Three Messages that Morales and MAS Need to Hear


I have spent a lot of the past few weeks having conversations with Bolivians I know, listening to their concerns about events here and especially to their views about the one-year-old government of MAS and Evo Morales.

Too often, the government and MAS have met all criticisms by dismissing them as the rhetoric of "the oligarchy" or of right-wing elites. To be clear, a good deal of the opposition to MAS and Morales really does come from elites who see their privileges under attack and who have wanted the new government to fail from the start. But a lot of that criticism also comes from people who used to support Evo and MAS and who, importantly, could have been and should have been a reliable part of MAS' base of political support.

Here are three messages that I hear these people saying to Morales and MAS that neither the party, the government, nor the President seems to be hearing. They need to, not just for the sake of their own political fortunes, but for the sake of Bolivia as whole:

1. The Middle Class Matters

Evo Morales got elected president with a historic majority a year ago because he did two things. First, he built a solid base among Bolivia's poor and in rural areas. He wrapped himself in his indigenous identity and, with no real competition for that same base, made himself the embodiment of political hope for the nation's most marginalized people. Second, and equally important, he convinced thousands and thousands of middle class voters to back him as well. They did so with a mix of aspirations. Some hoped that putting social movements in charge would keep them off the streets. Some joined in his desire for a change of economic course. Others voted against old parties that they viewed as tired instruments of corruption (including PODEMOS which many viewed, correctly, as Banzer's ADN party with a new name).

In the year since, Morales has alienated that middle class base over and over again – with his government's efforts to undo Catholic religious education in the schools, with his resistance to compromise on the 2/3 vote issue in the Constituent Assembly, but also with his rhetoric and failure to recognize that the middle class here struggles also.

A neighbor of mine, who owns a small corner store, captured this sentiment, explaining to me that she voted enthusiastically for Evo but would never do so again. "He talks always about the indigenous, but what about the rest of us?" she told me. A President needs to be President for all the people.

Evo would help himself and the country enormously if he dedicated himself in this second year to also reaching out to the nation's struggling middle class. They worry about their children's schooling. They worry about limited economic opportunity. The young are leaving Bolivia by the thousands each month to become nannies in Barcelona or homebuilders in Madrid, leaving behind confused children and tearful parents, all for the lack of opportunity at home. A simple message of, "Yes, I am your president as well," matched with policy initiatives to address their concerns, is essential.

Lest this be dismissed by MAS politicians as unneeded, they might take account of the fact that the best political defense MAS has against the right wing is not the ability to assemble masses in plazas but to rebuild its rapidly evaporating middle class base.

2. Humility and Competence Matters

When he was inaugurated a year ago, a more humble Evo Morales told the country that he would certainly make mistakes as President and the he would be to admit them and learn from them. Today a less humble Morales and MAS administration seems virtually incapable of admitting errors when it commits them, relying too easily on excuses and charges against the opposition.

I had a long visit with another Bolivian friend of mine the other day, a smart human rights lawyer who I have known for years and who I respect greatly. She is exactly the kind of progressive person many outsiders would expect to be a big Morales backer, but she's not. When she speaks of Morales she uses words like "authoritarian" and "arrogant". Those are not only characteristics that make citizens apprehensive about their government. It makes them afraid of their government. MAS and Morales need to hear that.

Citizens also expect their government to be competent, and the results from MAS so far are decidedly mixed. The government now has its third state energy company (YPFB) head in a year. The Water Ministry, a new agency created with great hope a year ago, keeps spitting out all the competent people I know who went to work there. To be clear, MAS and Morales have made some important progress, most notably in renegotiating the giveaway oil contracts that Gonzalo Sanchez de Lozada handed to foreign petroleum companies a decade ago. But, especially in the new round of Cabinet appointments, political allegiance seems to be more important than competence and that is a bad sign.

3. Reconciliation Matters

Yesterday I sat with a cluster of Cochabamba social movement leaders who professed openly about their depression at the direction of things here, and specifically the disaster of the deadly confrontations in the streets on January 11. The odor of mistrust, racism and hate lingers for many here in Cochabamba. People with dark skin tell me they worry about going into the neighborhoods of the north and wonder aloud whether light-skinned people from the north feel the same about the southern neighborhoods.

