Update on the Cochabamba Uprisings

It was certainly the largest massing of people in Cochabamba that I have seen since the water revolt seven years ago. At midday, a river of people, many blocks long, was filling the city’s main plaza, at least 5,000 people. Again, as yesterday, the demand of those marching was the resignation of Cochabamba’s elected state governor, Manfred Reyes Villa.
Two Worlds
Walking through the sea of protesters and listening to their comments, then doing the same with the rest of the city seeking to go about its business (in a center essentially shut down) was like walking through two vastly different worlds.
“The people have spoken, he has to resign.” That is what one older man concluded as he surveyed the thousands of men and women, many of them from rural areas beyond the city, who filled the center. In his view the ongoing uprising was a clear and compelling measure of public sentiment, a democratic expression that had to be respected.
“Who do these people think they are? The governor was democratically elected.” That was what a taxi driver said to me as we spoke a few minutes later, looking for an open route to another part of town. In his view, the crowds occupying Cochabamba’s core were defying democracy, not practicing it. Rule by rebellion.
For a brief moment on one of the many blocked off corners near the plaza I got to witness the two worlds and two perspectives in direct collision. A woman, who looked like a professional from her dress, accompanied by a slender man in a green necktie, was challenging a small crowd of young protesters.
“Manfred isn’t respecting the will of the people,” one of the protesters said.
“I supported Evo for president because I supported the change,” she replied. “But what has he actually changed other than telling police they can’t stop vandals?”
Despite the heated rhetoric and emotions, the most compelling thing is that they were actually having a dialogue, a real one, about the political future of the nation. As messy as it all seemed I did pause a moment to wonder if the US would not had been better off if people had been willing to engage with such conviction in spontaneous public, street corner debates about the wisdom of the Iraq war before it was launched. Sometimes democracy pops up in strange places.
The Chess Game
Today’s march, unlike yesterday’s, resulted in no burned buildings (the outside of the governor’s office is all smoke stains and broken windows) and no gassing. It is important to note that, according to everyone I spoke with who was actually there yesterday, the police clearly started firing gas on a peaceful protest and the assault on the state building was an angry reaction. In addition to the march in the city center, protesters have also begun to blockade the highways in and out of town.
Watching it all I couldn’t help feel like the whole scene was about regular people, on both sides, being caught up in a game of political chess not of their making. All of this is about a power struggle between politicians at the highest level. Morales and MAS are fed up with the demand that a minority be given veto power over every procedural move in a Constituent Assembly that is utterly stalled. Manfred Reyes Villa wanted to get in the national political game and did so by allying himself with the anti-Evo forces of the nation’s eastern departments.
Looked at coldly, as political chess, it is easy to wonder whether Ryes Villa looked even a move or two ahead. Even though he played a central role in the water privatization here seven years ago (as Mayor he signed the local water company’s authorization of the turnover to Bechtel), Reyes Villa has never been the target of the social movements that are so powerful here. Not until now.
A month ago he was happily governing his region utterly above the fray of the national political battle over the Assembly. A month ago he looked like a future president just waiting for his moment down the road. The people of Cochabamba voted by an overwhelming 63% against regional autonomy when it was on the ballot six months ago. Why Manfred set out to make himself a champion of what his voters so soundly rejected is anyone’s guess.
Today he has thousands of angry constituents demanding his resignation. And while some observers might say – he benefits from this, he looks like a victim of MAS strong-arming – there is one other rule in politics, be it in Bolivia or anywhere else. Having that many people so pissed off at you that they shut down a city to get you out of office, that isn’t where you want to be.

I see that the MAS regime has pulled your ear for your previous post and you finally decided to take sides with the anti human rights anti democrats. On your behalf, I will assume that the MAS regime “strong-arming” people suggested to you that they could easily extradite you like they did with the Cuban guy, not!!!!

