Helicopters, Toyotas, and Politics
The front page of today's Los Tiempos leads with an article about plans by Cochabamba's governor, Manfred Reyes Villa, to buy a million dollar helicopter. Staff to Reyes Villa declare in the article that the helicopter would be used "exclusively for attention to emergencies", citing as an example the region's recent flooding. The helicopter that the Governor would purchase would have a capacity of four passengers.Normally, this might be a non-story [I will leave it to others to debate the relative merits of the Governor having a helicopter at his disposal to fly to the outer regions of the large Cochabamba department]. The reason it is a story is because it comes as part of a growing political battle between President Morales and Governor Reyes Villa – now the two leading politicians in Bolivia – over the latter's spending of public dollars.
Yesterday the issue was Toyotas, a squabble carried out in a pair of large competing ads in the Sunday paper. In one ad the Morales government challenged Reyes Villa for buying 26 new vehicles for official business, a happy event for the local Toyota distributor. The ad listed each of the vehicles and their purchase price one by one. For families who struggle just to pay the 1.50 Boliviano (20 cent) local bus fare, thousands of dollars paid out for a shiny new car at taxpayer expense is likely to strike a resentful chord (which, of course, is Morales' intention).
Someone obviously tipped off Reyes Villa that the ad was coming and so the Governor responded with an ad of his own defending the new cars, essentially arguing that the old ones needed to be replaced. Again, I will leave it to others to argue the relative merits of purchasing new cars. I will however, disclose for the record that the last car I owned (in 1998) was a beloved 1992 Toyota Corolla named Emmalina (and was the color of poop).
I would also add here that it would be interesting to know how much taxpayers paid for both the ads, and which politician got the better deal from the happy editors at Los Tiempos.
The Strategy Behind the Scenes
In any event, what is most interesting about this is that Morales is now doing politically to Reyes Villa what Reyes Villa tried to do to Morales last December when he joined the Santa Cruz bandwagon for regional autonomy – picking at the other's political caricature and weakness.
What is the political caricature that picks at Morales' weak spot – Evo the Wannabe Despot. He wants to ram through a new constitution without real debate. He wants to be Hugo Chavez in a wool sweater. He really wants to abolish both an independent judiciary and independent press. He wants Bolivia to be Cuba! That's the rap, and like all raps of the sort it is wildly overblown and at the same time has enough grains of truth buried in it to get some political traction.
The parallel rap on Reyes Villa (one around long before Evo sang it) is simpler – Manfred the Corrupt. Go back to the Goni attack campaign against Reyes Villa in 2002, engineered by U.S. political consultants and chronicled well in the Rachel Boynton's U.S. film Our Brand is Crisis. "How did he get all those houses in Bolivia and Miami?" they asked. Here in Cochabamba the locals say, "Okay, he steals but at least he gets the job done too." His old political party, NFR, got nicknamed Nueva Forma de Robar (New Way to Steal). Morales is counting on the caricature sticking and he is dealing in a strategy essential to warfare, be it political or battlefield – take the fight to where you have the high ground and your opponent has to play defense.
Another Use for that Helicopter
Whatever the merits of a new helicopter and fleet of new vehicles, all this does keep with one Reyes Villa truism, he does like to spend the public's money on flashy toys. Earlier this year he invested $80,000 of taxpayer funds to add rotating colored lights to illuminate the giant Jesus statue here. Bathed in alternating purple, yellow, blue and green (I like the purple best) Cochabamba can now proudly claim not only the tallest Jesus on Earth, but arguably the most psychedelic as well.
Citizens here have demanded that Reyes Villa open the state's books to public scrutiny and have been rebuffed.
Another Reyes Villa public work (as Cochabamba Mayor) is the high dangling tram that sweeps people up and down the hill to visit that Jesus. Ironically, the same morning paper that offers up the helicopter story also tells of an incident yesterday involving the tram. Yesterday screaming passengers were trapped dangling in mid-flight for half an hour when the tram stopped working suddenly. Apparently the system is suffering maintenance problems (when you build things you also have to keep in mind the cost of upkeep).
It may be that one of the earliest uses of Reyes Villa's chopper will be to rescue passengers from his Tram to Jesus. I can't wait to see the Morales Administration's ad when that happens.

Yes, we have a moral duty to combat corruption. Those of us who still believe in democracy know that corruption systematically destroys our country, morally, socially and economically. However, I find it utterly unethical to selectively choose corrupt events to show to the world whilst hiding others, (as effective political propaganda perhaps?). As I said in a previous post, I believe that not even this government corruption free (or could anyone explain how this government is not involved in the mysterious disappearance of 2 million litters of diesel oil or the need to import gas, and a bunch of dodge petrocontracts, what about the fact that el INE still places a single digit inflation rate when prices are rocketing and no I don’t get this from fundación milenio just in case anyone will taint me as a neoliberal).