There are thousands of people who did not spend January 11 running through the streets with sticks and don't back the partisan brinksmanship (with other people's lives) played by either Evo or Manfred. They are searching for a path toward reconciliation.

A President needs to be a force for bringing people together, and not simply join with his adversaries to divide them. Watch for more groups on the left to challenge Morales this year, not just for his policies but also for a style of governing that worries them for many of the same reasons it worries his adversaries on the right.

A week ago, in its version of the "Evo at One Year" story, the Miami Herald quoted me with the tag, "sympathetic to Morales' aims." I think that is a fair characterization. I am sympathetic to the aims that Bolivians had when they voted for Morales a year ago – economic policies aimed to benefit Bolivians instead of foreign corporations, real political power for the marginalized majority, a battle against corruption, and a government that would incorporate the full diversity of the population it was hired to serve.

I still believe in those objectives and I think there are many good people in this new government that do as well and who are working hard toward that end. But faith in the process and in Morales' leadership is eroding among many people who once believed in it.

Evo and MAS need to hear that and need to deal with it, now. If they do, the government that began with such high hope still has a good chance of succeeding. If they don't, the future of the President, the party, and the country, looks full of trouble.

It appears to me that Evo was elected by appealing to enough elements of the middle but his policies are designed to throw red meat to the base on the extreme left. Essentially, the same playbook GWB used to win his second term.

In Bolivian politics, one day you are hailed and the next you are villified. It seems to me that Evo's mandate, while impressive at the outset, will prove to be fickle. Voters in Bolivia find it hard to forgive arrogance in their leaders and it is a stigma that is really tough to shake.

Evo and his power can stay in power one of two ways. The authoritarian track that provokes and attacks that he seems to be following is proving to be his method of choice. A ruler, no matter what circumstance, cannot use power to arbitrarily settle scores and grudges. Sadly, that is what the radical elements of his base want.

Alternatively, he can look forward adopt sensible policies without alienating his base and go about the business of generating jobs. Burdening the bloated public sector with more nationalizations and state interference will not get the country very far.

Although I was skeptical of Evo from the start (because I always regarded him as inherently authoritarian, intolerant of criticism, and remarkably corruptable), I agree w/ your sentiments, Jim. Evo needs to learn that being president of a country is different from being the leader of an opposition syndicalist movement.

As a president, you really have to speak to a broad range of people, and identify with everyone. Evo seems to have problems with this. I know Evo as a young man was beaten almost to death for being a coca farmer, but he should try to put such strong personnel feelings aside. I know its gotta be hard. When economic resources can be scarce, people cling to identities with alot of passion, religion being one of them. In fact, the fundamentalist and Nativist have more in common than anything. Sometimes Bolivia comes off as being racist to me, unintentionally, and you have to live there and understand culture to understand this, and get past the spoiled American mentality of too many choices. Anyhow, the link below i encourge you all to watch. I like what Evo has to say for the most part, his honesty and truth and humbleness. But at the end of the video, he shows his strong personal feelings to what he thinks is the "only" race in Bolivia, and even mentions how anything other seems like an attack on him. This really shows his character flaw as a president IMHO.

I am unsure why Morales' aims evade your skepticism, or even--dare I say--your analysis. That you construct his economic policy as intended "to benefit Bolivians instead of foreign corporations" is particularly troubling to me, on the one hand because it neglects possible ulterior motives of nationalization, and on the other because it does no justice to the stated aims of free market policies.

Both socialist (or quasi-socialist in the case of nationalization...take a look at what's going on in Camiri to see what I mean) and capitalist policies are promoted by what they can produce for every citizen. Why should Evo's word that he aims to benefit Bolivians be taken for granted while proponents of free market policies are slandered as aiming only to benefit corporations? I can certainly think of many hidden entities and individuals that would benefit from Evo's nationalization, and that is to say nothing of the utter lack of transparency in his management of the gas industry. The contents of the contracts he has signed remain largely unknown, and many reasonably suspect that his nationalization was little more than a publicity stunt. It certainly did produce a surge in his approval ratings, but keep in mind the contracts haven't even entered into force yet. In fact, it was announced today that they would be delayed...

