A Former Bush Administration Official Takes a Bolivian Spin
Over the weekend the Bush administration’s former point man for Latin America, Roger Noriega, weighed in publicly on the criminal charges against former Bolivian President Gonzalo Sánchez de Lozada, in an op-ed article in the Miami Herald – No Crime, No Punishment. I for one would like to thank Mr. Bush’s former Assistant Secretary of State for doing so. Mr. Sánchez de Lozada’s protected exile in the U.S. ought to be on the pages of U.S. newspapers and Mr. Noriega has done a service to that cause.The problem arises, however, when one actually analyzes what Mr. Noriega has to say about the case. Whatever it is that has led some Bush foreign policy officials to make up the facts to suit their political needs is apparently something that Mr. Noriega carried with him when he left.
Mr. Noriega vs. The Facts
Mr. Noriega, for example, begins his article with this interesting rendition of recent Bolivian history:
It is a dramatic tale. After losing his bid for the presidency in democratic elections, a cocalero congressman [current President Evo Morales] immediately turns to violent protests that succeed in toppling the man who beat him. At the head of an angry mob, the populist leader forces early elections, leading to his winning of the presidency on his second attempt.
A dramatic tale indeed, however, also a made-up one – in the spirit of “Saddam Hussein possesses weapons of mass destruction and is prepared to use them.” Here, on the other hand, is a quick look at the actual facts.
The elections that Mr. Noriega is referring to took place in June 2002, when Evo Morales finished two percentage points behind Gonzalo Sánchez de Lozada. It is worth noting that Mr. Morales' strong finish owed greatly to reaction provoked by rantings against him from Mr. Noreiga's underling at the time, the U.S. Ambassador.
Mr. Morales' first act with the new administration was not "violent protests", as Mr. Noriega would have us believe. To the contrary, one of Mr. Morales’ first acts was to sit down with Sánchez de Lozada – right here at the Hotel Cochabamba – for negotiations over the complex coca issue. There is little question that Mr. Noriega knows this, of course. The careful compromise on coca that the two Bolivian leaders worked out was blocked by the Bush administration while Mr. Noriega was in charge of its Latin American agenda.
Understandably, these facts get in the way of Mr. Noriega’s careful story telling.
With regard to the mass protests that led to Mr. Sánchez de Lozada's departure, those took place more than a year later, in October 2003, and here again Mr. Noriega deliberately paints a misleading picture. He describes those events as a President using “legal and responsible” force against armed mobs and concludes: …respected former President Gonzalo Sánchez de Lozada…gave up power in 2003 hoping that Morales would spare the country from more violence.
But there are important facts that Mr. Noriega ignores about what led Bolivia’s President to board a commercial jet that night in October 2003 and flee to suburban Maryland.
Mr. Sánchez de Lozada’s downward spiral began when word leaked that he was negotiating a secret deal to sell off Bolivia’s gas and oil at bargain prices through Chile to the U.S. – a deal that the Bush administration did like. Mass protests against Mr. Sánchez de Lozada’s plan sprang up nationwide, including in La Paz where they effectively shut down the capital. Mr. Sánchez de Lozada responded with what had become his signature move, military and police repression so violent that even his own Vice President, Carlos Mesa, publicly broke with him over it. More than sixty people were left dead, including women and children shot by government troops.
With church leaders, prominent intellectuals, social movements, and even key members of his own administration calling on him to step aside, his last remaining ally was Mr. Noriega and his team at the Bush State Department. None of this, however, has a place in Mr. Noriega’s lopsided narrative.
Of the Bolivian criminal case against the former President, Mr. Noriega gives all credit to a vengeance-seeking President Morales:
The new president then grabs the reins of once independent courts, forcing trumped-up criminal charges against the political foe whom he hounded from office.
There are, however, a few major points that Mr. Noriega forgets here as well. To begin with, the Bolivian criminal charges filed against Mr. Sánchez de Lozada were formally initiated before Mr. Morales was elected, and they were approved by a Congress still controlled by Mr. Sánchez de Lozada’s own party. And while President Morales has clearly made the charges a priority for his government, the real push behind the case has always been from the families of the dead and wounded that Mr. Sánchez de Lozada left in his wake.
Histories Better Told in Accurate Shades of Gray
To be clear, there is plenty of real history with which one can question some of President Morales’ actions. In this Blog, we have written about his inability to find competent managers, his needless provocation of opponents, the costs of his new U.S. visa policy, his dilution of the Sánchez de Lozada case with other less warranted prosecutions, and many other topics known to our regular readers.
The real tales of both Mr. Morales and Mr. Sánchez de Lozada are not written in black and white. They come in shades of gray and touch on issues that are more complex. Mr. Noriega might have pondered the question of how ex-leaders can be assured a fair trial, a worthy issue in the Sánchez de Lozada case. Or he might have considered how Presidents can respond to mass protest short of shooting their own people by the dozen. But exploring gray areas does not seem to be Mr. Noriega’s current assignment. Instead, his current mission seems to be coming to the rhetorical rescue of old friends.

