In Bolivia: the Other Cochabamba Rises

The jammed crowd of marchers took an hour and a half to walk past the window of our office, from start to finish. By the time that the dense snake of Morales supporters wound its way through the city Center and gathered as a single throng in the city's Central Plaza, it easily numbered 10,000, or more. It was the largest gathering I have seen in the Plaza since the high tide of the Water Revolt in April 2000. It was also completely peaceful.

Today was a day when, in typical fashion, political struggle in Bolivia played out both among the politicians and on the street. The headlines were taken up with the announcement last night that President Morales will push for a new national referendum in which he and Vice President Alvaro Garcia Linera, along with all nine state governors, would stand for an up or down vote from the people, to decide whether each would continue in his job (they are all men). This will be a hard offer for the Governors to resist, given that Cochabamba's Governor, Manfred Reyes Villa, proposed exactly the same thing during the conflicts between he and MAS last January. But the devil is in the details of how such a referendum would actually work (more on that later).

But in the streets of Cochabamba today the news was not of political ping-pong, but of the return of "the other Cochabamba" to the streets in full force. Over and over again, in Manfred-led rallies and in 'paro civico's like last week's, the opposition to Morales has flexed its muscle in the street, in significant numbers. But none was anything close to what was seen here today.

"This mass gathering is to demonstrate that the Bolivian people and the people of Cochabamba are in agreement with the new constitution that has been approved in draft," a cocalero representative, Julio Salazar, told The Democracy Center. "We are in support of this process of change, to recover and industrialize our natural resources and especially to recover our dignity and sovereignty."

Not since before Morales' election has the city seen a full mobilization of the social movements, labor groups, cocaleros, and other elements of MAS' political base. The January marches on the city by MAS backers were hardly one at full steam. And a large number of people here are not simply Morales backers and part of that base. Many came from youth groups in the city and other sectors, mobilized by what they see as an effort by the opposition to block political change.

Today, however, to be sure, the vast majority were people from the countryside. Women I talked to left early in the morning, babies on their backs, from the deep corners of the Chapare and elsewhere to arrive for the 2pm march. Critics love to spin the tale that all these people came only because they were paid to do so, but that's never the story I get from anyone I speak to who came. They are here because they see themselves in a battle for change vital to their children's futures. Don't doubt it.

There were also middle class people from the city who joined in the march. I spoke to one young Bolivian woman I know, who owns a small restaurant in Cochabamba:

"Most of Bolivia is campesinos. They came here today from Tiquipaya and Quillacollo and Tarata. People in the city forget that most of Bolivia still lives in the countryside. Bolivia is a lot more than just the north [affluent] side of Cochabamba. And most of these people have five kids, six kids. In ten years Evo Morales will still be President of Bolivia because they support him."

Her point is well-taken. While both local and international media reported that last week's 'paro civico' was complete in Cochabamba, in fact it only stopped movement in the center of the city and the better-off northern neighborhoods, and the absence of public transit was about fear of broken windows, not political support for Reyes Villa and the paro's other patrons. In Cochabamba's poorer southern neighborhoods and in outlaying towns like Tiquipaya and Quillacolla, life was normal.

It is easy to forget how deep and adamant the MAS political base is in this part of Bolivia. It is where Morales began his political rise and many of the people here know him, not as a figure on television, but as someone who has spent time directly by their side.

On the surface, it would seem difficult for Morales to match the 53% of the vote he won in December 2005. But don't believe polls, which, with a distinctly urban bias, have underestimated Morales support by double digits consistently. And don't count out the power or passion of Bolivia's rural poor, either in the streets or, as may be, at a new ballot.

LA PAZ, Dec 6 (Reuters) - In a violent show of anti-Venezuela sentiment, a crowd of about 200 Bolivians hurled stones at a Venezuelan military plane and prevented it from refueling after it landed on Thursday, local radio reported.

After hearing the incoming plane, the mob seized control of the airport in the Amazonian city of Riberalta and attacked the aircraft. Regional leaders had said they suspected it was carrying arms and not humanitarian supplies, according to the radio reports.