Anyway, I think Evo and his government are well deserving of a little healthy skepticism from you--and I don't mean optimisitic criticism, what his what you have been providing so far. He certainly wouldn't be the first charistmatic leader to be disengenuous in promising his people the sky.

OK Jim, this is where you lose me.

I agree 100% with everything you said. The problem is that you make it sound like these are discoveries about Evo at the mid-term point.

Every single one of these things was abundantly obvious about his politics from the first day he ran. That is why I've always been against him.

Bolivia has always needed an "indigenous uniter" - a person with the credibility of his origins to defend the indigenous and marginalized, yet recognizing the diversity of Bolivia racially, regionally, and economically.

Evo built his popularity on hatred, divisivness, and bombast. His politics have always been about blaming and pointing fingers. Even where blame is due and pointing fingers is appropriate, it is rarely constructive.

Evo has ALWAYS played the divisive racial card. He has ALWAYS disrespected anyone who is not poor and indigenous. He has ALWYAS set himself up as anti-American, anti-"system", anti-capitalist, and anti-whatever.

He's never been good at building, creating, uniting, compromising. That's why his reaction, even as president, has often been to talk of taking the streets.

What you point out Jim is dead on target, and fatal for an effective presidency.

Why weren't you saying this before Evo became president??!!

Just one follow on comment - the LAST thing Bolivia needed was racial politics.

Racism has always played a MUCH greater role in Bolivia than most of the Bolivian middle class likes to admit (or even recognizes IMHO), and that is a benefit of Evo - to get that out in the open.

But Evo had the opportunity that he was never going to take.

To say we are ALL Bolivians. That racism, regionalism, classism is dead. That it will not be tolerated. That a true revolution has started in Bolivia.

Instead his message was - and continues to be - "it's our turn!!"

Understandable on an emotional level, but directly responsible for exacerbating the type of confrontations we've seen in Cochabamba.

I was living in Puntata, a short distance outside of Cochambamba when I had my first encounter with Evo. I looked at the man as he held a rally in a plaza, his aides rolled out barrel upon barrel of the celebrated "Chicha Punateña" and he made promise after promise to the indeginous quechua-speaking residents of Valle Alto. I couldn't help but worry about what would happen with a man who appeased locals by liquoring them up and spouting racist-socialist-nationalist rhetoric in charge. However, I have to admit, at the center of all the banter was a legitimate agenda and viable execution plan. Now, a little more year later I look back and think how incredible it is that he has managed to keep many of the promises he made that afternoon in Punata. It is unfortunate, however, that he chooses to be so isolationist and confrontative. The world has a lot to learn for Bolivia; it is a nation in a very unique situation and it could prove to be an example for developing nations around the world.

Holy Pinocchio, I am in absolute stupefaction after reading Jim’s post, if I will be in front of him I will tell Jim, “que bicho te pico?”; writing here the regime’s strategy for 2007!!! I hope he has their permission or he might be following the steps of the Peruvian Walter Chavez.
I don’t know if Jim really spoke with the people in the streets or just read the posts of his critics at this blog but I felt I had written the post myself; with the difference that I would also have mention that the light-skinned middle class in Cochabamba are know afraid to go to the South of the city and their women avoid as much as possible to go to La Cancha (Cochabamba’s largest “peasant” market) because of several stories of mistreatment by dark-skinned sellers.
Now, the true is that the MAS regime did realise that they made a mistake with the middle class, recognize it and is planning to wash our brains out again this year to get us back for the crucial votes on the new Constitution referendum. Pardon me for not being so naïve, but I believe that Jim’s post is just one small part of that new agenda; it is just to weird he goes on the open “just realizing” all off a sudden that the racism, hate, authoritarianism and arrogance was there; when it was present every day among MAS elite even before the Regimen of Evo raised to power.
I will also disagree about his opinion on the new Evo’s Cabinet appointments; the regime performed 3 extremely important moves. The first one choosing the new education minister with somebody that could, and very possible will, bring that important middle class sector back to the regimes control. Important not only for their large numbers; but because teachers in Bolivia do go to the streets to protest violently and no government want them as enemies. The second choosing was to sent Alicia Munoz, “donde manda ministra no manda prefecto” to Argentina because her arrogance was way out of hand and the Regime do not want to piss off armed middle class policemen. The new Government Minister is as incapable as Munoz, but has a much shorter tongue. Munoz is not going in vacation to Argentina, she is after the middle class Bolivian votes in that country, votes for the new Constituent referendum; don’t be surprise if Bolivians “only” in Argentina and maybe Spain are going to be able to vote on that important day. An at last, showing one more time that the NGO “Bolivian Permanent Assembly for Human Rights” is just another appendix of the MAS regime, Sacha Llorenty has being appointed as the new Social Movement Coordinator Vice Minister; with the intention to make him a bridge between the SS (Social Sectors) and the Bolivian middle class.
Who many times did I mention middle class above? The fact that Jim was not publishing about the regime’s activities doesn’t mean that they have not being doing anything. I support most off his “findings”, but something smells fishy and it is because it appears that a new political campaign is in its beginning, the campaign to win the New Constitution referendum. I can only hope the “middle class” can open their eyes, and noses, and not be fooled like they were a year ago; at least I will help them with my writings.

