What Happened This Week?

Readers:

I am back in Cochabamba after being away on retreat for the week in…wait a minute. I am not going to say, because it is a really great place, an absolute must for people visiting the country who want to spend time in a small town. Really, don’t miss a chance to go there and definitely stay at the 25 Boliviano-a-night place where I stayed. I just can’t tell you where it is. I don’t want to mention it and have a lot of people go there and screw it up. You understand, right?

In any event, I don’t have a clue what happened in the world in the last six days, other than my getting bit by a really unfriendly dog in the undisclosed location where I was. Though I suspect that didn’t get reported by AP. Dan Keane, are you there? Does that qualify as a story? I guess not. I’d have to bite the dog, as the saying goes.

Actually the only news event I have even heard about is that former Russian President Boris Yeltsin died while I was away, which I think is very strange. It isn’t strange that he died. I mean he was old and it seems like he drank a good deal, at least so say people who seemed to know. No, what I find odd is the timing.

I have witnesses to corroborate this. Last week in one of our more frenetic last editing sessions at The Democracy Center, out of the blue, another member of the team and I got into a heated debate over whether Boris Yeltsin was deceased. I really can’t say how it came up, other than we all wanted desperately to talk about something other than the work at hand. No one had an answer (until now, I guess), though others at the table seemed a bit perplexed about why we were discussing the state of existence of Boris Yeltsin instead of the finer points of Bolivian gas and oil policy.

I swear, truly, I had nothing to do with his death and my condolences to his family. Also, not to alarm anyone, I did have a dream while away about a U.S. stock market crash owing itself to an announcement by the Bush administration that it had emptied Fort Knox to pay for the Iraq War. But I don’t think anyone should panic and sell just yet. Great, now if there is a crash I’ll get blamed.

In any event, as I mentioned, I haven’t a clue what has gone on the last week. I presume Evo is still President and that Samuel Doria Medina still owns Burger King. Any changes in big things like these generally get told to you when you get home.

So, I leave it to you dear readers to fill in the details. What happened in Bolivia and the world the last six days? Enquiring minds want to know.

And if anyone is offended by the slight flippancy in my tone in this post (trust me, I could post the lyrics to America the Beautiful and one of the commenters here would be offended, it is just their nature, don’t read too much into it), please forgive. We will be back with some dreadfully serious stuff next week and you will be dreaming longingly for the days when the Blog debate of the day was whether Boris Yeltsin still walked the Earth.

By the way, does anyone know if Ethyl Merman is still alive? I wonder about that one too sometimes.

Speaking of Cochabamba, I found this on lonelyplanet.com - Reputed to have the world's most perfect climate and Bolivia's most hardcore drinkers, the city of Cochabamba occupies a fertile green bowl in a landscape of fields and low hills. Is that true about the hard core drinkers? And what are they drinking, chicha??

Everything.

The funny thing is, my first night in Bolivia, I actually grossly overestimated how much I was drinking, because the glasses are only .25L, as opposed to the .35 or .50L that is typical in the USA. Also, the bottles are typically .62L, that also makes it harder to keep track of what you've been drinking than if the bottles were more or less the same size as the glasses.

Those shower heaters are impressive. They definitely can heat up the water instantly. Unfortunately, there are only three settings available - "frio", "demasiado caliente", and "harto caliente".

And shower curtains would be nice...

Just a curious article I came across the very week that Jim "goes fishing". The article is reproduced below, from los tiempos, but for those who don´t dominate spanish, a little "scandal" broke out last week when it was revealed by some MAS constituents that they are being given "instructions", "information", etc. on what to do and say in the constituent assembly by a group of "foreign" consultants, moslty spaniards. The interesting part is when they mention that one of the consultants is a "gringo", but that they arent sure if he is "german or american". Hmmmm. Jim Schultz is a rather German sounding name... It wouldnt surprise me if jim wasn´t fishing last week after finishing his book....unless they set up a fish tank for him at the assembly in sucre! Below is the article, look at the last sentence! This would also explain why jim doesn´t want to tell us where he went last week.

Pese a que lo negaron en innumerables ocasiones, el Movimiento Al Socialismo (MAS) tiene asesores extranjeros que no sólo recopilan información de los constituyentes oficialistas, sino le dictan qué proponer en las comisiones, mientras los nacionales asisten a las sesiones para que estas instrucciones sean cumplidas. Esto ha causado la molestia entre algunos asambleístas de base que se sienten insultados, porque consideran que es como si ellos no tuvieran la capacidad para escribir sus propias propuestas.



