Does Being the U.S. Mean Never Having to Say You're Sorry?
Soon-to-be GOP presidential candidate Fred Thompson laid out the philosophy in good red meat form for a group of Republican youth on Saturday. "I'm getting tired of having to apologize for the United States of America around the world. I'm tired of other people's perceptions that we need to apologize."
Mr. Thompson, we should note, got his start in U.S. politics serving as the Republican counsel to the Senate Watergate Committee, where his mission was to defend Richard Nixon in the face of abuses of power so extreme that they warranted the first presidential resignation in the nation’s history. So, perhaps it is just his nature to defend lame behavior by the U.S. government.
In any event, it does seem to be intrinsic these days among some to declare – We're the U.S. and we don’t (expletive deleted) apologize to anyone. Now, is that because the current U.S. government hasn’t done anything wrong or just because we are the U.S. and we don’t have to apologize even if we are wrong? It’s a reasonable question.
Okay, it’s a fantasy. But wouldn’t it be something to see President Bush fly back onto that aircraft carrier deck off San Diego, with a nice apology banner at his back, and delivering something along these lines:
“To the more than 3,500 U.S. troops killed in Iraq and their families, I apologize for sending our soldiers in harm's way based on botched intelligence and without any kind of plan for what they would do after the invasion [Note: Of the 3,500 killed, more than 3,300 of those deaths took place after ‘Mission Accomplished’]”
“To the more than 75,000 Iraqis killed and the million others forced to flee their country as refugees, I am sorry. I just didn’t think this whole thing through very well beforehand. You know, sometimes you just get an idea in your head about being a hero and get carried away.”
Okay, not gonna happen.
You have the same sort of unfortuante “We don’t apologize to anyone” attitude on display here in Bolivia from the U.S. Embassy in ‘ammogate.’ Now I presume that U.S. Ambassador Phillip S. Goldberg is a very smart fellow. When he got word one Thursday morning two weeks ago that a young woman from the U.S. had been detained at the airport bringing in ammunition for a Colonel in his Embassy, I suspect that he figured out right away that he had on his hands what they call in the diplomacy trade, ‘the makings of an international incident.’ And dealing with ‘international incidents’ is, presumably, one of the things that U.S. Ambassadors are trained to do.
Now, a wiser diplomat might have called Colonel Campbell into his office that morning and said something along the lines of the following:
“Colonel Campbell, you are a helluva guy, a patriot and a good public servant, but having this young woman bring in 500 rounds of ammo for your shooting practice was just stupid. Even if it was legal, you know how bad it could look to Bolivians who are suspicious enough of us already. So here’s the deal. You have two choices. Choice One: We can announce this morning that you suffered a lapse in judgment and are being reassigned to the U.S. Choice Two: We can call some Bolivian reporters in here this morning and you can apologize publicly in time for the midday news. I think the second option is the better choice. Take thirty minutes and decide.”
Imagine if that U.S. Colonel had gone on Bolivian TV and declared:
“Hey folks, I screwed up. The fact is I have been a target shooter since I was a kid and I have this gun I have always used and I asked this friend of our family to bring me in some ammunition. Even though it was legal, I should have thought about how people here might feel about that and should have let the customs people know in advance what I was doing. No conspiracy, just one guy’s screw up. But I love Bolivia, I love Pique lo Macho and I think you should all be able to play soccer right here in La Paz against all comers. Really, I’m sorry.”
I think that the whole thing would have been diffused and the U.S. would have come out in even better public shape than before. But what did Ambassador Goldberg do? He kept the Colonel under wraps, made a private apology to the Vice President, had his press people utter some public words about “There was an ignorance of the provisions of Bolivian customs,” and hoped it would all go away. Then Evo made great hay out of it a few days later, warning of U.S. conspiracies. By then you could well imagine the conversations within the fortress-like Embassy walls. “We can’t apologize now, it will seem like we are responding to Evo.”
Note to Embassy: Rule #1 of media relations is never make a bad story an ongoing story. Deal with it fully all at once up front. That lesson seemed oddly lost on the U.S. Embassy here, probably because, once again, the U.S. government makes no mistakes and hence, never needs to apologize.
Now, to be sure, the Morales government made a way bigger stink out of this than it warranted. Come on, a conspiracy directed by the White House? Let's please be real. But before we criticize the Bolivian government too much on this, let’s just turn it around a minute. Imagine this headline:
Bolivian Ambassador’s Daughter Detained with Ammunition at Miami Airport
The 20-year-old daughter of Bolivia’s ambassador to the U.S., Gustavo Guzman, was detained on entry to the Miami airport, carrying a suitcase filled with 500 rounds of 45-caliber ammunition. When reached for comment, a Bolivian Embassy spokeswoman said, “There was an ignorance of the provisions of U.S. customs.” An Embassy source also explained that the munitions were for the Ambassador's personal hobby of shooting firearms.
Now, do we really think that a U.S. government that denied visas to a Bolivian senator and its vice-minister of water to attend meetings in the U.S. would actually have let that one slip by with a gentle wink and a nod? Again, please, let's get real.
All of which comes back to the point that as human beings, we make mistakes. When human beings run governments those mistakes can become huge. The U.S. does little to make more friends and fewer enemies in the world when it makes “We don’t apologize” a national mantra.
I mean, think how much easier Bill Clinton's life would have been if he had just copped up front and apologized for the fact that, well, he did "have sex with that woman."

