Those Wacky August Bolivian Elections

When the good people of my home state, California, held a recall vote on the Governor a few years ago there were two nice things about it. The first is that it was truly great entertainment, with everyone from an action hero (he won) to a porno star jumping into the fray. The second is that the rules of the game were clear in terms of what it took to win or lose.

It is that second aspect that seems to be missing from Bolivia's planned recall vote for the President, Vice President, and the State Governors on August 10th. A month ahead of a vote that could reshape the nation's politics in historic ways the politicians involved are still debating how the vote should be conducted, what constitutes winning, and in one case whether he is willing to participate at all – national law aside.

"Dear Evo, Pretty Please Let Us Correct Our Error"

Yesterday opposition leaders in Bolivia's Senate and civic groups from six regions joined together in a call to change the formula by which the vote would be held. Under the law as it stands now – legislation approved two months ago with opposition support – the various elected leaders on the ballot can only be kicked out if the NO votes against them exceed both the percentage of the vote they were elected with in 2005 and also exceed the raw total of votes those politicians received in that election.

In other words, President Evo Morales, elected with just over 53% of the vote in 2005 could have a majority of voters cast their ballots NO on Evo and still win. Alternatively, poor José Luis Paredes, elected Governor of La Paz with just 37% of the vote in 2005, could have more than 60% of his constituents cast votes in his favor and still lose. Get it?

Well, it doesn't take a rocket scientist to see that this is a decidedly uneven playing field to Evo's advantage. The formulas were the Morales' government's idea, based on the argument that a smaller number of voters in August 2008 should not be able to undo what a larger number of voters did at the polls in December 2005.

So, why did the opposition leaders – those now so eager to switch to a straight formula of 50% plus one – approve the law in the first place? Let's put it this way. In some countries laws are preceded by a series of "whereas" clauses in which lawmakers pontificate about why the law involved is important. If such were the case with the law the opposition is seeking now it might read as follows:

Whereas we are a bunch of complete political incompetents who, on the heels of victory in the Santa Cruz autonomy referendum, got very cocky and decided to call Evo's bluff on a revocatoria vote. Whereas we passed the law with Evo's formula completely betting that he was bluffing and would veto it, giving us some political advantage. Whereas he called our bluff and agreed to have he and everyone else stand for a vote on August 10. Whereas we painted ourselves into a corner that anyone with a brain could have seen coming (but for us). We therefore resolve to ask Evo, pretty please, to give up the whopping political advantage we never actually intended to give him.

Now, personally I am guessing that they won't actually write it that way. And of course, Evo has responded to the request in the way that a Bolivian soccer team might, if asked to kindly move a championship match from 12,000-feet-high La Paz to sea-level Asuncion just because the Paraguayans forgot about high altitude. As one of my older kids might say, "Yeeah, right!"

I believe the phrase that Evo used in reaction to the request for a new law governing the vote was, "not one comma."

Manfred Reyes Villa 'Just Says No'

Of course, the really great act to watch is our own dear Governor here in Cochabamba, the well-coifed Manfred Ryes Villa (picutured above). If you blink for three seconds you might miss his latest change of position on the recall vote.

In January of 2007, when clashing protests for and against him threw the City of Cochabamba into a bloody street battle, Manfred proposed precisely such a vote as the solution to the nation's political stalemate. When Morales and the Congress actually approved the vote in May, unlevel formula included, Manfred took to CNN to tell those listening that if Bolivia had only listened to him and convened such a vote earlier that lives would have been saved. Then a couple of weeks ago Manfred joined with some of his fellow opposition governors to say that, regardless of it being set by national law, he wasn't going to participate.

Such things happen when you read unpleasant poll results.

Since then all of the other objecting opposition governors have basically taken the position that, even though the vote formula is unfair, a law is a law and they are gearing up their campaigns. We can only imagine the choice words they have had for PODEMOS Senators in private.

But not Manfred. Yesterday he announced that he will not participate in the vote and if the votes stack up against him on August 10th he will not leave office. Well, so much for bragging rights on CNN, I suppose.

So let us imagine a scenario. Manfred, who may or may not have won the 48% support he needed had he campaigned, does not campaign so as to add to his 'the election is not legitimate' argument later. As a result he loses, perhaps substantially given the glee with which MAS supporters would like to oust him.

Manfred's opponents, led by MAS, declare him to be Cochabamba's ex-Governor and Evo names a replacement to his liking (Evo gets to do this whether he wins or loses, since he remains President for 90 days pending new elections). Manfred, on the other hand, declares the vote invalid and himself the still-Governor of Cochabamba.

And if that happens don't doubt for a moment that the conflict will spread to the streets. In a heartbeat Cochabamba could look once again like what it did in the last street battle over Manfred, in January 2007, only this time it will be that battle on steroids. Keep that in mind if you have travel plans here in late August.