You meant, according to the MAS zealots that were actually there, bla, bla, bla. I was there and it all started when the Regimes toughs, the ones that just arrived from el Chapare, or so they said, started throwing rocks, with their slingshots, to the policemen that where there just standing, followed by a charge that scare the shit out of the cops. I was so close I could see the fear in their eyes and smell their fear; odor that almost immediately turned into that disgusting tear gas smell, moment when we all run away like scared sheep. The rock throwing were not from some alcohol plus coca mind damage teenagers, it was a signal that many of the people knew as the moment to start charging, including myself. Information I gathered will zipping some alcohol caiman and chewing some coquita.
After we were repelled, some MAS legislators, the ones leading this particular group, started to punch numbers in their cell phones and complained heavily about the police. In a matter of minutes, at least that is what seamed, a rumor started among the zealots saying that the police was ordered to retrieve. The cowards only returned when they actually observed the policemen taking their belongings from their garrison, and then you all know the burning of the Governors office and the cars. By the way, one of the cars was the only one a woman’s family had, according to her, bought it after saving money for years and was using it for their business. You did not mind to interview here, did you? I guess that for you, since she could actually afford a car, mast be one of those oligarch that deserves to loose her property.

VP Linears said that all this vandalism, he called social movement protest, is because Reyes Villa was against what the MAS regime believes it should be. The head of the senate, a MAS senator, said last week; whoever doesn’t think like as and follows as, is a traitor of the country. In other word, according to you Jim, if we do not follow the will of the government, even if we are not violent, and we protest according to the constitution and to the democratic laws; we should be beaten and mistreated. Is that the democracy you are helping build in Bolivia from inside your organization?
You ask, “Why Manfred set out to make himself a champion of what his voters so soundly rejected is anyone’s guess”. He explained to you and to everybody else. He believes that the autonomy from the centralized, fascist government we have is the best for Cochabamba and that he believes that he can convince the more that 50 something % of people that voted for him that he is right. He clearly told everybody that the results of the referendum for the autonomy are mostly in part because of the millions of dollars the regime spent to lie to the people in Cochabamba so they will vote no. The MAS regime knows that if Reyes Villa uses his influence in la Llajta and his office money, Cochabamba will easily get the signatures for a new Autonomy referendum and had a good chance that the yes will win. Politically cold, as you like to put it, that would be a blow the regimen could not withstand.
And yes, we do not want to be in a city that is shut down, blockage by blood thirsty Nazi still endogenist and we do not like our water being cut because Evo doesn’t like Bombon. That is why true Cochabambinos are going to go to the streets tomorrow to protest, and if attacked, we are going to fight back. For us, the “regular people” this is not a matter of politics, is a matter of survival.
El Grindio responds to bolivia libre's ("bl) opinions disguised as facts and his suspect statements of facts, which should be disregarded for lack of credibility:
As I previously stated, Evo's focus on improving the education system is a good thing. It is necessary for a civil society, if its democracy is to survive the neofascists-like bl-that surface in times of crisis. The education system in Bolivia is very bad as shown by bl's post and in particular his claim that MAS is "fascist" or "nazi", which is not possible by definition.
It is also evidenced by bl's: underdeveloped writing skills; lack of a pattern of reasoning or ability to write a valid argument; poor reading comprehension; and enmity to the concept of paragraphing.
At its core, bl's agenda is a pathetic marketing scam to seek money-by-blog-clicks. Yesterday's blog shows bl's shameless self-promotion at the expense of contaminating Jim' blog with his vitriol. Bl lurks here and surfaces to harass Jim and troll for right wing sympathizers that might click on to his blog. It would seem a better investment of bl's time to update his blog. It is two holidays old and stale-dated in the light of current events.
A better investment would be for him to take courses in reading comprehension and English composition. It would be especially good for his self-esteem if he gets a high school equivlancy certificate. If so then he might not have to make wild claims against Jim or others to put them down instead of addressing the merits of the issue before us.
Maybe he could even get more than the 250 clicks his blog's profile shows he received in almost three years.
I invite you to skip past lb's posts. One can get nothing of value from reading his verbose venom. And as a long time friend of Manfred and his family in Miami, I doubt Manfred started to associate with people of bl's ilk. Please do not judge Manfred by association with bl.
As a victim of Bl's post yesterday-wherein he made false statements of fact about myself, a proud Cochabambino with dual citizenship, I would argue that bl's unwarranted attacks against Jim shows he is one of those guys that if he bit his tongue, he would poison himself. :-)

