Mind the Gap
Anyone who has ridden the Underground, London´s subway, knows the message. ¨Mind the gap,¨ says the soft recording of a woman´s voice. In ¨The Tube¨ that means mind the gap between the train and the platform (to not get your foot caught). For the past two and a half weeks I have darted back and forth across the other gap, one that traps even more than a stray foot. It is the gap between poverty and affluence. Cochabamba and California. The Balkans and London. This gap blows me away every time I cross it.
So often in Bolivia I hear how people from the U.S. are blown away by that gap. People who have never before left the world´s bubble of affluence gasp, ¨My God, people are so poor.¨ They are shocked by houses with metal roofs held down by rocks. They can´t believe the fleet of 1980s vintage Toyotas that populate the streets. They are stunned by the site of people washing their laundry in a river and by Cochabamba´s version of Wal-Mart, a 25 square block open market, ¨la cancha.¨ Even their shopping realities are sent reeling (trying on clothes is done behind a held-up sheet).
My ¨wealth shock¨ runs the other way. After ten years in Bolivia I am well-accustomed to the man outside my office who spends his day selling ten varieties of nuts from a cart (try the sweetened almonds) and probably makes $5 on a good day. The children who sell gum on the street are my small friends (and seek me out to buy extra mint Beldent). I accept the fact that some of the buses that take me to work in the morning come complete with a hole in the floor so I can watch the rock paved street go by underneath.
I am not trying to romanticize poverty by any means. I am saying that after living in its midst for so long I see the life and joys that reside even in poverty´s midst. No, what takes my breath away and leaves me reeling is affluence, the avalanche of it in the U.S. and Western Europe.
Maybe it was paying a price for a tuna sandwich in London that would have fed seven people nicely in Cochabamba. Maybe it was the news piece on CNN about the new Rolls Royce convertible which costs $450,000 and can be finished with wood from the buyer´s favorite tree (If I win the lottery, does that include a Molle from Cochabamba?). Rolls Royce says the car is targeted to buyers with ´disposable incomes´ of at least $15 million per year. Don´t get me into what that would buy in Bolivia (you could take the entire country out to lunch, twice). Maybe it was the other rolling fortunes on four wheels that line up on the streets of London and West Los Angeles.
I guess it comes down to this. How should we feel about these twin facts? On the one hand there a boatload of people living on this Earth who have so much money that it is mind boggling -- so much that there are whole industries dedicated to conjuring up viciously expensive new toys to give them something to spend it on. On the other hand there are guys in Cochabamba working seven day shifts as tax drivers that barely keep the families they don´t get to see much of fed.
There is global charity, to be sure. On the subway in London (the Rolls drivers will have missed this) there is billboard for a charity that proclaims it has been feeding hungry children for 70 years. If you give them money one of these kids will send you a cartoon drawing of an animal like the one on the billboard. But charity doesn´t cut it. What cuts it is justice.
Here are the words I read from an Irish priest once. I think they were carved into a wall in a church in Dublin. ¨When I said we should help people who are poor they called me a saint. When I asked why the people are poor they called me a Communist.¨
There have been politicians, Huey Long for one, that called for confiscating all fortunes over a certain amount and taxing all high incomes in a similarly confiscatory way. I am not suggesting that. I think what I am suggesting is this as a start: Mind the gap.
It is a radical idea really. It is about putting out there the fact that while wealthy rock stars beckon us to ¨Make poverty history!¨ we might also need to talk about wealth and how fairly it is or isn´t earned. I sat for a long hour yesterday in Madrid´s Plaza Mayor. Much of the wealth of Spain´s golden age of empire came from the silver stolen from Bolivia´s ¨Cerro Rico¨ in Potosi. A few centuries later the theft is obvious, though unatoned, unless you count Spain´s recent import of Bolivian nannies, house cleaners and construction workers.
A few decades or centuries hence, when the gap between the rich and poor is likely to be even wider and guarded widely with new weapons, what robberies and injustices from this time will the world be willing to confess to?
Be a radical. Mind the gap. Notice it. Cross it. Object to it. Get your foot stuck in it. Do something about it.

