Taking a Closer Look at the Politics of US Funding in Bolivia

In recent months, the Morales government has repeatedly accused the United States of using aid to Bolivia to support the political opposition here, insisting on increased transparency and reporting around aid money, particularly from the U.S. Agency for International Development (USAID). The US Embassy has repeatedly denied such accusations and claimed to be sufficiently transparent already.

The Democracy Center is researching an upcoming briefing paper on the issue of US aid spending in Bolivia, with a focus on USAID, as well as the National Endowment for Democracy and other related organizations.

If there are readers who have information or personal experience that might offer insight into: which agencies fund projects in Bolivia; what they fund; how decisions are made; and especially the ways in which this spending may or may not be political, partisan, transparent, helpful, etc., please send an email to elliot@democracyctr.org. We would be especially interested in hearing from anyone who worked for organizations receiving such funds, the funding agencies themselves, or who has had direct experience with any such agencies.

Take your cue from American-Venezuelan Attorney, Eva Golinger who did excellent research on how USAID and other US funding went to the attempts to destabilize Venezuela.

I just wanted to add that I worked in Bolivia this past summer doing projects with a local NGO in La Paz. Regardless of politics, from what I gathered at the NGO where I worked and at other NGOs, it is now easier to work with the government to do projects that benefits Bolivia's impoverished communities. Keep up the good work.

Darn the US for giving money!!! Well, I got to spend some time at the FELCC this weekend. I noticed that the police building had been built with help from USAID. Then I saw that the computers, printers, etc. had all been donated by USAID. What they have been doing that annoys Morales is helping folks find an alternative means of income vice growing coca for the drug market. I'm on needles and pins though to read your article.

To build a democracy from the ground up that offers justice, equal rights and opportunities to even its most disadvantaged or suppressed class (as set forth in the US's 14th Amendment' equal protection clause), one must understand the rogue administrators (and their co-conspirators) of the dark forces in power in Washington. And how they covertly operated by subverting the US system of checks and balances (see 2000 de facto coup by the right wingers on the Supreme Court's bench and the 2004 fraudulent schemes and/or artifices by which Ohio's election results were corrupted to enable perpetuation of the Bush administration's transfer of wealth from the poor and middle class to certain elites within the wealthiest of the world).

With the above as context, one realizes the need to examine how US aid is used to destabilize fledgling democracies and why said dark forces seek to silence ALL who would seek equity on a global level.

In essence, Jim, now that's what I'm talking about when you seek to examing US "using aid to Bolivia to support the political opposition".

However, don't forget to brace yourself for the forthcoming death threats from the jackals who infest this blog. And change your daily routines so as to be a moving target.

I believe that there is a little thing called freedom of information act. I'm sure you can get all the details of consulting outsourcing, but the list will have the usual suspects like chemonics. Evo will fall without the help of the US, but they'll help him stay on.

The true facts are that US aid does Bolivia a world of good. Thanks to it, schools have been built, lives saved by providing free health care, and infrastructure created to improve transportation and housing.

While checks outside of Bolivia's budget and oversight institutions come from Venezuela - and Venezuelan officials with suitcases full of money, the Democracy Center of course want to 'expose' USAID misdeeds, which Evo of course wants to expel.

Maybe he even wants to bar anyone who has ever trained through by USAID programs. Woops...MAS would be found GUILTY.... many MAS municipal authorities have taken those.

Eva Gollinger as a matter of record, registered as an agent of Venezuela in the US, and received money from the Boliviarian Republic to start an office. All very legal b/t/w, but as an open advocate she has little credibility.

Jim is asking about USAID because Golberg refused to declare the balance sheeto of how the money is used in Bolivia. Surprised?
USAID has good programs but some of the money goes to people like Tuto, and his clones, working in the bolivian USAID office.

Boli Nica provides an excellent point. USAID already has a website describing how it spends its money in Bolivia. As far as I can tell, Venezuela doesn't. It would be fair that Jim, as a member of a foreign NGO (by the way, who provides funds for Democracy Center?) to demand how Chavez's petrochecks are distributed and to whom in Bolivia, no?

By the way, what does the Cuban Miami organization have to do with this? An honorable organization with its noble objective of denouncing the oldest and longest dictator in power has nothing to do with Bolivia.

What do you think Jim? Will the Democracy Center actually use official government sources in their briefing paper? If you back up one level on the link provided by anon 12:39, you get quite a bit more information. A couple more levels and you can get their entire budget information and request to Congress for 2008 (http://www.usaid.gov/policy/budget/cbj2008/). Look to the right side of the page for the previous 7 years of budget requests!!! How open do you have to be? Morales is blowing smoke again. Now how about looking into the suitcase of money on the Venezuelan aircraft. Look at this video!!! Can't VZ figure out how to do a wire transfer? Why cash? How about the influx of money from the massive increase in cocaine production. Where is that going?