I spoke with several friends in the Alcaldia building which is right accross the Prefectura, and they said the "march" was quite violent from the beginning.. According to people i spoke to the "marchers" had hondas, rocks and other "weapons" with them, they went towards the prefectura, and it seemed like they threatened of taking over the institution... Why are these people scared of a referendum... they can be called on whenever one wants to, all a person has to do is collect 500,000 signatures... Any civilian can do it, and i hope they do... IT IS A DEMOCRATIC RIGHT!
Jim, is a Communist! There is nothing democratic about him and unless something agrees with his liberal agenda he is sarcastically opposed to it. He is disloyal to his own country and thinks that his brand of rank liberalism is the only correct way of life.
His view on what is going on here in Cochabamba is tainted by his intense admiration for Evo and the VP. However, they are adept at dirty politics, which means that they will distance themselves from this fray and hide behind the ideals that they proclaim yet can’t live by themselves. Here is an example trucks (from the MAS) with loudspeakers have made their rounds this week (at least in our neighborhood) urging people to go to the center of town to protest. Yesterday, Campesinos could be seen toting sticks with nails, bags of gasoline (yes, bags), bags of black powder, and tires. This does not sound like the equipment of a peaceful crowd. The day before it was the same, they had their implementations of violence with them.
There is a commercial on local TV that shows what the crowd was doing before the police retaliated. They were provoked by the MAS from the very outset and only were defending themselves.
The word on the streets here is that the MAS is paying each Campesino 25 Bolivianos per day to protest. They are using women and children so that they can say that it is a peaceful protest. Children are repeating rhetoric that is obviously planted in their minds against Manfred. They are taking roll, coordinating their activities by cell-phones, and are underhandedly lying to the people. When the press tries to report the truth, they are attacked and many have been hurt.
Jim, it is easy on your US salary to live in Bolivia like a king and at the same time spread your vile liberalism to your unsuspecting hosts. If you were so "Pro-Democracy", then perhaps you should return to your own country and see if you can promote your philosophy to your own people. But, I imagine they would see right through you and recognize you as a Communist!

For you the reader of this blog regarding democracy building, you should note how the right wing and the neo-fascists that come out of the closet when there is a risk that a true democracy-which refects the humanity of its members and their oppressors- functions. The neo-fascists are ruthless and wild with their vitriolic attacks. Whereas Jim could live a comfortable life in the US teaching at a college, based on his graduate degree and empirically-derived knowledge, he finds himself RENTING a residence, riding BUSES and taxis in Cochabamba instead of worrying about mortgage payments and lease payments on a late model SUV. Why?
Because his blog serves the greater public good, specifically in learning how to help the disenfranchised, the oppressed, and the marginalized to integrate themselves into their political community by the democratic process. Now that does not pay well. Nowhere in the world does it pay well. However, elites pay well to suppress the masses, in the interests of maintaining their economic chokehold on them and increasing their wealth by maintainng an excluded, marginalized cheap labor pool.
Jim serves the America he loves by his good work. He is spreading democracy in a way that makes Bolivia a better place. Heres why that matters: It makes it more likely Bolivians will stay home to improve their living conditions instead of crossing the US border or any first world border to seek gainful employment and a better tomorrow for their family. As we who live in advanced economies in the North know, we are reaching critical mass in terms of what our ecology and the vanishing water tables can support, in terms of sustainable development.
In summation, instead of attacking Jim, how about posters posting topical posts on the issues before us and how we can help more Bolivians build a better more democratic Bolivia.

