U.S./Bolivia Relations: Another Outbreak of Foolishness

Well, just when it seemed like the diplomatic wars between the Morales Administration and the U.S. Embassy here had died down – making it safe to visit that new Pirates of the Caribbean ride opening up in Oruro – both sides are back at it.

The latest round began with the appearance of a photo, a shot of a slightly smiling Ambassador Phillip S. Goldberg at the big annual commercial fair in Santa Cruz. One one side he is flanked by a well-known Santa Cruz civic leader and vocal adversary of Morales. On Goldberg’s other side stands a young man in a white t-shirt – a fellow later identified as a Colombian recently jailed by Bolivian authorities for suspected "guerilla activities." Not the kind of company a U.S. Ambassador generally likes to keep in public.

"Hey, Let's Walk Around ExpoCruz and Plot Against Evo."

The Goldberg photo exploded its way into the Bolivian media just over a week ago, wrapped in a new round of Bolivian government denunciations and conspiracy theories. Angry Foreign Ministry officials announced that they were demanding an explanation from Goldberg. The U.S. Embassy responded that it was just like dozens of other sort-of-a-celebrity photos taken of Goldberg while in public with people he doesn't know. President Evo Morales, nevertheless, took the photo and ran with it, all the way to his address before a Latin American Presidential summit a week ago in Chile. Waving the photo in the air, he cited it as further evidence of a U.S. plot against him.

Conspiracy?

Let's see. The U.S. Ambassador wanted to engage in clandestine planning for an anti-Evo assault with a leading Santa Cruz critic and a Colombian paramilitary operative. Inconveniently, all the usual secret spots were occupied that day, so instead they went for a walk around ExpoCruz. Yes, that's how it went down. Standard Embassy coup-planning operating procedure.

Okay, while Mr. Goldberg has certainly botched a few things here these past few months, could we please have a little reality check here?

Goldberg explained later, "I know that many people come up to me as Ambassador of the U.S. to take photos and it isn't because I am so handsome. It is because I am the Ambassador of the U.S." Does anyone, even Morales, really believe that Goldberg would be so stupid to be knowingly hanging out in public with a genuine coup operative? Oh yes, and professional wrestling is real too.

[A disclosure: There is a photo that exists of me standing beside both Evo Morales and Hugo Chavez, taken, similarly, at a public event. If the U.S. Embassy requests that I release it, I will.]

"My Big Brother is Gonna Beat You Up."

Now, a more savvy diplomat would have simply offered his explanation to the Bolivian media and government that this was a picture, like dozens of others, taken in a public place standing next to someone he didn't know. A more savvy diplomat would have left it at that and watched, with some amusement, as the President he so dislikes made a fool of himself by belaboring the photo-as-conspiracy charge. But alas, Mr. Goldberg seems to have been absent on ‘savvy day’ at Ambassador school.

This week, while walking out of an event in La Paz, Goldberg declared to the Bolivian press that, in response to Morales' recent declarations against him, the U.S. State Department had called in Bolivia's U.S. ambassador to rake him over the coals. "Our government has expressed its disappointment over these accusations." This is diplomatic speak for, "See, now my big brother [in Washington] is going to beat you up."

First, there is the question of how much Goldberg's superiors in Washington really want to get dragged into his ongoing tit-for-tat with Morales. I tired to imagine the call:

"Secretary Shannon, it's Ambassador Goldberg on the phone from Bolivia again. He says Morales is still being mean to him."

"Ayyy, geeze, again?"

In the immediate aftermath of Goldberg’s declaration there was a good deal of confusion about whether it was actually true. Bolivia's Washington Ambassador, Gustavo Guzman, told AP, that he hadn’t been called in for any such scolding. A State Department spokeswoman then told the press,"We have regular meetings with officials of the Embassy of Bolivia and other countries to talk about our bilateral relations." Not exactly how you might describe an Ambassador being called in to hear a reprimand about Presidential rhetoric.