You are simply amazing! You had to put a lot of spin on that to arrive at the conclusions that you did.
I just wish you were honest in your assessment and evaluation of this stuff. It is really sad and this is a pathetic example of how unAmerican you have become and how far you are willing to stoop in order to keep your nose that nice shade of brown that you apaprently love so much.
Do you like that smell of Coca and Feces? Surely it must bother you every time you take a breath. Well, that may not be the case since the rancid stuff that comes out of your mouth (through your pen) smells the same.
Notice how the commenter above thinks that insults are a replacement for actualy refuting any point made in the post. Was that too much work for you, or was it all just accurate?
There's no difference between what Pinochet and Morales did: both toppled democratically elected governments.
Nothing complicated to understand that concept; therefore, to justify "gray" areas Morales used to come to power is misleading.
Mr. Noriega's assessment of Bolivia is fairly accurate, in my view.
Anon 12:48, Mr. Schulz's points on this issue have been refuted so many times here that it tends toward the monotonous. Take for example Jim's allegation that "Lozada’s downward spiral began when word leaked that he was negotiating a secret deal to sell off Bolivia’s gas and oil at bargain prices through Chile to the U.S." If you check the El Deber archives from 12 Sep 2003, you'll find out that there was nothing secret about the negotiations. Goni went to Mexico, conducted talks with Fox, and announced intended actions immediately; to sell gas to Mexico and California via gas ducts through Chile. Within 4 days, MAS had declared the 'Gas War', and begun what turned into a month long blockade (I prefer ‘siege’) of La Paz. Meanwhile Morales' used hatred of Chile to incite opposition.
If nothing else, this particular issue shows me that perspective is everything. Having watched events unfold, I found Mr. Noriega's assessment to be a lot closer to what I recall than any post generated by the Democracy Center. That said, I expect that Mr. Schulz honestly believes his version.
Lozada's biggest mistake and cause of his downfall was his stuborness in trying by FORCE to practically give away gas thru Bolivia's perenial enemy. Hatred towards Chile runs deep in most Bolivians, being raised abroad,he lacked{lacks} any understating of this sentiment.

Obviously you were not educated in Bolivia. Bolivians are indoctrinated from birth that all the evils in the world that are not caused by the US, are caused by Chile.
Bolivians would rather drown in water if they know that it will result in Chileans not having a drop of water.
Similarly, Bolivians would rather keep the gas underground than have a single molecule provide even the slightlest benefit to Chile.
We can write reams on why this is ilogical, counterproductive, silly, racist, etc. etc. but it will no change the fact that no red blooded Bolivian will ever believe that Chileans are capable of being human. Alten~os are most radicals with a mayority there calling for a nazi-styled erradication of all Chileans.
Now about the issue at hand: Noriega. Let's do a quick review of Jim's lies.