Funny how the Democracy Center, Jim, and Grindio only defend democracy under certain conditions.
Sure MRV, Paredes, et al are thieves and deserve to be dragged and quartered, but they were elected democratically. The core question, whose answer tells us a lot about the underdevelopment and failure Bolivia as a country is the one possed by the cabbie: "Who do these people think they are? The governor was democratically elected."
They think they are like Jim and Grindio...they believe they are superior enlightened beings to whom everybody must submit. They are the ONLY seers of the truth. Who cares if people get tortured, if there is no freedom in Cuba, Venezuela, La Paz...they have already done the math and they know better. According to them a free eye exam is worth the life of someone with light skin, regardless of the content of their character

Just an observation after reading El Grindio's posts... for someone who apparently dislikes when others use "ad hominem attacks", he certainly has a flair for engaging in them himself.
Anyway, on to the content... wouldn't a more democratic response to the democratically elected prefect be to call for a recall election rather than holding his city hostage until he quits? Of course it wouldn't be as effective in Bolivia. Why are we even discussing if this represents democracy? Whether it is the majority or the minority, the protestors are using violence and the threat of violence to obtain a political / ideological goal. It is the very definition of terrorism! BTW, blockading a city is by no means non-violent protest. Burning buildings and cars, well I'm not really sure there.

As a Cochabambino living in the US, why must I discuss democracy in countries from Albania to Uzbekistan? For discussing democracy in Venezuela and Cuba, seek their forums. I disregard his second “straw man” argument for lack of substance; it is a fallacy that pretends I said something false.
As to to what Frank IBC said: I will take "Frank"'s bet. Let us consider it a legal binding contract for say seventy six thousand dollars (for federal jurisdiction standards). Frank IBC must now put his money where his mouth is. We can draft the agreement so we have an exhibit in case there is litigation. I prove I do not share an IP address with the host and I win by establishing "performance" of the offer. Frank must prove the opposite. We have an offer and an acceptance that meets California law’s requirements and its jurisdiction under California’s long-arm statutes. Forum and venue are in California's federal and/or state courts. :-)
As for Norman: I was topical. There are times when the character of a person is the appropriate issue for discussion. Case in point: Republican congressman Foley when he was investigated for being a homosexual predator or Bush’s evangelical advisor Ted Haggert when investigated for hiring homosexuals for trysts wherein drugs were used by Haggert. In both cases, it is appropriate to focus the arguments on those person’s characters.
BolivaLibre ("BL") made false statements of fact and arguments from authority wherein he held himself out as the authority or made truth claims. Thus, it was appropriate to do a source qualification. Accordingly, I showed that BL is not credible as a source after he made his character the issue for discussion. Further, when BL made wild statements of fact about myself, it was appropriate to show him for the pathetic liar that his posts shows he is. Otherwise, someone might think the lies were true and BL is a qualified source for something other than what not to do if you want to avoid having a loser blog like his. For all the above reasons, it was topical to indict BL as a qualified source.
In contrast, Jim presented ideas. Thus, it was inappropriate to attack his person. Calling Jim a communist does not tell us anything about the ideas Jim presented. For argument’s sake, if Jim were a communist, so what? His ideas might still be the most reasonable view.
As to a “more democratic response” being “a call for a recall election rather than holding his city hostage until he quits”. I would say yes. Violent acts (if any), although said to be provoked by the shootings and gassing of peaceful demonstraters, are counter-productive. Instead, it would be good to consider Thoreau's writings on civil disobedience which were modeled by the US civil rights movements and Ghandi's movement which led to freedom from England. They were effective and not too much unlike what is occurring in Cochabamba. I remember another example: the national strike-wherein the whole country struck against Garcia-Mesa’s regime. In essence, the economy was held hostage and it forced the military to give up their power. But, why take my words for what is appropriate. Let us look to a modern source combined with the founding father of democracy:

Excuse me grindio, but where you present in the day of the attack? I have very good friends who were... And they have all said that the march did not start peacefully to begin with, they carried "hondas" from the very beginning and threatend to take over the building.. TAKING OVER A BUILDING IS NOT PEACEFUL! I wonder who Jim's sources were... and second of all... THEY WERE FILMED, that i saw. Now you'll probably say it was manipulated footage...
I agree with Norman, blocking a city is not peaceful, it is a sabotage and stomp over peoples everyday life.... MRV was democratically elected, like it or not, and i don't think the majority of cochabambinos want him out. What is wrong with a referendum anyways? Are you scared of it? Will it kill you?
The "blockade" and/or "occupation" was NOT peaceful.
And Wikipedia's definition of "civil disobedience" did not include arson.
But of course you'll continue to claim that the demonstrators were just responding to police "oppression". I'm sure they didn't actually bring any incendiary materials with them, otherwise that might suggest that their arson was a premeditated act. Surely that wasn't the case.

