Sucre Poker and Bolivian Chess

Here's the hand you've been dealt.

You are the Bolivian department of Chuquisaca, the home of Sucre, the judicial capital of the country and also one of its least developed regions. You bear the grudge of a historical wrong – the loss of the full capital to La Paz – committed before your great-grandparents were born. Suddenly, you find yourself for the first time with some serious political leverage on your hands. You are the host of a Constituent Assembly to re-write the nation's Constitution. You make a move.

You try to plant before the Assembly a proposal to move the nation's capital back to Sucre from La Paz. You aren’t taken very seriously. Basically, you are blown off. You can’t even get the issue put to a vote before the full Assembly. So you play the same card that the President and his allies once played so often when their demands were ignored – disruption. You physically harass the delegates, block building entrances, and generally make it impossible for the Assembly to meet. And so it doesn’t meet. It is dead in its tracks for two months.

The government is desperate to get the Assembly process on track and because of that it's ready to deal. You have leveraged 'capatalia' into a real issue and into real negotiating power. From the perspective of political poker, you've played things shrewdly. The government offers up construction of a new regional airport and a new highway. It pledges to move significant government functions to Sucre, including the national election authorities and even some sessions of Congress. If your goal was to boost public investment in the region and obtain a more visible presence in the nation's politics, it is a solid win.

The First Rule of Poker

But there is a rule in poker, one that I explained once upon a time to my tearful daughter when teaching her the game. It isn't actually your money until you take it and walk away. The danger in poker is that players with good hands convince themselves that they have great hands. Then they end up having losing hands. [Note: Being the good father that I am, I let my daughter win back all of my pocket change.]

Some realisms:

Upstate New York is not going to be handed back over to the Iroquois.

The Spanish are not going to refill Potosi with silver.

Paraguay is not going to hand back El Chaco.

Bolivia is not going to declare war on Chile and recover the sea.

The capital of Bolivia is not going to be moved to Sucre.

Injustices one and all, but the more that time that passes after the injustice is done, the more subtle the reparations that are possible. No person, or region, in any country, is terribly game to give up a major chunk of its economy freely to another. This is especially true when the sacrifice is aimed at making amends for a wrong that no one still alive actually committed.

What does that mean for Chuquisaca now? Well the Constituent Assembly is sitting in Sucre waiting to reconvene, but those leading the "return the capital" rebellion seem pretty intent on not letting it. Some of them apparently still suffer the illusion that a ticked off population five times its size in La Paz and El Also is going to wave a cheerful goodbye to being the national capital. One wonders whether these leaders also put their wobbly adult teeth under their pillows at night waiting for Ratoncito Pérez (the Latin American equivalent of the tooth fairy).

There are splits over the matter in Sucre, just as a poker player wrestles with choices over how to play her hand. Some of those pushing to take the deal on the table and let the Assembly get back to work are backers of the government, but others not. Some may just be realists. In any event, MAS seems about ready to call the bluff and move the Assembly to friendlier MAS territory in Oruro, a city which does not have its sights on the capital, but which does produce the best Carnival in the nation.

If the Assembly leaves that will leave Sucre free to fill its streets in protest, but with no leverage left to wrestle even the promise of a few street pavings. This is bad poker.

If a tree falls in the forest and there is no one there to hear it…

If Sucre fills its streets in protests demanding the capital be moved and the Assembly has gone elsewhere…


Bolivian Chess

All of which leads us to the real question: If demanding the move of the capital is being pushed far beyond the point of a winning hand for Sucre, why is that hand being played? It is hard to believe that the intelligent people of Chuquisaca are that blinded. The answer lies not in poker, but in chess.

Since it lost so lopsidedly in elections for delegates to the Assembly 16 months ago, the political opposition here – most specifically PODEMOS and leaders in Santa Cruz – has made a strategic choice to block the Assembly's progress rather than shape its product. That is understandable. From the perspective of the opposition there is nothing that the Assembly could possibly produce that it would prefer to the status quo. The exception to that might be greater regional autonomy, but the MAS majority isn't going to cede to the regions control over either land reform or gas, the opposition's lead desires.

Simple chess: If you can't checkmate your opponent then just make damn sure your opponent can't checkmate you – stalemate. At this point stalemate is the best move the opposition has got and after the 2/3 vote issue ran its course and the Assembly began working again, blowing up the Assembly with the 'capatalia' issue was an ingenious play toward stalemate.