He was still against a study to estimate the size of the legal market, he was against a census of cocaleros, and against giving cocaleros titles to their lands. This was no negotiation, but time Evo used to prepare for the siege of La Paz, an act that Jim conveniently does not tell you is a war crime.
The Chile issue was already clarified by someelse. But it would be good to also point out Jim's complete lack of understanding of the business. 1) gas prices were indexed 2) the final price had to finance the huge ($5,000,000,000) investment 3)tax revenue today would be higher than what it is 4)Evo never ever nationalized anything, he simply did what GSL wanted to do: renegotiate contracts for a higher tax rate. The irony of this is that Jim accuses Goni of selling cheap gas....but Evo is paying Jindal over $100MM/yr to take the iron from el Mutun for free.
Carlos Mesa was covering his own interests. GSL, in exchange for having him on the ticket, paid all of Mesa owned PAT. Mesa saw the crisis as an opportunity to get away from paying this debt, cover up his own corrupt acts, and become president. The Mesa family is part of that corrupt elite. They don't write their own history books and have taken possesion of several historical artefacts after "borrowing" them for their research.
Noriega has his agenda, Jim also has his agenda. Sadly the first victim is the truth...and the truth is that there is no water in cochabamba, there is no gas in Bolivia, inflation will top 12%, the new Budget is full of populist measures that will help accelarate inflation.
Jim, Evo's administration will usher another lost decade in Bolivia. A decade where democracy will be dimished, inflation will hurt the poor, quick easy regalias will destroy our industries, and where we have lost a lot of opportunities in this part of the raw materials cycle.

I dont remenber seeing Bolivians burning Brazilian or Paraguayan flags, Its the loss of unique irreplaceable territory with sea access, that makes this a exceptional case.
Roger Noriega, the Architect of the Rule of Terror in Haiti, Quits State Department

Two years to the day of his July 29, 2003, confirmation, Roger F. Noriega, Assistant Secretary of State for Western Hemisphere Affairs, quit his job. Noriega was the chief architect of the coup d'etat against Haiti's internationally recognized democratically elected President and all 7,000 elected officials of Haiti.
In another display of his lack of professionalism, and again displaying behavior generally begging for anger management training, Roger Noriega threw a temper tantrum going as far as saying he thinks he has worked for the US government long enough!
The New York Times today attributed Noriega's abrupt decision to the administration's appointment of Caleb McCarry, a Republican Congressional staffer, to the role of transition coordinator on Cuba, which took "primary responsibility for Cuba...away from him."
Noriega, an arch conservative of Mexican descent, worked as a staffer for the Aristide-hating Senator Jessie Helms, who was bent on destroying Aristide, and the Clinton administration, from the very start.
Going against all of the principles of democracy, Noriega's administration, under his direct orders, caused rifts throughout the Caribbean and Latin America that have reverberated throughout the world.
These democratic wounds and pains now have to be healed if the US is really interested in democracy, nation building, constructive diplomatic relations and regional and international cohesiveness.
Noriega's vindictive obsession with Presidents Aristide and Chavez led him to be the architect of, at the very least, the coup d'etat against President Aristide, and the installation of a brutal, corrupt and shameless interim government in Haiti.
Prior to the coup itself, Noriega led a multi-prong offensive against the democratically elected government of Haiti supporting covert action led by the International Republican Party (IRI) in Haiti, despite the State Department's promise to bar IRI's activities in Haiti at the time.
Most recently, Noriega gave the orders for the stepped up repression against the poor in Haiti's slums, which has taken many innocent lives, including women and children. For the past year, police and former Army soldiers who are now integrated into the police despite past human rights violations, have been killing peaceful demonstrators who were demanding the return of democracy and President Aristide to Haiti.
And, in a scheme, reminiscent of civil strifes in other countries, notably Eastern Europe and African nations, Noriega has kept Haiti in a state of confusion and terror, through a nightmarish web of insecurity. The blinding onslaught of kidnappings, rapes, and assasinations has worked to block all true efforts to reconciliation and peace building, causing the deaths of untold people across all sectors of society.
According to the New York Times, Noriega will remain at the State Department until September. Although Noriega cannot bring back the lives that have been tragically lost, this would be a good opportunity for him to repent for all the acts he has commited against mankind, democracy and universally accepted standards of human rights. There is still time for him to right his wrongs in Haiti!
Unfortunately not referencing the many police officers and civilians killed during the months leading up to the coup, nor the thousands of civilians who have died since, the US Ambassador to Haiti, James Foley, in his recent statement said that "the use of violence against civilians is the very definition of terrorism."
Perhaps, with Noriega and his personal mission of death and destruction against Haiti's democratic movement out of the way, the US can begin to practice what it preaches
This is not news...while I support the "washington consensus" I can't deny the fact that the US diplomatic corps is filled with bureaucrats. A short visit to the US Embassy in La Paz and it is filled with little Noriegas. Not once have I met a staff member that I would consider professional.