I think Jim doesn't like the fact that when all the sub-sub-contracting gets done he get bupkiss and someone like Toranzo or Carlos Alberto Lopez get a couple of grand for writting an economic brief.

You can get even more detailed info with a Freedom of Information Request, but that is not the point. Trainned economists are being hired with USAID money instead of Marxists, that is the issue

Here is the reality, USAID has projects in Latin American countries, which are part of aid packages. Most countries like getting stuff for free

These projects are bid on, by specialized consultant groups, NGO's, universities - who work in certain specialty (say health). Approves subcontractors. Contract goes through.

Once in country, depending on the project it is almost inevitable you will deal with "politics" and "politicians"...Why? Because some of these programs end up training bureaucrats who run government agencies, as well as providing equipment like computers. If you work on a project that helps modernize medical records department of a state hospital, you will no doubt have to deal with the clerk in chief of said hospital who is probably a party hack.

I can see the script unfold already, since USAID gives assistance to x, y, or z areas, it will probably have given $$$ and training to the nasty Prefecturas.

Then again, under USAID's Democratic Development and Citizen Participation program, a good number of municipal authorities received training. And a good number of those municipalities are controlled by MAS...GASP!
MAS members at the grassroots have received training and possibly even funding by USAID...

Speaking of Venezuela...now Chavez has AGAIN threatened the opposition in Bolivia, AND the U.S. Says the continent will shake and there will be violent revolution should DE-Evo-lucion be deposed.

Nice....don't expect the Democracy Center to say anything about that. The DC doesn't seem to mind Chavez and Cuban presence in Bolivia, might actually find it helpful; or as this article says, Chavez brings hope to new Bolivian government . Funny...praising the totalitarian Cuban regimes "help" to Bolivia, while asking Cocaleros to sign a petition so no Bolivians go to the School of the Americas. That just about sums up their double standards.

Good to see Jim looking at some of the forces behind the Right's attempts to stop any change in Bolivia. He would do well to start by looking here at this review by Reed Lindsay of US funding in Bolivia http://www.nacla.org/art_display.php?art=2603

However I hope he will also go beyond the surface of what the US says and put this in historical context of US imperialist intentions in Latin America. Despite the naive protest by some commenters that USAID has no imperial intentions, this belies what US leaders themselves have frequently said under what became known as the Monroe Doctrine.

As Teddy Roosevelt said, the US had the right to prevent "chronic wrongdoing" in its own backyard or as Nobel Peace-Prize winner Henry Kissinger famously said about Chile: "I don't see why we need to stand by and watch a country go communist due to the irresponsibility of its own people. The issues are much too important for the Chilean voters to be left to decide for themselves."

Given strong evidence that the US at least supported the attempted coup in Venezuela in 2002, made up lies about WMDs in Iraq to justify military action (and it would appear now in Iran), there can be no doubt they are doing the same in Bolivia. What the US are really doing behind the scenes of course won't be in the public domain. That would need a proper sophisticated undercover investigatory approach which unfortunately an announcement on the Internet won't assist.

You sound like you live in North America....if you truly, seriously believe this stuff - and repeat it in your daily conversation you ..you seriously took the short bus to stupid town....

Sad part is that some people - besides the Evo- in Bolivia believe this type of nonesense. This kind of radicalism, is about the biggest crutch you can lay on an entire society. It only encourages a mentality of perpetual victimization, and makes for stupid policies which only keep people miserable.

No one has a problem with DC doing another report. We know however that Jim's organization does not tend to look at the facts and then report objectively; rather they establish their perspective first and then look for ways to support it. I don't ever recall reading a report from the DC saying "man, it looks like our initial impression was wrong".

Suppose that this is the one and only, single, solitary time in the history of the US that they are on the up and up. What are the odds that the DC will report it that way?

Anon 7:01. USAID's page breaks down in dollars and cents how its money is distributed in Bolivia. Granted, some parts of it might not go to its intended recipients, but it's largely due to local and national bureaucratic thievery (as is with most nations receiving foreign aid).

So Jim lists his donors.

Oh, wow. I'm sooooo impressed.

What is the amount? How is it distributed? Is it tax exempt? Many organizations post in the internet their own balance sheets. As a (ha!) "non profit" organization that surely takes advantage of US tax laws, why doesn't Jim?

Only then can he have the moral authority to demand others to show how others' money is spent.

El gobierno de Bolivia ha arremetido contra USAID, la agencia de cooperación de los Estados Unidos. La acusó de realizar actividades políticas, conspirativas, en contra suya, y de contratar a los ex funcionarios de los gobiernos del pasado, a los cuales enumeró.