Here is the formula. First make every move that you can to block the Assembly from functioning, then declare that the Assembly is dysfunctional. Not bad.

You can tell in the newly hot rhetoric coming from MAS leadership that they are getting tired of the game and are pondering a new move themselves. Vice President Linera, always the cool rhetoric member of the President/Vice President team, declared this week that the Asamblea had been kidnapped by "racist and fascist" Sucre leaders.

Watch for MAS' 'Plan B', and it won't be just moving the Assembly to Oruro. Don't be surprised if, whether it is by an act of Congress or by Presidential decree, the MAS version of a new constitution is placed on the ballot where it can be made the national 'magna carta' by a simple majority vote. And MAS may be able to win such a majority at the ballot box. The opposition will cry bloody murder amidst chants, fair ones, that a new constitution should seek to represent something closer to a national consensus.

But seeking a national consensus is a very different strategy than blocking the majority at every turn. If the Assembly fails Bolivia is headed for a political showdown. It might be in the streets or it might be at the ballot box, but either way, the nation would be a lot better off if its leaders played less poker and less chess, and more statesmanship on all sides.

I'm still waiting for the so-called "defenders of democracy" to show their faces, spout their usual rhetoric, and whine about how MAS and Evo are doing everything in their control to ruin the country of Bolivia, after today's events in Sucre.

I agree with you, it's becoming more obvious every day that only one side is negotiating in good faith. Both sides are solidly grounded in their beliefs, but every item MAS offers is continually rejected. Only after weeks of negotiation regarding "capitalia", and after the third rejection of a continually increasing basket of goods, were we greeted with the new talking point of: the commission that have been conducting these negotiations for the Constitutional Assembly does not have the "legitimacy" do be conducting such negotiations. If so, wouldn't one have expected to hear this complaint from day one?

Enough of the obstructionist maneuvers. The goal of the opposition is clear (in their own words) - create their own nation/state.

Of course, should MAS determine to go ahead and ignore these obstructionist maneuvers and approve the new text with their simple majority, the will have played right into the hands of the opposition, who will then be able to claim the biggest authoritarian coup of all time.

Damned if you do.

You fail to mention what caused the capitalia. It is not the product of a macabre conspiracy, but the only means they had available to hold the MAS rodillo.

Specifically, the capitalia surfaced days after the MAS unilaterally decided that it would author both the MAYORITY AND MINORITY reports.

Now does the "democracy center" believe that a democratic regime should be ruled by a party that represents both the mayority and minority?

It is also misleading to say that the MAS obtained an overhelming mayority...they where barely over 50% and do not have a mayority in the senate. One could even say that 49% of the population is against Evo. Furthermore if another election where held right now, MAS would be hard pressed to get over 1/3

Finally....a sad Irony of the CA that highlights the incredible level of hypocrisy from the MAS. They want to restore indigenous traditions, saying that the wisedom of the ancients is far superior than anything western culture could muster. However, the andean cosmovision calls for all mayor decisions to be taken under concensus This would mean that the CA would have to approved by a 100% mayority under indigenous rules....MAS wants 50+1....irony.

And today's evidence than the MAS is just like any other party: Garcia Linera's ex-girlfriend has been rewarded with a cushy diplomatic post in Brazil...she sure doesn't have any experience, but she knew the right people.

Sure...just like all the polls in December 2005 showed Evo had no more than 30% of the general vote, and would have to form an alliance with either Podemos or UN in order to govern.

Jim: I agree with your last comment, more statesmanship from all sides. Yet I´d stress that it is our President, Evo, who should be concerned with this idea, less soccer games, less award traveling, less Caracas training tours, and more commitment with the people,not only blaming the traditional enemies, using the "culture of dialogue" that he claims only abroad, (while calm). Evo is not taking a clear role in all this conflict and he should once and for all.

The Sucre capital move was a trial balloon of sorts, to see “what Evo really will do”. When its Evo vs. Santa Cruz civics, most highland middle class indo-mestizos could care less. Sta Cruz is too “recent”, uppity, brash, tropical, remote, may even deserve a beating. Sucre, though, is inseparably tied in to their conception of Bolivia: colonial glory, independence struggle, and nationhood. Generations of Bolivians grow up reading in school books about the Audience of Charcas, the University, the Court, the two capitals. It is arguably right up there with Potosi as far as symbolism is concerned.