Anyone who has risen in politics will have vocal detractors (as well as advocates). At least Jim debated what Mr. Noriega had to say instead of attacking the individual.
What Jim keeps lying about has been addressed so many times that it is more fun to point out his obvious lack of credibility as an unbiased journalist. It is also more productive just to recognize him as the communist that he is rather than actually thinking that he is going to give a balanced report!

So, basically what we have is a brief for the defense by a professional bureaucrat coming from the idiot son's administration. And in reply - Jim Schultz spin: US soundbite-friendly, little substance, loose with the facts, obscuring its real agenda (like Fox news).

1. False: That deal had been talked about for years. Bolivia and US media, trade publications business journals. They had customers and financing lined up.
2. The Bolivian government in a financial crisis, since both its major gas customers were in financial difficulty needed new revenue.
3. Reasonable people could see this as the government getting Billions of dollars of new investment, selling gas that as of today, is sitting in the ground. Not to mention a pipeline, LNG processing plant, Tankers to export LNG, and the all import paying customers you need to get a LNG project up and running.
4. We get a collective meltdown that kills the deal, thus missing out on billions of dollars in investment, and revenue.

To understand Western paternalism towards exotic "revolutionaries" it's imperative to read Carlos Rangel's "Del Buen Salvaje al Buen Revolucionario."
Evo Morales for the Western paternalists became a "good revolutionary" after being a "good savage."
As far as the Court case is concerned, Schultz way of spinning the issues, (Americanized - creative use of facts) is not different from how lawyers on both sides will be presenting issues in Court. It is up to the trier of fact (judge/jury) to decide on GSL liability, based on how strong the facts support a case.
Tell you what, they have an uphill battle. You can present a timeline showing how things spiralled out of control in Bolivia, during Goni's brief tenure. And that timeline would have Evo all over it, whether its claiming fraud in the election, mobilizing "Chapare" to deal with erradication, organizing the "Estado Mayor", inflamatory speeches in Chavezland. It makes it seem like a deliberate campaign to overthrow Goni, inciting the siege.
there is the practical, emergency side. A armed siege of a City, stopping food and oil to reach its residents. If someone throws dynamite at the cops in the US, they can shoot you.
Then you have the "Evo" issue itself. Same federal judges who deal with civil also deal with criminal cases.
You can make a reasonable argument that Evo/Cocalero stuff is a criminal conspiracy of sorts. Facts: Coca leaf is main ingredient in cocaine, Evo is a cocalero farmer in one of 3 largest coca leaf growing areas in world, Leads association of Coca growers in this region, Chapare production largely goes to illegal cocaine production, Chapare Unions, led by Evo,violently oppose erradication efforts.
The more erradication succesfull, the more Cocalero unions protest, when talks fail, they go on war footing against the government - declaring it illegitimate. Evo paralyzes country, calls for violent overthrow of president. Was there a conspiracy by drug producers/exporters to kick out Goni to stop erradication? Vengeance? Would Bolivia fall under a pro-cocaine dealer regime?
These are all reasonable inferences from these facts, that a Court has to consider, when it looks at GSL as an authority figure making these decisions.