Después de haberlo negado en la mañana, ante las evidencias, el vocero del MAS, Marco Carrillo, reconoció anoche que tenían asesores pero sólo nacionales y dijo que no ha verificado la presencia de extranjeros. Sin embargo, anoche, en una reunión del oficialismo, se dio a conocer oficialmente la presencia del apoyo de técnicos, que entre nacionales y extranjeros suman 15: cinco representantes del ejecutivo (básicamente gente ligada al abogado Manuel Morales Dávila, ex candidato a prefecto por La Paz), cinco miembros del MAS y cinco técnicos de los movimientos sociales.



Entre los que han asistido a las reuniones que el martes y miércoles se llevan a cabo en la Casa Argandoña, una de las sedes de la asamblea, se han deslizado los nombres de los nacionales Gonzalo Trigoso, abogado laboralista ligado al MAS; Teresa Morales Olivera, hija del ex candidato a prefecto de La Paz y hermana del ex presidente de YPFB; María Cecilia Rocabado, que trabajó en el bufete de Morales Dávila y fue una de las Ruggrats de Morales Olivera en el ministerio de Hidrocarburos; José Gutiérrez Zardán, abogado constitucionalista que metió la pata con la aprobación del primer artículo 70 y es resistido en la bancada masista; y Adolfo Mendoza, sociólogo asesor de Pacto de Unidad.



El detalle que más preocupa a algunos asambleístas de base del MAS es que no vienen sólo a recoger propuestas. Las sesiones convocadas en la casa Argandoña se inician con una breve exposición del presidente de comisión o miembros de la dirección del MAS sobre las propuestas recogidas en las regiones y luego los asesores desdoblan papelógrafos y exposiciones digitales sobre lo que deberá proponerse en las comisiones. Algunos no se quedan toda la exposición y salen molestos, pero otros se quedan hasta el final.



Lo que más molesta a los masistas es que al día siguiente, uno de los asesores bolivianos asiste a la comisión a escuchar los debates y verificar si lo enseñado la noche anterior es propuesto en la comisión. Carrillo negó tal situación y aseguró que ningún asesor estará por encima de los asambleístas.



EXTRANJEROS



Entre los asesores españoles se destacan los nombres de Albert Noguera, experto en derecho económico y ligado a la revolución bolivariana; Rubén Martínez, experto en derecho constitucional, catedrático universitario y admirador de la revolución bolivariana de Hugo Chávez; Alberto Montero Soler, catedrático de economía, ligado a Venezuela y presente en Bolivia desde hace más de seis meses, según sus publicaciones en medios ligados a la izquierda latinoamericana y al indigenismo.



Pero ellos no son los únicos. Hay dos españoles más que, según fuentes del MAS, trabajan en Sucre desde hace meses. A ellos se suman un peruano y un "gringo", que no saben si es estadounidense o alemán.

This sounds to me like what, in the U.S., is called "lobbying." Also called "advocacy." It is a part of any representative-democratic process. There is nothing in the article explaining if or how these advisors have any actual power of enforcement. I assume that is because they don't - the MAS assembly members who are complaining are, from what I can tell, perfectly free to reject or ignore the advisors' proposals. If that is uncomfortable to them, well, welcome to the prickly world of democracy. But it makes perfect sense to me tht the advisors, who have gone to the assembly with proposals to promote (and why not?), would stick around to observe whether or not their proposals were accepted or not.

That said, I understand that, particularly within the MAS, there is some discomfort at the presence of foreign advisors in such a setting - smacks a bit too much of the kind of soft imperialism Bolivia has experienced for decades, to which the MAS delegates no doubt hope to put an end. It sounds like this is something their own party has set up, though - it seems to me a sign of some disfunction within MAS that they are complaining to the press and not to their party leadership.

If anyone has more information about the role of the foreigners - particularly with regard to how much actual power or control they have over the assembly and its delegates - that would be good to know.

Boli-Nica: do you mean Spain, Venezuela, or the U.S.?

As for the suggestion that Jim Shultz is the "gringo" mentioned in the article, (for the reasons outlined above, I wouldn't actually have a big problem with that, but) I think the conspiracy theories here have gotten a bit ridiculous of late.

Schultz is probably german, but Shultz is jewish. So is good taste and enough sense as not to appear on the constituent assembly accompanying other "experts" with bolivarian views.
This is just a measure of how superficially matters in the assembly are being treated, by both parties!
So what if someone looks like a gringo? It could have been the prefect for chuquisaca, or a relative. Bolivians definitely need to start using that space between their ears.
