the Manfred supporters in the streets, have made reference to the fact that he campesinos protesting Manfred are not from the city of Cochabamba. This seems irrelevant to me, given that Reyes Villa is the prefect of the entire Department of Cochabamba - he is no longer just mayor of the city of Cochabamba. Thus, while the methods of protesters can always be debated, it seems to me completely appropriate that residents of the Cochabamba campo travel to the seat of departmental power with their appeals. I suspect that anti-indigenous racism usually underlies statements calling into question the rights of campesinos to protest in the city.
If the issue is really the presence of outsiders in departmental politics, then both the MASistas coming in from La Paz and elsewhere AND autonomistas coming in from Santa Cruz and elsewhere should be denounced. But it also brings one back to the original issue of whom Manfred pretends to represent - Cochabambinos or the Crucenos and others from the media luna who will constitute an essential base for his future presidential bid - when he promotes autonomy in direct contradiction of the will of his constituency.
Okay, two points: I think the nature of the violence in Cochabamba changed yesterday with citizen groups attacking citizen groups en masse. That was started with by the Manfred supporters. But the conflict and elements of direct physical violence in it did indeed start earlier -- and I wouldn't only date them back to Monday. The "who started it" debate looms large in every such conflict, and whole mythologies are created on each side to tell the story.
Personally, I don't think it matters too much who started it. That's not an excuse for continued violence on any side.

Jim is a hypocrit. Of course won't denounce Edgar Patana and his Talibanes because he shares their distorted view of the world. MAS has already decided they don't care for democracy, they like the power, now want control. With Jim they believe that this is a just claim no matter the means.
The moment a march was called, it was known that there will be deaths. They want the situation to escalate so that they can further their grip on power. The Burning of the Reichstag is near (although they have aleardy burned several People's house)
I love the Bolivian idea of compromise. The cocaleros agree to stop infringing on peoples right to free transit, food, water and fuel if Manfred will give up his constitutional right to call for a referendum. Don't get me wrong, I agree that the autonomy vote lost in Cochabamba (which is a true testament to good propaganda), but can’t the poor disenfranchised come up with another way to make their voice heard? C’mon “Democracy” Center, help these guys out.
By the way Jim, I whole-heartedly agree with previous commenters: the violence started when the anti-constitutional rights crowd blockaded the city (an act of violence in itself), and enacted threatened further violence against anyone trying to exercise their right to free transit. There is your deliberate provocation. If you accept that form of violence as a brand of political speech, then just where do you draw the line?
I just finish evaluating the Cochabambino situation of the past tree days, I talked with several people in both bands and her I reply to Jim’s 3 bogus things he noted.
1. From now on, MAS henchmen are not the solely owners holding power of civilian mass destruction and murder. The events have showed that Bolivia’s large, pacific and quiet middle class can turn violent against the regime if provoked beyond certain point. The taking of the city of Cochabamba appears to be the breaking point for their citizens, who turned to be much more aggressive that Pacenos and Chuquisaquenos, as noted by MAS disciples.
2. Because this problem exploded in Cochabamba many people realized that the government have being deceiving them whit their anti Cruceno rhetoric; in the past three days, there were no disloyal and conspirating Cambas to blame, only Cochabambino Collas. This is also recognized by the Regime supporters, from the top to the bottom of their lines. During the conflict, the cocaleros permanently called the people defending their city, “Cambas cabrones”, “Cambas de mierda”, etc, etc. After the conflicts, all mayor MAS supporter, Jim including, try to bring the Crucenos inside the Cochabambino problem.
3. When I asked the Cochabambino citizens why were they risking their skin, they told me that if they do not do it know, do not defend their city and democracy; they will not have a chance to do it in the near future. All of them believe that the MAS regime could have had Manfred’s ass in a pacific way; one of them told me “if they are so many like they say, why they not collect signatures in a book for a referendum to out Manfred?”. The regimes backers I spoke to, only answer to the same question indicating that Manfred must go because, simply; doesn’t think like them.
In conclusion, the mayor problem for the MAS building a nationalistic ethnic state is one, AUTONOMY.
Thank you, Jim, for keeping us updated. The mainstream media does not cover such events and you provide a valuable service for those of us who care deeply about Bolivia and its people. I am sincere in saying that I will pray for the safety of you and your family, and for peace and justice in Cochabamba. It is basically a situation where some groups are using violence against words. It's the way here. If you don't like an elected official; throw him out, violently if need be. It's not democratic (nor logical, so don't try and understand it (with a name like Pascal's Revenge you've gotta be logical...)) by any means, but it's the system.
Meanwhile, yesterday, a group of 2000 violent protesters left the peaceful protest in Plaza Principal and tried unsuccesfully to take over two television stations (Red Unitel and Bolivision); again, an act of violence after being 'pumped up' by the "peaceful" rhetoric.
So much for peaceful free speech. I witnesses a middle aged gal on Monday being hit with sticks after saying something under her breath about "Bon-Bon"; beaten because she made a comment... These folks are violent and regardless of who started it seem to want to maintain their violent actions that have been perfected by their Coca Syndicate leader during the past ten years.

