Los Tiempos Interview with Alvaro Garcia Linera

Some highlights:
**Linera defends the use of troops on Thursday based on reports that there were people at the airport equipped with small arms who weren’t eager to surrender what the government claims is up to $250,000 pocketed personally by airport officials from the special “under the wing” cash payments demanded of foreign airlines.
** He dodges all of the Hugo Chavez/Venezuela questions. Separately, however, the government claimed elsewhere that the presence of Venezuelan soldiers captured by television cameras at the airport was “coincidental”, that they were there “to pick up Bolivian scholarship students.”
** He dismisses the “I am the only commander of the people” comments of Santa Cruz’s governor as rantings from the balcony.
** He characterizes the government’s decision to withdraw its troops from the airport as a move to avoid a direct violent conflict with organized Crucenos and charges that civic leaders there are looking for a martyr.
There are all kinds of conflicting reports about what actually happened at the airport on Thursday – as many as there are sources. Among the lingering questions:
1. Was the use of troops to retake the airport an overreaction to something that could have been settled administratively or necessary in the face of armed defenders of the airport administration?
2. Did the government troops that descended on the airport Thursday morning just break windows (as the government claims) or open fire, as others claim?
3. Were the Venezuelans filmed at the airport a part of the raid in some way, or was it really just a strange coincidence (which seems a stretch)?
More important than all these questions is this one: Will the incidents over the airport this week be the spark that finally ignites a year and a half of political tension into violent conflict – or will it be a wake up call to all sides, as was January in Cochabamba, to go back to the negotiating table?
At a rhetorical level, the government and the Santa Cruz leaders have both started to sound like a pair of drunken teenage boys, hurling insults at one another. Fortunately, for now, the testosterone on both sides seems to be verbal. What remains to be seen is if there is enough political maturity on both sides to keep it that way.

Good report. Like you, Jim, I worry about what this means for the immediate future. I have friends & family on both sides of the La Paz-Santa Cruz divide. To see this turn into some kind of civil war would be heartbreaking.

4) When are you and Evo getting married?
Let’s try to digest this a little bit; I will probably need a full case of Pepto-Bismol, first at all, the people carrying small arms Linera’s is referring are the ones that come after the fact, in the over 20 thousand that took back the airport; never less to say that no such weapons were discovered by the military or any body. Funny thing also, no money was found either, the regime is going to probably say in the near future that the ASSANA personnel were tipped off about the military maneuver.
The looking for a martyr is so ironic; in Bolivia we have a saying, “El ladron piensa que todos son de su condicion”. Loosely translated it will mean, “all thieves thing that the rest of the people are as thieves as them”. The mazists think that the Santa Cruz movement was looking for a martyr because that is the reason the regime send their zealots to protest, of course, they do give them a couple of liters of alcohol to insure participation. It is so sad that the move to surrender the airport to the civilian society happened because the regime didn’t want a martyr instead of because they recognized their mistake and abuse of power.
Regarding you question number 2, how will you fell if somebody tips off the government indicating that under your pro Evo web page you are actually spending the hundreds of thousands of dollars of donations and Sore’s paycheck to secretly boycott the regime telling the Santa Cruz civic leaders that to build a democracy from the ground up they should seek for a martyr, it is, after all, your favorite recipe. Something like this could cause the regime to send his elite troops to your center in Cochabamba, break your doors and windows, throw you and your people to the floor, steal your information and your computer and tell you that you can only go back to work next day, and only if you tell nothing about this to anybody in your blog. No shots were fired, but, do you actually think trained military will need to fire a gun to bully you and your friends down if your office is stormed?
Reverse totalitarianism would really suck then, don’t you think?
I don't think Chavez looks like a big monkey.
Rather, he's ballooned enough to resemble Winnie the Pooh with a bad sense of humor and a foul mouth.
I think the people carrying "small arms" at the airport were the airport security guards.
I may need to pay more attention, but I don't recall seeing airport security other than Air Force Military Police any of the times that I've gone through Viru Viru (fairly frequently). I am curious if they had any advance notice. Of they are armed, but I doubt they would have fired.
Now that I understand the timeframe of the incident, i.e. hours before sunrise, I find it unlikely that the Venezuelan military presence was coincidental.
B-L has a point about the martyr concerns: It is almost a confession on the part of AGL that they sent their masses into protest looking for martyrs. They know how devastatingly effective that is and of course are trying to avoid it.
Personally, I would like to know more about what led up to all of this. Why exactly did AASANA Santa Cruz feel it was necessary to bypass normal procedures? If their funding was cut, did they have the resources necessary to run the airfield and to run it safely; or was this a setup by the Morales government? There seems to be a trend toward cutting resources to the lower levels of administration (prefecturas and municipalities, and now perhaps AASANA), letting them fail, and then taking over at the federal level as the savior of the people. It would fit Morales' motif of keeping the people miserable under any administration but your own, then riding in on the white horse. Pretty cynical, I know, but I've become more suspicious of his government in light of recent remarks by Evo and Hugo.
Jim, maybe you should start a civil war clock and set the hands at about 20 minutes to twelve. Watching the news this morning in Santa Cruz constantly replay Chavez' Vietnam remarks, I think we're building toward our annual end of the year crisis.