if you will permit me a brief tangent: Has anyone else heard about the kids who were in transit from Santa Cruz to Oruro (or elsewhere), who are now detained in the Bus Terminal due to the blockades? There was a report on the radio this morning about needing doctors to come in because there are children who are sick from sleeping on the floors and not eating (as they only had $ for their trip....). I would appreciate more information on this, if anyone has any.
Personally, i feel that it's one thing to protest in the city, (arguments over "peacefully" or "aggressively" notwithstanding), but the road blockades in and out of the city can cause a lot of damage in and of themselves. Members of my host family that needed to return to Cocha on monday night so that they could go on to Oruro to get a weeks worth of desperately-needed temp work are still stuck in Santa Cruz.
It's common knowledge that Bolivia's tendency towards protests and blockades (which on principal I support)often results in massive economic damage- both regionally and nationally. It's frustrating to watch protesters shut down businesses and set fire to cars when you know the precarious financial situation of so many people here. Losing a weeks worth of business is a serious thing. And I have also heard from quite a few sources that the majority of the campesinos in town aren't from Cochabamba- I understand why they need to petition for the resignation of the prefectura here, in the city, but people LIVE here, and their lives are being heavily disrupted over a cause that many citizens don't support (thus making this very different from the Water Wars, no? When almost everyone was out in the streets together?)....
As someone who supports public protest, it has been very disappointing to see the degree to which the protesters are negatively affecting the lives of fellow bolivians in their effort to send a message to the government.

It is being a very busy Cochabamba since yesterday, mainly having the police controlling that the citizens of this city don’t beat the crap out of the MAS regime invaders. Beginning with yesterday’s “spontaneous” public demonstration of force of the Cochabambino common people, armed with valour and whatever they could find at hand. No wander today even more MAS zealots have come from El Chapare, Oruro and La Paz; bur hear me, at the end, the Cochabambinos will stand in victory.
I verily had time to enter to this blog today, and I’m happy to find the silliness grindio, which is like saying "anonimous" wrote; he must be very afraid of me spending all that time in his futile effort to, according to him, show I am not credible. He did not notice that in his pathetic intent to do so, he showed that he is just an arrogant Californian with no clue of what is happening in Bolivia. By the way, regarding my blog, is just that, mine and anybody can enter and write there. And I chose to answer or not; off course since I write it in Spanish, there is no grindio that dears to challenge me.
In a moment or so I will be joining, again, thousands of Cochabambinos that are going to show the Regimen that nobody messes with us. I am afraid, nerveless to say, that our rebellion against this totalitarian government is coming too late for the thousand stranded in the roads intending to move from city to city. Ones aging there will be death, and once again the responsible of death are going to say that is not their fault, that the “bases run out of their control”.

Below is something a noted fellow Bolivian sent to a Bolivian list, to which I belong. It sets forth the position of the protesters.
As I previously stated, any violence is counter-productive. Civil disobedience is a valid agent of change that requires skill-sets the protest's leaders lack but could acquire, if trained.
As to 100% Boliviana's desire to live in her own private reality show version of Bill Murray's comedic hit "Groundhog Day", how many times does she want to do over the election that was just held six months ago? Would it be like the world series and you have seven elections and the winner must get four out of the seven victories? Surely there would be at least three since not allowing MAS to get one "do-over" would be taken as discriminatory conduct.
Manfred-who is a personal family friend-is wrong as the autonomy issue, as defined by the Crucenos. It would cause the Balkanization of Bolivia and is an insurgency-in-fact with the central government left as only a figurehead. Of course, all prefectos want it because then they would become like little sovereign kings.
I have known Manfred for a long time and find it curious how wealthy he became not long after he became a politician. I think we shall have some interesting conversations when we again meet. Meanwhile, I am in Los Angeles and I have dragons to slay.