Another "referéndum autonómico" is illegitimate and designed to provoke if not anull the voting rights of those who are not members of the dominant class.
For context:
If a society is to be governed by the rule of law, it must be governed by the legal principle of "res judicata":
a matter-once decided-is finally decided.
The majority class of primarily indigenous ("people") that have always been dominated, marginalized, exploited, murdered by the dominate class of euro-centric types ("elites") feel that the Prefect ("Reyes Villa") acted overtly to violate their succesful vote against the referendum; feel he must resign for violating his fiduciary duties and, thus, for lacking legitimacy.
It is established in relevant part of article of 11 of the:
"Ley de Referéndum, en su inciso I, se establece que dentro la circunscripción nacional se podrá realizar un referéndum por cada una de las iniciativas en cada periodo constitucional".
That means one referendum on autonomy per constitutional period.
Imagine the alternative, a never-ending series of referendums:
If the Prefect wins, then the mayor can ask for one or the dogcatcher can ask for one. Why not just schedule “referendums autonomicos” from now until eternity as a tourist attraction?
Obviously, the thing has been decided until the next constitutional period.
Accordingly, the people feel the prefect is an illegitimate authority for violating their voting rights and allegations of:
bringing in neo-fascists thugs from Santa Cruz;
ordering a mid-level policeman to give the order to shoot and gas the peaceful demonstraton which provoked the unlawful burning of the prefecture, an act by which the people soiled their moral standing;
corruption;
and refusing to be audited;
or subject to being recalled.
In the USA, Nixon also violated one or more laws and the people took to the streets and set barricades. To save the nation from further turmoil, Nixon resigned despite being elected democratically. Whereas, the prefect will not since he can not be recalled.
On the right to use a recall instead of having to risk your life by lawful assembly:
In California, "actor" Arnold Schwarzenegger won a recall election against Governor Davis who was recalled for unpopularity with the voters. Schwarzenegger then hired Davis staff and has been governing like Davis did-to the dismay of Republicans-and now Davis and Arnold are best friends (Davis is working as a lawyer/lobbyist).
In today's El Deber, the Croat leader of Santa Cruz businessmen called Morales' proposal (for legislation that gives the electorate the right to recall politicians) a "distraction". Elites in all cities of Bolivia do whatever it takes to keep in power politicians that deny rights to the people so they can maintain their privileges and exploit the uneducated by keeping them as a cheap labor pool.
Thus, denied key rights, the people can only seek redress for their grievances by subjecting themselves to the criminal violence of well-funded neo-fascists paramilitaries that always murdered them in the past. It is what happened in recent times in Bolivia, Argentina (starting with Isabel Peron) Chile (Pinochet) and etc.
After years of litigation, a federal action here in Los Angeles was resolved against Colombia, its army, Pepsi Cola and others. Millions of dollars were won by attorneys on behalf of their clients, indigenous Colombians seeking justice in my local US court.
I am working on the same thing so that it could benefit Bolivia. Elites, cyber-terrorists and paramilitary types should govern themselves accordingly.