Jim, could you pull this post and modify it some? I don't like being in the position of having to completely agree with you. At first I thought that this might be one of those pieces of legislation passed with the opposition physically prevented from voting. Aadly, that isn't the case. They appear to simply have voted in favor of something that is so obviously in favor of Morales any way it unfolds that I'm simply left scratching my head. I guess voting on laws (or constitutions) without reading them first is becoming a bit of a tradition.

I've posted many times against the vast mayority of Evo's economic & foreign policies. Hoever, when I heard that PODEMOS agreed to this (as I posted b4) it really makes you wonder about this guys. If they are so stooopid as to agree to this, where they are playing their livelyhood, how stooooooopid would they be when negotiating a treaty/deal in the name of Bolivians and are acting as simple agents.

However, I guess it is agreed that as it stands the referendum is not democratic.

Manfred is a puzzle, how can people like him (who are proven slime balls) can still get elected. You can put Paredes, Doria Medina, and the Civicos there. Too bad that the MAS is also proving itself to be just as corrupt and anti-progress.

Jim, like always misinforming and writing half true’s, what can I say, at list you are seriously consistent. I will like to tell you that I fully agree with almost all you wrote under “dear Evo, pretty please let us correct our error”; even on the supposition of why the PODEMOS senators approved that stupid law; I even enjoyed the sarcasm.

Then you blatantly lie about Manfred, using only parts of what he said, you really hate his guts, don’t you? Manfred did propose a revocation referendum last January 2001, but not “precisely” as is written and as you want to imply.

Manfred did say to CNN what you wrote but he also said, from the beginning, that he was not in accordance with the differences that favor the maSSists. You said that Manfred should follow the law written by everybody but anybody in his political party; I said, interesting that you are so much into following the law when you preached not to follow it before Evo’s presidency; Specially a law that could take Manfred out of the Prefecture “even if he wins 50% plus 1 of the votes” in his region.

Not to mention, off course by you, that the law has being challenge for its constitutionality and that legally the elections cannot take place until the Constitutional Tribunal gives the go ahead. Why do you think Lechin, a well know Bolivian socialistic, is asking Evo not to go ahead with this illegal referendum.

Shame on you Jim, you might be able to fool the people outside Bolivia, but the ones within the country are well aware of our reality.

PODEMOS and the boys have really snatched defeat from the jaws of victory here.

I have to fight within myself not to be overcome with schadenfreude.

But I think the law is flawed, while it is arguably fair that Evo's original mandate of 53/54% be overcome, it is distinctly not fair that a prefecto can win the popular vote but still be ousted. It is a poor law.

Even though part of me is delighted that some of these prefectos will see their heads role I would not like to see it done when they win the popular vote. It would be wrong of Evo to appoint someone ideologically opposed to the popular sentiment of each department. Would not like to see these guys defeated in this way.

But yeah, these guys are dumb.

Who counts the votes for Evo's recall and the recalls of the governors of each department?

Is the central Bolivian elections department coordinating the vote count?

Is this institution still unbiased or is it biased towards Evo like the CNE in Venezuela is for Chavez?

Are Smartmatic voting machines being used or is the voting system decentralized?

And are voter rolls accurate or are there thousands of people with the same name or who are deceased?

All of Chavez' Venezuelan elections have been approved by the UN, the EU and the Jimmy Carter foundation. The 2000 US Presidential Election wasn't.

Considering how close his referendum failed, it's obvious that any bias shown towards him didn't work out. We can't say that for the Florida Supreme Court though can you?

Evo's definately not stupid, but being smart does not preclude your from making stupid decisions.

Evo definately has "worthier" intentions than the civicos, however, you know what kind of path good intentions build.

Too bad we can't have the civicos running the economic agenda and the MAS running the social one. Economic well being dictates how much of a social agenda you can afford. So the way things are now, Bolivia will be a nation with no industries other than cocaine trade if Evo keeps getting his way on the economics side.

Instead you have things like today. The MAS is taking over individual retirement funds, nationalize them, so that people that where not responsible enough to save by themselves will be STEALING funds from people who did save for retirement.

Those “civicos” and their puppeteers –the prefects- don’t care about the economic future of Bolivia. Their only concern is today. Their hands are itching to get a hold of the gas and oil profits by any means possible in order to fill their pockets and run from their “beloved homeland” as fast as possible.