It is never ok to steal or lie, not even to an enemy, and may we make it clear that specially not when you are a President or a Governor. As part of their democratic oath, they must to rule for all even those who they don’t personally like. I have the solution! The problem can be resolved easily. Why doesn’t Governor Reyes Villa ask the US ambassador or maybe even Hugo Chavez himself to provide him a chopper? Oh darn! That’s right, no elected official of a nation that claims to be sovereign can use a plane, helicopter, car or any other way of transportation which provided by another country. Such an action would be absolutely shameful.

Jim, it's okay for you or for me to take a chance and purchase a used car. A city government should not. From a maintenance stand point, Cochabamba would be better off with a fleet of new cars of the same or similar make and model. It makes more economic sense. A bulk purchase reduces the unit cost. New vehicles are more reliable. You are purchasing for the long term. The same make and model means stocking / purchasing fewer spare parts to support them. Look to any sizeable corporation and you'll see they've come to the same decision... that or leasing.
As far as a helicopter goes, wouldn't you rather see a Bolivian helicopter rescuing Bolivians for once? Just a thought…

One of them died, as soon as the Police could rescue them. The residents of that neighborhood went out with chains and sticks to warn that they would attack any criminals they found in the neighborhood.
Have less of an issue with the chopper than I do with Jeeps. The department of Cochabamba is bigger than all of Costa Rica, and twice as large as the state of massachussets. If they need to medevac people, or get out to remote villages...ok.

You forgot to mention that Evo Morales just spent 90.000 US$ of our Bolivian money to go visit his master in Cuba; each one of the 26 SUV’s bough by Manfred cost 38.000 US$ and these vehicles are to work in Bolivia for Bolivia. How much would have cost to just call Fidel instead of going to relax in the Caribbean island; specially taking in account all those poor Bolivians that you said do not have the 20 Cents a day to make a phone call from their cell phones.
Yes, Manfred will very possible use the vehicles to do political campaign while making them work and will probably use the helicopter to reach unfriendly territory, MAS occupied, when politically needed and no emergencies are present. I cannot prove he will do that, neither all the MAS backers, you included, but the chances are good that in the process of helping Cochabamba he will help himself and that is why the Mazist are desperate.
Regarding Manfred’s fortune, nothing can be proved, but word is around that he made it by making somebody acquire lots at a very cheap price in undeveloped neighborhoods where soon after Manfred constructed roads, installed electricity and sewage to make the new constructions on those lots to be very expensive. If that happens to be true it shows that he found a clever way to make money benefiting the people that voted in his favor over and over again never loosing a major’s election. Not ethical by any means, but so fare no MAS major of the more than 60% of the cities they command is getting closer to Manfred’s administrative and executive capabilities; instead, many of them have processes for simple putting the money in their pockets; these includes some MAS senators and ministers which is also scaring the shit out of the totalitarian government of Evo and company.

I would like to point out that, due to Bolivia's alitutude, only certain types of helicopters are capable of flying at the altitude necessary to reach some areas in the country. I have no idea whether or not this has anything to do with the seemingly high cost of the vehicle in question here, but it is important to note. At least up until 2005, I was informed by one official of the U.S. Embassy that there was only one helicopter in the entire country safely capable of even reaching El Alto altitudes (roughly 13,300 ft.).
This is an interesting discussion - I appreciate it when figures are disclosed -- even more when it's not in the context of political propaganda -- as it gives us a concrete sense of what we're really talking about. I remember when Carlos Mesa released the budgets and salaries for the UMSA in the midst of big protests there, and student protesters actually turned on their own leaders because they realized they were being used and misled.

what is the official name of venezuela? i can't remember exactly but it does have the name bolivar in it. and why? because, ever since the monroe doctrine the US has been interfering in the affairs of and economically exploiting the countries of Latin America. is it any wonder that if the US is not supportive of Evo Morales and his government, that he needs to find allies elsewhere? furthermore, what is the harm in Latin American unity? would a unified latin america have more leverage in trade negotiations with the US? more than likely. though it could be argued the EU has not been a success (they do not have an agreed upon constitution yet), but there have been some positive things come about since the creation of the EU such as increased labor/people mobility and a shared currency. less borders and boundaries in the world would certainly be a good thing. the way Bolivia is going now, ethnic conflict could fracture the country creating even more nation states...what an interesting world we live in. will it? stay tuned...