On Thursday, events got so confusing that Los Tiempos here ran the story two ways. It’s morning headline read, "The U.S. Calls in Bolivia's Ambassador in Washington." By mid-afternoon the paper had changed its headline (on its Web site) to, "The Government of the U.S. Has Not Called in the Bolivian Ambassador to Express its Disappointment." By day’s end the State Department spokesman decided to chime in on Goldberg’s behalf, issuing a statement saying that the State Department had spoken to Ambassador Guzman and said it wanted Morales to stop making the photo accusation.

What was really said and when still remains unclear.

Again, all this is pretty ridiculous from the Morales side. If the government here is intent on scoring points in diplomatic tit-for-tats with the U.S. Embassy, it should have stopped after the ammo at the airport episode, in which the Ambassador offered up a good case study for foreign service students about how not to handle an incident. But the 'photo as conspiracy' business just serves as equal fodder for a session on how not to be a President.

For his part, one assumes that Mr. Goldberg is here to facilitate good working relations with the host government, not to find new and inventive ways every week to keep his name and image in the media. Did he really think that a statement from Washington was going to move Evo to listen to his more rational impulses, or make Goldberg's diplomatic relations easier?

More and more these two look like two people in a bad marriage looking for new and inventive ways to provoke each other. It sort of makes you wish that one of them, at least, would have the good sense to start acting like a grown-up. Shall we take bets on the Blog about what goofy thing they’ll fight over next, and when?

By the way, in that photo of Chavez, Morales and I – we were discussing global domination, and beer.

These shenanigans play to Evo's advantage. Any statement or measure by the US to retaliate would be the best thing that could happen to EVO.

He will next blame the US for the inflation. In this would be right as far as a weak dolar is concerned

However, most of next year's +20%inflation will be due to his populists measures. Indexing salaries to inflation, bonos dignidad, juancito pinto, venezuelan checks, remittances, drug money and his RIDICULOUS budget will usher another lost decade in Bolivia. A Dutch diseased economy and the MAS stupid economic ideas like food importation and price controls will destroy campesinos' economy and create extreme shortages. A TLC would have been faaaaaaaaaaaaaaaar better. a TLC will at least allow us to buy&sell duty free, he instead is only allowing imports to go duty free.


Add the now almost sure non-renewal of the ATPDEA, his insistence in kicking out USAID, and the lack of any foreign investment, things are at the very going to get interesting.

Now we can thank the "October Heroes" for forcing Petrobras to be more aggressive in its exploration efforts in Brasil. They have recently made the one of the largest oil&gas field discoveries of the last 20 yrs at the tupi field just of the coast of Rio. They have now surpassed Bolivia in gas reserves and will be among the BIG boys in OPEC. So now it is a certainty that we will keep the gas underground with the rest of if most like being vented or leaked resulting in total net additional revenues equal a grand total of $0.00. Thanks again "October Tontos Utiles instead of having $10,000,000,000 in FDI and a commodato in the Litoral and even gas reserves and more tax revenue, now we have BUPKIS.


In the next five years, Bolivia faces a extreme high risk of completely collapsing. The government has accomplished very little beyond any of the Neoliberals, but at least we now closer to a "big leap forward" than ever before.

We need the beg the US not to leave Bolivia. Be a good Christian nation and turn the other cheek. Evo might just be Machiavellian enough to intentionally bankrupt and instigate a racial civil war in order to sustain himself in power and create another socialist paradise.

Why don't we take bets on how many will die or be refugees? I'd say we can will easily add 3MM to the 1MM already in economic exile, and may be 10-30,000 dead depending on how you account for the campesinos that will starve a la Mao.

Might help if Evo hired a Foreign Minister who actually read a book or two in the past 15 years, instead of that ignoramus.

Evo in Chile, managed to incorporate the 500 rounds of ammo AND the picture into his nutty conspiracy theories. Even brought up King Juan Carlos, saying it was easier to get a picture with the king, than with the ambassador.
--Looks like Evo needs fresh excuses so he can keep up with Chavez demands. Bolivia - according to Venezuela's foreign ministry -is now part of the ALBA "axis" with Venezuela and Cuba, its mission is to fight the "empire." Picking fights with Goldberg, and threatening to kick USAID out seems to be consistent with that.
Evo talking about foreign plots, sovereignity and dignity is laughable while he bends over backwards for Chavez. Evidence is plentiful: Chavez lands AGAIN in Trinidad even after Senate complaints. Venezuelan troops wandering around airports at odd hours of the night. Evo gets checks from Chavez to buy support in the military and municipalities. Not to mention Evo cavorting with Cuban survivors of the only real "foreign-directed" military invasion of Bolivia the past 50 years..
Might help if Evo stops listening to "advice and consent" from motormouth in Caracas.
Evo and Chavez' relationship is like a 2 year old holding the leash to a 100 lb over-friendly hyper labrador. Guess who is leading that walk through the neighborhood?