If it were up to those “captains of free trade” all of Bolivia’s resources would have already been sold to international “investors”. Perhaps like in the case of Peru where recently the mining rights to Toromocho mountain, a mountain “composed almost entirely of copper ore” was sold to Chinalco, a Chinese mining concern. “The copper Chinalco extracts from Toromocho will cost something like US$410 (£210) per ton. Today, the price for copper on the London Metal Exchange was $8,255 (£4,220) - 20 times more. You may want to incorporate into your counterargument the fact that Evo is doing a great job "running the economic agenda". He reduced the debt, produced the third consecutive budget surplus and has arguably done more for Bolivia's currency than Bush has done for the dollar. The evidence supporting my claims are from the analysis regarding Bolivia by Price Waterhouse Coopers (the international accounting firm):

"2007 was a year of contrasts for the Bolivian economy, on the positive side there were record levels of exports and net international reserves combined with a reduction of 57% in the external debt. Furthermore for the third year running there was a budget surplus and continued growth (4.2% in 2007). As a result of this situation the local currency revalued against the US dollar for the second year running, in 2007 by 4.48%."

Morales reducing the debt. Translation: Charity and goodwill of international lenders to cancel parts of the debt after persistent Morales begging (hopefully he wore kneepads). It doesn't mean the government has suddenly become transparent and thrifty.

Morales producing 3rd consecutive budget surplus. Translation: Prices of international commodities increased substantially, especially of gas. Bolivia increased revenues, but decreased production. It can't even hold its contractual obligations exporting gas to Argentina and Brazil.

Morales revalued Bolivian currency against US dollar. Translation: more dollars in the economy, thanks in part to cocaine trafficking and remittances from an increasingly emigrating population. Besides, the revaluation hurts Bolivian exports, since it's more expensive to purchase them.

The part of the report you conveniently missed is that inflation is highest in 20 years, foreign investment declined 75% compared to last year, and interest rates and unemployment increased.

As if that weren't enough, Cuchi-Cuchi worshiper has caused Bolivia to be left out of the Millenium Challenge Account and has jeopardized thousands of El Alto jobs by constantly attacking and insulting the US. And to ice the cake, his constant racist and self-victimizing rhetoric has polarized the country as never before.

Therefore, Cuchi-Cuchi worshiper hasn't improved Bolivia's situation, he was worsened it exponentially. "Noble savage" he ain't.

You can say that Evo is harvesting the fruits of the "neoliberals."

If Bolivia has a surplus it is because of the gas exports...which got their start during the "neoliberal regime"

If debt has gone done it is because of negotiations that started during the "neoliberal regime"

Evo's "contribution" amounts to greater inflation, higher government spending, lower transparency on the venezuelan money (the ministers themselves acknowledge that they don't know how much or who has received the money), a stronger currency that is killing the competitiveness, null investment, continually dropping hidrocarbon exports, etc. etc. I won't even add the extremely horrible contracts that he signed with PDVSA giving away the choicest of lands to Chavez, letting Jindal get gas for free AND subsidizing their magnesium production, and let us not forget the new contract with Argentina that will cost the country $400,000,000/yr for failing to deliver as well as free gas to Ms. Kirchner.

I know Evo just like Bush, who blamed Clinton for all his mistake on the previous administration, likes to take credit for the accomplishment of the past 20 years and also just like Bush, he will never recognize that he has made a mistake.

Just checking the back catalogue from the time I was getting ready to first go to Bolivia (June 2005: ouch! but coincidental) and when I was actually there (Sep 05 to Aug 06). I liked the one you wrote about your five-day trip to the mountains with your dog. I was shocked to find comment sections where people actually thanked each other for their showdown discussions and that weren't dominated by people with stupid monikers.

Evo's budget surpluses are "historic". Prior administrations gave away the store at fire sale prices and it was not until Evo happened that Bolivia profited from the price of its natural resources. If exports rose and are rising then no harm occurred as a function of Bolivia's currency becoming more valuable against the Bush's ever-weakening dollar. (I pity those of you that reside in the US; Good luck with that if you plan to vacation in Europe)

The anti-Evo advocates above did not support their attack against the good job Evo has done since no harm to Bolivians has been shown. Instead the new prosperity is spreading to ALL Bolivians for the first time and any inflation is manageable and just a hickup on the road. Now Bush's America, by contrast, is suffering from what the American public is saying and will vote in their coming elections.

Jim, you are still misquoting Manfred. He did say that a recall referendum is a good idea. BUT he continues by saying that this evo's idea is like playing soccer were the prefects side has a huge goal and Evo has a tiny goal. Finally he says that he challenged Evo to a recall back in January which would have been good for the country. Today and on July 1st, were you kink to the quote, you distorted Manfreds statements. I think in this case you are a little to close to the issue to be objective.

As far as Podemos, the recall makes perfect sense to me. It weakens the momentum that the autonomists have built up, yet they can still run out the clock on Evo then take control of the central government in a few more years which still has the power.

Crooked face ;-), that is how Evo was able to get aid for the Beni flood victims. Bolivia is a poor country thanks to the ineptitude of its “educated elites” and their management of its affairs since its independence.

Furthermore, he certainly isn’t the same as the throngs of Latin American rulers that live like kings at the expense of the “public”.

They are well padded and resist wear and tear the most. He can name them the "dignity kneepads" just to keep up appearances as a dignified antiimperialist.
