Democracy in Bolivia: A View from Visiting Students from the U.S.

Twice a year a group of undergraduate students from the U.S. come to Bolivia as part of the semester abroad program sponsored by the School for International Training (SIT). Each semester I am invited by SIT to teach a half-day session and I get a chance to know some of these students. I always find them to be bright and wickedly inquisitive. They come to Bolivia for four months out of a desire to learn more about how people live here. They also come with a lot of questions about what they have heard about Bolivia before they came.

A few weeks ago a group of these students came to see me to share their observations after watching Bolivia’s Constituent Assembly in action, the elected body currently at work to draft a new national constitution. Before they came, they told me, they had heard dire warnings from the U.S. government about the deteriorating state of democracy in Bolivia. Watching that democracy in action in the city of Sucre, they told me, didn’t match what they heard. I invited them to write about that because I thought readers of this Blog might find their observations of interest. Here is what they wrote, unedited

Democracy in Bolivia

On February 27th, 2007, US State Department Director of National Intelligence, Michael McConnell, announced that democracy in Bolivia was “eroding” and “in danger.” As American university students studying culture and development in Cochabamba, Bolivia, we were compelled to react. Having arrived in January from 20 universities, each of us brought a sense of apprehension about the stability of the Bolivian state. Since then, we have been shocked to realize how our experiences have contrasted sharply with the potent rhetoric of US treatment of Bolivia.

As just one example, on January 22nd, 2007, Monte Reel of the Washington Post reported, ¨The new year nevertheless has begun with attention focused on a handful of countries where democracy is dead, dying, or in danger. Venezuelan President Hugo Chavez began his term this month with a flurry of authoritarianism…..Bolivia’s Evo Morales and an ailing Fidel Castro are already in Mr. Chavez’s orbit.¨

Driven primarily by fear of the burgeoning regional power of populist president, Hugo Chavez, the US State Department and press undermine Evo Morales’ administration. Now is a time of intense political and social transformation in Bolivia; change, however, does not indicate a democracy in danger, and we have witnessed this truth firsthand.

Having recently traveled to the state capital, Sucre, we observed the proceedings of the Constituent Assembly, an electorate mandated to write the nation’s new constitution. As a result of longstanding pressure from indigenous social movements, Evo championed constitutional reform throughout his 2005 campaign trail. Shortly after his election, the Congress approved the Assembly and on July 2nd, 2006 the Bolivian people elected 255 representatives from 25 different political parties, citizen groups, and social organizations. The demographics of the Assembly’s 173 men and 82 women reflect the diverse socioeconomic makeup of South America’s most indigenous and impoverished nation. Though it would have been unthinkable just decades ago, many of Bolivia’s 32 indigenous groups are represented by constituents today.

During the first months of the Assembly’s existence, very little constructive work was accomplished due to ideological conflict and lingering prejudices. Realizing that progress was stalemated, on October 4th, Roman Loayza, a majority-party constituent, called for un abrazo de paz, an embrace of peace. Representatives who had never before cooperated in the political arena, who were raised to disrespect and mistrust one another, shared a symbolic embrace and vowed to move forward. Today, twenty-one commissions discuss the Constitution’s central themes, topics ranging from land reform to departmental autonomy to natural gas, in an effort to find common ground between diverse populations.

Many of our experiences witnessing the Assembly at work indicated the accessibility of this fundamentally democratic process. On the door of the Vision of the Country committee, an unpretentious and welcoming sign read "Estamos trabajando. Pasen por favor." (“We are working. Please come in.¨) Our group of 24 students was graciously ushered into the room, and we huddled in the back amongst others who had come to observe the discussion. Soon thereafter, the constituents distributed their personal contact information to further encourage dialogue and participation.

As they debated their conceptions of Bolivia’s future, the representatives sat at a round table. A woman clad in a traditional Quechuan pollera skirt voiced her opinion, the energy of her words bolstered by vibrant blue and purple cloth. Her ebony hair in long, thick plaits draped over the back of her chair. A mestizo man on her right, in suit and tie, listened attentively. His neatly shaven face, a much paler color, was furrowed in concentration. Their visual differences spoke volumes of the racial and class cleavages that have define the historical struggle of democracy in Bolivia. Given that just over 50 years ago, women and the indigenous majority were forbidden to vote, this political collaboration of the social hierarchy’s two extremes impressed us greatly.