In effect, the 2 months of problems and corruption Lineras states in the interview has direct relationship with the 2 months the Government is not giving one penny to Assana. They want to change the direction of that entity because their Manager informed the press about the PDVSA Petro Dollar briefcase “gate” that is under investigation in Argentina.
They need somebody in Assana in Santa Cruz to keep the Venezuelan and Cuban troop movement in that city secret. Or are you hearing anything about their movements in El Alto or Cochabamba, no, right?

Thanks for the info B-L. As far as the VZ military, I decided to call a friend of mine in the Bolivian Air Force in Santa Cruz. Apparently he has some inside info that the VZ presence was indeed coincidental. Another bit he dropped was that the wounded military during the airport take down may have accidentally shot himself in the leg mishandling his weapon. that would have been the only shot fired. It's all third hand, but certainly sounds reasonable.

I posted on a previous thread some info on the events behind Viru Viru, I’ll stick em on here too for you & others interested.
On the question of whether AASANA Santa Cruz were being squeezed for money, such things are difficult to assess without any facts & figures. I’ve seen none as yet. What I have seen is this argument used as a purportedly valid claim many a time in Bolivia, without providing any evidence whatsoever. It could actually just be a handy excuse for anyone who wants to collect money in other more imaginative, or less legitimate, ways. The “under the wing” concept definitely gets a high vote from me on the “imaginative” metre ;-)
Some questions I have that suggest we should be looking in another direction are:
- if funding was the source of the problem, why was the “under the wing” money collected in cash & deposited into a private account?
- why haven’t the directors of AASANA Santa Cruz explained the lack of funding issue before? Why is it coming out only now as an issue? Why have no figures been presented to the public?
- if the financial situation at Viru Viru was so dire, why were the public, crucenos in primis as well as other Bolivians, not warned about the fact that the airport was operating in apparently hazardous circumstances (25 year old equipment, most of it not even operative anymore)? This would have presumably put the government in a position they would have had to act in, providing the funding to repurchase the hardware needed, if only to calm public safety concerns. Twas a simple, effective & public way of addressing the problem, the fact that AASANA’s management didn’t choose this way suggests there’s more than a few things they’re hiding there.
- why didn’t Viri Viru’s director step down temporarily as was requested to him by AASANA’s national management? Stepping aside would have popped open the saucepan for all to see what was cooking there? Doesn’t believe he should obey company instructions? Thinks the airport was his personal booty? Curious..
My own reading Norman is that Viru Viru became a political battleground between Santa Cruz & the government. And I’m afraid to say that in this instance I think the former were trying to get their hands on it just a wee bit too much. It’s an important piece of infrastructure for Bolivia & all Bolivians, & long may it remain that way.
Maybe just maybe, & here I’m aware it’s only a hypothesis, the government got wind a wee bit late of how far some sectors of the cruceno movement had already gone & were still willing to go on their push for Viru Viru… & perhaps this explains why they knee-jerked with the troops last week.
Don’t give too much thread to AGL’s comments about the martyr, methinks it was probably just a way of explaining the back-pedalling the government did once they realized they’d over-reacted.
Re. the 20 minutes to 12, keep your hat on my friend. I guess you live in the oriente from the inputs you seem to be getting. Kudos for you for trying to collect some facts & figures, amongst all the conspiracy theories it can’t be easy.
BL my friend, wouldn’t it be easier just to stick a guy with a diggie camera by the airport to snap away at the Venezuelan & Cuban military deployments? Planes are big, so are armies, not so difficult to see when they’re there…