"We won't put up with these Venezuelans who come to the country and do whatever they want. We won't let any Venezuelan planes come here," Mario Aguilera, a Riberalta opposition leader told Erbol radio as the demonstrators chanted "Independence, Independence".

The incident forced the plane to take off without being able to refuel and the provincial airport director told Erbol it eventually landed across the border in Brazil.

Bolivia's leftist President Evo Morales has formed close ties with his Venezuelan counterpart Hugo Chavez since taking office last year, and his rightist opponents repeatedly criticize increased humanitarian and military cooperation.

Tensions have heightened in recent weeks between Morales and the opposition, which is concentrated in lowland provinces including Beni, where Riberalta lies some 435 miles (700 km) north of La Paz.

You gotta love the bollocks of those Riberalteños confronting a Venezuelan military plane. Sort of reminds me of the brave Chinese who stood in front of a column of tanks and stopping them during the Tiananmen Square massacre.

The Riberalteños who spontaneously organized a movement to oppose such egregious foreign intervention are part of the "real Bolivian" people, Jim. To disprove any conspiracy theory, none of Morales' Jews -- the Croats -- were involved.

Going to Jim's article ... he says he doesn't believe that nobody is paid to attend Morales' marches because nobody tells him so.

Well, duh! Like they're going to tell a gringo journalist (or any journalist, for that matter) that they've been paid to attend a government march. People in Bolivia have been paid to attend marches in the past, and they will continue in the future. Wake up, Jim! Where does the money come to organize such marches, which includes transportation, food, and acullicus?

Morales was clever with his referendum proposal, though, by betting he'll match the number of votes he received in 2005 as opposed to the percentage of the vote. It would be easier for him to match the nominal vote than the percentage of voters, since his percentage approval has dipped.

Just an observation: The photo in El Deber (today’s print copy) shows the Venezuelan aircraft tail number as 9508. This web site lists that as a C-130H. According to this web site, the C-130H has a maximum range of 2,237 miles, or about 1,940 nautical miles. Distance from La Paz to Caracas is just over 1,600 nautical miles (Google Earth). Now, even launching from La Paz, they should be able to take off with full fuel if they limited their payload. Max payload of up to 42,637lbs of supplies, personnel and vehicles (same web site). Bolivian government sources reported the aircraft had 22 pilots and mechanics. If they’re fat pilots, that’s about 9,000 lbs. leaving ample weight for fuel, even from La Paz. Did they really need to refuel in Riberalta? I’m not sure, unless the aircraft was considerably heavier. Perhaps they had another reason (other than refueling) for stopping there? Maybe I just have the numbers wrong.

So what did “He Who Hates Gringos” have to say about all this? Naturally he was upset. It was after all a thoroughly hostile and illegal maneuver. Morales said that he would like to see those groups in the same region attacking " American helicopters" who, in his view, were used to "attack or to provoke the social movements." Thanks once again for acting so presidential Morales. Jeez, what a POS.

As far as the referendum, as Jim states, it will be in the details, i.e. how Morales writes it. I think now is as good a time as any to pull this one though. His popularity hasn't sunk that much yet and he'll come up with some big give away just prior to the vote anyway. Besides, it distracts folks from the illegal fashion that MAS is pushing through the CPE.

I’m not sure Frank. The Spanish newspapers had them shouting both "Autonomía" and "Independencia". The “Independence” may get tossed about a bit but I don’t get the feeling that anyone in Santa Cruz is honestly pushing it. Riberalta is a long way off the beaten track though. I tried to find out what its airport facilities were like and I don’t think there’s much there at all. It doesn’t make sense as a refueling stop, especially during a major fuel shortage. Trinidad or Cobija would have been much better if they really had to refuel.

BTW, I may have had it backwards; the aircraft apparently was traveling from VZ to BO. That might explain why El Mundo is reporting that the VZ Development Bank manager had a briefcase with $872,000 with him!! As far as the heavy military equipment, that could easily have been helicopter parts or something like that. Still, a couple of reports out of Brazil seem to indicate weapons. I haven’t seen any smoking guns yet (no pun intended), and I don’t blame the Venezuelans for not letting the angry mob on board, but if all these flights are brining in humanitarian aid, why not invite the press to watch the offload every time? It’s fishy.