In the post, I address the idea of "the gap" and my personal sense that it is more accutely felt within a country like Bolivia than upon leaving it. I also address the distinction and relationship between "charity" and "justice."
And I don't badmouth Jim or other commenters! So, I hope it's a positive contribution to the conversation here.
Galeano writes that instead of charity he believes in solidarity. I like to think of solidarity as a lever for change, a way to make an impact on a problem or situation (and probably a way to get labeled a communist like Dom Helder Camara.) Charity isn’t. But for some, the pleading eyes of a charity’s poster child or a tug on the sleeve might be the first step in recognizing that a gap exists and that something needs to change. So maybe awareness and charity can be used as potential points of entry into the discussion and first steps toward building solidarity in various types of work for economic justice… “a way in,” especially for those of us who are on the economically-privileged side of the gap. Or as some might say, be careful not to throw the baby out with the bathwater.
I wonder who is happier -the poor in London or the poor in Bolivia? A sandwich costs roughly the same in Bolivia as it does in London, due to purchasing power parity (and other factors).
The gap exists everywhere. The magnitude and reasons for its existence differ by region, but the consequences of the gap are the same everywhere. Those who are well are happy, and those who are fucked are fucked. Whether one chooses to accept/acknowledge/ or to do something about these gaps and their consequences does not really affect the fact that they exist and will always exist.
That the gaps are prone to be greater in a capitalist economy is beyond reasonable doubt. However, these same gaps have still existed under other economic/political systems/eras, even when people objected to them, cried, protested and “got their foot stuck on it”. Sometimes, sticking your foot in something, no matter how noble or great of an idea you may think it is, is not always the best thing to do. In fact, sometimes it hurts more people than it helps; sometimes it hurts the people you were trying to help.
As a general policy, people should think twice, then thrice, then ask around, then read a lot, then ponder about different possibilities, then forget about the whole thing and think about it from a different angle, before sticking their foot into anything. That’s my policy, and it doesn’t slow me down from getting things done.
I am not saying that we shouldn’t try to do something about the gaps. I don’t like the gaps. But why should people (myself included) who don’t know anything about how to close gaps, “stick their foot” into anything. Let people who know how to fix gaps fix them. Which leads to policy two: if you are not an expert on the subject don’t hold your opinions so highly so as to serve justification for drastic actions. Not that your opinions aren’t important, just not so important to merit so much weight.
But charity doesn´t cut it. What cuts it is justice.
0n a very abstract level...
The drive for creating some sort of social justice has led to some of modern societies greatest reforms, such as ending child labor, labor rights, pensions and health care. But by the same token, parting from that premise has led to some of the most horrible crimes of the 20th century.
Those focused so squarely on any real or aggrieved inequality to the detriment of the rule of law and fundamental principles of balance of powers inherent in many democracies, end up destroying the basis of this wealth. Redistributionism as policy, also lends itself quite easy to the power hungry who see cheap sloganeering and demagougery as tools in which to mobilize and manipulate the masses.

Spain took the Silver from Bolivia, but for what????? It did nothing for the kingdom who simply sat on their hoards of silver....paid off what they already owed, paid pensions for 'gentelmen' farmers, built some castles and went bankrupt. Meanwhile the equallly ruthless colonialists in England and Holland , with much less resources,used what they had much more efficiently and set the basis for the eventual industrial revolution.
The Spaniards had the same pre-conception of wealth that you have. It is that it is something you simply "take" and has "value". Having the largest amount of precious metals in the world did nothing for Spain.

In most free societies true wealth is not created by "taking" resources and work from one people and giving it to the other. That is a mechanistic, vulgar-Marxist way of looking at things.
Wealth is created by people who using their creativity, drive and discipline who cater to the demand placed by the market composed of billions of people making millions of decisions every single day.
What is needed is finding ways to use resources available to ensure that all citizens have a minimum standard of basic housing, living and health care. It is to try to reduce inequalities of income by agressively providing tools to people to raise their incomes, without encouraging a culture of dependency. To not waste human capital by providing access to all of an adequate education to prepare the minds of children to meet the challenges of globalization and to create and innovate. It is to preserve the rule of law.
I agree with that (Boli-Nica) 100%. How do you think Bolivia could go about doing everything you say (or at least a few of the things) in the last paragraph?
Unfortunately, I have lost hope for Bolivia. It seems like it is too far behind, too set in its ways. How to achieve justice in the midst of corruption based on racism/classism and general contempt for hard work? Who is going to provide those tools for people to reduce income iniquality? Other Bolivians? Meanwhile, like you say, people are still romanticising about BS like marxism as a solution for Bolivia. So, what will happen with Bolivia?
^^ That is the 20 million dollar question. What will it take?
IMO it will take some sort of pan-South American integration, based on open borders, single currency, and free globalized trade, where other countries who are in a better position are able to spend the kind of money needed to invest in the people of Bolivia, through infraescture and education. In other words something similar to the European Union and what has done in places like Ireland, Spain and Eastern Block. But that pre-supposes that first of all there will be this type of South American union, impossible due to Chavez, who is playing Brazil off vs. Argentina, and who ultimately will not accept something like totally open borders, free trade, and a common currency, based on Central Banks coordinating a sensible macroeconomic policy.
And for Bolivia itself, traditional isolationism and deep suspicions of outsiders- fueled by decades of political rhetoric would really mess up attempts to get any sort of union like this.
It would be cool if something like that happened and it helped not only Bolivia but other SA countries as well. Maybe some day.
Pretty much dismissing charity is a grave mistake IMO. Think of the billions of dollars contributed by two of the worlds richest men, Gates and Buffet. I can almost bet that these funds will be used much more efficiently - and humanity will be better served - than with the equivalent amount of funds provided by governments directly and through aid agencies. Same goes for charitable work done by the myriad of social agencies and non-profits, NGO's, religious and secular, funded worldwide by contributions by hundreds of millions of people, who give anything from a quarter, peso, Euro to a tithe. These organizations I am talking about are the ones who actually do things directly like provide medical care or provide training on how to grow better plants to people. That is an invaluable contribution. Less so, are the ones who act solely in trying to impose their views of class warfare or religion.