It’s been many months since I last commented, so I’ll chip in now on a few points.
Granted, the government’s sending of troops appears a tad high-handed. The questions (as yet unanswered) regarding Venezuelan troops at the scene do merit explanation.
But that said, the impression I have is that the opposition’s reaction, not to mention behaviour prior to the events at Viru Viru, is at least as questionable. Some points to consider…
1. Bolivia doesn’t have a National Guard which, in places like the US, are used to intervene in moments of civil unrest or simply where the law isn’t being observed. It’s a case of using the police or the military then, in a country like Bolivia where there are armed police stationed INSIDE many quite ordinary establishments (supermarkets, shopping malls, mobile phone shops to name a few), military personnel at one of the country’s most important ports of entry shouldn’t raise too many more eyebrows, let alone be a call to people to come out & “retake their airport”. As if it were “their” airport, not that of all Bolivians..
2. The context. No-one appears to have mentioned that SC is a rich part of the country with an expressed or unexpressed will amongst many there to separate from Bolivia, for some Autonomia Ya is a veil to quite a bit more than straightforward autonomy. To make an analogy with the US say, it would be like Texas wanting to secede, bringing in Arizona, New Mexico, Colorado etc into the fray, trying to manage Houston airport like their own personal backyard, asking for cash payments from pilots of international airlines before they take off, paying these into private accounts held by the Director of Houston airport. Would there be as much criticism of Bush if he were to call the National Guard into Houston airport in such circumstances?
Only when the dust settles will things be clearer to all. But I think time will tell that the opposition rose to the bait with somewhat excessive zeal. Interestingly, the Union Civica is already apologizing for the reaction…

a. the Prefecture & Union Civica of Santa Cruz sit on AASANA’s Board of Directors. Should they not have shown the same zeal in ensuring Viru Viru was being run properly, in fighting corruption there? Why the call to the public to “retake the airport”? Just as the government could have dealt with things administratively so surely could, & should, they.
b. it appears that the events last week were a case of the straw that broke the camel’s back. AASANA Santa Cruz had been effectively trying to run their own private show at Viru Viru, irrespective of the entirely legitimate claims made on it by their corporate HQ colleagues at AASANA Nacional. They’d rejected the appointment of a new Director at Viru Viru (on a temporary basis whilst audits to check the charges of corruption were made), didn’t turn up for meetings to discuss these issues with AASANA Nacional, appointed someone from the Union Juvenil Crucenista on unclear terms of remuneration to represent them in their (entirely voluntary) absence, & started the delightful little scheme of asking for cash payments from pilots in order to be permitted to take off, cash payments which were then deposited in a private account held by the airport Director (who should already have gone, even if just so the proper audits could be made) – all these things, needless to say, explicitly prohibited. And pretty hard to expect the rest of the world to understand, hardly surprising then that American Airlines decided not to fly anymore to Viru Viru…
What, I wonder, does a right-thinking cruceno think about all this? Are there no concerns that a hugely important international travel facility for crucenos & actually all bolivianos has been mismanaged if not hijacked by the people that should be running it properly? What does this do for Bolivia’s image to the world (a point on which many crucenos in the past have claimed to be a source of pride)?
I expect there’s still a lot more to know about the real issues behind the scenes at Viru Viru & that the presence of a handful of Venezuelans is only a small part of this.

KC-G, being a former Marine (there are no ex-Marines) is exactly why I flinch every time some civilian leader sends the military in do do a police officer's job. I didn't like it when Goni did it, I didn't like it when Clinton did it, and I don't like it when our friend in the Palacio Quemado does it. I was taught to "seek out, close with, and destroy the enemy by fire and manuever, and repel the enemy's assault by fire and close combat". That's a long way from "to serve and protect".

Fair enough goldleader14. Ehem, I mean, Norman. I did find it very interesting that you could confirm for us the coincidence of the Venezuelan military at Viru Viru.
If we believe the Civicos and Costas, the military was not needed in this case however if we believe the government story, AASANA had been resisting civilian intervention for months even at gunpoint, so force was necessary.
Hopefully we will for once get the full scoop.
I've posted several times criticizing Evo and Jim radical postures, but in this case Sta Cruz has it all wrong.
If someday we get have autnomias, Airports should clearly be under the central governments alongside anything that involves crossborder dealings. That is both international and intra-departments.
Things like flotas going to cocha and airplanes going to Brasil should be monitored by a central gov't. The only airport I see Sta Cruz being in charge of is one that have built with their own funds and only flies locally within the dpt.
Sta. Cruz is doing a favor to Evo with this metida de pata...to bad Evo is doing his own metida de pata with the Venezuelan army.

KC-G, I stand out as ex-military (crew cut, conservative dress, definitive posture and bearing); i.e. I make no effort to blend - I'm just too darn white. You also may have noticed that I have no problem speaking my mind. That includes walking up to military or police and talking to them. But I'm sure that if you were to ask the Air Force security yourself, you'd get the same confirmation. Believe me, I would have loved to have said that the Venezuelans were behind everything, but apparently that wasn't the case.