I wonder what the ambassador will say to this ignorant statement by Morales though. Having a temper tantrum and calling for the destruction of US aircraft sounds a whole lot worse than Disneyland. The hypocrisy is astounding.

Just for a bit of clarification on why a plane from La Paz needs to stop to refuel before continuing: El Alto (where the La Paz airports actually are) is located at more than 4,000 meters above sea level. Planes cannot take off w/ full fuel tanks because to do so would be dangerous. This is also why passenger planes take off from La Paz, stop in Santa Cruz (where they load up on fuel) and then take off. Just for clarification.

Also for some historical perspective. Riberalta is very close to Acre, a part of Bolivia that fought a secession war from 1899-1903.

Tambopaxi, good questions about Bolivian perceptions of Venezuelan soldiers. I don't know the answers to your question, of course. Possibilities: (1) Bolivians are used to foreign troops and most have not been much affected by them; (2) The Venezuelan presence is not large, violent, or widespread; (3) Bolivians are aware that Latin American leaders are prone to plane crashes and other accidents and understand why Evo might feel the need for a little extra protection now and then.

Other ideas?

And of course many do care, and this might turn independent voters against Evo for allowing the presence, especially if Hugo keeps talking. But it seems mostly an issue for those already opposed to Evo.

(It appears to me that elections are likely to turn on who SPEAKS last: Chavez or the US.)

To Anon 2:46's question about ideas, I'm guessing that the Venezuelan forces (aside from what I understand is a Venezuelan bodyguard contingent for Morales, a bizarre arrangement in itself) are out in the boonies in the eastern Chaco, where there are few Bolivians.

As well, I'd guess that the V's have worked to ingratiate themselves with the locals out there, so there appears to have been little friction or at least no interaction aside from the airstrip incident, which has come to the attention of the Bolivian media.

Out of sight, out of mind, you know...

Finally, I read that Brazil is holding the Venezuelan C-130 that had land there, so that they can inspect its cargo. I'd love to hear what the Brazilian authorities find....

In less than hour from now, the MAS will have approved UNILATERALLY the new Bolivian CPE. It appears that their initial call for a meeting in Lauca n~ was simply a charade, perhaps even a machiavellian mannuver to distract any would negotiators (or even daring BBC reporters) and have them go to deep in El Chapare.

Democracy died over thanksgiving and today the first nail is being hammered in the coffin. All signs point to a bloody Christmas in Bolivia.

I don't understand why a Development Bank would need cash. All of the banks in Bolivia can do electronic transfers to their individual customers, among themselves, and have access to swift and the like...and why use an intelligence spook to do the disbursements

Jim, When you get finished with analysis and have the opportunity to post on the approval of the new CPE "en detalle", could you offer your opinion on a few things (preferably without saying "but George Bush and the U.S are worse").
Why were there only 164 of the 255 asemblistas present?
Why did Sylvia Lazarte say that the Assembly would meet in Lauca "ñ" on the 12th, then actually meet in Oruru on the 8th?
Were the opposition asemblistas advised of the change in sufficient time to attend? Why should Bolivia accept the modification of the Ley Convocatoria in the first place when opposition senators were physically prevented from attending the session? (Sidebar: If PODEMOS ever comes into power, would that be an appropriate tactic for them?) If that modification to the law is illigitimate, what does that mean regarding the session held in Oruru? What about the approval of the CPPE en grande outside of the city limits of Sucre in the first place? What about the exclusion of the oposition under threats of violence in that session? In your opinion, Jim, is this document legitimate? Thanks.

well well, the new 99.8% of the CPE has been approved...so it is confirmed, Bolivia will now be in direct competition with Haiti for being the most miserable.


We all know the aftermath of the Water War: no water, more corruption, higher fees. This will now happen with the rest of Bolivia. To boot the global economy has started to slow down so things will get really nasty.