When Evo blows off Sucre, refusing to even hear the issue out, it sets off alarm bells among this altiplano middle class. Many think the Sucre demand is nonsense, but it has that little bit of legalistic backing to it, that maybe it should have been considered or discussed – like the indigenous petitions are. But the arrogance and threats of Garcia Linera and Evo shows a lack of respect for the symbols of the Mestizo culture - and a willingness to ignore that population. Slamming the University president as a fascist is heavy with symbolism. Cocalero mobs in Cochabamba and Sucre + the constituyente circus plays to middle class fears and prejudices. People who voted for Evo on a nationalist basis, who thought he would mellow out once he was in power, now see the authoritarian and ideological bent of the government: ”. “If it happened in Sucre and Cochabamba it will happen to us in La Paz” Regional autonomy claims now seem less frivolous. People get to thinking “maybe Santa Cruz has been right along” And then on TV they see Evo led by the hand by Chavez, hitting again at Altiplano nationalism. The spectacle of Chavez threatening Bolivians from a statute of Che Guevara in Cuba, while Evo honors the invader, instead of the Bolivian soldiers who died at his hand. All this while Chavez is in the middle of a dramatic, televised drama, attempting to impose his own charade of a “new Constitution” to achieve ultimate power. He even links Bolivia’s “project” with Venezuela’s. Suddenly a new Constitution for Bolivia written by the Evo-MAS is a very scary proposition.

One thing is for certain. The biggest problem in Bolivia, is Bolivians. I know that sounds disrespectful, but it is not intended that way.

Let me explain. They simply do not have the experience to govern themselves fairly. Nor, do they have the disposition to govern fairly. The reson for this is that NOT ONE GROUP will ever take responsibility for their actions. The biggest issue in Bolivia is assigning guilt to someone else. Hence the Goni issue will not die. Evo will not see his own part in that fiasco and wants to lay the whole blame on Goni. The truth is that every political party had a hand in what went down. however, because all they want to do is assign guilt to someone else, they can't reach a point where they simply can move forward.

Chavez is astute int he fact that he recognizes that the only way to move Bolivians along is to lead them by the nose. Thus he has a mentorship relationship with Evo. Unfortuantely, Evo does not see the many strings that will be forthcoming that are attached to this mentorship.

I think that Evo really has good intentions. However, those good intentions are driven by bad political philosophy. Perhaps even his Liberationist Theology has a large part to play as well.

Until Bolivians can move beyond the mentality that seeks to assign guilt and accept personal responsability, Bolivia will always be a fiasco. Further, as a country they will be seen as stepchildren on the international scene.

That is unfortunate because Bolivians are basically a good people. The problem is that sometimes they are like immature childen in matters of importance.

USAmericans are also basically good people. The problem is that most of the time their minds are controlled by the media, the super rich corporations, and only a handfull of them vote. Both democratic and republican parites are alike therefore USAmerican have no real choice or democracy.

minor points anon. b-dogg has a point... calling bolivians "children" lumps far too many people together. that many of them respond in a childish or immature manner (like me intentionally not using caps) might be more appropriate, but even that is an overgeneralization.

I don't view Morales or his followers as childish so much as vengeful and hateful. Why should the "opposition" make it easier to pass a constitution that is clearly directed
1 - toward increasing the rights of one race above all others, and
2 - would allow Morales to stay in office much longer than he should.

Oh, and in case Hugo is reading this blog, I think you should shut up too.

I think its a function of the literacy level in the country. When you have such vast portion of your population being illiterate, it makes fertile soil for populist rethoric

How else can you convince that inflacion is caused by a small elite rather than by all the populist measures MAS is enacting.

^^ And since Norman has directed the topic back to sanity again, This is an interesting interview with "boca de pozo" -Soliz Rada, Evo's 1st energy guy. He is really dogmatic on oil/gas topic (IMO he sounds Troskyist) But he does represent "old school" Bolivian nationalism, and is a pretty shrewd reader of Bolivian politics.
That the MAS need to take the assembly back from the "fundamentalist" rhetoric & proposals of some in the indigenous movement, whose language he says comes straight out the NGO's. (some of them claim MAS is already excluding them)

Says the current MAS proposals are flawed. - outside of whatever the opposition does. And they are making a big mistake in thinking it will autonomatically get popular backing.