I guess this is Jim's way of saying "no, there has been absolutely zero progress in upgrading the water system of Cochabamba in the seven years since our gang kicked Bechtel out of Cochabamba."

A 60 year old grandmother from Secaba told me recently that the first thing she does every morning is boil water for her family so they have some to drink and cook with. I guess she should be happy to least have access to H2O. Providing clean, drinkable water is asking just a little to much of those poor SEMAPA boys. And by the way, Jim how big is your water tank? Have you run out lately? My family and I have had to call the water truck twice in the last month. Hooray for SEMAPA!
As an occasional reader of this Blog I have a new theory about the handful of whackos that dominate the comments section. Those comments are actually being posted by Democracy Center interns as part of a strategy to make Jim Shultz seem reasonable and moderate, which of course, he is not.
"Gays are just guys who couldn't get dates with women." Someone is making this stuff up.
While these comments do clutter the reasonable debate some seek to have here, I do find the faux whacks entertaining, so keep it up!

Aa personal comment: I worked in seven different U.S. Emabassies for 30 years here in Latin America.
On the "ammogate" thing: In any Embassy I ever worked in, any U.S. Colonel, Army, AF, or Marine, dumb enough to have done something like that would be gone from the Embassy by now, AND there would have been an apology. I don't know what Amb. Goldberg's rationale has been in all of this, but the approach you posit would have made the story go away faster; unfortunately for him, you're not the Public Affairs Officer over there.
The Iraq affair is a true American Tragedy. Bush and Cheney should be impeached, in my opinion, as chief, lying perpetrators of this debacle. The NYTimes finally woke up from its fear-induced coma yesterday, and said that we should get out in a long editorial. I think we should, repeat, should apologize for Iraq (but not Afghanistan; the Taliban had it coming), pleading temporary, fear-induced insanity. What a needless mess, what a needless tragedy.
Finally, speaking of messes, I've asked twice now on this blog, and on another Bolivia blog (and gotten no answer whatsoever), this question: Since the departure of Bechtel amidst anti-World Bank, anti-imperialism, and anti-neo-liberal economics recriminations, what has happened with the quanttity, quality and cost of water service in places like Cochabamba and La Paz? Have there been improvements in water services or not?
If not, who will take responsibility for those failures? Morales? Manfredo? The Center for Democracy? Bolivians in general?
Jim, you've mentioned doing analysis piece on the work of the Constituent Assembly; I suggest you do a piece on the what's happened with water since the departure of Bechtel et al....

I don't usually weigh in here but I wanted to make an exception, in response to requests that The Democracy Center offer an analysis of the performance of Cochabamba's public water company, SEMAPA, since the water system became public again in 2000.
I think this is perfectly reasonable request. In fact, for our chapter on the Water Revolt for our forthcoming book from UC Press, Dignity and Defiance:Stories from Bolivia's Challenge to Globalization, we undertook a substantial analysis of SEMAPA's performance, including a comparison with the Friench-run private company in La Paz.
We spoke with a wide variety of actors, ranging from SEMAPAs managers, to the staff at the InterAmerican Development Bank, and reviewed stacks of relevant data about expansion, rates, etc. Our conclusions are very critical of SEMAPA.
Because our book contract limits what we are able to put out publicly in advance of the book's publication, I need to get permission from UC Press, but I will see if we can publish at least a portion of that analysis here in the next couple of weeks.

Jim, in spite of the snarkiness of my recent comments on this subject, I will look forward to reading your analysis and I can assure you I will read it with an open mind.
I know I'm a constant critic of Jim. And I want Jim to know that I appreciate being able to see my words in print alongside such witty company , maybe some of the sharpest commentators on the net. But, could I make a suggestion, that Jim, following his own advice, the advice he gave to the poor guy he loves to criticize. Assuming kicking Bechtel out was akin to the US invading Iraq, in other words, both were screwups, maybe Jim might consider saying in his own words slightly edited - I apologize for sending Bechtel on its way based on botched socialistic paranoia and without any kind of plan for what would happen afterwards.