Should MRV not resign, and fight them off successfully, he'll be vindicated as a defender of Democracy, etc. MAS has an interest in escalating this intra cochala thing into a Camba vs Kolla issue. Serves to advance their interest in controlling power. The likely outcome is a 'negotiated' cuarto intermedio while a recall referendum is conducted.

Frank IBC previously claimed-in essence-that my posts (I am in Los Angeles) came from the same ISP as the host (Jim's reports prove he is in Cochabamba). When challenged with the facts, he shut up.
Now he makes other claims.
On the Nixon point: During Nixon's tenure as president of the US, there were many violent protests, not just in the US but in the world (europe, especially) that were directed in particular against his Vietnam war policy. Colleges were taken over by student demonstraters in such a way that one of the world's most popular bands (Crosby, Stills, Nash & Young) wrote a big hit called "Four Dead In Ohio" about a student protest at a Ohio university where four students were shot dead by the national guard.
All these protests made Nixon so unpopular that when he covered up a little "look-and-see" in a Democrat party room at the Watergate it lead to impeachment proceedings that even Republicans supported because Nixon tainted them and they wanted to remain in office. The protests made Nixon such "damaged goods" that Nixon resigned and Republicans were swept out of office in the next elections.
In contrast to that, Bush has issues regarding Iraq and domestic espionage (wiretapping without court orders and now he can go into people's mail) yet there have been minimal protests compared to those in the late sixties and early seventies directed at Nixon. I believe that is why the calls for Bush's impeachment have gone unanswered. He is just not unpopular enough for people to take to the streets in protest in sufficient numbers or significant action.
As to my credibility on the Croat ogliarch (I forgot his name is Branko Marinkovic) that I alleged is impeding Evo's proposal for a policy that allows for recall of corrupt or abusive politicians, I pasted below the relevant part of the article I referred to from www.eldeber.net:

Did I heard that Evo said only one person died and was a Cocalero. My friend's boy is the young 17 year old boy that died. Let me tell you that children, old people and young teenagers, male and female were marching in what they thought was going to be a peaceful march in support of democracy this last Thursday. The MAS supporters came into the group trying to separate the group, scaring women and children into hiding, but one of these young kids was Christian Urresti Ferrel, he was going to have his 18 year old birthday on Friday. Evo has been lauded by the IMF for his tremendous fiscal responsibility, something they said they had not seen in Bolivia. This despite spending money on financial incentives that permit children to afford to go to school and passing universal health care, something we do not even have here in Texas.
Manfred refuses to be audited. Meanwhile citizens complain that he is spending vast sums on promoting himself in the media. Seeking de facto independent nation status as an autonomy associated with the central government is why he set Cochabamba on its civil war path.
Evo renegotiated contracts with the transnationals and has created vast wealth for Bolivia, which has made being a non-audited prefect a lucrative propositon.
Manfred sold out the water rights to even the rain to transnationals. When the people arose, Manfred did what he has done now, he disappeared. Also Manfred left Cochabamba saddled with unsustainable debt, for the first time in its history because of loser projects like the tram, which only served to fill the pockets of Manfred and his cronies according to the allegations.
Evo has fought corruption and now Bolivia is no longer regarded as the most corrupt country in the hemisphere after Haiti; Now it is in the middle of the pack. Only under Evo are the former untouchable crooks in the ruling class winding up serving time. Since Evo plans more investigations to root out corruption, you and Manfred are probably worried thus you are putting this full-court press: using the death of an alleged juvenile delinquent, from that notorious hooligan group known as "los hijitos de papa"/the spoiled sons of their father.
Manfred's badge of implied corruption was such that his follower "Chaly" abandoned him and ran for mayor successfully on his anti-Manfred ticket; Manfred's corruption tainted party NFR had to be disbanded. He only became prefect because Evo is an uneducated person who is surrounded by the less than competent thus he put up a weak candidate.