This is the best post I've seen yet on your blog, Jim; way to go! Decent treatment, respect, and inclusion for all: these are the only principles to use if one expects to be a unifying president, not a divider, like George Bush, or a subjugator, like Hugo Chavez. So far, Morales has done more to divide the country rather than unite it. I hope recent events and who knows? maybe reading your blog will cause him to reflect on what he should do if he really hopes to lead and improve one/one country called Bolivia...

Hahaha Light skinned women afraid to go to La Cancha?!?!?! MY cousins are as white as bolivians get and that is their favorite place to go shopping as well as my little 5 year old cousin. no they dont need body guards, they dont even go accompanied by men. I do agree Evo has fucked up alot of things. But Its not easy being president and my father tells me how racist bolivia was when he was a little kid. no indians on the side walk, when they came in the house to work or something they had to kneel and cower to one side, (it would be funny all those "white" bolivian racists trying to join the KKK here in the US. they would probably get the shit kicked out of them) Things dont change easily. its gonna be tough but i know the answer isn't with the sell outs who want Bolivia to be another USA.

Nice piece of writing, but Jim you should now that Evo’s nationalization between quotes is really mild and has favored the foreigners rather than the locals, Also you should enquiry about mining at Bolivia – like Minera San Cristobal owned by APEX SILVER they are exploiting people through its subcontractor such as BOLSER – a contractor from Sta Cruz – basically they are making the peasant their slaves – please look into it

I'd have to agree that that was the most balanced, well written post I've read on the site. You've made some relatively strong criticisms, many of which we've seen here before, but refreshing coming from the host. When you alientate all but a single class or race, when fully 50% of your cabinet doesn't make it past the first year, when it seems that every public utterance has an undertone of bitterness and revenge, well you have to wonder if you have the right leader. Hopefully others are bringin this to Mr. Morales' attention as well. Hopefully Mr. Morales is beginning to listen. Hopefully he's willing to make a change of course to represent all of constituents. And hopefully the change is permanent and not just a ploy to garner increased support for the CA as suspected above. Anyway Jim, fantastic post.

YES.... we NEED to be a United country.... but it is not and it has a long ways to go, History tells us that the white (Spanish mentality) always felt far above the Indian and I know Evo must be giving back.... what he received as a child and teen. I understand his feelings....BUT... he is NOW Presiedent. Many white Bolivian's had faith in him and voted for him. Sick of white corrupt Govs. of the past.... which unfortunaetly "Evo" has lost (faith).The Indian is dangerious when he gets some power or thinks he has it. 1952-3 is a good example. The most dangerious in our country is the "cholo" who is classless and looked down by most everyone else. I wonder if Evo isn't of this class.... at times all he speaks about is the "originarios" and 500 years of represion of the white to the Indian. I understand he doesn't even speak Quechua or Aymara well, much less Spanish.... but he is STILL President and it is HIS job to see that "EVERY" Bolivian is safe, be able to eat, home and job and be "FREE" to EXPRESS what he or she wishes..... with out being persicuted (Is EVO afraid? Of what?) Evo must also STOP having Venezuelans and Chavez, have such influence on Bolivia and his own thinking. We did not like the North Americans and their influnce on our past Govs.. much less the Venezuelans or Cubans. We don't like the arrogance of Bush or Chavez, now we have to put up with Evo and the MAS .... for the same reason. May Bolivia be a country that (its people) "we" can feel safe in and prosper, NO MATTER what color or social back ground we are. May Evo, Lineras and the rest of MAS be persons, party, etc. that would bring us up and unite the Republic of Bolivia.