Don't you think that cochalas would be better off today had their tariffs been indexed to the dollar?
Another thing, your comparison of the bullets being smuggled is flawed. No laws were broken, they only took advantage of voids in the law. Similarly, those who are making the analogy to the alasitas bill incident forget that it is against the law to copy US currency. There no laws against importing bullets into Bolivia.
The point Jim and many of the massits don’t understand is the fact that convenience and facility many times is accepting that the means justify the end, no matter how unacceptable are the means.
He mentioned twice in his post that there was noting illegal with the young woman’s action and gave examples of lies that could be said harmonizing the “bulletgate” having everybody that hates the US happy, but where will the lies stop?, why should anybody apologize about breaking a law when a law was not broken? I know, for Jim breaking Bolivian laws, at least the pre Evo ones are just part of his game since he constantly advocate doing so.
Yes, it is much easier to violently protest, blockage, intimidate and obligate people by force to do your desires than peacefully raise signatures to legally have a referendum for congress to legislate in favour of your goal. In effect Jim, if you read your legacy is full of the first and has nothing of the last.
I can only thank you for asking the US government to lie for the simple reason of looking good, in your perspective, since it only gives more grounds to be able to contrast your and your acolytes distorted way of achieving a better democracy in Bolivia trough lies, violence and racism.
Set aside that "Anonymous 6:43" (A) may or may not be one of the Bush political partisans (serial violators of the rule of law in the US as evidenced by domestic espionage, US Attorneygate, obstruction of justice by Scooter and Bush's "coverup-to-shutup" and in the world as in Guantanamo, Abu Ghraib and Iraq generally) embedded at one one the US missions in Bolivia.
What we know is that in keeping with the Republican culture of corruption, his/her post functions to mislead, spin "ammogate" and attack Jim's credibility as follows:
A: "Another thing, your comparison of the bullets being smuggled is flawed."
EG: Why? Because you say so despite your fatally flawed "facts"?
A: "No laws were broken, they only took advantage of voids in the law."
EG: False statement of "fact". Just as A notes that it is illegal to "copy" money in the US (and throughout the world), every sovereign nation makes it illegal to 1) smuggle; 2) lie to a government agent (or customs officer) investigating something; and 3) make false customs declarations.
The US Embassy's privately contracted smuggler apparently lied to a Bolivian official, falsely declared that she was bringing in some "cheese" instead of 500 42 caliber bullets and, thus, she is a smuggler who was caught smuggling in ammunition and breaking the above laws.
A: "There no laws against importing bullets into Bolivia."
EG: If so then why were not the 42 caliber bullets simply ordered online and delivery requested by a DHL shipment? Even if hypothetically "there are laws against importing bullets", there are laws against the outlaw conduct described above by smuggler to whom the embassy outsourced the smuggle.
Lets see, following grindiota’s logic:

Logically: Why?, because you said so, despite you use of the word “apparently”, and that you did not mention any Bolivian law and just plainly assumed there were some for your convenience.
Grindiota’s reaction is the typical desperate flatulence expelled by the mouths of the regime’s zealots every time they are out of something real to say, which is most of the times. The facts that Grindiota forgot are that Evo did not said she break any law, Jim openly accepts she did not broke any law, the government prosecutor let her go because he did not find any law she broke; so, why the need to lie about it? My best guess is that the massist are just to use to lie that discerning between true or false is just impossible for them at the current stage of time.
Never less, the point of this post was not if she broke the law or not, Grindiota is the only one that needs to believe she did; the point is that according to Jim’s expertise the US government should openly lie about not breaking the law so governments like Evo’s that do constantly break the law can fill safe, secure and happy.
I don’t know where Jim got the idea that democratic countries should not have principles to be good countries; maybe he will like Evo to be just like Nero and burn the cambas down as Nero did to the Christians so the endogenous fundamentalist will be happy. I guess he will just have to change a little bit his slogan and start building democracy from the ashes up; who did proposed something similar?; those a Ukrainian name sounds a bell?

Only when Bolivia stops receiving tens (hundreds) of millions of dollars a year in form of grants, loans, donations, technological expertise, medical assistance, scholarships, special trade preferences, and other benefits from the United States will it be appropriate for Bolivia's government and citizens (plus some unnamed Americans working at The Democracy Center) to whine about "dignity", "sovereignity", and hypothetical comparisons.