Todavía no se sabe qué clase de delito es éste último. Aunque es probable que al gobierno le parezca delictuoso que hombres comprometidos con la democracia representativa, y por tanto críticos de la gestión del presidente Evo Morales, reciban un salario, y además proveniente de Estados Unidos, en lugar de encontrarse en la absoluta desocupación, como deberían si solo dependiera del oficialismo (que los ha despedido de sus viejos empleos o ha impedido su contratación en cualquiera de los nuevos proyectos estatales o para-estatales).

En todo caso, como suele ocurrir bajo el populismo, la sospecha vino acompañada de la sanción, sin que mediara ningún otro trámite. Juan Ramón Quintana, ministro de la Presidencia, el Júpiter tronante de esta maniobra, exhortó a los aludidos a portarse con dignidad y no como “vende patrias”. El resultado es el que el lector adivina: Ya nadie baja a los mentados, cuyos sueldos también se ventilaron en público, de “imperialistas” de baja ralea. Primer propósito cumplido: la erosión de la honra de quienes, lo ha dicho Quintana, “no siguen la voluntad popular” (léase la voluntad del susodicho). Queda claro que en Bolivia está prohibido pensar distinto; lo único es que los súbditos, rebeldes como somos, todavía no nos hemos enterado. Pero ahí está Quintana y otros para hacérnoslo saber. Como dice el titular de La Razón: O se alinean o se van. Y, para el caso de los bolivianos que no pueden simplemente hacer las maletas y marcharse a Washington: o se alinean o se quedan sin su empleo y sin su buen nombre.

Porque otra cosa hubiera sido, claro, que el Ministro, en lugar de esforzarse con tanta hipocresía en hablar “respetuosamente” de los Estados Unidos, hubiera tenido el tino de demostrar la conspiración. Que mostrara pruebas, no de que los gringos de USAID ganan 25 mil dólares al mes, para escandalizar a la pobre gente que se deja embaucar con semejantes tonterías, sino pruebas de que las actividades que cumple esta agencia son “acoso e interferencia” a los cambios impulsados por Evo. ¿O para ser acosador e interceptor basta con haber contratado a la gente que a Quintana y al gobierno no le gusta? ‘¿Contrataron a Fulano de Tal, que hace años era ministro de Sánchez de Lozada? ¡Por tanto conspiran, señores!’ Ese es el razonamiento. Y entonces volvemos a lo mismo. Tal es la concepción de la democracia de ciertos personajes del gobierno: O se alinean o se van.

Los bolivianos deberíamos exigir esto y ninguna otra cosa: Queremos pruebas de conspiración, de partidismo, de anti-evismo, de la agencia norteamericana. Y queremos también que se norme y controle la cooperación internacional, (para que nunca, en ningún caso, sea conspirativa, partidista o antidemocrática), pero lo queremos para toda la cooperación, también para la que por décadas ha financiado acciones de masas en contra de los regímenes establecidos, movimientos contre el ALCA, observatorios de la política económica neoliberal, publicaciones revolucionarias, etc. Y también para la cooperación actual de Venezuela y Cuba, cuyos miembros se pasean uniformados por ciudades y pueblos del país, y cuyos fondos se reparten arbitrariamente, por medio de cheques que se entregan con la inocultable intención de potenciar y sostener al gobierno.

¿No dijo hace algunos meses el Embajador de Venezuela en Bolivia que los venezolanos estaban dispuestos a ofrendar su sangre para defender la revolución boliviana? Cabía ahí la frase que Quintana lanzó ayer: “No vamos a permitir un solo día más que esta forma de cooperación empañe nuestra democracia, conspire contra el derecho a la libertad de nuestro pueblo y ofenda la dignidad nacional”. ¿Dónde estaba el Ministro en ese momento?

Pero vamos, que no hay de qué extrañarse. El doble código del nacionalismo es conocido. No olvidemos que los nacionalistas más fanáticos de Austria, Francia y la Europa del este fueron los que entregaron a sus respectivos países a Hitler.
La maniobra gubernamental es un éxito. Distrae la atención de los problemas internos, gana los aplausos de las masas y, muy importante, atemoriza a los críticos que todavía se han quedado en el país, y que, con este o aquel pretexto, ven sus nombres cada cierto tiempo en los periódicos, vapuleados por los elocuentes y cada vez más autoritarios portavoces del gobierno. Así se entiende la democracia: como la mayor acumulación posible de poder en torno a una idea igualitarista. Pero democracia es otra cosa. Es la sistemática y celosa disminución del poder en manos de una sola facción, cualquiera que ésta sea, mediante la garantía y la promoción de la crítica, de la separación de poderes y del pluralismo. Y por esa democracia, que no se dude, vale la pena dar batalla.