I couldn’t do anything but laugh and continue with the sarcasm, under the admiration, incredulity and clue lessens of a bunch of members of the international community, read as, a lot of non Latin American dudes. What happened is that riding in a bus towards a location where we had to obtain data for an Environmental Impact Study, I smelled certain Chavista odor in the enclosed area; I directed my attention to the one Venezuelan expert in the group and I told him, ¨Hey Bolivarian, you farted¨, and he immediately answered ¨It isn’t my fault; it was the Empire’s!!!!¨

We continue on and on with examples happening in our Countries that ended up with our governments usual response, which is, adding up some American spice, Isn’t the economy stupid; it is the Empire!!!. Not a surprise to Bolivians and Venezuelans, but yes too many Europeans and Americans. Since, if in our countries there is inflation, is not our fault, it is the Empire!. If we don’t like something the government is doing, is not us that we don’t like it, is the Empire!. If we fight for democracy, is the Empire financing the Oligarchy!. If there is no bread, is not our internal policies that do not incentive production, is the Empire!. If there is no ¨maraquetas¨, is not our government that cannot produce enough GLP, is the empires!. (Note, Venezuelans use the word maraqueta for a very different thing than Bolivians and according to my new friend, they will always have a lot of it, Empire or not).

In definitive, Venezuelans and Bolivians, according to our current regimes, are in fault on nothing and responsible of nothing, because everything is the Empire’s fault. That is why our governments do not need to incentive production and the idea of having others investing in our Country, as ¨partners and not patrons¨ is for them to take all the risks, with the exception of those whiling to invest in the regimes pockets, but of course, if that happen and the still free press caches it, it is the Empire’s fault.

When it appears that not even flatulencies will escape the Empire’s domination, we discovered that, at least in Venezuela, there are two things that not even the Empire will dare to touch, the price of gasoline and the price of alcohol. Interestingly, those are the two things that are not being affected by the skyrocketing Venezuelan inflation.

I was left defenseless addressing this situation, since earlier on I bragged that our opposition in Bolivia was empowering democracy by not letting the Mazist taking control of the senate, most of the regional governments, the Constituent Assembly, and now the streets of Sucre and Cochabamba, along side the ones of Santa Cruz. But I could not identify anything that will really push us Bolivians to kick whoever ass is needed if molested, Empire or not. Presupuesto Para la U (Money for the University) passed by my mind, but that is very much localized, Selling Gas to Chile was other thing that crossed by, but we are not doing so, yet.

I didn’t have other option to blame it to the Empire for not having an answer so I wouldn’t have to accept a defeat, but I was left preoccupied for not having untouchable ¨things¨ on the Country, maybe somebody else reading this blog can help me to find a couple. In the mean time, I should remain me readers, that the ¨Attack of the Empire¨ syndrome excreted by the Socialist of the XXI century is no other thing than the Nazi’s Joseph Goebbels first principle: ¨The Principle of Simplification and of the Lone Enemy¨, which in the case of the Socialists of the XXI century means making everybody believe that anything wrong that happens is the US (Empire) fault and that Country is the lone enemy to defeat. Juan Carlos de Borbon of Spain had lived the Nazi influence in his country and had survived Spain’s greatest tyrant, which is why he could not restrain himself and open his mouth to make as aware of the dangers of the dictators to be in Latin America.

Jim, I'm not sure why we have to disagree on everything, but it seems to be our lot. We do agree that the conspiracy accusations based on the photo are ridiculous. You would have the ambassador make his explanation and leave it there. The problem with that is obvious; Evo would not leave it there. He will continue to invent excuses to accuse the ambassador. The US, through appropriate political channels, has politely asked Morales to stop making baseless accustations. There were no threats involved, no "My Big Brother is Gonna Beat You Up." It was a polite request. It will, of course, be ignored, but it's on record now.
BTW, your 2nd through 5th hyperlinks are all to the same article from Los Tiempos. I'm not sure if that was intentional or if you meant to direct us to other sources.