He thinks the indigenist rhetoric, turns off the mestizo middle class, who had voted for Evo. He claims this was a factor whey Evo went from 54% of the vote in the general election, did not win the Senate, and got a 51% bare majority for the assembly.

A possible solution to the CA tie is to call a new one. However this time they should 1) give it a specific mandate (ie. what needs to be modified) 2)have people vote for leaders and not parties to represent them and 3)make it private, that is no NGOs or other politicians would be allowed to pollute the assemblypersons platform with which they were elected.

This would never happen however, since MAS (even as Soliz Rada accepts) would not get the same level of votes. I reckon they would be lucky to get over 1/3

If you really look at it, the current constitution + laws on the book does both symbolically and in substance cover "indigenista" concerns, like recognition of local authority, and "pluri-whatever" jargon.
If something big was really missing that concerned the indigenous population, that La Paz would be blockaded until it didn't get voted on and approved. But there is nothing, no interest, plain indifference. There is no real "alternative" proposals of any substance with mass backing.
Within the ruling coalition, what we see is MAS feuding with some associated interest groups, with most of the population indifferent. MAS claims "legitimacy" to speak for a majority, but presses an agenda endorsed by a relatively small group of its leadership and some militant groups. The real substantive change they want involves re-electing Evo so that in words of Chavez there is "Evo para rato." And creating "paralell" authority to sabotage the departments autonomy as much as they can. Ultimately following the Chavez play-book: perpetuating themselves in power to install at outmoded version of "state capitalism".
So, maybe killing this whole thing is actually a good idea.

Anon, read your constitution. You can find it here. It's 60 pages long, so it takes an evening to go through it. You'll find that B-N's point is valid. There is no secret hidden clause relegating the indigenous population to plantation work. All rights are guaranteed regardless of ethnic origin or religion. The wrongs that you decry were neither because of a faulty constitution nor a lack of laws protecting individuals; they were (and are) because of a general disrespect for the rule of law and an inability to enforce them. This is true on the sides of the “corrupt oligarchy” circumventing law to get rich, the cocalero’s absolute disregard for the law to improve their living conditions, the pueblo’s disregard for the law when torturing or murdering an accused thief, or the MAS manipulation and trampling of the law. IMHO Bolivia does not need new laws or a new constitution (unless you want to stay in office for life). Bolivia needs to respect and enforce current law. And that is a fundamental change in mentality.

If we go back to the child analogy argued before, ask yourself how you get a disobedient child to obey the rules of the house? You establish clear rules with clear, fair, proportionate consequences. You enforce the rules by applying the consequent actions impartially and immediately upon offense. You do not show anger but regret at having to enforce a rule the child should have obeyed. You relate the punishment to the offense so that it is clear in the child’s mind why he/she is being punished. You do not negotiate after the fact. You do not specify a consequence that you are not 100% willing to carry out. You do not threaten.

Now to break my rule about generalizing, Bolivia does not respect the law because it has not been impartially enforced, it has been negotiated after the fact, offenses are routinely overlooked, when punishment is executed it is often disproportionate to the offense and handed down in a vengeful manner. Uphold and enforce the current laws first then decide what needs to be changed. Understand though that if you try to enforce the law in Bolivia, you will be looked upon as a heavy-handed tyrant whether you’re Goni or Evo.

American here. Let's consider shall we:

No conspiracy here. America has sophisticated advertising and PR agencies. Does it work? yes. The press is predominantly owned by less than a handful of companies and American professional culture does indeed predominately identify with corporate interests. You doubt it? Are you a professional, sir? When in doubt, people protect their career/job or take the path of loyalty to the institution that employs them and so reporters likely self-sensor themselves. Is it not obvious the press here is skewed? For example, watch the mainstream coverage of the constitutional reform referendum in Venezuela. Is it *informative* or is it simply selecting information in order to characterize the reforms negatively?

Does the U.S. have a large voter turnout? Is it at all popular or expected for people to share their political views? Don't most U.S. people you know consider themselves "non-political" ?

What are the stance of Republican and Democratic candidates on the Iraq war? Any real option to vote for withdrawal here? How about truly socialized health care? Is it available for a vote?

So all in all, it seems a fair characterization. Other countries probably have similar issues though.