Today, the Assembly continues to argue, sweat, stall, and creep towards a new democratic course for this nation. Its passionate, conflicted conversation is echoed in every level of Bolivian society. Bolivians are talking—discussing their deep disillusionment with past governments and the potential for realization of Bolivian democracy. Cities across the nation are open forums. Political graffiti of every opinion is splattered on buildings and public demonstrations commonly occur to contest political ideas. On our daily walk to school in Cochabamba, we observe graffiti both hailing Evo and saluting the notoriously bloody dictatorship of Garcia Mesa on the same brick wall.

To be clear, we understand that the Bolivian state continuously experiences distinct growing pains. This democracy is not a flawless apparatus, but many Bolivians are quick to tell you that the present moment is the most democratic in their nation's history. Today’s government faces the looming obstacles of reconstructing the constitutional foundation, navigating a regional political atmosphere wrought with tension, and improving its people’s daily lives. As it operates in a clear window of opportunity, the nation may be guided toward a stable, democratic future.

As always, the possibility exists that this window will steadily close or abruptly slam shut. Even so, given our firsthand observations, we strongly believe that the diagnosis of Bolivian democracy as “in danger” and “eroding” is preemptive and unfounded.

It's too bad you missed the Cochabamaba riots and have not catched one of Evo's speeches to his cocalero union. There was a momement where the indigenous people took a young man captive and tore him to pieces with their bare hands...a truly wonderful democratic moment that we can share with Iraq. Evo is still the Cocalero Union president and his speeches are wonderful at promoting racial hate, not just recalling past injustices. Don't expect Jim to tell you about cochabamaba or to translate accurrately his speeches.

However, I'm extremely happy that you are drawing your conclusion about my conflictive country based simply on one visit to the CA where you actually saw a lot of fluff and no substance.

I strongly recommend to you a stroll by the El Alto and Villa Tunari. You might be able to see first hand the mafia type grip the SS have on the people. Next time you see a march, go ahead and ask them why? The answwer will be "otherwise we loose everthing to the sindicate."

What refreshing insights. And well written.

As to Christian, let us not forget that he came to his end near La Plaza Principal. That means he and his father reached the center from their zona norte starting point by willfully overpowering the police barricade which had been preserving the peace. It is my understanding (according to an eyewitness account) that he and his father were on a mission to bust heads with some cambas. After a skirmish, as cambas often do, they fled and abandoned him to his fate at the hands of grieving countryfolk and farmers. Their actions were a defensive response to the attacking hordes, the earlier shootings and murder of a fellow farmer and the barbaric clubbing of women, children , elderly and disabled citizens who could not flee the Zona Norte hordes.

Your reap what you sow. Right about now, Christian could use a glass of water.

What these naive students have seen and are writing about in Sucre is just a theatrical staged piece. The new fascist constitution has been written long ago by foreigners who act behind the scenes and control every major aspect of the Bolivian "democratic" process.

I believe the State Department has it right this time. Democracy in Bolivia is going down the drain and fast. What you saw in Sucre in the Assembly is a joke. and what Jim told you. I don't know, But he is an American who thinks, he knows it all and this is not true....... Press and religious freedom are in danger as other things. Evo would be a good guy, if only he didn't use Chavez of Venezuela as his mentor. Our Governor of Cochabamba is always harassed by Evo and the city of Cochabamba, most of us do not like Evo and his politics, unless you are from the poor south areas or indigenous background.

This is reminiscent of the conflict in January, in which campesinos were treated like an invading army of oursiders with no right to bring their grievances to the prefecture, even as the "ciudadanos" pushed for departmental autonomy - all with seemingly no recognition of the fact that the campesinos were citizens of the department of Cochabamba (and many of the city), protesting in their own capital at the offices of their own prefect.

It is this exclusionary attitude that fuels the conviction that a revolutionary government and a new constitution are needed.

Bol-Nica's observations are a blend of his own rigid biases filtered through the sunshine of Miami where he lives. This is of course vastly superior to actually talking with anyone who lives in Bolivia.

It is interesting how you ignore that they came into the city armed and their march was far from peaceful and they had already vandalized several plazas and wanted to burn down the Prefectura. I agree that there is injustice and that their grievances are legitimate, but the way they go about it makes them criminals.