It is kind of pathetic, but it really looks like the former Bolivian army private meekly follows the dictates of the former Venezuelan Army Lieutenant Colonel. As if on cue the Melgar-EVO government pipes up against Spain with the rest of the idiot choir. Now there are "fresh" allegations against Aznar and Spain. Coincidence it just happens to follow-up to Chavez latest meltdown against Spain.

The latest Evo outbursts against the US, fit the Chavista playbook pretty well. But, evo should remember that he doesn't have the oil that Chavez does, and Bolivia not buy the tens of billions of US goods that Venezuela imports. He also might want to remember the number of jobs that trading with the US brings, and the amount of remittances that come from the US.

Does he think he can just depend on Chavez, and blow off not only the US, but also Spain, Brazil and anyone else friendly? And he might want to look at when (or if) all that promised "investment and technical help" from PDVSA comes in. We are talking about the state oil company from one of the worlds most corrupt governments (according to Transparency Int), who in a boom can't even pump its OPEC quota, The same people who can't get basics like enough drills for their oil production, is suddenly going to magically get rigs and refinery equipment into the jungles of a landlocked country. A company that fired 18,000 of its best employees and that has to buy nat-gas from Colombia to power its oil fields, is suddenly going to help Bolivia with its natural gas?

Bolivia Foreign Reserves off Charts
La Paz, Nov 19 Bolivia's foreign reserves will close with a record of over 5.047 billion dollars this month, President Evo Morales highlighted.
Addressing members of a municipal regiment in El Alto, the president reflected on the current economic situation in the country since he took office in January 2006.
Morales noted that for the first time in 50 years, the country's trade surplus totaled 1.34 billion dollars in October, corroborating the Andean nation is viable and reliable.
Similarly, he praised the rise in exports, which last month amounted to 3.78 billion dollars, which in 2005 barely registered 2.86 billions.
Morales made the remarks in a meeting with Iran's special envoy to Bolivia Eslamian, where the two sides discussed cooperation between the two countries.

In the meeting, Morales voiced pleasure with the wide public welcome extended to the Iranian President Mahmoud Ahmadinejad during his recent visit to Bolivia, saying that the warm welcome, which had been arranged by the people themselves, was unprecedented in Latin America.

He further called for the accelerated implementation of agreements already held between the two countries in areas of oil, agriculture and industries, and said, "Today, Bolivia needs industry, capital, production and activity more than ever and we have opened a special account on Iran in this regard.

Morales also pointed to the establishment of a tractor-manufacturing factory in Venezuela by Iran, and called on Tehran to take a similar measure and open a tractor-manufacturing company in Bolivia.

During the meeting, the two sides also discussed the agenda of an upcoming visit to Iran by Morales

Water Minister, Abel Mamami he of "constant complaint but irregular proposal", is now accusing Bolivia's ambassador to Spain and 2 MAS senators of corruption, for their relationship with a Spanish NGO, on whose board they served, and which consults with the water superintendency.

El ministro de Aguas de Bolivia, Abel Mamani, denunció a la embajadora boliviana en España, María del Carmen Almendras, y a dos senadores del oficialista Movimiento Al Socialismo (MAS), en la firma irregular de un contrato entre el Estado y una organización no gubernamental.

Mamani denunció que el hecho, registrado en agosto de este año, tiene que ver en la prestación de servicios de consultoría de la organización no gubernamental "Agua Sustentable" a la estatal Superintendencia de Aguas, informaron este lunes medios locales.

El ministro explicó que la diplomática y los senadores del MAS, María Esther Udaeta y Omar Fernández, son miembros del directorio de la ONG Agua Sustentable.

Manami acotó que se cometieron los delitos de "uso indebido de influencias, negociaciones incompatibles con el ejercicio de las funciones públicas, contratos lesivos al Estado y conducta antieconómica".