I think that Latin American unity is a great idea. I just don't think that dictators like Chavez or Castro should be leading it. The nations of Latin America can do far better than those two losers.
the fact that they are dictators is not a good thing, but they were both emboldened and empowered by the actions of the US. chavez became very powerful after the price of oil shot up, a direct result of US military action in the Middle East. castro lead a revolt against a dictator, in batista, who used US military equipment to murder fellow Cubans and provided US economic interests with unlimited access to the island while enriching himself and his family. soy un gringo, pero tengo verguenza de mi pais. es una lastima.. the US tries to put out fires while feeding them with dry wood at the same time. much like the case of the US led 'war on drugs' has contributed greatly to the ethnic conflict that now exists in Bolivia. the US led 'war on drugs' created evo morales. without it, i truly do not believe he would be president of bolivia today. hopefully the constitutional assembly will create a constitution that all bolivians can live with, while at the same time enhancing the socio-economic status of indigenous peoples who have been mistreated and exploited for so long. that would be an ideal outcome.

It does seem only fair to point out that the figure does not come from public accounting (which seems sadly unavailable most of the time), but rather from one of Evo's main political enemies (Doria Medina), and that the government denies it and says the use of the plane was offered free of charge by Venezuela. Sounds like more transparency all around would be helpful.

Evo seems less interested in true Latin unity and more so in the flowery rhetoric of a United Bolivarista Front. If the supplantation of pragmatism by illusory ideology doesn't work in the current US administration, why would it work in Bolivia?
B-Dogg, I don’t know were you get your information from, but the Monroe doctrine was actually a check on the European countries that believed Latin America was their back yard. The region’s governments of most countries on those times were just beginning and our resources still unnecessary for the US to really intent to influence us you imply. Very few exceptions happened on those times where the US actually invaded (colonize) Latin American countries; Cuba and Puerto Rico for example. A communist dictator, influenced by Rusia, led a revolt over a capitalist dictator in Cuba, influenced by the US, and we have today’s history; Cuba being a retarded country with no freedom or no respect for any human rights whatsoever and Puerto Rico completely the opposite. If the doctrine will continue until these days you could have it for sure that all those European NGO’s polluting Bolivians with their 500 years off hate history wouldn’t be here.
Regarding Bolivia and Venezuela, US influence really happened after WWII, where the US saved our and the rest of the world’s ass from perhaps the worst kind of tyrant; a detail often forgotten by today’s new breed of “socialists” and endogenous fascists. Chavez power do not come over the hike of oil price, which it is high because the demand of oil increased by the “capitalist” Asian countries, especially mighty China and not for the war in Iraq. Hugo’s power is a result of a Country that indoctrinate their people on the belief that the government with the petrodollars while feed them forever, that is why there is almost no private industry or commerce unrelated to oil, having the government as the only client in that country.
Bolivia is a different case, and Evo’s making is the result of decree 21060 which relocated miners from the governmental COMIBOL, which was loosing millions of dollars before capitalization; to become farmers in the Chapare region, Evo is the son of one of such colons. The Chapare area was chosen because it was no man’s land and the colonization of it did not stepped on private inversions. It did screwed up the indigenous Yuquis, but that happened only after the miner migrants become cocaleros and this started to be financed by drug lords and supported by NGO’s looking to make some Europeans fill better about their grandfathers history. Your mentioning of the constitutional assembly clearly show’s that you have no clue of what is happening within it; today the assembly commanded by the authoritarian government is closer to balkanize Bolivia more than any other institution; also, taking in account that the indigenous and mestizo majority in Bolivia have enhanced their socio economic status after the Agrarian Revolution more than 50 years ago; any addition to the so called indigenous would have to come over the rights of the mestizo majority, which will be like raising up un apartheid in Bolivia.
Sounds like more transparency all around would be helpful.
Actually agree with Dan on this one. There needs to be transparency and accountability at the very top starting from the presidency -and in this specific case- the governor of Cochabamba's office. IIRC, the Popular Participation and the Decentralization laws, were more focused on getting things from the central level to the micro level. Effective decentralization to the department level might have some holes in it. Wondering about the departmental councils here.

Talk about the US influence. I do agree that the US pigheaded erradication efforts gave too little discretion to the Bolivian government when dealing with the Cocaleros. (ignoring established fact that the dope was not going to the US) and that erradication ended up doing more to help the rise of Evo than anything else.
But that being said, untill Evo, there has never really been a wide-spread hostility to the US in Bolivia. Bolivian governments twice confiscated US-owned oil company holdings without much of a reaction. FDR even got Bolivia a great deal the 1st time. Eisenhower/Kennedy gave millions during the MNR revolution, to the extent that Bolivia received 1 of highest per capita amounts in US aid at the time. Later on, Carter pressured Banzer and his successors to allow elections, and Reagan did not recognize Garcia Meza, and State Department helped return of elected government.
Bolivian hostility was usually reserved for Chile, and to some extend England where the tin barons did a lot of business.
I have lived in countries like Nicaragua and Panama, which have actually had Marines occupying them. There never used to be that level (high but somewhat ambivalent) of anti-US feeling in Bolivia.