We will soon be back to the early bronze age, just like MAS radicals dreamt, the tawantinsuyo will be rebuilt and life in the altiplano will be a lot more like it was in 1492.

Those of you who will be voting, please read the proposed constitution ( www.constituyente.bo/documentos/contenidos/constpolesta2.pdf). Please read the current constitution as well. ( www.presidencia.gov.bo/leyes_decretos/constitucion_estadoP.pdf).

Ask yourself, does the proposed constitution have any grave errors? Is the proposed constitution significantly better than the current constitution?

This constitution has been a rush-job since its inception. The Constituyentes were only given 1 year (plus 4 months) to accomplish a task that by all norms takes considerably longer. It was passed in two marathon sessions taking a total of less than 48 hours and virtually without debate. The assembly members that you sent to accomplish this task have then left it to you to debate. If you find grave errors, that is cause for sending back. If it is not significantly better than the current constitution, it is a gamble.

I proposed this same test to a couple of pro-Evo friends of mine (I do have some). Their answer, after reading a bit of the approved proposed constitution (that I had to provide to them), was that it has some areas that appear virtually identical to the current constitution; it has some good changes and some bad changes. As far as the bad articles, they were willing to pass the constitution as is, and then work to modify it in the future. I really didn't know what to say. It appears to me that they are willing to hand over an enormous amount of power to Morales. It gave me a new appreciation for what the (US) American Revolutionary War was all about; the contrast between monarch and president.

Folks have been calling Morales a dictator. Dictator evokes images of a rail-thin man, dressed in black, shouting orders with a thick German accent. King, on the other hand, evokes varying images from the just monarch dressed in royal blue (King Arthur, Richard the Lion-Hearted, king David of Israel), to the despot such as Henry the VIII. (Perhaps other images are appropriate in Latin America).

The despot King rules for life, his word is law and he is above the law. A president serves a limited term, is subject to the law, and (usually) must work with the legislature to enact law.

In the Old Testament, the Israelite nation clamored for a King. Samuel, the last of the judges, warned against it, what the results would be, but the Israelites insisted and received their King. They loved Saul and trusted him. He was a good king at first but eventually, through his whim and personal jealousy, led the nation into civil war. Every prediction of Samuel came true. He was followed by a series of good kings (David) and bad kings (almost everyone else). Is Bolivia now asking for a King? Is Bolivia willing to hand over that much power to Morales? It appears so. It appears that Bolivia is choosing monarchy over presidency.

Yes, I know I’m exaggerating to a degree, but it is certainly a move in that direction. So, is proposed constitution significantly better than the current constitution? Does it have any grave errors?

it is not over making payments so malnourished kids can get a fair chance to make it to age 12. no one is against that - though MAS voted against a goni proposal for pre and post natal payments for mothers. what is at issue is allowing the state to direct and control most economic activity. it failed horridly. look at venezuela the fao says they have not reduced hunger despite all the spending and talk. the oil company was a model now it is 'centralized' and a disaster - they all steal. and that is evos hero

Most of the comments here are just angry words of very angry people. I wonder why they want to inflict fear, put Bolivians against one another. Some of the bloggers are more concerned about dogs that were killed by the ponchos rojos rather than the children, women, and senior begging and dying on the streets. These statementes or comments do not make any sense. Firstable, Riberalta is a forgotten town. A town where the big land owners reign. These war lords provide bread and inflict fear among the peasants. The peasants do not speak Quechua or Aymara, but lack education. They enjoy drinking on the weekends, and will give their lives to protect the land owners. The land owners are for the most part foreigners, which is kind of suspicious. Can Bolivians own land in their own country? Bolivia is a male dominated country, so as long as the men have something to eat and a lot to drink in Riberalta, they are mighty happy. It is about time that the people educate themselves, and demand from the Bolivian Government to audit, and take to court to the land owners, who are holding back these towns. It is about time that they understand that life can be better if they work hard and promote peace and understanding. Cheap drinks and some food are not enough to obtain a better education for their children, the right to have health care, and have some respect for themselves and others.