Soliz Rada, Evo's former energy minister - who represents the old Marcelo Quiroga Santa Cruz line, now says that the indigenous "fundamentalist" positions and demands within some groups and social movements are pretty much an "invention" of US and European NGO's that work with them - and which are ultimately in cahoots with the "sources of world power". Demands for native "autonomies" and for pressing separate identities, are nothing more than a foreign-directed conspiracy to "atomize" Bolivia, so foreign powers can seize these resources by dealing with "sub-groups" rather than with a state.

Bolivia's economy is doing good today, because since 1985 Goni/Tuto/Paz Zamora, et al. all made sure through laws and policies that the government stayed within limits and paid off debt. That there was an autonomous Central Bank, inflation kept in control, and a prudent currency policy. Right now there are enough measures in place, that it is hard for a government to be really stupid and spend like crazy or radically change the existing framework. It helps that the regulatory agencies, and banks have a stable leadership and technical personell, with some independence from politicians of all sides.

Bolivia's previous crisis was in large part due to the disaster in Brazil and Argentina, and the fact that gas production was low. Once Brazil and Argentina recovered, suddenly there were dollars for Bolivian goods. Bolivia's gasoduct to Brazil went on-line, and production increased. Spurred by trade preferences, Bolivian exports to the US also increased. By 2004, it was clear that the economy was much better. Then hydrocarbon prices boomed, and the price of the Brazil contract - tied to a basket of 3 international prices went up. Bolivia also benefitted because its foreign debt went down, part of it was forgiven.

As for Iran, again, how will a corrupt State enterprise, which has to import refined gasoline, and which is located thousands of miles away take care of business in Bolivia? Same goes for Russia.

It is no excageration to say that the only world class national oil companies, are Norway's and Petrobras.
From what I hear, Evo-MAS and Petrobras are having some "interesting" discussions right now. No one trusts the Evo.

It has come out today that the famious photo of the U.S. Ambassador with the Colombian is FAKE, according to European sources. I would believe them... before believing our famious MAS Govt, especially Evo and company. Also, the Colombian Embassy has said "the Colombian in question has no criminal record or para military one in Colombia". So, is this another MAS lie???
One thing interesting, I heard on Television to day that both... the Govt. and the Oposition, do NOT want the real truth told to the public. I can believe that!!!!
I would like to see the clown Chavez of Venezuela be put in his place, the same way Morales picks on Golberg. But I am sure this will never happen.

Ano 4:21, only the misinformed and the hard core maSSist reject accepting that the Bolivian trade surplus, which is entirely because of hydrocarbon revenue, is thanks to Goni’s capitalization of that sector, which not only bring real inversion to the country on those days, but created excellent contracts like the “take or pay” gas contract with Brazil.

Never the less, that surplus will not exist today if China wouldn’t have needed the amount of energy they need, which was not expected globally, and if the Iraq war wouldn’t have turned like it did. So, anywhere you see it, Evo and his regime are pocketing the commodities provided by his predecessors, or you think blockading and public unrest had anything to do with the increase of gas production in Bolivia?

It will be interesting that Evo, next time the he addresses his masses, will explain why we are not being able to provide gas to Cuiaba today, since we are such a “viable and reliable” Country under his command. It will also be interesting for him to tell them whom much money is not entered to Bolivia because of it. I am absolutely sure that it is a lot more than the 6 million Hugo dollars being used to buy the loyalty of our military a few days ago.
And yes, you are right, Viva Bolivia Libre.

Either Evo and his followers have extreme patience, or the corrupted politicians like Tuto, Goni, Paz Zamora, s Reyes Villa and the other fauna are filling the pockets of dollars provided for subversion. A democratically government like Evo's should be allowed to govern for their period.
Somehow it seems that the intent is to follow the path of ultra righist style of Pinochet.

If you actually had the patience and analyzed his 16hr speech last august 6ht, he was only taking credit for the fruits of neoliberalism....more ironic is that the measures he is taking to fight off inflation are neoliberals and actually follow the the more radical wing...