Sidenote:
"Grasshopper 2.0" is a popular culture reference to an award-winning and popular 70s television series called "Kung Fu". It starred David Carradine as "Caine", a Shaolin monk who fought for justice in the old American West. Caine was only armed with a sense of social responsibility and martial arts training by the blind Shaolin master, Po, who called him "Grasshopper" in flashbacks to his youth in China.

Viewing said show was generally followed by Grindio's swift kung fu-styled-kicks to his bully brothers, in a precursor to the development of his current fight for justice against powerful oppressors of the human spirit . . . like Bush. :-)

to all the above and Jim itself, where do you see caucacians at Bolivia, I ve been there and there is none, only indians and cholos - the mixed race - seriously there is no whites - I dont know what is the fuss about, I dont see any racism there, how can you be racists amongost your own, its like claiming you are better than yourself - you against you, Nonetheless I ve met some nice Brazilian girls and yes they are caucacians, have the traits - but that is another history so Jim dont make race an argument - you should know better since you chose to live at native Bolivia, which is like trading the Caymans for Jamaica see the point my friend -

Despite the noble intentions of his policies, Evo should not marginalise the middle class because then it is merely redoing what the "imperialists" have done to the indigenous peoples for the past few centuries. Otherwise this will further polarise the racial divide between the indigenous people and the middle-class mestizos. I think that in his goal to nationalise the many aspects of Bolivia he should not forget to reassure the middle classes, especially where there are people who support him, that their rights are safe. Otherwise they may feel left out and threatened and this is not good for harmony. Of course the native rights should be upheld, and it has been done in good spirit so far, but a check and balance needs to be present.

You may continue your activities in Bolivia after all.

I am extremely dissapointed that you did not cover this topic. BTW I was talking with some Bechtel people last week. They said that they withdrew from arbitration because of NGO pressure, not because they were going to loose. Basically, Bolivia was chump change and their image was worth more. That's too bad. Bolivians should've been punished in order and now they would know better than to do stupid things like nationalizing Entel and kicking the Hindis out of El Mutun.

Oh yeah, right now would be a great time to do a follow up on that story. Weren't you praising Evo for this. Your article's two reasons are now ironic, making the whole thing read like as if you were being sarcastic.

When you listen to Evo's speeches on TV in the various meetings of the 7 Federations (BTW Evo is still president of that sindicate, conflict of interest?) you'll notice that, apart of being long winded a la Castro, most of the time he is simply talking about that time he got drunk with this compan~ero, or how that other compan~ero was drunk on that bloqueo, etc. Not saying Evo is a drunk, but alcohol plays a CENTRAL role in their trayectoria de lucha sindical.

His attack on Daniel T. a couple of weeks back, who was an earnest resident of Cbba who only wanted to express his frustration at the situation of mid-January, was an absolute disgrace. At that point I realised there was nothing of value coming from that rather large mouth.

Regarding "Anonymous 8:07AM"'s comments - I probably would have agreed when I first arrived in Bolivia. I couldn’t tell the difference between "Camba" and "Colla", but I kept hearing about this racism. To me, the two groups were indistinguishable. After a few people "enlightened" me though, the physical differences became more apparent. The whole thing reminds me of that Star Trek episode with two aliens, both half black and half white, who bitterly hated each other based on skin color – one was black on the left half and the other white on the left half. The physical difference had to be pointed out to everyone else. Racism is a learned vice. Now it is something I have to consciously avoid and I don’t always succeed. Regarding Anonymous comment (1:50pm) and Sabe's (8:16pm), I happen to know Bolser from my past involvement in the Bolivian business milieu and have never heard of ay improper behavior . Bolser has always been known for its high standards, this includes its management. Anonymous comments lose credibility, slandering someone and hiding your name is a lot more negative for the anonymous writer than for the person or company in question.