I don't ignore the violence of some of the protesters in January. It does not justify the violence or discriminatory attitudes of others. My point was about the racist and classist undertones of anonymous 12:11's comment and the similar attitudes of the mobs who stormed downtown in January. I don't know why one would read that as a defense of everything any of the protesters had done.

In other similar situations (e.g. in Cochabamba in 2000) I have risked my own safety by confronting protesters who were threatening to use violence (to burn the doors of the prefecture, in fact). But I did not do so with a baseball bat, nor did I dismiss the protesters out of hand or attribute behavior I didn't like to their race or neighborhood.

Generally, I am of the opinion that violence is a bad way of teaching nonviolence - it doesn't work on governments, and it doesn't work on crowds of angry protesters. But here, my comment was about the violence of dismissing as insignificant the opinions and experiences of over half the citizenry of Cochabamba.

Why.... is it that you "gringos" always attack our suppose racist and classist comments??? USA, Western Europe is just as bad or worse.... the way people are treated by your populance and Goverments. I have seen it. As a Bolivian and native of Cochabamba WE ALL have every right to write what we think, about our town, but WE have NO right to destroy, burn private or public property and threaten a whole city, because the "Social Movements" demands are not met. The "Cocaleros" and "Campesinos" were brought in by force by the "MAS" to siege the city of Cochabamba...this... untill Manfred resigned as "Prefecto". Every one knows this. IT is common knowledge. You would talk to these people and even they weren't sure why they were brought to the city. All they knew that if THEY DID NOT, that they would be punished, there land taken away, even burnt. Manfred himself walked around one day and ask "Why are you here?" It was answered "to get rid of Manfred". Manfred then said. "Iam Manfred" The "Campesino" jumped up and started to hug Manfred. This is a true story. Believe it or not. MANY were even paid to seige and cause havoc to the city.
Just like Christian and others. THIS IS OUR CITY. We live, work, and study etc. here and we will protect what is ours, and no one.... no one... be it Gringo Indio, Camba etc. has a right to threaten us and try and take away what it ours, which is what happen in January. We also work hard for what we have. Yes.... there is corruption, by the bad citzen. Now this Gov. is facing the same problem like the ones in the past. If, I am against anyone, it is the lazy and the ones who only want hand outs. Unfortunately, most (not all) of the south end populance fall into this. Most of the south end are highland migrants looking for a better life, so they are not even part of the Cochabamba story. Of course they are of the MAS. It is the same race (I am NOT being racist)What do they care about Cochabamba and its history? All they want is money and will go to any means to get it. Now many of these same people have now migrated to Spain, Quite a large percentage. This again is common knowledge. It hurts to know that Bolivia is one of the poorest countries in the world, but whos fault is this, "OUR OWN" like it or not. In defense for the Northen part of Coch., we work hard for what we have. We face hardships that you couldn't even imagine, but we manage to keep our houses in repair, our grass mowed, our car running and live a good family life etc. but we are not begging every Tom, Dick and Harry for things. IF you do it right and in a honest way, EVEN in Bolivia, you live the good life....so yes we are going to defend what we have and our city. Manfred was voted into office and he must serve his term out, then we can vote him out or revote for him..... This is OUR Democratic right.
Sucre.. well it is just a show to have students like the one who wrote ... off balance. This is also common knowledge. Talk to any real "Sucrense". The truth will come out one day.

I Stand by what I said, and even more so after yor comments. We are ALL part of the problem,so we all have to work hard to settle our diffrences, (that is democracy) no matter what side you look at this problem, be north, south, rich, poor,Indian or white.
I could and would like to go point by point, on how you answered, but you would NEVER change your opinion and I won't change mine.

The only thing I will say, I believe YOU seem and maybe are more classist and racist then you say that I am. You defend the "Social Movements" with such zeal, I take my hat off to you, But the way you focus your opinion to me and many other "Cochalas" is like garbage. Sorry....I believe that both of us have the truth, the way we look and focus on our beliefs.... again I can prove what I said "IS TRUE". I saw it with my own eyes and heard with my own ears plus other people were along with me. Like it or not..... Boliva is still a free country and we ALL, Still have the right to speak out and voice our opinion.