The Gap, which seems to be growing larger, every time I look, is the biggest challenge facing the capitalist, free market system. It's always been there, indicative of flaws in a system that has served a lot of people well (and I don't mean that facetiously).
People like Reagan and Bush have shown that you can tilt the system so as to skew incomes, damage the middle class, etc. Conversely, though, that means that decent politico/economic leadership can make the lot of most people better. We've seen good times in the States (during the Clinton years, for example), and we've seen what the Nordic countries can do with their socialized, free market systems (vice the bastardized stuff we're seeing in Cuba or Venezuela), so there are ways to make the system work better.
Thing is, with rapidly growing populations in the poor countries, and growing poor populations in the rich countries, time is of the essence if we want to narrow the Gap....
Today is a sad day for Venezuela, for Latin America and for Democracy. Tonight, fascist forces will take over RCTV, the only democratic major TV channel of Venezuela just for the sin of speaking up against Chavez's totalitarian plans for his country and for all of Latin America. Bolivian free media : Take note, you are probably next!

Justo, RCTV had a concession to utilize the public airwaves which belong to all 20+ million Venezuelans, not just Marcel Granier and not just any one broadcasting company. After running its 20 years, it has simply not been renewed. That is hardly a fascist take over!
Yes, the Supreme Justice Tribunal has ordered that certain-not all- broadcasting installations be temporarily commandeered to preserve the public service on channel 2 VHF throughout the country. However, it has clearly stated that this equipment remains the sole and rightful private property of Marcel Granier, and will be returned to him and RCTV and allow them to broadcast via nationally via cable if they so desire in the future.
Here is some of RCTV's programming on April 11, 2002, in which they allowed the golpista military to broadcast orders! Freedom of expression? yea right.

But maybe it is relevant, after all isn't there a gap between the freedom of expression of one man, Marcel Granier, and of the Venezuelan people and their duly elected representatives?
What about Cisneros, or in Mexico Carlos Slim? Consolidation and corporatization of media is intimately tied to the gap between those whose views count and those who should just consume and watch TV.
Should Monasterios or others in Bolivia be afraid? I think only if they violate the constitution as RCTV clearly did. But should they be mindful of the gap? Do 8 million Bolivians have a right to revoke or not-renew Unitel,ATB, or Bolivisions concession? Absolutely.
Anon 7.57, this is not about a man and his business. It is about a fascist government taking over the last and only important tv channel with a significant coverage in Venezuela. The only way the opposition and the democratic forces had to reach the population with their message. The last counterbalance Chavez had in his total and absolute power over every institution in Venezuela.
The other important tv station had its license renewed yesterday (they have been “good boys” after the pact with Chavez by which they don’t interfere with the Chavez’s totalitarian actions and in return make billions of dollars in their other businesses). If Chavez believed RCTV acted in a wrong or illegal way he should have filed a law suit against Granier or whom he considered responsible. It is the message being conveyed here what is really important. That is from now on, any TV organization which doesn’t “behave” will have its concession taken away. Very democratic indeed. In fact this could be an interesting trend for “democracy” as the left likes to see it.
Maybe Bush should do the same with the critical media in the US. He should close down CNN, the NY times, etc. Slippery road don’t you think anon 7.57 ??

Democracies show the policy dangers of redistributionism. Look at what happened in England where Labors rhetoric ended up creating ridiculous tax laws. Millionaires simply got up and left the country.
But outside of a place where there are checks in balances, you can end up with those who are true believers and/or power-hungry, using the rhetoric of class antagonism to attain power. it is inherently divisive and often leads to reaction and conflict.
If you are going to redistribute wealth, as a practical matter you need state involvement in the economy. Whether its setting prices or controlling key industries. The more it is involved, the more power it centralizes in itself. Its what happened with Chavez. The more power economically you get, the greater the political control you need. And control of both, simply feeds the human animals' power lust. You end up with scorched earth policies like Chavez and Mugabe.
That is the key problem with neo-authoritarian socialism, outside of the fact that state-run economies end up in miserable failure. In fact these failures often add fuel to the fire. Look at Chavez threatening private food sellers with state intervention, because his own stupidity has caused food shortages.