PODEMOS, ADN, MIR, MNR, PC, etc, are corrupt. Not once either one got over 22% of the popular vote. They took turns and elected each other.
Their followers are not sheep, are hienas after the leftovers from the Gonis, Tutos, Reyes Villa, Paz Zamora's.
Not a gram of decency, they are upset because MAS wants to investigate the origen of their fortunes. Just like Pinochet and their "mercenaries", the civicos or cinicos can not wait to be again ROBEMOS.
So sad, poor Bolivia 500 years of theft.

By the way, and this might make you cry, MAS is full of the most corrupted politicians that moved from MNR, MBL, PC, ADN and the worst and most corrupted of all, MIR & UCS.

You know what anon 4:38 AM, as parties "ADN, MIR, MNR" etc., etc., were corrupt, did stupid things, and in many ways were responsible for their own mess and the mess of the country. For all their faults, I will say that to a man, Goni, Tuto, Jaime Paz, Paz Estenssoro and even General Banzer - envisioned a modern Bolivia that solved its peoples problems and moved forward. And beneath the corruption and traditional political bosses,there were patriotic,highly-educated younger Bolivians who worked for these elected governments. In the midst of disfunctional and destructive politics, there were people who tried to do their best and take the country forward.

Evo and the MAS on the other hand.....There is what? Clinging to an bankrupt ideology and world view that failed universally, made people poorer. A group whose most "pragmatic" aspiration is to recreate the 1952 model, whose painful collapse led the country to hit bottom 32 years later.
This is a group whose leadership is so inept, that they can not even master parliamentary procedures. With a majority they are forced to rule by decree. Even for Bolivia's left this is a new low. Quiroga Santa Cruz -whom the MASists now claim as a martyr- wrote legislation and made sure it good heard, no matter how big the opposition. He also wrote books, while Bolivia's current foreign minister boasts of not reading a book. While other governments had MBA's and engineers in Yacimientos and the Ministries, this government appoints ideologues and loudmouths, who make the Venezuelan political hacks look competent.

This is a movement who reaches out to Bolivia's long-suffering masses, by playing to their fears, xenophobia, prejudices,and resentments. They appeal directly to the most backwards-looking and conservative side of the national character and create an atmosphere where progress is a dirty word.

That is what is so sad about the MAS. They have completely wasted a historic opportunity: gas, favorable international prices, budget surplus, economic growth of our trade main partners, and of course a mayority in congress.

They wasted all of this, so that Evo could have his picture taken with the only Dictator left in this half of the globe.

More worrisome is that MAS followers sound more and more like Nazis every day. It's either their way or the highway. Anyone who differs is a traitor. Even the policies and speeches given by Linera sound a lot more like those of 1930 socialist party. As I mentioned before, it is not rare to hear MAS partymembers bring up the Protocols of Zion and the Jew conspiracy as the cause for our ills. Very troublesome.


Evo and the MAS are going to bring about an unprecedented levels of violence, poverty, and misery in Bolivia that these Sheep can't fathom.


Should we ask Jim to talk about their budget?? It increases spending irresponsibly while at the same time lowers investment to the lowest levels in our history.


The only silver linning for this gov't is that you'll only need 5yrs of the Bono Dignidad to leave the country.

Trust me....Bolivia will be going to the dogs next year. These people should take econo 101, math 101, reading 101, and more importantly they need to go back to kindergarten and go over "sharing" all over again.

Winning elections does not mean you have a blank check. Living in the Democracy means compromise.

Hugo Chavez (the Venezuelan monkey) blantant interferience into our Bolivian affairs and Evo Morales allowing this. I guess Venezuelan oil money, which really are United States dollars... Never seen real Venezuelan money here. People would probably throw it into the trash.... buys people, no matter if they are INDIAN or white.

Get over yourself dude. A good number of people are mestizo in the highland urban areas. Evo is a mestizo.
In colonial times people went from "Spaniard" to "Indian" and back, depending on what was more convenient.
That is the only real difference, its cultural. It does not make the "mestizo" culture any more "Spanish" there are plenty of Aymara habits among Paceno. And it does not make the "Indigenous" tradition any more "virtuous" either. You could be condemned to death for disobeying the hilacata. And it was that kind of built-in bondage that made it so easy for the Spanish and then the mestizos to control and exploit the natives. And that is the kind of thinking that makes people hang dogs.