LA LEGITIMIDAD POPULAR
Las conquistas sociales nunca han sido producto de la "legalidad",

I am an American currently living and working in Cochabamba. My father-in-law owns a small factory in Sacaba that employs eight local boys. Yesterday it taking 45 minutes to get to Sacaba (we live right under El Cristo) using the new Belzu bridge that wasn't blockaded. We were then informed by our truck driver that it had taken him two hours to get to Sacaba using the same route only now it was blocked and he had to drive through the river. Last night we rode bikes home, which made me slightly nervous as I'm so obviously "gringito". Today, we decided that it's too dangerous for us to try and get to work, so the factory is shut down until this whole ordeal is over and that means that eight guys plus a truck driver are not getting paid. So, who is this inconveniencing more? Us? No, we're fairly comfortable, but what about the people that depend on their jobs to put food on the table? I guess that I don't understand how hurting the poorer people most is helping the MAS cause...
Rob...you don't understand the means of MAS because you naive. Jim (who as a foreigner in Bolivia is forebidden by Bolivian Immigration Law, at least as it was recently interpreded by the MAS, to partake in any political activity) and other like him would like to you believe that their work is one of "reinvindicaciones historicas," which in an Orwellian is never quite very well defined so that they can change their discourse at will so that they may accomplish their goal of absolute power.
Evo and his party are simply human and have been corrupted by power. They will prove no different to any previous goverment, just as corrupt, as innefficient, as incapable of creating jobs or industries. They don't care who gets hurt by their actions, because in their evil calculus know better and their means justifies their ends. MAS wants be in FULL control of the country and will bend the rules of the game to take care of its supporters and cause.
Um, ok, how does my comment make me naive? I'm simply questioning the methods used by MAS from the beginning, not just since they've been in power. I understand that "Absolute power corrupts absolutely", don't worry. I think the basic problem here is education, some people have it and others don't. The ones who don't are more easily manipulated.
Obviously, this is just a cycle and the left wing socialists/communists will be replaced in a knee jerk reaction by right wing parties (UN?) just look at any other country with freely elected officials...

Autonomy=Balkanization? Balkanization is what many ngo's have been spreading around bolivia during the past 10 or so years... Whenever you decide to come back to this country, it will take you about 10 minutes to find a ngo which won't allow "white" bolivians to volunteer, answering back that they only work with indigenous people and volunteers from their program (aka foreigners).
What about those who have been placing indigenous people from the west right next to ayoreos and guarayos, I have nothing against them being neighbours but i am tired of their double standards when they complain that globalization is destroying the cultures of the world. Hmmm isn't placing cultural territories one next to the other eventually either lead to a fussion or the disappearance of one?
I've been through that idealist world when i wanted to work with a ngo in the countryside and help the poor... But they are spreading their own conception of an ideal world and making us a laboratory where people are worth less than guinea pigs. Won't say they are all the same, but you'll find several "volunteers" working on their "chinelas" during they daytime and taking out beautiful "blanquitas" during the night to fancy restaurants.. (not wearing their chinelas, of course)
I never liked manfred and never will, but you know, our constitution allows as many referendums that we wont, so long the petition is signed by 8% of the citizens of the department.. IT IS A DEMOCRATIC RIGHT,our method of civilians check over the government. Besides, any person may start the process, be it MRV or la dulcera de la esquina. I am even thinking of starting one to make a law that will allow the people to start a referendum against the president... All i have to do is start the process in santa cruz, and will get the 8% by tomorrow afternoon... It is my right as a citizen of this country.

Well, you've got three dead now. Is this really civil disobedience as imagined by Thoreau? Was this ever peaceful protest? Blockading a city is nothing new. You can find plenty of examples in history; Jerusalem, Jericho, Leningrad. You cut off access to the city, cut off food, fuel, water. It's called a siege, and it is an act of war. This is how Evo came to be President; they laid siege to La Paz and Sucre. You cut off the city, make the innocent suffer, and blame your opponent for being intransigent. It works. It is extremely effective in Bolivia. That's why they keep doing it. Will anyone hold Evo accountable on this one, or will they shift he blame on Manfred for not stepping down when his city was held hostage? And after the democratically elected prefect of Cochabamba is forced out, who will MAS target next? You can’t really have vocal opponents running amok. They’ll have to go after Santa Cruz eventually.

It's clear that Evo is not pro-Bolivia. Evo is pro-Evo. Three dead in Cochabamba? That's not Evo's fault. It's someone else's fault. Unprovoked murder and destruction? Blame the other side. Blame the man in charge. Wait, you can't do that. That's so 2003.
Not too long ago there was a congressman that asked for the president to resign in order to end the bloodshed. Today, that same peace-loving congressman has been elected president and we are seeing the same bloodshed and violence unfold as it did then. Only now the setting has changed from La Paz to Cochabamba. And it is Evo not Goni in the presidential palace. How ironic that the exact same type of violence, destruction and murder is taking place even though the alleged mastermind is no longer at the reigns. Can you blame the president once again for death of three innocents? Of course not. That only works when the other guy is in charge.
We support you Jim - and fuck all those kiss arses - Evo is on the right track - uncle Sam likes to fuck you in the ars - so its time to claim what is ours - and yes we are proud to be campesinos - we have heritage not like those losers who claim to be white - or the cholos who want to act white.

Thank you Jim for speaking on belhalf of the voiceless, for the people that is deprived of justice, education, and dignity. It is a shame to see seniors, women, and children begging everywhere in Cochabamba. It is unbelievable to see the abuse and use of cheap labor in full daylight. The people that understand the suffering and have respect for other human beings can not tolerate the abuse. I guess BL has already forgotten the paramilitaries, the dead squads made of the sons of the elites, natzy mercenaries, and criminals. Perhaps, many of these people that is in favor of the former Bolivian dictators are drug dealers,paramilitaries, or have obscure financial interests. Has the poor middle class forgotten the drugdealers who had created a shameless country? Young high school students in Cochabamba have dreams to go to school and work hard for their country. But, it is the drugdealers, and the corrupt minority elite who makes demonstrations of opulence and send the wrong message to the Bolivian youth. Their children go to Avenida Pando to embriagate in front of everybody. They of course drive their BMWs and fancy cars. These children are minors. What does Mr. Manfred Reyes Villa do to prevent this type of antisocial behavior? What are their parents doing? I guess their parents also think they own the city. Who cares about the minor children? Perhaps, they own the city and they can do whatever they want.
Mr. Villa has used his job to profit. He bought land and using his position made roads coincidentally in areas where he owned land, and those areas now have electricy, and water, and soon after he sold the land to build homes at exhorbitant prizes. Somebody has to look into that and send him to jail. Who does Mr. Reyes Villa think he is? Has he forgotten that he was elected by the people of Cochabamba, and that he earns a salary thanks to the Cochabambinos? If the people of Cochabamba do not want him, he has to go. He is only an employee.
How do we explain, the sudden wealth that some of the children of the minority elite demonstrate, months after they graduate from high school? What kind of example that is for the children of the middle and poor class of Bolivia? They are telling them, that it is more important to steal and traffic drugs, asociate with dictators, and abuse people. That is the message that the children get. Drugdealers, hire poor young pesants. The elite of drug dealers, who launder money, hire them and allow them to send money to their families, but they are warned that they can never go back to their home towns. If the peasants decide to escape they are killed.
It is about time to educate the Bolivian middle class. They need to be aware of the corruption and put aside the apathy. The elite frequent private restaurants, and brothels where most of the middle class Cochabambinos are not allowed. Most of the foreigners do not work in Bolivia. Many are loosers in their own countries, but they go to Bolivia, and become exponentially rich thanks to the hard work of a vast population that has been deprived of basic human dignity. There are also decent immigrants that do not abuse the people, unfortunately it is a minority.
